Purpose: This study is in order to secure high quality of military supplies, it is important to secure design quality in the development phase. I will review how to establish a quality assurance system in the development phase based on the author's seminar presentation contents and application example of Hanwha Systems Co., Ltd. Methods: To guarantee design quality in the development phase, in 2002, quality assurance system that is adequate for SQA(Software Quality Assurance)'s requirements of CMM(Capability Maturity Model) was conduct. In 2009, based on the CMMI(Capability Maturity Model Integration) Level 5, there has been continuous and reenforced quality assurance activities. Results: By suggesting the construction and a case study on application of R&D quality assurance, it would be helpful for companies aiming to construct or enhance quality assurance system. Conclusion: To secure high quality for military supplies, a development QA system should be established to secure quality in the development phase. In addition, Total life cycle QA system for development, mass production and operation phase should be reestablished.
The purposes of this paper are to compare expert systems and decision support systems, and illustrate the possible benefits when expert systems are integrated into the model base of a decision support systems for supporting decision-makers. Integrating expert systems capability into decision support systems may enhance the quality and efficiency of both computerized systems. This integration can improve selection of model, analysis, model management, judgement, and modeling. Thus the results are much more powerful decision support systems than are presently available.

In this dissertation, a new process capability index $C_{psk}$ is introduced for non-normal process. The Pearson curve and the Johnson curve are selected for capability index calculation and data modeling the normal-based index $C_{psk}$ is used as the model for non-normal process. A significant result of this research find that the ranking of the seven indices, $C_p,\;C_{pk},\;C_{pm},\;C^{\ast}_{pm},\;C_{pmk},\;C_s,\;C_{psk}$ in terms of sensitivity to departure of the process median from the target value T=M from the most sensitive one up to the least sensitive are $C_{psk},\;C_{s},\;C_{pmk},\;C^{\ast}_{pm},\;C_{pm},\;C_{pk},\;C_p$. i.e, By the criteria adopted for evaluation of PCI's $C_{psk}$ is the most sensitive to the departure of the process median from target and $C_p$ is least
Process capability indices (PCI) $C_p\;C_{pk},\;C_m,\;and\;C_{pmk}$ are widely used to evaluate the process performance. The PCI's have been evolved to consider the 'off targetness' more adequately. However, all of these indices are found to be inconsistent with the proportion of nonconforming items, in some cases. That is, the PCI for a process may result in higher value even when the proportion of defectives increases. For these reasons, we propose a new capability index, $c_{pd}$, which is consistent with the defect rate. The characteristics of the new PCI, $c_{pd}$ are investigated with respect to the existing PCI's. Some statistical properties of an estimator for $c_{pd}$ are also investigated by a Monte Carlo simulation. Sensitivity study under minor deviation from normality is also performed to show the robustness of $c_{pd}$. A good estimator for $c_{pd}$ is under study.

Process quality control, which prevents problems and risks that may occur in products and processes, has been recognized as an important issue, and SPC techniques have been used for this purpose. Process Capability Index (PCI) is useful Statistical Process Control (SPC) tool that is measure of process diagnostic and assessment tools widely use in industrial field. It has advantage of easy to calculate and easy to use in the field. $C_p$ and $C_{pk}$ are traditional PCIs. These traditional $C_p$ and $C_{pk}$ were used only as a measure of process capability, taking into account the quality variance or the bias of the process mean. These are not given information about the characteristic value does not match the target value of the process and this has the disadvantage that it is difficult to assess the economic losses that may arise in the enterprise. Studies of this process capability index by many scholars actively for supplement of its disadvantage. These studies to evaluate the capability of situation of various field has presented a new process capability index. $C_{pm}$ is considers both the process variation and the process deviation from target value. And $C_{pm}{^+}$ is considers economic loss for the process deviation from target value. In this paper we developed an improved Expected Loss Capability Index using Reflected Normal Loss Function of Spring. This has the advantage that it is easy to realistically reflect the loss when the specification is asymmetric around the target value. And check the correlation between existing traditional process capability index ($C_{pk}$) and new one. Finally, we propose the criteria for classification about developed process capability index.
The Taiwan National Quality Award (TNQA) has been conducted for 14 years. However, small and medium-sized companies (SMSCs) rarely win the TNQA. This study undertakes a capability analysis to explore how SMSCs do win the TNQA. A survey instrument involving 149 questions extracted from 'the 2001 Handbook of Standard Criteria for Evaluation of TNQA' is used to measure the capability of SMSCs in competing for the TNQA. The paper concludes with a summary of the essential qualities required by an SMSC if it is to compete successfully for the TNQA.
This paper considers supplier selection process for e-business & ISO 9001 quality management system environments. Determining suitable suppliers in the electronic commerce has become a key strategic consideration. However, the nature of these decisions is usually complex and unstructured. In this paper, a Quality Estimated Supplier Selection (QESS) model is proposed to deal with the supplier selection problems in the e-business(Business to Business: B to B). In the supplier selection, quality management factors will be considered for the first time, and then price, and delivery etc. In the first level, we deal with the quality management factors such as quality management audit, product test, engineering man-power, capability index and training time etc., based on the five point scale. In the second level, a QESS model determines the final solution by considering factors such as price, production lead-time and delivery time.
This study is to search for the core factors of improving competitiveness of small and medium venture manufacturing company in electric and electronic industry and to do an in-depth analysis of the relations with management performance through systematic approach and to provide implications of importance of the management for the improvement factors for the domestic small and medium venture manufacturing company in electric and electronic industry. The report is analyzed how the relationship between the quality management system that was discussed in existing literature and the core factors of absorbing capability impact to the enterprise management performance.
Purpose: This study provide the matching mechanism between startup and business incubator to enhance managerial performance of business incubator. In addition, we propose the differentiation strategy for business incubator based on the needs of startups. Methods: In order to carry out the research, we surveyed 216 startups who already have invested in venture capitals and angel investors and currently residing in business incubator and 30 venture capitals and angel investors. Based on survey results, we develop a business incubator capability table matching startup with business incubator. Results: Satisfaction and importance of the supporting programs varied depending on the startup experience and startup lifecycle. As a result, we recommended a R&D center for machinery/material, bio/medical and electric/electronics startups and individual office for ICT and knowledge service startups. In addition, we suggested a differentiation strategy to BI in university specialized for machinery/material, privately operated BI for electric/electronic, (local)government, R&D center and individual office for knowledge service respectively. Conclusion: In this study, business incubator capability table is applied to match startup with business incubator and it could be applied to evaluate the current status of business incubator. Furthermore, it will help to establish a future strategic direction for business incubator.

The goal of the study was to see how quality management (QMA), strategy (STR), and innovative capability (INC) influence the competitive advantage of a Thai information communication technology (ICT) firm (COA). The researchers collected 431 surveys from Thailand's owners and managers employed in ICT enterprises from the beginning of June 2021 to the end of September 2021using diverse sample strategies. A questionnaire with an index of item-objective congruence (IOC) value of 0.60-1.00 and a reliability value of 0.92-0.96 was used as the research tool. Participants in the survey were requested to fill out a seven-level opinion survey posted on Google Forms. A latent variable structural equation model (SEM) path analysis using LISREL 9.1 was used for the four latent variables, 31 manifest variables, and the five hypotheses testing. The analysis showed that all three causal variables positively affected COA, which had a total effect (TE) R2 value = 80% when combined with the other latent variables. Moreover, the values for the latent variables when ranked by total effect (TE) were STR, QMA, and INC with TE values of 0.95, 0.89, and 0.25, respectively. Finally, there were very strong influences from COA to STR (0.95), INC to QMA (0.86), and STR to QMA (0.71).
