비동조적 선호체계를 이용한 우리나라 공공임대주택의 편익 추정 (Estimating the Benefits of the Korean Public Housing Program for Low-Income Families Under Non-Homothetic Preference)

  • 일반적으로 공공임대주택은 자원의 배분뿐만 아니라 복지의 분배에도 영향을 미친다. 본 연구에서는 우리나라의 공공임대주택에 대한 제도적 변화와 공공임대주택의 편익에 대해 설명해 보고자 한다. 기존의 많은 연구들은 동조적 선호체계를 고려하여 공공임대주택의 편익을 분석함으로써 공공임대주택에 따른 소득효과에 대해 명시적으로 고려하지 않았다. 이에 반해 본 연구는 비동조적 선호체계를 고려함으로써 공공임대주택에 따른 소득효과를 명시적으로 고려하였다. 이러한 선호체계를 바탕으로 시행한 분석 결과, 공공임대주택의 편익-비용 비율은 0.91을 기록하였으며, 이는 우리나라의 공공임대주택에 따른 사중손실(deadweight loss) 규모가 크지 않음을 반영한다고 볼 수 있다. 그러나 편익의 분포를 살펴보면 편익과 소득수준 간의 상관관계가 그리 높지 않아 공공임대주택의 궁극적인 목표계층인 저소득층에 대한 실질적인 혜택이 그리 크지 않은 것으로 나타났다.

  • 본 연구는 현재 뉴욕시 블롱스에서 진행 중인 컴파스 레지던스(Compass Residences)개발에 대한 사례연구로 저렴주택개발을 위한 사업구조 및 재원조달방식을 중심으로 분석한다. 웨스트 팜(West Farms)개발로도 알려진 개발사례는 낙후된 공업지역 내에 임대형 저렴주택 공급을 목표하며 총 $350M의 사업규모를 가지는 뉴욕시의 대표적인 저렴주택 개발 사업이다. 특히 주안점으로 도심지내 버려진 공업용 부지의 활용한 단계적 개발진행과 함께 저렴주택개발을 위한 다양한 공공부문의 지원을 활용한 다층적 재원조달방식에 주목할 수 있다. 이는 면세채권과 연동된 LIHTC을 중심으로 다양한 지원프로그램으로 구성된다. 이러한 저렴주택의 개발사례의 분석은 국내 서울시가 추진하는 시유지 활용 및 사회적 기업유치 등을 통한 임대주택 개발의 노력에 참조할 만한 시사점을 제공하고 나아가 국내 공공임대주택 개발의 다양한 사업방식 개발에 일조할 것으로 기대한다.

  • 최근 공공기관의 부채가 급증하고 있고 정부의 재정부담 가능성이 우려할 만한 수준으로 공공기관의 부채축소가 매우 중요한 문제로 대두되고 있다. 특히 광역시도시공사의 경우 2013년 말 부채는 43.2조원으로 전체 지방공기업 부채 73.9조원의 약 58.4%를 차지할 정도로 매우 심각한 수준이어서 광역도시공사의 재무건전성 악화가 지방자치단체의 재정 안정에 심대한 영향을 미칠 것이라는 우려가 나타나고 있다. 하지만 지역의 산업단지 조성을 위한 용지공급 사업이나 공공임대주택 건설사업 등은 지역의 발전을 위해서도 필요한 실정이다. 본 연구는 광역도시공사 중 광주광역시 도시공사의 도시개발사업 및 주택개발사업에 대한 사업수지분석 등 채무관리 평가를 통하여 지방공기업 재무건전성 사례를 분석하였다. 분석결과에 따른 개선방안으로는 도시공사의 재무건전성 제고를 위해서는 정부 및 지자체 차원에서 신도시 택지개발사업에 대해 시장수요, 가격 경쟁력, 주택지표, 기반시설 여건 등을 기준으로 평가 및 차별화하여 사업추진을 결정하는데 있어서 사업타당성 분석의 정확성 제고가 필요하며 도시공사의 부채감축을 위한 "통합부채 관리체계"를 도입하여 지방공기업 부채를 포함한 지방자치단체 전체의 부채를 지방자치단체가 중심이 되는 관리 강화가 절실하다는 점이 지방공기업 부채문제 해결을 위한 주요한 발견점이 된다. 본 연구가 국가 및 지방공기업의 재무건전성 확보를 위한 이론적 측면에서의 사례분석이 되었다는 점에서 연구의 의의가 있다.

Housing Policy for Low-income Households (Ger Areas) in Mongolia: Based on Generic Characteristic of Developing Countries

  • As that experienced in other developing countries, Mongolia has already faced multilateral side issues for two decades due to economic growth that created Ger areas or internationally 'Slum', public housing and living conditions for low-income citizens, on the basis of rapid migration from rural areas to urban. Ger areas appear to be the main cause of environmental pollution problems and impending comfortable living conditions of the city's residents by covering more than half area of Ulaanbaatar city. Also, the spread of the Ger areas has many side issues such as prevention of urban development and unaesthetic. Most inhabitants of the areas are on low-incomes, and living in the detached houses or felt yurts (Ger) usually build within a low budget, by themselves or unprofessional people, and by using materials of poor quality. Therefore, Ger areas are an inevitable issue that requires effective, proper and immediate housing policy coordination under the government and even the housing market. Unfortunately housing policies, laws, and projects adopted by Mongolian government have shown inefficient results. The government housing policies, unlike other developing countries did not target low-income households' housing which is the priority issue for two decades. But only in 2014, the Long-term housing policy with the strategy for affordable housing initiated the housing policy for low-income households. This policy has five main broad directions such as redevelopment of Ger area, the land readjustment, public rental housing, new settlements and new city and reconstruction for old apartments, which are rather general and would require tremendous financial resources if each of the directions is implemented simultaneously without prioritization. Therefore this research aims to suggest the efficient and adequate housing policy direction for the low-income households in Ger area based on achievement of other developing countries' strategies, performances and generic characteristic with explanatory models. Also, this research adopts a literature analysis method that uses various research reports, related papers in domestic and international journals, and theses by experts, researchers, public institutions, and agencies.

주거복지에 대한 사회복지업무 종사자의 의식조사 연구 (Perception on Housing Welfare of Social Welfare Practitioners)

  • The purpose of this study was to identify perception on housing welfare of social welfare practitioners. Specific research interest was focused on the area of housing welfare services and necessity, problems when execute housing welfare services, and activating strategy of housing welfare. For the research purpose, questionnaires were distributed to 537 people who work in the field of social welfare including social welfare officials in local government authorities and social workers at community welfare centers nationwide by mail and e-mail and 405 questionnaires were analyzed using SPSS 15.0 program. Respondents thought that the supply of public rental housing was the most important service to promote housing welfare. They also indicated the most serious problem was the lack of budget and housing welfare services and programs. As main reasons of local government's passive attitude toward housing welfare services and programs, respondents mentioned low interest level of housing welfare and lack of housing welfare education. Most of the respondents agreed the necessity of introducing the curricula related to housing welfare and expected to spread interest toward housing welfare in the field of social welfare.

모듈러 공공주택의 하자분석을 통한 품질 개선 방안 (Quality Improvement Measures of Modular Public Rental Apartment Houses through Defects Analysis)

  • 국내 공공주택으로 활용되고 있는 모듈러 공동주택은 도입 초기 단계에 있다. 그 발생된 입주단계 하자와 입주 후 유지보수 단계의 하자를 구분하여 분석한 결과 입주단계에서 높은 비율을 차지하는 도배 및 바닥재 공사는 보양 등의 품질관리가 요구된다. 유지보수단계에서는 많이 발생하는 누수하자에 대해서 지붕공사의 노출방수공법 보완과 저층부 콘크리트 골조와 모듈러 연결부위, 그리고 모듈러 발코니 부위의 철저한 설계 및 시공관리가 필요하다. 또한 골조 및 유닛모듈 시공업체를 1개 업체로 발주하여 전체 시공 관리를 일원화하는 것이 요구된다. 이로써 모듈러 공공주택의 품질을 향상시킬 수 있을 것으로 판단되며 모듈러 공법의 활성화에도 기여할 수 있을 것으로 기대된다.

공공개발지구 내 주차장용지의 이용실태와 토지공급방법 개선방안 연구 (A Study on the Use of Parking Lots and Improvement Methods of Land Supply in Public Development Zones)

  • Parking lot within housing site contains public interest of relieving parking space shortage problem and subject to public restriction. If auctioned off at higher price by excessive competition in general competitive bid for land bidders, the development of parking lot will be made against its original purpose supply. The core issue is that a bid price is quite often to be blown out of proportion by 150%~ 250% due to extreme competition and, could face serious problem if a winning bidder runs sale business. If it is rental business, although about 30% of the total floor space of the whole building to be used as neighborhood facilities, too high winning bid price cause to lose transparency. In case of sale at aggregate buildings, most business operators would sell 30% of the neighborhood facilities, spare the parking lot and manages thereof separately. According to Aggregate Buildings Act, neighborhood facilities are allowed for individual registration and ownership of parking lot by business operator or designated person by business operator. In this case, the parking lot becomes 70% of the total floor space of the whole building and 70% of the land share which makes the mortgage very valuable and easier for business operator to get financial loan. There used to be many cases such as owners of neighborhood facilities (aggregate buildings partial owners) who run parking lot to repay their loan running parking lot to repay loan, but found that very tough and reached auction and relatively disadvantaged. For parking lot within housing site, it is recommend to exclude the public factors that land has and take into account of public restriction in area (housing site). Business opportunity for operators and protection of property rights for buyers in aggregate buildings, land supply method is recommended to replace from highest bid method into draw or private contract. In terms of price, supply at estimated price (construction price) and restriction on usage (Co-ownership of parking lot) proposals are submitted.

Lessons of Incremental Housing Two Chilean Case Studies: Elemental Lo Espejo and Las Higuera

  • Low-income housing policies in South Korea have been pursued mostly by providing public rental housing for less privileged social groups. In contrast to this notion of housing, this article argues for housing ownership by low-income families. Two examples of this ownership policy are found in Chile. Incremental housing involves an open-ended housing platform, which requires home-dwellers to complete the construction process themselves. This article aims to examine structural, spatial and formal characteristics of the incremental housing projects. Taking the perspective of the home-dweller during the incremental construction process, we evaluate the houses before and after customization. Thus, we use data from field-work conducted for seven months in the Santiago Metropolitan Area of Chile. Using qualitative methods such as observation, semi-structured interviews, and surveys we focus on the Elemental Lo Espejo incremental housing project and then compare it with the Las Higuera housing project. The latter is representative of the incremental houses delivered by the Chilean government. In comparing these two projects, we aim to articulate the lessons of incremental housing with the intention of suggesting possible future developments for a wider-reaching incremental housing program.

일본 UR도시기구의 안심주공간사업자참여제도를 통한 지역복지거점시설 정비사례 연구 (A Case Study on the Local-based Welfare Facilities of Urban Renaissance Agency in Japan by Business Entry System for Stable Living)

  • The purpose of this study is to analyze local-based social welfare facilities to respond to secular change of the UR rental housing estates in Japan. The selected case studies for the analysis are Hibarigaoka, Hamakousien, Turumai UR rental housing estates constructed around 1960's. The analysis was done through UR website, MLIT (Ministry of Land, Infrastructure, Transport and Tourism) and MHLW (Ministry of Health, Labour and Welfare) policy report, and related literature. These case studies are connected with housing policy as well as welfare policy and performed to Stable Living Creation Project by Business Entry System for Stable Living. The types of local-based social welfare facilities are classified by welfare corporation and medical corporation. The results are as follows: 1) The implementation of cooperative and participative system not only the private sector (welfare and medical Corporation, etc.) but also the public (MLIT, MHLW, UR Renaissance Agency, Local government, etc.). 2) Repurposed of land through rent and transfer of land for local-based social welfare facilities in the process of housing stock renewal utilization. 3) The pursue of regional revitalization through attached to multi-generation facility or local community space for elderly in local-based social welfare facilities.

1인 거주 쉐어하우스 연구에서 만족도 조사항목 추출에 관한 연구 (A Study on the Deduction of Satisfaction Survey Factors in the Study of One-person Living Sharehouse)

  • Sharehouse has been supplied as an alternative to solving the steadily increasing one-room housing problem of single-person households every year, and it is necessary to investigate the satisfaction of residents who actually live in sharehouse through P.O.E. Therefore, this study analyzed priror researches related to the existing one-person households, sharehouses, and satisfaction surveys, and summarized indicators with high relevance and frequency to derive satisfaction survey factors that can clearly evaluate the improvement architectural plan of sharehouses. As a result, it was classified into 4 items in the 'general information' category to investigate the status, housing rental type, and housing cost of the sharehouse, 15 factors in the 'peripheral environment' category to evaluate the safety, 3 factors in the 'community' category, and 17 factors in the space (facility) and service category. In the "General Information" section, the overall one-person housing satisfaction, desired sharehouse type, housing rental type, housing cost, and living expenses were reduced. In the "Surrounding Environment", accessibility to public office, accessibility to cultural facilities, accessibility to medical facilities, accessibility to work and school, convenience stores, noise pollution and safety. In addition, in the "community" section, it consists of interactions with various people, relationships with housemates and in the "space (facilities) and service" section, heating, waterproof, soundproof, ventilation, moisture and condensation blocking, facility management, interior, room size, built-in furniture, storage space, laundry, parking. Most of the scales for each factor were 5-point Likert scales, allowing evaluation of the degree of satisfaction, and some factors presented criteria to induce structured answers. Therfore, it is expected that the survey will be conducted on residents who actually live by deriving factors for the satisfaction survey of one-person households living in the sharehouse, and the current status of the sharehouse will be identified, and the degree of satisfaction will be analyzed to be used for research.
