Nation-wide Interoperable Transportation Card K-CASH System Development (전국호환 교통카드 K-CASH 시스템 개발)

  • The existing K-CASH system doesn't allow compatible between different regions, different public transportations and the technologies made by different operators. If a K-cash user wants to use public transportation charged not by K-CASH but other operator, then he or she would have to get other type of card available for that transportation. Also, the incompatibility of the existing K-CASH might cause unnecessary expense because similar systems would have to be doubly constructed if the K-CASH operator would like to install the K-CASH system on the same infra as the other operators already did. As a result, a system which allows people to use just one card for their convenience regardless of regions, types of transportation and operators has been strongly demanded. In this paper, we developed Nation-wide Interoperable K-Cash system, Nation-wide Interoperable K-CASH Card, Purchase terminal, Purchase SAM and Settlement system that were updated from the existing K-CASH system. And we performed a conformity test to confirm performance. Also Korea Financial Telecommunications & Clearings and the KORAIL NETWARKS and the HiPlusCard joined for the testbed in Gwangju for 6 months. This result of testbed finally proved that the Nation-wide Interoperable K-CASH system is completely compatible.

A Study on Customer Satisfaction Framework for Public Library Services (공공도서관 서비스 고객만족도 평가체계에 관한 연구)

  • The customer satisfaction. which is close with the loyalty, rate of disconnection and re-purchase and the new customer creation is important in point of the enterprise performance measurement system. There have been a number of studies that applied different models in other to assess the customer satisfaction of public and non-public area. But the general evaluation models which are existing can't consider the discrimination characteristic of different types of products or services. And these models didn't reflect the quality of the Internet environment of the public library service which appears newly. This study delved into literature of library service and customer satisfaction evaluation and suggest the classification system of public library service and the evaluation model of customer satisfaction for public library.

A Study on Recognition of Land Acquisition for Ecology Restoration Project in Ecological and Landscape Conservation Area of Donggang River Basin. (동강유역 생태·경관보전지역 내 매수토지 생태복원사업 인식도 연구)

  • A protected area means a space designated and protected by law from development pressure and environmental pressure. It is mainly designated to protect specific ecosystems, natural landscapes, and cultural resources from irrational development (or damage), and involves policies of the public sector such as central and local governments. The United Nations Educational, Scientific and Cultural Organization (UNESCO) has conducted conservation and restoration projects for preserving natural ecosystems and genetic resources. In order to conserve the ecosystem in the protected area, national and public organizations purchase private land and use it ecologically; in addition, ecological restoration project is carried out for the purpose of creating waterside ecological belt or preserving ecosystem. Land acquisition refers to the land where highly influenced by the water quality and need to restore, and purchased by negotiating with the landlord. Although the nation and public institution carried out ecosystem restoration project for partial purchase land in order to conserve ecosystem, it is below the expected effect due to lack of comprehensive management system and have some problems in restoration project and unification of management institutions. Land acquisition in Donggang River Basin Ecological Conservation area is initiated in 2005 for creating income of local residents and ecological restoration. However, the lack of overall management and awareness resulted in poor vegetation growth and poor response by local residents due to terrain exposure. As such, there is insufficient research on the current situation and systematic integrated management although the number of land acquisition is increasing year after year. Futhermore, overall recognition and follow-up monitoring of eco-restoration are still inadequate. Therefore, the survey on the awareness of the purchase land ecosystem restoration project is necessary for the efficient restoration project and establishment of the management strategy for land acquisition in the future. Therefore, in this study, we provide fundamental materials on further research projects by carrying out research on the awareness of ecological restoration projects in the Donggang River basin ecological preservation area.

Possible Ways to Facilitate Land Banking System (토지비축제도의 활성화 방안에 관한 연구)

  • Recently, ever-growing land price has caused public projects to come to considerable deadlocks. Up to date, project principals have relied upon mandatory expropriation policy or other relevant policies in order to procure land sites required for public projects in a short period, but these policies have brought about collective resistances and civil appeals from land owners and cause land compensation price to rise, resulting in delayed progress of public projects. Therefore, land banking system is enforced to resolve these issues. Successful implementation of land banking system requires purchase of sufficient land sites at affordable price so as to execute public projects and control real estate market. However, current version of Land Banking Act reveals several questions as contrary to public expectations in the days of its introduction. This study sought to make further analysis on the whole content of current legal system concerning land banking system. And based on the analysis, this study explored possible solutions for problems that hinder land banking system from its stable operations, so that this land banking system could contribute to resolving land problems by active promotion of public projects as originally intended and by the stabilization of land market based on balance control between supply and demand of land.

Development of Land Purchase System by Ecological Evaluation - Focusing on the Donggang Basin - (생태성 평가를 통한 토지매수시스템 개발 - 동강유역을 중심으로 -)

  • With the increasing attention of the international community on climate change and biodiversity promotion programmes, the Korean government and public agencies are trying to protect and restore the ecosystem of areas protected by law, such as waterfronts, by acquiring private land. However, the inadequate purchase system has caused various problems. In this study, an efficient and systematic land purchase system was developed through ecological evaluation, focusing on the ecological and landscape conservation areas of the Donggang basin. The ecological evaluation was developed by integrating parcel-level evaluation and regional-specific evaluation, and the overall level of ecological function was established and finalized through on-site verification. As a result of verifying the purchase land of 88 parcels, it showed a relatively high agreement of more than 85.2%, and the rest of parcels (non-agreement) were considered to have had an impact on vegetation, crop harvesting, etc. due to seasonal differences in ecological evaluation and field verification. The purchasing system was ranked according to the ecological evaluation grade based on the endangered species and the distance from the core ecosystem. As a result, the purchase priority was systematically drawn up to the 5th rank for a total of 68 parcels for the private lands of Geoeun-ri, Munsan-ri, Deokcheon-ri, Unchi-ri, Gumam-ri, and Suji-ri. This study is expected to contribute to the preservation, restoration and ecological management of purchased land in the protected area in the future by establishing and proposing a systematic land purchase system based on ecological evaluation.

A Study on the Improvement Direction through the Analysis of the Legal System and Current Process of KONEPS (국가종합전자조달시스템의 제도 및 프로세스 고찰을 통한 개선 방향 연구)

  • Since the beginning of 2002, KONEPS(Korea ON-line E-Procurement System) which is known with GePS(Government e-Procurement Service), has become a significant role in Korea public procurement service. This paper focuses on the amendments of the related laws and the practical improvement of inconveniences and inefficiencies in user's' position during the use of KONEPS. We analyzed the case of government procurement by major countries, the detailed process and function of KONEPS, and confirmed the revised procurement laws since the commencement of KONEPS. When a user of KONEPS makes an online purchase at the g2b shopping mall to purchase procurement goods, we analyzed focused on the inconvenience of option selection, user feedback after purchasing, unification of the purchase procedure, compared with general online shopping purchase. This paper suggests practical ways to improve the inconveniences and inefficiencies that arise in the process of procurement and use from KONEPS. It is necessary to study on the construction contracts and the empirical studies based on the questionnaire on the functions of procurement law and research model for the cases used in this study in the future.

  • As e-Commerce and national public procurement have been enabled, needs of supplier management and evaluation system for national public procurement has been growing. Enterprises have constructed and operated supplier relationship management system, in order to automate and increase their supply chain processes by managing the strategic assessment of relationships with external partners. Recently, PPS(Public Procurement Service) in Korea is introducing the concept of SRM to ensure the fairness of public procurement and to strengthen the competitiveness of the national public procurement and public procurement. For this purpose, it is necessary to establish supplier evaluation management and decision support process to allow a transparent supplier selection. In this paper, we present an evaluation method for transparent and objective public procurement. We also present a method for purchase decision support.

  • The 'public agency oil joint purchase system' was introduced to lower public sector oil prices and contribute to the stability of the overall consumer oil market. The present study used spatial regression to analyze the factors affecting domestic gasoline price, focusing on the impact of potential implicit collusion among gas stations in determining domestic gasoline prices. Also, this study investigated the effect the location characteristics of the market convention gas stations and government offices on the pressure of price competition in the market and the gasoline price at general gas stations. To summarize the results of the spatial lag model (SLM), the individual characteristics of gas stations such as convenience stores (+), self-fuelling (-), commercial areas (+), subway stations (+), population density (-), and sales (-) are correlated to gasoline prices at gas stations, and the institutional location factors of gas stations (+) affected the average of 9 won per liter, 11 won per liter. In order to solve these problems, the establishment of a monitoring system reflecting the location characteristics of the region and the ongoing review of the system should be carried out. In addition, separate, expanded and promotional measures should be prepared for the convenience of general and public oil buyers.

Prevention in the United States Affordable Care Act

  • The Affordable Care Act (ACA) was signed into law on March 23, 2010 and will fundamentally alter health care in the United States for years to come. The US is currently one of the only industrialized countries without universal health insurance. The new law expands existing public insurance for the poor. It also provides financial credits to low income individuals and some small businesses to purchase health insurance. By government estimates, the law will bring insurance to 30 million people. The law also provides for a significant new investment in prevention and wellness. It appropriates an unprecedented $15 billion in a prevention and public health fund, to be disbursed over 10 years, as well as creates a national prevention council to oversee the government's prevention efforts. This paper discusses 3 major prevention provisions in the legislation: 1) the waiving of cost-sharing for clinical preventive services, 2) new funding for community preventive services, and 3) new funding for workplace wellness programs. The paper examines the scientific evidence behind these provisions as well as provides examples of some model programs. Taken together, these provisions represent a significant advancement for prevention in the US health care system, including a shift towards healthier environments. However, in this turbulent economic and political environment, there is a real threat that much of the law, including the prevention provisions, will not receive adequate funding.

The Effect of Preferential Purchase Policy for Technologically Developed Products on Growth of SMEs (기술개발제품 우선구매 제도가 중소기업의 성장에 미치는 영향)

  • In this study, in relation to "Chapter 3 Support for Priority Purchase of Technology Development Products" of the 「Market Channel Support Act」, this study investigated the positive growth impact of technology development products subject to preferential purchase on small and medium sized enterprises. The data used for empirical verification is for 371 companies that obtained certification for technology development products subject to preferential purchase in 2016 and Data from SMEs were collected from 2017 to 2021, Sales, operating profit, and net profit was identified, and empirical verification. And conducted through statistical analysis to determine whether it had a positive effect on the growth factors of SMEs. In addition, data from 225 technology development product certification companies were collected, and empirical testing was conducted through t-test analysis on the change in growth factors before and after acquiring certification. As a result of statistical analysis, it was found that the total assets, certified sales, operating profit, and net profit, which are the growth factors of a company, are all positively affected according to the type of technology development product certification. However, in the case of authentication types, some authentications showed significant negative results. In addition, significant results were derived that after acquiring certification had a positive effect on growth factors than before acquiring certification. Consistent with this conclusion, I think that it is effective for technology development-based SMEs to enter the public procurement market and utilize the technology development product priority purchase policy for market exploitation and corporate growth. And the government should strengthen the market support policy to create demand so that SMEs can enter the procurement market and actively utilize the preferential purchase system, and come up with an improvement plan so that public institutions can actively utilize the preferential purchase system.
