This paper investigates different QA standards such as KEPIC QAP, KEPIC END 1200, ISO/1EC 17025 etc. and as a result defines QA elements for Nuclear Power Plant equipment qualification(EQ) in Korea. This paper also proposes a practical QA certification system appropriate for an Integrated Organization for EQ which is being planned to be established in Korea. Since the level of the Korean EQ technology is comparatively low, the Korean manufacturers of the Nuclear Power Plant(NPP) equipment have usually used overseas EQ services. The EQ related organizations in Korea are making efforts to construct the integrated EQ system. In connection with this, it is required that the QA elements and QA certification system suitable for EQ in Korea be developed.

THSRC uses the self-certification system for its high-speed rail construction. The self-certification system takes advantages of obtaining good qualify in project and communicating well between contractors and QA/QC organization. But one should understand ISO 9000s and the self-certification system of contractors in advance and contractors try to control Quality of construction spontaneously. Actually, construction progress is slowed down because of increased QA/QC works. For adapting this system in domestic construction, it is need to understand ISO 9000s and the self-certification system.

Nowadays most companies are required to acquire the quality assurance system for their survival. It is essential to improvement company's competitive power that Certification of Quality Assurance System but there are many problems. To analysis the effects of ISO 9000 series/QS-9000 QA systems to the Domestic Company Quality Improvement as well as quality consciousness, data has been surveyed form quality assurance engineers who have work on certification activities. The data is analyzed using relevant tabulations of five scale or paired t test method in order to compare level of quality management of pre-certification with that of post-certification. It is analyzed in two parts which are qualitative effects and quality maturity grid. Also, to analysis for the bottlenecks and problems the data is analyzed using frequency analysis method.

무기체계의 복잡성과 현대화로 인해 군수품을 생산하는 방산업체의 역할은 점점 더 중요시되고 있다. 과거 내수 위주의 방위산업은 가격 경쟁력이 제품 선택의 주요 요소였다. 하지만, 오늘날 가격 경쟁력 보다는 제품 품질의 중요성이 대두되고 있는 실정이다. 특히 방산 중소 협력업체의 품질 효율성 향상은 완벽한 무기체계 실현에 반드시 필요하며 국방분야 중소 협력 업체의 품질 효율성을 객관적으로 평가 할 수 있는 방안이 필요 시 되고 있다. 이에 본 연구에서는 의사결정 방법론 중 하나인 자료포락분석기법 (DEA)를 활용 하여 국방산업의 항공분야 중소 협력업체 품질 효율성을 측정하고자 한다. DEA 분석을 위한 입력변수로 종업원수(품질부서), 개선사항건수(항공센터 현장품질지원반 활동)로 설정하였으며, 출력변수로 매출액 및 인증획득수(품질경영시스템 등) 설정하였다. 항공분야 중소 협력업체의 품질 효율성 분석을 위해 CCR 모형과 BCC 모형을 모두 분석하였으며 규모 효율성 값을 도출하였다. 분석 결과를 바탕으로 국방산업 항공분야의 중소협력업체 품질 효율성을 저해하는 원인을 도출 하였으며, 향후 개선 및 발전 방안을 도출하였다.
