의료 질 관리 활동에 대한 병원종사자들의 태도와 인식 (Quality Improvement Activity in Hospitals and Its Acceptance among Hospital Personnels)

  • Background : It is a primary goal for hospital personnel to improve the quality of patient care. In Korea the concept of quality assurance has been spread over the last five years. Many hospitals have implemented quality assurance programs that fit their own philosophy and needs. As a result, they are supposed to have different experiences and attitudes toward quality assurance. To investigate their diversity will be helpful to have a direction to the future and to enhance the quality assurance activities in Korean hospitals. Objectives : The aim of this study is to obtain information about hospital personnel's attitude and opinion toward quality assurance in hospitals. Methods : A questionnaire was developed which consisted of five parts; the general characteristics of respondent, the concepts of quality assurance, need for quality assurance program, current status of quality improvement activities, and participation in programs. Using the registry of Korean hospitals, 102 hospitals with more than 400 beds were selected. Questionnaires were mailed to hospital staffs of each hospital; top managers, clinical department heads, registered nurses, medical recorders, and administrators. Results : Of 2038 questionnaires sent, 877 were returned, giving response rate of 44%. Most respondents(70%) regarded quality assurance as efforts to provide patient with care in highest quality and to improve effectiveness or resource utilization. Ninety-nine percent of respondents agreed to need for quality assurance in their hospitals. There were current quality improvement programs implemented in the department of 553 respondents(62%), and most of the(85%) have participated in at least one program. Lack of motivation was pointed out as a barrier to implement the programs. Conclusion : Although most respondents have known of the concept and need for quality assurance, this study suggests that education and motivation of hospital personnel be needed to activate the quality assurance programs in hospitals.

군수품의 고품질 확보를 위한 개발 품질보증 적용사례 연구 (A Case Study on Application of R&D Quality Assurance to Secure High Quality for Military Supplies)

  • Purpose: This study is in order to secure high quality of military supplies, it is important to secure design quality in the development phase. I will review how to establish a quality assurance system in the development phase based on the author's seminar presentation contents and application example of Hanwha Systems Co., Ltd. Methods: To guarantee design quality in the development phase, in 2002, quality assurance system that is adequate for SQA(Software Quality Assurance)'s requirements of CMM(Capability Maturity Model) was conduct. In 2009, based on the CMMI(Capability Maturity Model Integration) Level 5, there has been continuous and reenforced quality assurance activities. Results: By suggesting the construction and a case study on application of R&D quality assurance, it would be helpful for companies aiming to construct or enhance quality assurance system. Conclusion: To secure high quality for military supplies, a development QA system should be established to secure quality in the development phase. In addition, Total life cycle QA system for development, mass production and operation phase should be reestablished.

  • Many papers point out that the e-Learning is one of the most important industries, and the effect on other industries can be more powerful than any other business. Therefore, we think about social, cultural, industrial and technological effect of the e-Learning in order to enlarge industry scale as well as educational performances. In many cases of developed countries, various kinds of study have been performed for the e-Learning quality assurance because quality of the e-learning should operate on effective and efficient learning and continuous market development of education industries. The e-Learning quality assurance has import function not only for learning contents reusability like a SCORM and metadata but also for learning system, solution and service operation, so activities for the quality assurance should consider of cultural and tactical approach when it is applied in the e-learning business. In this paper, we present the concept, domain and purpose of the e-Learning quality assurance. Furthermore, this paper proposes the process and methodology in order to make the quality assurance standard model which is consist of 6 phase such as Environment Research, Needs Analysis, Framework, Metrics, Development and Implementation, Evaluation and Feedback through the analysis and comparison of pre-studied worldwide quality control, management and assurance documents.

양산단계 군수품에 대한 정부품질보증활동 실효성 향상 방안 (Suggestions on Enhancing the Effectiveness of Government Quality Assurance Activities for Military Supplies in Production Stage)

  • Purpose: Government quality assurance (QA) activities in Korea, which is carried out by the Defense Agency for Technology and Quality, is not effective due to 1) the obscureness of the QA implementation method, 2) the gap between QA activities of provisions and those conducted in the fields, and 3) the variation in subjective judgement among the QA personnel. The purpose of this paper is to propose some suggestions to enhance the effectiveness of government QA activities for military supplies in the production stage. Methods: QA activities for military supplies are investigated and problematic aspects are deduced for the production stage. To secure the effectiveness of the QA activities, Defense Contract Management Agency of the United Sates is benchmarked and five improvement methods are presented. Results: Five improvement aspects are 1) reflecting special terms and conditions of government mandatory inspection in contract, 2) classifying QA personnel, 3) making use of data collection and analysis template compulsory, 4) providing checklist for process review, and 5) establishing guidelines for sampling plans for product examination. Conclusion: Suggestions of this paper can lead to consistency and balance in government QA activities, reducing military suppliers' complaints and enhancing the effectiveness of QA effort, and ultimately contributing to the quality improvement of military supplies.

군수품의 적정 품질보증형태 분류를 위한 제언 (Suggestion for Proper Quality Assurance Type Classification Criteria of Military Supplies)

  • 군수품의 품질보증을 담당하는 국방기술품질원에서는 크게 4가지 형태로 군수품을 구분하여 품질보증 활동을 수행하고 있다. 이러한 군수품에 대한 품질보증형태 분류는 품질보증기관의 입장에서만 결정되었기에 다른 이해관계자라 할 수 있는 방위사업청, 제조업체 및 수요군에서 요구되는 분류 기준과 상이할 수 있다. 이에 본 논문에서는 군수품에 대한 효율적인 조달 및 생산, 품질보증을 위한 적정 군수품 품질보증 형태 분류 기준을 제시하고자 하였다. 이를 위해 군수품에 대한 정부 품질보증기관인 기품원 뿐만 아니라 정부 조달물자의 품질확인을 담당하는 한국조달연구원의 품목 분류제도에 대해 살펴보았다. 또한 방사청 등 계약 및 제조, 품질보증, 수요군 등 모든 관련기관 입장에서의 적절한 군수품 분류기준을 정의하고 분석하였으며, 현 기준에 따른 군수품 분류 데이터 현황을 파악하였다. 아울러 제시된 품질보증형태 분류 기준을 활용한 적용사례 역시 제시하였다. 끝으로 본 연구에서 제시된 품질보증 형태 분류 기준을 적용한 차등화된 정부 품질보증 활동을 통해 업무 효율성 개선을 통한 군수품 품질향상에 기여할 것으로 판단된다.

  • Through the application of Quality Assurance(QA) techniques in R&D activities, we can approach for cost reduction and productivity improvement with high reliability. Application of QA systems in R&D in developed countries were studied, a enquete survey was performed to investigate researcher's understanding of QA in R&D. As a result of this study, it is considered desirable that QA system be applied partially to the feasible work areas at first, and the scope of application be enlarged to extended areas, later. For these aims, various and feasible QA system should be developed and established. As the need for quality assurance in R&D is expected to be increased continuously in the future, it is imperative for us to be prepared for the application of QA system in R&D activities.

공급자 부품품질 향상을 위한 품질보증시스템 개선방안 (Enhancement of Quality Assurance System for Improving the Quality of Suppliers' Product)

  • A prerequisite for improving the quality of a product is to enhance the quality of its parts supplied from outsourced enterprises. An enterprise certified by ISO 9001 Quality Management System is expected to develop their effective quality assurance system and maintain it through continuous control and improvement, thereby ensuring the good quality of products that they produce. However, it is reported that small and medium-sized enterprises certified by ISO 9001 have difficulty establishing an effective quality assurance system. This study aims to propose a new method of improving a quality assurance system that can be more effective in small and medium-sized enterprises. This study collectively considered requirements specified in several international standards on quality system and the results of expert group brainstorming to identify evaluation areas and items for assessing a quality assurance system. Based on these evaluation areas and items, a set of checklists for diagnosing and improving a quality assurance system was developed. In order to demonstrate the usefulness of the proposed method, this study applied it to ten small and medium-sized enterprises and could identify four approaches for improving their current quality assurance system. The presented improvement method, which consists of establishment of quality goals and quality innovation plan, defective products corrective activities, 4M and design change process, improvement of customer quality information management, is expected to be utilized as a useful tool for the enhancement of the quality assurance system of small and medium-sized enterprises.

  • The Quality Assurance System proposed in this study is based on the functional deployment of quality, which is an integration of the FAST(Functional Analysis System Techique) in VE(Value Engineering) and the Quality Development Method of TQC(Total Quality Control). The proposed Quality Function Deployment is proved to be an efficient tool for the consistent management of quality Assurance in every stages of product life cycle. The purpose of this study is therefore to develop practical and systematic methods for quality assurance activities, so as to satisfy the consumer's needs at the most economic level. To verify the feasibility of this approch, a case study is performed.

  • Nowadays most companies are required to acquire the quality assurance system for their survival. It is essential to improvement company's competitive power that Certification of Quality Assurance System but there are many problems. To analysis the effects of ISO 9000 series/QS-9000 QA systems to the Domestic Company Quality Improvement as well as quality consciousness, data has been surveyed form quality assurance engineers who have work on certification activities. The data is analyzed using relevant tabulations of five scale or paired t test method in order to compare level of quality management of pre-certification with that of post-certification. It is analyzed in two parts which are qualitative effects and quality maturity grid. Also, to analysis for the bottlenecks and problems the data is analyzed using frequency analysis method.

간호사 질 향상 교육요구도 조사 연구 (Educational Needs of Hospital-based Staff Nurses in Quality Improvement Activities)

  • Recently there are increasing concerns on quality improvement activities related to difficult economic situations, more competitive environment, health professional's emphasis on quality, and customer's needs in health care. The purpose of this study was to identify educational needs in the quality improvement for staff nurses. Study setting was an acute care hospital having more than 1000 bed in Seoul, Korea. The subjects were 40 staff nurses who participated in the first Quality Assurance(QA) inservice education. Data were collected by self-administered questionnaire which consisted of four parts : QA knowledge and attitude(ten items, by five Likert scale), contents of QA education(ten items, by setting the priority), evaluation of the program(structure, time allocation, place, educational method), and general characteristics of respondents (age, duration to work for hospitals etc.) The response rate was 85%(34/40), Most had positive perspective and attitude about QI/QA activities, but 9% had negative impression and knowledge about this activities. Also they'd like to know the plan of hospital-level QI/QA activities, QI/QA current practice, general hospital system, the role of QA specialist and so on. Consequently, for building the quality improvement activities that is customer-focused, coordinated, outcome-oriented, resource-efficient, collaborative in Korea, at first the education about philosophy, theory, and implementation process of QI/QA should be conducted, and then that on QI/QA terminology, quality indicators development, the analysis and presentation of quality-related data and so forth be followed.
