A Study on the Impact of Researcher's Commercialization Support on the Success of Commercialization after Technology Transfer: A Case of ETRI (기술이전 이후 연구자의 사업화 지원이 사업화 성공에 미치는 영향: ETRI의 사례)

  • The objective of the study is to examine the impact of researcher's commercialization support on the success of commercialization after technology transfer of public research institutes. Logistic regression analysis was used to analyze the effect of researcher's commercialization support on commercialization success with 204 license agreements from ETRI. As a result, it has been empirically verified that there is a significant impact to the success of the commercialization of transferred technology when the researcher is participating in the commercialization process and transfers the latent knowledge gained in the invention process to the licensed company. The result is suggestive of the effective directions of government's and public research institutes' policy for SME support.

  • This study is public R & D institutions report to verify what the impact factors on the course of progress of industrialization based on technology companies who previously received prior to the developed technology, what policies and plans for the next requirements based on this by offering the implications for business rate was to contribute to the improvement of the public research institution technology transfer. In this study, the influence factors on technology commercialization derived through the analysis of existing and previous studies, the characteristics of the previously received corporate environmental characteristics and previous technologies through a survey of the company received a technology transfer from public research institutions commercialization decisions and contributions, including sales and commercialization of the results were analyzed by logistic regression analysis demonstrated how to have relevance. Analysis, and linkage with high production company has an existing case of IT technology transfer, commercialization of higher technical success rate was higher compatibility. On the other hand, were observed and expected success rate were higher when a rather commercialized technologies independently be earlier than if participating in joint research in the development of the technology, unlike previously, completeness of the prior art did not significantly affect. This study has the following policy implications. Public research institutions have developed technologies are commercialized to figure out what the requirements of the technical aspects of consumer technologies in order to create economic wealth. And for technology commercialization for enough technical competencies to absorb the technology, and that the technology and considering the link between business and technology commercialization success to be applied. This study has some limitations. First, the sample size was not sufficient. In relation to the presence and participation of corporate success and commercialization of the R & D process, with many previous studies are needed more in-depth analysis by leading research in the sense that different results are obtained. Also did not reflect the will or the corporate culture, management and organizational skills and belongs to the external environment and internal corporate enterprises industry characteristics affecting the success of corporate management of the business. And lacked sufficient consideration of the various technical characteristics present in the form of joint research and industry. Finally, there is a limit of generalizations about other industries.

Government R&D Technology Commercialization Policy Case Study: Focusing on Technical Information Distribution (정부 R&D 지원사업의 공공 기술사업화 정책 사례연구: 기술정보 유통 확산을 중심으로)

  • Purpose - National scientific technology R&D investment is exceeding 60 trillion won per year, and the results of patent applications and technology transfers are visually improving. However, despite the improving research results of national R&D, the practical results of technology startups are mediocre. It is now time to expand the construction of the technology commercialization ecosystem, where the expansion of national R&D leads to the results of technology startups. Therefore, this study discussed the measures to increase the competitiveness of technology startups through the factual survey of the companies that benefitted from R&D support programs. Research design, data, and methodology - This study targeted 996 companies that benefitted from the R&D projects of the Technology Transfer Center for National R&D Programs, and deducted itemized issues through the survey replies. Survey questions were prepared to estimate the national R&D results, and the technology recognition path, the purpose of detailed introduction of the technology, investment of the commercialization fund, economic results, and the factors of success and failure were analyzed. Results - As for the recognition rate of technology during the process of corporate technology commercialization through the technology transfer, recognition through project participation showed a high response rate, and diverse implications of technology commercialization were deducted through the analysis of economic results. As for the resolution alternatives, the proliferation of technology commercialization platform that can create excellent technology for the companies in early stages and the measure of expanding the distribution of technology infrastructure were suggested. In this study, public technology commercialization strategy is established, and the innovative marketing strategy is presented. Conclusions - This study reveal that the result of creating scientific technology jobs should be deducted, in order to produce the revolutionary results of job creation by suggesting the success models of technology commercialization based on domestic scientific technology. In particular, even though the support systems for public research results are being diversely suggested, accurate studies on their actual conditions are currently lacking. Therefore, this study suggest realistic political alternatives to assure results in the process of public technology commercialization, by examining the current state of public research results of R&D support institutions and diagnosing the issues.

  • National R&D investment has steadily increased, reaching number 5 in the world as of 2018. However, for public technology commercialization, the level of discovery of policy models through various cooperation initiatives between government ministries is insufficient, and the performance system that can spread technology commercialization is also limited. In this respect, in order to create results in public technology commercialization, it is necessary to prepare alternatives to strengthen multi-ministerial policy cooperation and increase policy execution power. In this paper, we analyzed the current state of national R&D projects by major ministries and suggested an optimized technology commercialization plan through analysis of the structure, budget, and form of each project. In particular, an alternative in terms of policy efficiency was suggested by analyzing the problems of policy discovery that have not been studied previously. This study is of great significance in that it diagnosed problems of public technology commercialization in terms of the lack of systematic research on public technology commercialization and suggested policy advancement for the spread of technology use and the strategic direction in terms of commercialization.

  • This article suggests Living Lab approach as a technology commercialization model of public research and development (R&D) projects. Living Lab is a model for end-users, private companies, research institutes, and public organizations to develop technology in a living space which works as a laboratory. Unlike the dominant technology commercialization model which focuses on private enterprises, a new living lab model discusses end-user centered commercialization. Based on general living lab model, three types of technology commercialization model are suggested. The 'Demand exploring type living lab' and the 'Problem solving type living lab' are project-based living lab. The other type of living lab is 'Living lab platform'. The projectbased living lab can be utilized as modules when promoting R&D projects. On the other hand, the living lab platform is infrastructure to provide living labs services to companies, public institutes and municipalities.

  • An empirical analysis study applied to evaluate the effect of critical factors for technology transfer. The research aims to suggest ways of political support in order to facilitate technological transfer and commercialization of public research institute'technology. Based on previous researches, it is determined that five critical factors which effect on technology commercialization. These critical factors are used to derive the order of priority, attribute of the success, and failure factors. The result of this research emphasized on both roles of technology introduction motivation and type of technology transfer. In order to collect data for this research, it is carried out that survey and field study toward to technology user such as manufacturing companies which have contracted with institute A. This research has a meaning in aspects of verification of previous hypothesis through scientific approach and new findings of a significant factor that motivation determines the success or failure of technology commercialization.

Effects of prior experience and the number of project on individual-level technology commercialization (기술이전 경험과 수행과제 수가 개인의 기술사업화 성과에 미치는 영향)

  • There are increasing policy and academic interests on technology commercialization of public research organizations. Prior researches have focused on institutional factors and organizational differences between academics and public research organizations. Using a new data on individual-level characteristics and commercialization, we examine the effects of prior experience and total number of research projects on commercialization performance. We find strong positive relationships between prior experience and commercialization performance. Also we find a inverted U-curved relationships between total number of research projects and commercialization. Based on these results, we suggest some policy implications to promote technology commercializations of public research organizations.

  • As the climate crisis intensifies, the need to improve the climate resilience of developing countries is ever increasing. Hence, the international community is seeking ways to effectively conduct climate technology transfer by linking the projects with financial mechanisms. However, commercialization of climate technology in developing countries is no easy feat as comprehensive knowledge on the target country is a prerequisite for seeking a suitable technology-financial linkage measure. Hence, in-depth discussions on effective climate technology and financial linkage measures have become an important global agenda, and South Korea, as a country with long experience in climate technology transfer, and a strong ecosystem for public climate technology, should step forward to take up a leading role. Against this backdrop, this paper proposes strategies and implementation measures for linking funds from the Multilateral Development Banks (MDB) with Korea's Public Climate Technology (PCT) by examining several key areas of R&D, international cooperation, and technology commercialization.

A Study on the Effect of Technology Readiness Level and Commercialization Activities on the Success of Technology Commercialization: Focusing on Public Technology (기술사업화 성공에 대한 기술성숙도 및 사업화 활동의 영향에 관한 연구: 공공기술을 중심으로)

  • There is growing interest in the function and role of public research institutes as "entrepreneurial actors" that can contribute to industrial development by commercializing excellent research outputs. On the other hand, their performance in the commercialization phase is insufficient because of the insufficient technological technology readiness level or repeatability. This study conducted probit model analysis to examine the effect of the technology readiness level and commercialization activities on the success of technology commercialization. The results showed that the possibility of success in technology commercialization increased with increasing TRL at the time of acquisition. In addition, the difference between the TRL at the time of acquisition and the current TRL (TRL Gap) does not affect technology commercialization on its own. It generates additional effects in conjunction with the TRL at the time of acquisition. Finally, the results show that technology commercialization is most likely to succeed if technology with a TRL 4-6 level is improved to TRL 9 level through a marginal effect estimation.

An Analysis of Critical Success Factors in Commercialization of R&D Outcomes in Ocean Science and Technology -Through Application of Dual Qualitative Research Methodologies- (해양과학기술분야 연구개발 결과의 사업화 성공요인에 관한 연구 -질적 연구방법의 혼합적 활용을 중심으로-)

  • This study focuses on systematic structure of factors, which affect commercialization of ocean science and technology (OST), applying both grounded theory methodology (GTM) and semantic network analysis methodology (SNAM) by using in-depth interviews with 8 specialists previously experienced in the same field. This study further focuses on clarification of the distinctiveness and universality of commercialization factors on OST by comparatively analyzing on the commercialization factors of general sciences and technologies. Using SNAM, it was determined that commercialization success required connected support system, government support, technology marketing, technology power and characteristics of commercialized entities, which were identified as dominant factors. GTM presented an outcome that connected support systems among participants in commercialization and found that research institute strategies are significant factors in the core phenomenon of commercialization, while technology marketing, technology power and market-oriented technology are important conditions. In addition, the factors of technology, market, connection of participants and government support of commercialized entities are shown as equally important factors for commercialization of ocean science and technology. Secondly, SNAM results indicate that ocean science characteristics depend on a network of government support, research institute strategy, organization and manpower, capital power, and technology marketing, as these ocean science characteristics have been identified as significant factors in the GTM study. It has been determined that technology, market and government support should be connected in order for commercialization of ocean science and technology (OST). Moreover, commercialization methods, applied to the marketing of commercialization of ocean science and technology is differentiated from others since commercialization success is more relevant to these factors.
