In the information society, characterized by knowledge and network economy, standards and standardization became a very important factor in determining the competitiveness of nations and firms. This paper defines the concept of standards and standardization and reconstructs the theory on the relationship between standards and technological innovation. The findings and policy implications are as follows. First, the effect of standards on technological innovation differs according to its function(compatibility, minimum quality, information, and variety reduction) and types(product-related and non-product). On the other hand, standards can impede technological innovation. Second, in terms of national innovation system(NIS), standards are an infra-technology, which is a public good. Therefore, government should decide the optimal level of investment on standards and standardization. Third, since standards foster firms' innovation over the all stages of business activities company, industry, and government should connect standardization activities with R&D, manufacturing, marketing, supply chain, and technology transfer, Fourth, standards play an important role in product innovation as well as process innovation. Based on these theoretical background and hypotheses, the empirical study of the Korean firms is needed.

In the preparation of Ag-coated Cu flakes using L-ascorbic acid as a reductant for the electroless Ag plating, the effects of pretreatment methods and the reductant concentration on the uniformity of Ag coating layer and the anti-oxidation property of Ag-coated Cu flakes during the heating in air were evaluated. It was found that the removal degree of surface oxide layer during the pretreatment has great influence on the uniformity of Ag coating layer and the formation degree of hole defects in the flakes has slight effect on the anti-oxidation property of Ag-coated Cu flakes. It was also verified that the reductant concentration has great influence on the coverage uniformity and thickness of Ag coating, thus it was could be considered a main process parameter. When the reductant concentration was 0.04 M, high-quality Ag-coated Cu flakes was obtained. When the concentration increased to 0.06 M, however, the anti-oxidation property of Ag-coated Cu flakes became remarkably worse owing to remnant of Cu surface non-coated with Ag by the formation of pure Ag fine particles.
Most widely methods for reinforcement of soil utilized in Korea are anchor method, soil nail method and micro pile method. These methods are classified by the intended use of the structure to be constructed, but the reinforcement of the ground is accomplished contains in common the process of grouting work after inserting the reinforcements. Domestically, gravity grouting has been used mostly so far, but there has always been the risk of insufficient restoration of the loose ground area from the drill holes because the grouting is conducted only by gravity. On the other hand, pressure reinjection grouting may enhance the grouting quality by solving the problem of the existing grouting method considerably since it additionally reinjects grouting through pre-installed tube a certain time after the first grouting. Accordingly, this study evaluated the pullout characteristics by the grouting methods by performing model test on decomposed granite soil, and investigated the support increasing characteristics of reinforcements depending on the curing time, reinjection pressure, and uplift force variation of the pressure reinjection grouting. The result of this research shows that the pressure reinjection grouting demonstrated 1.1~1.3 times of performance of the gravity grouting, and suggests some analysis on optimal water content, reinjection pressure and curing time of the pressure reinjection grouting.

The purpose of this study is to investigate trends in research studies on scientific argument and writing in Korea. 118 research studies published from 2004 to 2013 have been collected and analyzed. Many of the research studies focused on developing teaching strategies, analyzing contents of scientific argument and writing, and effects on student learning. More than half of the studies were conducted with elementary and middle school students while studies with pre-service, in-service teachers or high school students were relatively rare. Most research studies were conducted within regular school hour context and participants were given relevant information/education prior to argument and writing activities. Many research have analyzed student growth in scientific attitudes and we would suggest that further studies should investigate student growth in scientific concepts, scientific inquiry, and critical thinking. The structure and process of argument or the content and form of writing have been analyzed. The quality of argument and scientific concepts embedded in argument and writing should be investigated more in future researches.
This paper focuses on the study of a development direction of the industrial security Expert system. First of all, in order to manage Industrial security system, we need to have law, criminology, business and engineering professionals as well as IT experts, which are the multi-dimensional convergence professionals. Secondly, industrial organizations need to have workforce who can perform security strategy; security plan; security training; security services; or security system management and operations. Industrial security certification system can contribute to cultivate above mentioned professional workforce. Currently Industrial Security Expert(ISE) is a private qualification. However, the author argued that it have to be changed to national qualification. In addition, it is necessary that the system should be given credibility with verifying the personnel whether they are proper or not in the their field. In terms of quality innovation, it is also necessary that distinguish the levels of utilization of rating system of the industrial security coordinator through a long-term examination. With respect to grading criteria, we could consider the requirements as following: whether they must hold the degree of the industrial security-related areas of undergraduate or postgraduate (or to be); what or how many industrial security-related courses they should complete through a credit bank system. If the plan of completing certain industrial security-related credits simply through the credit bank system, without establishing a new industrial security-related department, has established, then industrial security study would be spreaded and advanced. For private certification holders, the problem of the qualification succeeding process is important matter. Additionally, it is necessary to introduce the certifying system of ISMS(Industrial Security Management System) which is a specialized system for protecting industrial technology. To sum up, when the industrial security management system links the industrial security management certification, industrial security would realize in the companies and research institutions dealing with national key technology. Then, a group synergy effect would occurs.

To explore the sources of carbonaceous material in the airborne particulate matter (PM), comprehensive PM sampling was performed (3 to 14 January 2010) at a traffic hot spot site (HS), Farm Gate, Dhaka using several samplers: AirMetrics MiniVol (for $PM_{10}$ and $PM_{2.5}$) and MOUDI (for size fractionated submicron PM). Long-term PM data (April 2000 to March 2006 and April 2000 to March 2010 in two size fractions ($PM_{2.2}$ and $PM_{2.2-10}$) obtained from two air quality-monitoring stations, one at Farm Gate (HS) and another at a semi-residential (SR) area (Atomic Energy Centre, Dhaka Campus, (AECD)), respectively were also analyzed. The long-term PM trend shows that fine particulate matter concentrations have decreased over time as a result of government policy interventions even with increasing vehicles on the road. The ratio of $PM_{2.5}/PM_{10}$ showed that the average $PM_{2.5}$ mass was about 78% of the $PM_{10}$ mass. It was also found that about 63% of $PM_{2.5}$ mass is $PM_1$. The total contribution of BC to $PM_{2.5}$ is about 16% and showed a decreasing trend over the years. It was observed that $PM_1$ fractions contained the major amount of carbonaceous materials, which mainly originated from high temperature combustion process in the $PM_{2.5}$. From the IMPROVE TOR protocol carbon fraction analysis, it was observed that emissions from gasoline vehicles contributed to $PM_1$ given the high abundance of EC1 and OC2 and the contribution of diesel to $PM_1$ is minimal as indicated by the low abundance of OC1 and EC2. Source apportionment results also show that vehicular exhaust is the largest contributors to PM in Dhaka. There is also transported $PM_{2.2}$from regional sources. With the increasing economic activities and recent GDP growth, the number of vehicles and brick kilns has significantly increased in and around Dhaka. Further action will be required to further reduce PM-related air pollution in Dhaka.

The purpose of this study is to examine the pedagogical content knowledge (PCK) elements and the changes in the science lesson planning and implementation difficulties experienced by high-career elementary school teachers with over 20 years of educational experience through the instructional consulting case of the Seoul City Office of Education Scholarship Support Group in order to find implications on effective instructional consulting support plan for improving the science teaching professionalism of high-career elementary school teachers. The result of this study is as follows : First, the pedagogical content knowledge (PCK) elements on the science lesson planning and implementation difficulties experienced by high-career elementary school teachers with over 20 years of educational experience were related to teaching strategy and they experienced difficulties in lesson content organization using lesson model and experiment facilitation and questioning, as well as in the area of interest and motive management that are definitional characteristic of learner in the learner element. Second, as for the changes in the PCK through science instructional consulting, they recognized the importance of the designing and experimenting process as students become the subject in the experiment facilitation in lesson, and they ended up attempting the postscript for promoting the thinking power of students. In addition, it was found that not only the cognitive characteristic but also the definitional characteristic of learner is important in science lesson and that students' motive is also an element that needs to be continuously managed. Third, as for effective instructional consulting plan for enhancing the science teaching professionalism of high-career elementary school teachers, it was revealed that it is necessary to first develop lesson expertise improvement consulting program that takes into account of teaching profession advancement phase of high-career teachers, and establish instructional consulting system and human resource pool of high-quality consultants based on the administrative and financial support from the Office of Education. The academic significance of this study is in the fact that it examined and searched for support plan on science teaching professionalism of high-career elementary school teacher, but a more extensive and in-depth study is needed since there is a limitation in this study on the object of study and the period.
In this work, torrefaction of the sewage sludge was investigated the characteristics of torrefied products and the value of as energy resource to improve energy density and to maintain consistent quality of SRF. Torrefaction was performed two important torrefaction operational parameter, temperature($150-230^{\circ}C$) and reaction time(10-60min). As raising the torrefaction temperature at long reaction times, the moisture content of torrefied products was decreased, while the heating value was increased. Moreover, increasing of the torrefaction temperature led to a increase of the content of the carbon up to 60% compare to the initial the sample, and a decrease of the content hydrogen and oxygen. Especially, Average heating value was 4,818 kcal/kg regardless of the reaction time when torrefaction was performed over $210^{\circ}C$. In addition, the fuel ration and coal band were improved after torrefaction because the O/C and the H/C ratio were decreased.
The pitch searching is a vital process in a vocoder. Generally, the method of pitch searching is employed after highlighting the periodicity, where a correlation is identified with the signal by changing the interval of two pulses. When the correlation value reaches the peak, the pitch can be found by the pulse interval because it is the repetition interval with most striking period. However if the identified period happens to be one of half period, double period or triple period, this cannot be considered as the pitch period. Many methods were suggested to solve this problem. An inaccurate pitch could be obtained as well, when there is an interval where signal amplitude is not constant but varies abruptly in the frame. To solve this matter, searching the pitch by dividing a frame into various subframes is adopted, but too much calculation has to be followed while it leads the correct value. This paper suggests an algorithm to resolve these two problems. First, to search the pitch after advance correction of the signal energy level with an estimated overall energy change ratio in the frame before pitch search to reduce half period, double period and triple period is suggested. Second, to vary the number of subframes by predicting the amplitude change rate in the frame by the energy ratio obtained by the above-mentioned method is advised. If these two methods are applied, the pitch searching time can be reduced and the general pitch searching performance can be improved without affecting the sound quality in the synthesized signal.
Products elicit the consumer's purchasing behavior by satisfying their needs and are cognized as the combination of various needs attributes. Also R&D is referred as a series of technical development activities to meet the consumer's needs attributes. In particular, in the market-oriented R&D era, it could obtain the legitimacy by developing the R&D based on the needs attributes. In this study, we aimed to investigate the priority setting in R&D field, considering consumer's needs attributes. To be concrete, we tried to present the evolutional direction of desirable phased R&D according to 'the importance degree for consumers on the attributes (functions) of the certain products' and 'the urgency degree of technical quality to fulfill its needs'. To achieve this, we targeted SMART TV, the convergence product, which contains the uncertainty in terms of marketability and technological aspect, and analyzed the priority of the R&D in SMART TV field. Based on the result of the analysis, 4-steps product concept (ultra high definition TV, interactive TV, 3D/immersive TV, personalized TV) is derived by analyzing the evolutional direction of R&D in SMART TV field. This finding implies that the success possibilities of product could be enhanced during the process of the evolution of products that have multiple needs attributes, by pursuing the R&D which fulfills the needs attribute first required in the market. In addition, it provides a useful framework to design the R&D roadmap in an aspect of R&D strategy.
