This study was carried out to provide basic data for efficient park management by analysing visitors' satisfaction factors and estimated regression model through questionnaire survey method at Taeanhaean National Park in Korea. Performance(satisfaction) variables as 'touting', 'illegal merchant', 'noise', 'indiscreet use' and 'collection of natural plants or animals', and Importance variables as 'littering problem', 'water pollution act', 'careless cooking' and 'exorbitant pay' were relatively high score. It was clarified that the 'souvenir & special product', 'lack of use program' 'lack of public facility', 'lack of information facility', and 'lack of commercial facility' were 'concentrate here' ones by the Importance-Performance analysis. 'Facility management', 'Use management' and 'Resource management' factors were found out by Factor Analysis and the 'Facility management' was the biggest factor accounting for 32.6% of all. In the estimated model by Multiple Regression Analysis, 'lack of employee's guidance or kindness', 'lack of convenience facility', 'noise', 'lack of facilities to stay' and 'charge of user fee, parking fee' were the variables to impact visitors' satisfaction and to need concentrated management. These results were unique characteristics of marine national park and then the different management strategy and policy from mountain national park were necessary.

We conducted to investigate citizen's attitude to the treatment of food waste in Yongin city. The respondent of $41.81\%$ throws the food waste eliminate from home and store less than 1l in Yongin. When they dump the food waste, they speak out the inconvenience of damaged envelope by animals in case of home and store. This caused troubles for reason of sanitary. So a local autonomous entity must carefully consider of expand use specially designed container as like apartment house. They give an answer that the collecting time of food waste is suitable form dawn till morning. This answer shows the satisfaction of the period time to collect the food waste. They prefer to be appointed the exclusive place to collect food waste. The service interval of collect is suitable 1 time a day. They want to increase the number of washing of the collecting container. This is good method for sanitary condition, but the care of the period time to collect the food waste is more efficient than the care of the number of washing the collecting container. The care of the period time minimizes to incur the enmity of the people and to pollute in environment. The major of respondent handled the food waste after keeping the basket or a kit. This fact shows to us almost citizen doesn't feel the seriousness to remove the moisture of the food waste. Recently, many solutions which can be disposal efficiently are getting magnified and improved owing to increase utilities channel to loss in quantities and dry the food waste. We expect the reduction of food waste is solved getting easily step by step. The results of the awareness about the facility of food waste show citizen prefer recycling facility to the other facilities. If recycle facility and incineration facility are constructed, they were worried about bed smell. When some facility of the food waste is constructed, they have to maintain and to handle not to incur the enmity of the people. The spread rate of specially designed container already increased, the citizen set a high value on the use of specially designed container more than amount-rate vinyl envelope that people have used for several years. In the cost treatment about food waste, the major respondent answered the use cost of specially designed container is suitable price. So we can know the use charge is proper level. The majority of citizen more prefer autonomous plan which voluntary atmosphere creation and public information by mass media than levy system and rising treatment cost which forced plan. The citizens have pretty positive thinking of incineration, so the government needs more efforts for a public notice, which includes the incineration is no more than abandoned thing. Each of local self government has to sort the food waste and make kind of resource system related to collecting and carrying, constructing a suitable facility, proper disposal of the food waste and producing harmless in our surrounding in order to solve the invisible problems. To do above mentioned things, we have to analyze referred several problems till now. Also, to minimize the side effect, the government will have to improve through enforce the system.

Infrastructure asset management can be defined as the long term and cost effective management strategy to meet the required service level. In most developed countries, the major motivations of the introduction of asset management are increment in number of assets, extension of maintenance field, accounting approaches of public facilities, performance-based FM(Facility Management), limitations of public funds and public-private partnership, life cycle cost approach, and the development of information technology. This paper discusses the strategic and stepwise methods of introducing infrastructure asset management. Strategic approaches are suggested to develop the practical methods of condition and value assessment of assets, and long-term capital investment plan for optimized decision making(ODM). Required systematic processes are analyzed in terms of resource and technical limitations and detailed implementation plan for each development phases are suggested.

This study will explore the possibility of applying process innovation as a public library for business innovation. In order to do this, the study defines the concept of process innovation through the literature review. According to survey and focus group interviews with librarians working for public libraries, this study will organize work done at libraries into the following categories: acquisition, resource management, user management, user services, programs, volunteer management, marketing, library computerization system, facility management, general affairs and statistical management. In addition, through face-to-face surveys with librarians working for public libraries it is confirmed that there are issues within acquisition, user management, and applied process innovation. In response to these issues a new process has been developed. Using this new approach, book contract procedure and requests for book related work could be improved and optimized. In the user management section, the study analyzes the requirements and subscription procedures for members through a website survey of 30 public libraries in the United States and then provides an improved system through process analysis of the membership process of Korean public libraries. It is expected that the new system will contribute to improvements in user satisfaction as well as improvements in library workflow.

Risk-based estimation has been successfully introduced into the construction industry. By incorporating historical data associated with probability analysis, risk-based estimate is an effective decision support aid in considering whether to launch a particular project. The industry challenges, however, especially related with management issues, such as labor shortage, wage growth, and supply chain complexity, have often resulted in poor cost performance. The insufficient assessing the project characteristics (i.e., resource availability, project complexity, and project delivery method) can be the main reasons in the poor cost performance. Because the accuracy level of cost performance prediction can be enhanced by extensive evaluation of the subject project characteristics, a new approach for predicting cost performance in an earlier stage of a project can improve the Industry substantiality, in other words, value maximization. The purpose of this paper is to develop a new methodology in developing a risk-based estimate tool by incorporating extensive project characteristics. To do this, an extensive industry survey was conducted from both private and public sectors in building industry in Korea. In addition, significant project characteristics were identified in terms of cost performance indicator. Although the data collection is limited to Korean industry the suggested approach provides the industry with a straightforward methodology in risk management. As many researchers maintained that front-end planning efforts are crucial in achieving the successful outcome in building projects, the new method for risk-based estimation can Improve the cost performance as well as enhance the fulfillment in terms of business sustainability.
The purpose of this study was to analyze the status of conservation and management of KIAHS(Korea's Important Agricultural Heritage System) by focusing on which of the conceptual and institutional characteristics and stakeholder activities, and to suggest improvement plans. The results were summarized as follows, first, insiders prioritize financial support and participate in plan execution and activities. Second, rural utilization and traditional agricultural succession activities and support are deficient. Third, administrators (intermediary) focuses primarily on KIAHS designation; ordinance enactment, manpower recruitment and other structural considerations are lacking. Fourth, the role of administrators (intermediary) is limited to operational funding and facility management support at the enforcement and activity stage. Fifth, outsiders besides visitors, such as the public or business enterprises, lacked participation methods. For the sustainable KIAHS, municipality must perceive agricultural heritage as a resource and recognize the importance, and treat it accordingly. The establishment of local-led conservation activities and movements must be considered in an enhanced investigation and excavation stage. The complementary policies that ensure continual support from experts from the first investigation and excavation stage to the final monitoring stage are necessary. The standards and regulations are necessary to achieve parity between conservation and maintenance of agricultural heritage, and its utilization.
The possibility of denuclearization of the Korean Peninsula has been continuously debated, and the initiative participation of the Republic of Korea has necessitated preemptive measures against neighboring countries. In this study, we present a proposal for formulating a site survey plan when the amount of site information provided is insufficient and the accuracy of the information is not guaranteed. Considering a case wherein "a soil sample analysis is used to determine the presence or absence of nuclear activity" in a radiochemical laboratory, which is a typical key facility for denuclearization, the optimal soil sample collection plan is designed based on international guidelines and public information. In the event of denuclearization, a scenario that is not based on the expertise of the sample collector is set, and the data quality objective (DQO) process is applied to ensure reality. Consequently, the primary sample collection points can be derived in consideration of accessibility, and the sample collection scale can be adjusted according to the cost. By applying the DQO process to ensure sample representativeness and reality, reliable and resource-efficient soil sample collection can be achieved in radiochemical laboratories and other denuclearization facilities.

It is certain that EC(Electronic Commerce) applying the internet will be activated in the knowledge society of 21 century based on IT(Information Technology). Though this change of social environment helps the useful information resource available to expand, it looks like that the rapid inclease in lots of information to gather makes colleges, reseach laboratories and public institutions to spend more man power and money on work of book purchases than before and now. Therefore the most urgent part for the business process reengineering in work of information service center is the business of book purchases. The business of book purchases is the core part in organizations and facilities. It should construct the books which the organigation and facility need in the most economical and efficient way within the range of physically receptive capacity with the limited budget. These organigations and facilities have to establish the policy of the book stock which they should possess and also librarians should endeavour to configure the kernel book stock constantly. I assert that they need to ensure a specialty with the improvement of business process accompanying choosing and purchasing the books. Especially, in a case of purchasing foreign books by request of members like professors, students, researcher and so on they have to replace the business of book purchase using agency with direct dealing using EC. This Business Process Reengineering will cut down on expenses, offer the transparency of book purchases and also give the users confidence. Moreover the Business Process Reengineering make it possible to build well constructed main books and information resource. The people in charge are enabled to acquire the knowledge of subjects with contiuous search for books of a spcial area and self-study. These experts in work will raise the quality of information service. Information service center will be the core in the 21c knowledge industry. To streng then value of it, efficiently run it and control it the existing business of book purchasing should be replace with direct dealing using EC applying the internet.

In Korea, the term 'public library service population' is applied in various situations without academic discourse. This study analyzed concepts and applications of the term with literary reviews and case studies in United States, Australia, Japan, and Korea. And also this study redefined concepts and suggested new measurements of 'design population' and 'service population.' The former is the population who lives in area where public library can serve, and only demographic characteristics can be identified. It can be calculated based on the population of administrative district. In case of urban areas with a population of more than 100,000, it can be calculated the population within a radius of 2km from library. In areas with a population of less than 100,000 it can be calculated based on the population of Eup, Myeon, and Dong. In both cases the estimated population up to the library's opening year is added. Service population is used for the planning, evaluating, and promoting library services, and it can be defined as the actual users or estimated population determined by the input resources of the public libraries. It can be calculated by the number of enrolled members, or service participants, or target populations according to the size of input resources. The advantages of the proposal in this study are enabling efficient facility placement or resource inputs in public libraries and enhancing reliability of measuring output versus input. In addition, this study proposed to delete for paragraph 1 of Article 3 of the Library Act to avoid confusion.

The Ministry of Education and Human Resource Development has implemented the Construction Cost Saving Policy since 1998. The National Universities and Regional Education Committee have been required to follow the details of the Policy in constructing educational facilities in their jurisdiction. While the Policy has positive effect on construction cost saving of the entities, it has been criticized from the beginning of the Policy implementation because of its negative impact on project quality, education quality, trust in the public sector construction business, and solvent operation of the private construction companies which build the educational facilities in the entities. The research aims at investigating the pitfalls of the Policy and suggesting more reasonable approaches that can satisfy both the governmental entities and the private companies.
