A Study on the Core Competency of Aircraft Maintenance Quality Engineer (항공정비 품질 엔지니어의 핵심역량에 관한 연구)

  • This study identified the core competencies of aircraft maintenance quality engineers and compared the importance and retention of core competencies. Through literature research, 21 core competencies were derived in three areas of management technology, elemenal technology and collaboration technology, and a survey was conducted on the importance and retention of core competencies for 42 aircraft maintenance quality engineers. As a result of the survey, the importance of all core competencies of aircraft maintenance quality engineers is 3.95/5 on average, and the retention of all core competencies is 3.99/5 on average. 'Risk Management', 'Creating Document', 'Honesty/Moral' were identified as the most important competencies in each area, and 'Quality Management', 'Language', 'Honesty/Moral' were identified as the most possessed competencies in each area. An IPA (Importance-Performance Analysis) was performed to analyze the details. Through IPA, 'Risk Management' and 'Safety Management' were evaluated as having a low degree of retention compared to a high level of importance. Therefore, they were identified as a core competencies that need to be improved first. In addition, the characteristics of each core competency and the recognition level in the field were also identified. This study will be helpful in defining the roles and functions of aircraft maintenance quality engineers to improve flight quality and prevent aviation accidents.

  • Construction Management (CM) is being utilized as an efficient project management system. Construction management system provide scientific management techniques as well as the expert's service with the expertise. Accordingly, CM services demand is continuously increasing in construction project. Construction Management engineer grade is distinguished by the Index of Construction Engineer's Competency (ICEC). Construction management engineer requires a higher score than the other fields. However, junior grade CM engineer can get grade according to the education and qualification. This study was conducted junior grade CM engineer depth interview after analyzing the problem of the current CM engineer grade system. As a result, this study was to extracted the 23 kind competence factors. And, competence factors were five area grouped using affinity diagram method. Next, we analyzed the importance utilizing the Analytic Network Process (ANP) technique. As a result, high priority areas were analyzed to be quality and cost areas associated with project management.

  • The Studies on Quality Assurance Activities at the Phase of Planning - Design Are Quite Rare, While Those Activies are very Important, This Study is Focused on the Applicability of Quality Function Development System to the Phase of Planning-Design, With a Matrix of the Quality Assurance Activities and Quality Function Develop-ment System.   • In order to calculate the quality management cost of construction work, the process must conform to relevant laws and regulations. In details, the cost of the various items such as quality test fee and quality control activity cost are required to be calculated. Regarding the quality management costs, the labor cost is applied to the quality examination fee and the calculation unit quantity in the construction quality management duties. The application of the unit price of the labor cost stipulates that Construction Association of Korea and Korea Engineering & Consulting Association apply the unit price which is surveyed and published. However, in the related laws and regulations, the standard of the quality manager and quality tester is not clear. This accounts for the confusion in the cost of construction management and the cost of labor. In the current law, the allocation standard of quality control personnel is specified according to the size of the construction, but the standard of placement of quality testers is not specified. At the construction site, there is no assignment criteria manpower for quality testers except quality managers, or very little work is being done. The quality control personnel conducts the quality test work to be carried out by the quality tester, and this carrying out heavy work. Therefore, it is difficult to maintain quality control activities. In this study, the labor cost of quality management expenses and the allocation criteria of quality managers and quality testers are established and presented for the purpose of securing the quality of the construction work and preventing the construction work. It is stipulated that the standards of the relevant laws and regulations, which are not clear, should be classified into quality control personnel and quality testers according to the size of the construction. Based on the unit price of Korea Engineering & Consulting Association, the personnel expenses of quality managers and quality testers are proposed to apply the unit price of engineer (professional engineer, specialist, advanced, intermediate, beginner) and skilled technicians (advanced, intermediate, beginner).

  • The ISO (International Organization for Standardization) 9000 QMS (Quality Management System) standards specify requirements that need to demonstrate an organization's ability to consistently provide products or services. Korean companies have been implementing ISO 9000 QMS to compete in global markets. ISO 9000 QMS standards have been revised in 1994, 2000, 2008, and 2015 since the first release in 1987. The key change in ISO 9001:2015 is focused on risk-based thinking. It means that risk inherent within an organization is early identified and proactively controlled by use of all aspects of QMS rather than taking preventive actions. In this article we did literature review mainly on empirical study related to motivation and operation performance of ISO 9000 implementation. We present the necessity of changeover, features of new version, and comparison between new and old version. In order to see how well organizations can implement the new ISO 9001:2015 we focus on manufacturing companies that are going to convert to ISO 9001:2015 registration. We collect their key characteristics such as yearly sales, the number of MPI (Management Performance Indicators), the number of KPI (Key Performance Indicators), the number of quality control engineers, quality control engineer work experience, and the degree of adaptiveness between new ISO 9001:2015 QMS and QMS currently operating in manufacturing companies. Especially the degree of adaptiveness is analyzed by correlation analysis, regression analysis, ANOVA, and t-tests to discover the relationships among their characteristics. We found out that the degree of adaptiveness is linearly related to quality control engineer work experience and the number of MPI and KPI that is practically utilized in manufacturing companies. We summarize the implications discovered to help manufacturing industry convert to ISO 9001:2015 registration.

  • It is very important to rationally allocate manufacturing processes because customer's needs are being various, and product life cycle in the market Is being shortened. The process allocation is needed before making process control plan and is mostly being done by the field experience or intuition of machine operator, process engineer and/or maintenance technician. Therefore, a modified allocation method using the process variation is proposed. This paper presents the result of comparative studies between current method and the proposed one.

  • Meat itself contains all the essential nutrients for the organisms, because it is high in moisture, rich in nitrogenous, Plentifully supplied with minerals and accessory growth factors, usually has come fermantable carbohydrates and is at a faverable PH for most microorganisms. So, microorganisn can grow and multiply rapidly well in it and caused spoilage of meat and their Product. Therefore, storage and handling of meat must be Strictly controlled on contamination and growth of organism by a low temperature, among the low temperature control, chilling control of meat is one of the best method as good retention for meat quality.

  • The trouble of business management of the manufacturing industrial companies in korea are constituted by that average 26∼29% of production management in the worst trouble of business management from 1973 to 1997. A movement for higher productivity and quality is very important of the basis for industry society prosperity. Image Coding of Visually Weighted t Discrete Cosine Transform (시각 하중 이산여현변환 영상부호화)

  • Utilizing a cosine transform in image compression has several recognized performance benefits, resulting in the ability to attain large compression ratio with small quality loss. Also, various models incorporating Human Visual System (HVS) to Discrete Cosine Trans-form (DCT) scheme are considered. Using the exact frequency components of DCT basis function, the optimum modulation transfer function (MTF) is obtained analytically. The errors at a block boundary which is important factor in transform coder are criteria for error measurement. The HVS weight coding results in perceptually higher quality images compared with the unweighted scheme.
