Picture Quality Control Method among Multiple Video Sources

  • When the multiple video sources are together transmitted through the channel of fixed bandwidth, the efficiently picture quality method is necessary. This paper presents the picture quality control method to keep the same distortion level among the video sources. We first find a model of distortion and bitrate for the multiplexing system of multiple sources. Then we obtain the bitrate for each source to have same distortion level among the sources by using the approximated model parameters for simple implementation.

Apply a Model of CQI to the Hospital

  • The paper aims to apply a model of continuous quality improvement (CQI) to Taiwan provincial Pin Ton hospital. Tools of quality control were used both total quality management (TQM) and quality control circle (QCC) in order to approach the objective of ${\ulcorner}$higher quality, higher efficiency, lower cost${\lrcorner}$. During two years, this hospital has organized thirteen QC circles that were classified three categories according to that objective: four circles work for higher quality; the other four circles work for higher efficiency; five circles for lower cost. After implementation, several results were found from two viewpoints. From viewpoint of tangibility, one of the most outcomes is to reduce labor cost from 56 persons to 28 persons of temporary employees. From viewpoint of intangibility, the result was evaluated using radar chart to compare the difference after improvement. This paper is going to report the process of CQI for the hospital management because it is a new issue in Taiwan since 1997

  • Everyone knows that documents are very useful to obtain and transfer an information. Establishing a good document control system is difficult although it is important. In this point, document control is the base of the quality system. This paper provides possible implementation methods and achieving the method of good document control through analysis of code requirements. The best method is to provide a freedom to people.

Picture Quality Control by Priority Among Multiple Video Sources

  • When the multiple video sources are transmitted together through the channel of fixed bandwidth, an efficient picture quality control is necessary. This paper presents a joint picture quality control method to satisfy the user requirement by priority among the video sources. The better picture quality is assigned to the source of higher priority compared to lower priority. We obtain the bitrate for each source to have a required distortion level among the sources by using an approximate distortion-bitrate model for simple implementation. It is shown by simulation that the proposed bandwidth allocation method can keep almost the user-required picture quality among the sources in comparison to an independent bandwidth allocation method.

  • Factory Automation is being implemented rapidly in almost of industries. This new trend and technology have a great influence on even traditional quality control system, and make it be changed with new approaches and methodologies. In these environments, this study has brief review on automation and quality control system, gives checkpoints of the automation system design with the viewpoint of quality control. Also this study proposes a detail system configuration and specifications of each system conponent in the configuration. In the last, a brief implementation guideline for the automation system in the scope of information technology is also presented.

  • Construction industry is considered as the most hazardous industry due to its unique nature. Safety and quality management are essential to control hazards and improve success in project implementation. This paper focuses on evaluating the crucial factors influencing safety and quality management in construction projects. In order to achieve this, the qualitative and quantitative approaches were used for data collection. The findings of this study reveal the crucial safety factors as management commitment, safety awareness of top management practices/ procedures/ reviews, and errors in judgement or carelessness. Project supervision, employee involvement/ altitude, and expertise knowledge/ training were considered as the crucial quality factors influencing safety and quality management. The study shows that safety and quality issues cannot be overlooked therefore proper implementation is paramount to achieve project success.

  • A study to synthesize the recent concept and significance of quality and quality control has been performed in this paper. With understanding the recent market and manufacturing environment, we first discuss the significance of quality from the system view point. Then the existing definitions of quality have been rigourously examined and some significant features embeded in them have been derived. Through this examination, we specifically address "endless-effort for improvement" with three key elements required for successful implementation in quality control programs. Taguchi's quadratic loss function with regard to the addressed quality concept has also been discussed. Finally, we conclude this study with providing a view toward the development of new models.

Improving the Quality of Customer Service of Electrical Power Supply using an Integrated Outage Management System

  • An Integrated Outage Management System (IOMS) is a utility owned, centralized information system. Using the Supervisory Control And Data Acquisition (SCADA) methodology, the IOMS integrates different databases and components of outage management systems to improve the quality of service of electrical power to customers. This paper describes the development of an IOMS and its related utility functionality. The design considerations, salient features, component integration, functional aspects, and implementation issues of the IOMS are discussed. Evidence shows that the IOMS implementation would result in improving the overall quality of electric power supply and effective outage management significantly.

The Principles of Total Quality Management(TQM) and Its Implementation. (총체적 질관리(Total Quality Management)의 이론적 배경과 그 적용실태)

  • This study is (a) to describe the history of Total Quality Management (TQM) generated in the industry, health care service, and nursing society ; (b) to define the concept, total quality management including the definition of quality ; (C) to explain the each principle of TQM theory developed by main theorists, E. Deming, J. Juran, and B. Crosby ; (d) to give the examples related to TQM implementation at the health care organization ; and (e) to mention the extent to which the health care organizations are able to evaluate their cultural organization toward TQM and have had the way to measure the effect of TQM implementation. TQM referred to Continuous Quality Improvement(CQI), Quality Improvement(QI), and Total Quality Improvement(TQI), was not recognized by experts in the United States industry, but by economists in Japan until the end of the 1970's. However, the United States' government led to introduce the principles of TQM to general industry as well as health care service area so that TQM became a main philosophy to manage the organizations in health care service. TQM is a structured, systematic process for creating organization-wide participation in planning and implementing continuous improvement in quality. E. Deming established the "Chain reaction in Quality" and the fourteen point of TQM. The Chain reaction in quality is to describe the relationship among the reduction of waste, rework, and delay, quality improvement, customer satisfaction, and productivity. There are fourteen points to explain the principles of TQM by E. Deming. Juran defined the "Quality Trilogy" to improve the level of quality in any organization. Quality Trilogy has three steps such as quality planning, quality control, and quality improvement for implementing the TQM projects. Crosby describes his TQM theory by establishing "Four Absolutes" and "Fourteen steps in TQM" implementation. Until now, most healthcare organizations have made efforts to organize the TQM task team and to implement TQM principles with various issues. There are three priorities to select the TQM issues : High-volume, High-risk, and Problem-prone. However, there is no absolute, credible measurement yet to evaluate the effects of TQM implementation in health care organization regardless of the classification of health care organizations, geographical background, and social influence. Thus, developing the evaluation way in terms of TQM is the foremost task in health service area. The most important thing for TQM implementation in the organization is to settle up the concept, cultural transformation from traditional management toward quality.
