The purpose of this study is to contribute to escalation of a management quality of local public enterprise through integrating local public enterprise evaluation(LPEE) and Malcolm Baldrige Model(MBM). In order to achieve the purpose, I suggested that develop an integration model of LPEE and MBM criteria and use AHP(Analytic Hierarchy Process) as a technique posting weight value to criteria. Of two suggests, it is the former to date or discuss seriously. Therefore the integration model is redesigned for leadership/strategy category(leadership, strategy), management system category(customer management system, business management system, measurement/knowledge management system), and management result category(business result, customer satisfaction result, human resource management result, financial management result).

본 연구는 소프테워어의 품질을 평가하기 위한 소프트웨어 품질평가 도구의 개발 에 관한 것으로 소프트웨어 품질을 평가하기 위한 체계를 구축하고 소프트웨어 품질 평가 활동을 지원하는 소프트웨어 품질평가도구를 개발하는 것을 목적으로 한다. 소 프트웨어 품질평가 체계는 GQM(Goal-Question-Metrics) 방법론에 의거하여 프로그램의 기능성, 유지보수성, 복잡성 및 객체지향성에 대한 부분을 포함하는 체계로 구성한다. 또한 소프트웨어 품질평가 도구는 개발자, 구매자 및 이용자간의 주관적인 요소를 배 제한 형태로 자동화된 평가를 행하는 것으로 소프트웨어 분석 시스템과 분석 과정을 일관성있게 지원하는 사용자 인터페이스에 대한 부분으로 구분된다. 본 논문의 목적은 소프트웨어 품질을 소프트웨어 개발 중이나 개발 완료후에 평가하여 소프트웨어 개발 비용과 유지보수 비용을 감소함으로써 소프트웨어의 생산성을 향상시키는 것이다.

Companies struggle to make their best products with high quality and service at a competitive price in global markets. However, customer needs and requirements keep changing with a variety of situations. Companies that face the changes can not stay the same and make an effort to adapt themselves to new circumstances. They would probably review the overall management system that is currently implementing to improve management efficiency. Among other things, quality might be considered to be a crucial element if they are manufacturing industries to be sustained in global markets. KSA (Korean Standards Association) is a government-affiliated organization under the Ministry of Trade, Infrastructure, and Energy. It is a Korean standards provider for quality and service industry. KSA confers national commendations for organizations, quality circles, artisans, QCEC (Quality Competitive Excellent Company), and the most honorable KNQA (Korean National Quality Award) every year. KSA established KNQA on the basis of Malcom Baldrige National Quality Award, Deming Prize, and European Quality Award. Research on quality awards shows that there are many similarities in the framework. Although KSA summarizes two factors for 13 evaluation indicators in the quality competitive excellent model of QCEC, the categorization is ambiguous to explain them according to earlier studies. We performed a deep analysis of foreign quality awards and background for KNQA and QCEC. We conducted a content analysis of KNQA and QCEC and matched evaluation items that were closely related. We proposed a quality competitiveness model with three factors, Technology, System, and Tools, summarizing 13 evaluation indicators in QCEC. Based on audit data for six years from 2012 to 2017 we carried out a confirmatory factor analysis for the proposed model by examining the model validity and fitness.

IT기술이 발전함에 따라, 우리가 접하는 데이터의 양은 기하급수적으로 늘어나고 있다. 이처럼 방대한 데이터들을 분석하고 관리하기 위한 기술로 등장한 것이 빅데이터 분산처리시스템이다. 기존 분산처리시스템에 대한 품질평가는 정형 데이터 중심의 환경을 바탕으로 이루어져 왔다. 그러므로, 이를 비정형 데이터 분석이 핵심인 빅데이터 분산처리시스템에 그대로 적용시킬 경우, 정확한 품질평가가 이루어질 수 없다. 따라서, 빅데이터 분석 환경을 고려한 분산처리시스템의 품질평가모델에 대한 연구가 필요하다. 본 논문에서는 소프트웨어 품질에 관한 국제 표준인 ISO/IEC9126에 근거하여 빅데이터 분산처리 시스템에서 요구되는 품질평가 요소를 도출하고, 이를 측정하기 위한 메트릭을 정의함으로써 새로이 품질평가모델을 제안한다.

최근에 ISO/IEC 9126과 ISO/IEC 14598에 기반한 소프트웨어 품질 평가는 다양한 분야에서 넓게 받아들여지고 있다. 그러나 소프트웨어 품질에 대한 이러한 표준들은 소프트웨어 제품에 대한 품질 모델과 품질 평가 프로세스의 실제적인 활용을 위한 지침을 제공하고 있지 않다. 그리고 대부분의 소프트웨어 사업에서 품질관리는 이러한 표준을 적용하기보다는 결함사항을 관리하는 방식으로 수행되고 있다. 그래서 본 논문에서는 국방 CBD 방법론의 산출물에 대한 정량적 품질 평가 방법을 제시한다. 특히, 본 논문에서 제시된 방법은 대부분의 표준 품질 평가 프로세스를 허용하면서 소프트웨어에 대한 이해관계자들에게 신중하게 작성된 설문서를 제시하여 얻어진 자료를 AHP 기법을 통하여 분석된 품질특성의 중요도를 이용하는 정량적 품질 모델을 적용한다. 또한, 소규모 소프트웨어 사업에서 얻어진 국방 CBD 방법론의 산출물에 대하여 품질평가 점검표를 적용하여 제안된 방법을 시험하였다. 결과적으로 제시된 방법은 고품질 소프트웨어를 획득하는 것이 가능함을 확인할 수 있었다.

본 논문은 SOA기반 시스템에 대해 품질 평가를 하기 위한 품질평가 모델을 제안하고, 이를 이용하여 ISO/IEC 9126을 참조해서 품질 평가 대상이 되는 5개의 품질 속성 즉, 기능성, 신뢰성, 사용성, 효율성, 유지보수성에 대해 품질평가를 하였다. 그 결과는 "기능성", "신뢰성", "사용성", "효율성" 및 "유지보수성"에 대해서 모두 만족하였다. 또한 이들 5개의 품질속성을 종합한 SOA기반 시스템에 대해서도 61.45%로 만족하였다.

본 연구는 프랑스의 품질인증 가이드라인과 한국의 품질인증 평가준거를 비교하고, 이러닝 품질관리에 대한 표준화된 이러닝 품질인증 평가준거를 적용한 품질인증 제도에서 품질인증에 성공한 사례와 실패한 사례를 비교분석함으로써 이러닝 품질인증 평가준거에 대한 주요 평가영역과 평가항목을 구별하였다. 이를 근거로 프랑스의 품질인증 평가항목에서 반영해야할 이러닝 품질인증 평가준거, 평가영역, 평가항목에 대한 일반화 모형을 개발하였다. 이는 우리나라는 물론 AUF와 관련이 있는 아프리카나 아시아 국가들에게 그들이 응용할 수 있는 평가준거를 제시한 것이다. 본 연구의 결과는 이러닝 품질인증 제도를 시행하려는 전 세계의 기관들이 활용할 수 있을 것이며, 동시에 이러닝 품질인증 평가를 받고자 하는 이러닝 관련 기업이나 기관들에게 중요한 활용자료가 될 것이다.

VPN은 인터넷망을 이용하므로 데이터를 암호화하는 보안기술이 뒷받침되어야 하며 보안성에 대한 확신을 줄 수 있도록 표준에 기반을 둔 평가 기술이 뒷받침되어야 한다. 그러므로 연관된 표준을 기반으로 VPN의 보안성을 평가할 수 있는 방법을 체계화할 필요가 있다. 따라서 본 연구에서는 정보보호시스템의 인증을 위한 평가기준인 CC(Common Criteria)와 소프트웨어 품질평가 표준인 ISO의 보안성(기밀성, 무결성, 부인방지, 책임성, 인증성) 평가 부분을 접목하여 이를 통합한 보안성 평가 모델을 구축하고자 하였다. 이를 위해 VPN의 기반 기술과 보안성에 관한 품질 요구사항을 분석하여 두 국제표준의 품질특성과의 연관성을 고려한 평가모델을 개발하였다. 이를 통해 VPN의 보안성 품질수준을 평가하는 융합 모델을 구축할 수 있을 것으로 사료되며, 향후 VPN에 대한 평가사례의 축적을 통해 평가모델의 적합성과 타당성을 제고할 필요가 있다.

This study intends to develop an evaluation model which could be used as an effective tool for criticizing the model house of multi-family housing. The evaluation model has been developed based on the theoretical framework suggested by previous results of research related on hosing design, which comprises the following four components: 1) the paradigm of future home and life-style, 2) marketing effects of housing developer, 3) goals and principles of housing design, and 4) results of user-preference study. In this study, an evaluation model was suggested as a preliminary form which would be modified in detail after series of tests in the field. The evaluation model will be used provide standardized criteria for the quality of model houses, and eventually help to improve the quality of multi-family housing design by balanced information from theorist, user and developer.

An extensive literature review has been made in this paper to build the evaluation hierarchy structure for the certification of electronic commerce services. In building the evaluation hierarchy structure, major candidate evaluation factors are selected by bench marking the various certification practices, including the Malcolm Baldrige award, ISO9000, and BSC(balanced scorecard) techniques. This paper deployed principal component analysis and factor analysis techniques to develop a statistically solid and systematic evaluation model. The final evaluation model, as presented in this paper as a model for the certification of electronic commerce services, produces a numeric score on the 100% scale, which can be served as a metric for the certification decision. The AHP technique was used in converting the various qualitative and quantitative evaluation values into a single measure for the certification decision.
