Corporate Governance and Managerial Performance in Public Enterprises: Focusing on CEOs and Internal Auditors (공기업의 지배구조와 경영성과: CEO와 내부감사인을 중심으로)

  • Considering the expenditure size of public institutions centering on public enterprises, about 28% of Korea's GDP in 2007, public institutions have significant influence on the Korean economy. However, still in the new government, there are voices of criticism about the need of constant reform on public enterprises due to their irresponsible management impeding national competitiveness. Especially, political controversy over appointment of executives such as CEOs of public enterprises has caused the distrust of the people. As one of various reform measures for public enterprises, this study analyzes the effect of internal governance structure of public enterprises on their managerial performance, since, regardless of privatization of public enterprises, improving the governance structure of public enterprises is a matter of great importance. There are only a few prior researches focusing on the governance structure and managerial performance of public enterprises compared to those of private enterprises. Most of prior researches studied the relationship between parachuting employment of CEO and managerial performance, and concluded that parachuting produces negative effect on managerial performance. However, different from the results of such researches, recent studies suggest that there is no relationship between employment type of CEOs and managerial performance in public enterprises. This study is distinguished from prior researches in view of following. First, prior researches focused on the relationship between employment type of public enterprises' CEOs and managerial performance. However, in addition to this, this study analyzes the relationship of internal auditors and managerial performance. Second, unlike prior researches studying the relationship between employment type of public corporations' CEOs and managerial performance with an emphasis on parachuting employment, this study researches impact of employment type as well as expertise of CEOs and internal auditors on managerial performance. Third, prior researchers mainly used non-financial indicators from various samples. However, this study eliminated subjectivity of researchers by analyzing public enterprises designated by the government and their financial statements, which were externally audited and inspected. In this study, regression analysis is applied in analyzing the relationship of independence and expertise of public enterprises' CEOs and internal auditors and managerial performance in the same year. Financial information from 2003 to 2007 of 24 public enterprises, which are designated by the government, and their personnel information from the board of directors are used as samples. Independence of CEOs is identified by dividing CEOs into persons from the same public enterprise and persons from other organization, and independence of internal auditors is determined by classifying them into two groups, people from academic field, economic world, and civic groups, and people from political community, government ministries, and military. Also, expertise of CEOs and internal auditors is divided into business expertise and financial expertise. As control variables, this study applied foundation year, asset size, government subsidies as a proportion to corporate earnings, and dummy variables by year. Analysis showed that there is significantly positive relationship between independence and financial expertise of internal auditors and managerial performance. In addition, although business expertise and financial expertise of CEOs were not statistically significant, they have positive relationship with managerial performance. However, unlike a general idea, independence of CEOs is not statistically significant, but it is negatively related to managerial performance. Contrary to general concerns, it seems that the impact of independence of public enterprises' CEOs on managerial performance has slightly decreased. Instead, it explains that expertise of public enterprises' CEOs and internal auditors plays more important role in managerial performance rather than their independence. Meanwhile, there are limitations in this study as follows. First, in contrast to private enterprises, public enterprises simultaneously pursue publicness and entrepreneurship. However, this study focuses on entrepreneurship, excluding considerations on publicness of public enterprises. Second, public enterprises in this study are limited to those in the central government. Accordingly, it should be carefully considered when the result of this study is applied to public enterprises in local governments. Finally, this study excludes factors related to transparency and democracy issues which are raised in appointment process of executives of public enterprises, as it may cause the issue of subjectivity of researchers.

A Study on the Effect of Social Enterprises Characterics on Financial and Social Performance (사회적기업의 특성이 재무적 성과와 사회적 성과에 미치는 영향: CEO 특성을 중심으로)

  • Since the 1997 financial crisis, large scale unemployment and poverty have become serious, and public and social job creation projects have been carried out. However, with the limitations of low-wage and short-term jobs, the need for long-term and high quality jobs gradually began to attract attention. In recent years, social enterprises have grown both quantitatively and qualitatively and interest in social enterprises has increased. And also it is interested in the determinants of success and failure of social enterprises in the academic field. In this study, we examined the effects of social enterprise characteristics on financial and social performance, and we analyzed empirically by using social enterprises registered in the Korea Social Enterprise Agency. The financial performance of the social enterprise is measured by the net income ratio, operating income ratio, and the return on asset. The social performance of the social enterprise is measured by total number of workers and the employment rate of the vulnerable social groups. The characteristics of the social enterprise include the CEO characteristics (gender, age, experience in operating the social enterprise), the firm size, and the elapsed time of the authentication. The results of the empirical analysis are as follows. First, as a result of analysis for the effect on financial performance, we found that the financial performance have a statistically significant positive relationship with firm size, organizational form, government subsidies and capital adequacy ratio. And it is found that the social performance have a statistically significant negative relationship with CEO age, credit debt dependence. Second, as a result of analysis for the effect on social performance, we foumd that total number of workers have a significant positive relationships with CEO gender, CEO age, and firm size, government subsidies, while total number of workers have a significant negative relationship with certification type and industry dummy. On the other hand, the employment rate of the vulnerable social groups have a siginificant positive relationship with CEO gender and certification type and It have not statistically significant relationship with the government subsidies and the firm size.

The Heterogeneous Impacts of Agricultural R&D on Farm Efficiencies by Farm Income levels (농업 R&D투자의 형평성 분석: 농가단위 효율성에 미치는 영향의 소득계층별 차이를 중심으로)

  • The projects of agricultural R&D investments have been evaluated largely on the basis of efficiency better than equity although both criteria are equally critical in that major fund source of agricultural R&D investments is public budget. In this study, I focus on equity aspects by identifying the heterogeneous impacts of public knowledge created by R&D on farm efficiencies by farm income levels using bias-corrected DEA and quantile regression with panel data. The findings indicate that entire farms haven't been likely to be benefited evenly from public knowledge stock created by agricultural R&D, in particular high income farms can have enjoyed relatively more benefits of its in terms of efficiency gain. Those can imply agricultural R&D have functioned in the way analogue to digressive subsidies. In addition, the heterogeneous technological needs different among income level farms turns out to be main underlying factors affecting such the skewed benefit distribution of agricultural R&D over different income level farms.

Actual Condition Analysis on Legal Status of Saemaul Mini-Library: Focused on Saemaul Mini-Library in Busan Metropolitan City (새마을문고의 법적 위상 실태 분석: 부산광역시 지역 새마을문고를 중심으로)

  • This study aimed to identify the problems by analyzing the actual condition based on the legal requirements among Saemaul mini-libraries in Busan Metropolitan City. The results are like these. There were 154 Saemaul mini-Libraries. Of them, the rate of Small-Libraries which satisfied the requirements of a municipal library to the Library Act was 0%(0) in part of building floor space, 1%(1) in part of a reading room, 40%(59) in part of the data in a library and 31%(45) in the number of books to be supplemented per year. Mini-library which satisfied as the requirements for a small-scale public library was 37%(58) in part of the floor space, 66%(101) in part of a reading room, and 73%(112) in part of data in a library. 50%(77) of the mini-library was open more than 5 days per week. 52% (80) Mini-libraries was open for more than 5 hours per day. mini-library with permanent professionals(librarians) was only 1%(2). Mini-libraries of 99%(152) were non-professional workers(no librarians). For the average budget per year, 81%(127) spent less than 10 million won. 5%(5) received government subsidies. The mini-library of 74%(114) spent less than 5 million won on average for purchasing materials. Most of mini-libraries didn't meet the requirements of small-scale libraries to be private libraries or public libraries. It was also found that mini-libraries had various features on the location.

Factors Associated with Self-rated Health Status for the Elderlies in Urban Areas (일부 도시지역 노인들의 주관적 건강상태와 관련 요인)

  • The purpose of this study was to determine factors affecting self-rated health status among the elderly in urban areas. The study subjects were 390 persons aged 65 years and older who had lived more than 5 years in D city. Interviews from the questionnaire were conducted from June through August 2016. The distribution of self-rated health status was rated in terms of dependent variables, with odds ratios and their 95% confidence intervals calculated using unconditional logistic models. As a result, 67.2% of the study subjects answered that they were healthy, whereas 32.8% were unhealthy. In the logistic regression analysis, disability and lowered IADL greatly lowered self-rated health status. The group without an occupation, living expenses from governmental subsidies, frequency of relative contents is seldom, anxiety is high, subjective sleep quality is low, satisfaction of daily life is low, had low levels of self-rated health status. Above results suggest that the self-rated health status of the elderly in urban areas is closely related to sociodemographic characteristics, physical health status, social activity participation, and psychosocial factors.

Poverty Reduction Effectiveness and Efficiency of Social Security Benefits (사회보장급여의 빈곤완화 효과성 및 효율성)

  • The purpose of this study is to analyze the effectiveness and efficiency of social security benefits to poverty alleviation. To this end, this study analyzed the poverty alleviation effect of public pension, basic pension, child-rearing allowance, disability allowance, basic living security subsidy, EITC, and other government subsidies using 2019 Household Financial Welfare Survey. The analysis results are as follows. First, social security benefits lowered the poverty rate by 6.8%p. Second, in terms of the poverty gap reduction effect, the public pension for the elderly male households, the basic pension for the elderly female householder, and the basic guarantee for the working female householder contributed the most. Finally, in terms of poverty alleviation efficiency, about 33% of social security benefits contribute to narrowing the poverty gap. Social security benefits for female heads of households were found to serve as a function of alleviating poverty gap and for male heads of households to supplement household income. Based on these results, this study suggested the discovery of various poverty states, expansion of basic security for the female elderly, and the connection between the purpose of social security benefits and key targets.

  • Green remodeling proposed in the Korean New Deal is a project to build or remodel eco-friendly and energy-efficient buildings using renewable energy facilities and high-performance insulation for public buildings. The government intends to achieve the carbon emission reduction target by conducting green remodeling. Major overseas cities that conduct green remodeling are actively promoting technology support and promotion along with energy performance evaluation according to building characteristics, subsidies for private revitalization, and tax benefits. With this background, the analysis of the current status and problems of the green remodeling project was performed and the Activation factors of Green Remodeling were derived from survey results. This study suggested strategic measures such as a participation of civil society, promotion, and priority selection of administration and policy measures such as a leading role of the public sector, expanding support for the socially underprivileged, and financial support and tax benefits. And this study results are expected to be utilized as basic data to promote the green remodeling project.

Anlaysis on Perference of Appropration Methods in Korean Manufacturing: Focusing on Patents and Trade Secrets (한국제조기업의 전유방법 선호분석: 특허와 영업비밀을 중심으로)

  • In this study, we have analyzed the impact of firm, innovation and industry characteristics on firm's appropriation strategy focusing of the relative preference of patents and trade secrets by using the Korea Corporate Innovation Survey 2005, 2010 and 2014 data. According to the analysis results, companies with characteristics such as venture, high-technology industry, receipt of public R&D subsidies, performing product innovation, high R&D expenditure, prefer patents to trade secrets relatively. However, firm size and R&D cooperation did not have a statistically significant effect on the relative preference. This shows that policy on appropriation system considering the industry characteristics may be more effective. Companies in the industries with a high market concentration showed that trade secrets are preferred, especially these characteristic was distinctly in small and venture companies. This means that the increase in strategic patent applications of the incumbent firms is able to restrict the patent activities in small and venture companies. Because the excessive increase in strategic patents is likely to constrain the innovation activities of small and venture firms ultimately, policy initiatives to limit the abuse of strategic patent applications is required.

A Study on Institutional Effects of Social Capital in Old People's Welfare Policy (노인복지정책에 있어 사회자본의 영향에 관한 제도 개선 연구)

  • this paper examined how old people manage their life under low income and governmental subsides around the world. Especially recently old people are more increasing than before nowadays in most of the contries. So we have confronted to the old people's low quality of their life without any added retire pension and regular incomes, governmental subsidies. Here, this paper analyzed how the old people consume their leisure time which they have so many time everyday. Their leisure and culture consuming quality was very low. now especially income substitution ratio to pension institution is very low in Korea. Moreover, inequality of income is very high between social classes in Korea which the problem should be amended in the near future. and social capital should be enhanced for old people to take a good living environmenst.
