Clients demands have been changed by construction circumstances such as high-technology, megaprojects, and the complexity of construction. Advanced foreign nations have already introduced and applied new project delivery systems (i.e, CM, DB, etc.) to deal with the change of such that. Korea has also promoted variation of the delivery systems for the progressive measure to the rapid changeable situation. Even though government has made his efforts as stated above, some clients have uniformly used those to public construction projects. That is because there are not selection criteria of project delivery system for clients. Therefore, this study presented the selection criteria of project delivery system based on project types in the public large construction projects. In addition, the study has verified the viability of the presented models through consultation with professionals and experts.

건설공사는 복잡화, 다양화, 대형화되고 있으며 이러한 다변화된 건설 환경에 대응하기 위해 건설 선진국에서는 다양한 발주방식을 도입 적용해 오고 있다. 국내에서도 지속적으로 발주제도를 개선해 오고 있으며, 최근에는 공공건설공사의 발주방식을 보다 다양화하려는 취지에서 국가계약법시행령 개정을 통해 "기술제안입찰", "설계공모 기술제안입찰"을 새로 도입하였다. 하지만 이러한 정부의 노력과는 달리 몇몇 발주기관에서는 발주방식 선정기준 부계로 인해 공공건설공사에 있어서 획일적인 발주방식을 적용하고 있다. 이에 본 연구는 공공기관에서 기 발주된 건설공사 실태 및 현황분석과 설문조사를 통하여 발주방식 적용에 있어서의 문제점을 도출하고, 개선방안으로 발주기관이 객관적인 자료로 활용할 수 있는 사업유형별 발주방식 선정기준을 제시하고자 한다.

These days Construction Industry is one of the major industry in public project and it has many problems. And Construction Industry highly respond to a chage of IT, politics, economy, domestic and international situation. And it causes an uncertainty in Korea economy. The goal of this paper is showing the efficiency application of BIM in Public Project. And this paper follow three steps. First, these day's trend of BIM and delivery method are researched. Second, major factors are thrived to appreciating BIM Third, delivery method based on BIM is proposed. Major factors of delivery method are researched to make guide line of delivery method in public project in the future.

Recently, much attention has been increasingly paid to the efficiency of the delivery system in order to manage construction project in a smooth and effective way. The integrated plan in consideration of the life cycle of building is required for the effective and integrated management of information in a huge amount. To this end, collaboration between each field is indispensable from the beginning of project. But there is a limitation that the designer and the constructor sign the contract separately in the conventional delivery system. In the US, the recent trend is that the Integrated Project Delivery (IPD) has been introduced to improve the effectiveness of project management in an increasing number of the cases where project is implemented by utilizing the IPD. In Korea, there is also an increasing need to introduce the IPD for the integrated project management. Consequently, the purpose of this study is to examine and analyze the laws and the contracts that are applied to domestic cases of placing order and signing contract based on the concept and principle of the IPD before the actual introduction of the IPD. Based on such examination and analysis, this study intends to figure out the constraints to the introduction of the IPD. It is expected that the results of this study will be used as basic data for IPD-related study in the future.

Building Information Modeling (BIM) is utilizing CAD technology in a way that ultimately ties all the components of a building together as objects imbedded with information, and has been changing the way we design and build over the last 20-30 years. In Polytechnic Institute of NYU, there are four BIM courses offered which provide students with different levels of knowledge regarding BIM Technique, BIM Standards, BIM Guideline and Roadmap for Private and Public Implementation, BIM Application in Real Projects, the Cooperation of BIM and IPD for Public Works in New York City. With advanced BIM technology, BIM's integration into the construction process and its incorporation into project delivery systems, especially Integrated Project Delivery (IPD) are the bridges between technology, industry and research. This paper presents an integrated BIM curriculum with three modules: 1) BIM functions and Bid Preparation; 2) Time-Cost Trade-off Analysis; and 3) Problems Solving in BIM/IPD Environment. In this project-based curriculum developed by the common efforts of academia, public agency and industry, the objectives are: (1) to provide the information and skills needed to successfully implement BIM into the construction phase; (2) to identify BIM's role in construction and the project delivery system; (3) to develop a module in conjunction with leading BIM into project delivery system, particularly coordination between BIM and IPD; (4) to connect technology and research into industry. The course assessment was conducted and the results indicate that it is a successful reform in construction management education.

최적 발주방식을 선정하는 것은 해당 사업의 성공적 수행을 위한 것이며, 이는 곧 사업의 목표를 달성시키는 것이다. 또한 사업특성에 적합한 발주방식의 선정과 사업의 성과는 밀접한 연관성을 갖는다. 이러한 취지에서 재정경제부는 2007년 10월 국가계약법시행령 개정을 통해 "기술제안입찰", "설계공모${\cdot}$기술제안입찰"이라는 발주제도를 새로이 도입하였다. 다양해진 발주제도를 효율적으로 운영할 수 있도록 하기 위해 본 연구는 공공건설사업의 특성을 정량적, 정성적으로 평가하여 해당 사업에 가장 적합한 발주방식을 선정할 수 있도록 하는 발주방식 선정모델을 제시하였다. 그리고 발주방식 성과평가 모델을 함께 제시하여 발주방식 선정 및 운영의 결과를 후속 사업의 피드백 할 수 있도록 하였다. 이와 같은 표준적인 모델은 공공발주기관의 의사결정을 지원하는 도구로 활용될 수 있을 것이다.

발주방식은 프로젝트 참여자들의 관계, 역할, 의무 등을 정하는 것으로, 프로젝트를 성공적으로 수행하기 위해서는 적정 발주 방식을 선정하여 적용하여야 한다. 현재까지 국내에서는 주로 설계시공분리방식에 의해 대형공공공사를 수행해 왔지만, 정부에서는 일괄입찰이나 대안입찰방식을 점차 확대하려는 정책을 추진하고 있다. 그러나 발주방식은 정책에 의해 결정하기보다는 사업목적 당해 프로젝트의 물리적인 특성, 사업수행환경 등을 종합적으로 고려하여 결정하여야 한다. 본 연구에서는 사업결과에 상당한 영향을 미치는 적정 발주방식을 결정하기 위한 객관적인 발주방식 선정기준과 더불어 정량적으로 발주방식별 성능을 비교ㆍ평가할 수 있는 적정 발주방식 선정절차모델을 제안하였다. 발주방식 선정기준은 프로젝트 특성, 발주자 특성, 사업수행환경으로 구성되어 있으며, 발주방식 선정모델은 발주방식 선정 체크리스트, 발주방식 선정 매트릭스, 발주방식의 적정성 판단의 3단계로 구성되어 있다.

PURPOSES : This study aims to survey and analyze the status of the design and completion documents output delivery system in public construction projects in order to assess the problems of the Ministry of Land, Infrastructure and Transport (MOLIT)'s electronic delivery system, with a focus on roads and rivers, and to offer improvement measures. METHODS : This study first surveys and analyzes laws and existing study trends with regard to the design and completion documents output delivery system in public construction projects. It further analyzes the status of the output delivery system in public construction projects, including roads, rivers, expressways, water resources, and railroads. In addition, a comparative analysis of the current electronic delivery system of MOLIT and Korea Expressway Corporation in the road field is conducted, and the problems and improvement measures for MOLIT's electronic output delivery system are presented. This study seeks to analyze problems and prepare improvement measures with regard to road and river public construction projects, as ordered by MOLIT's five regional offices. RESULTS : This study sought to prepare the electronic output delivery system with regard to public construction projects and present the analysis of its major problems and improvement measures in four categories: "the preparation of electronic design documents output delivery system improvement measures including inspection and delivery," "preparation of guidelines, systems, etc., concerning electronic design documents," "preparation of improvement measures for the construction project management system and electronic design document support tools", and "linking of MOLIT's electronic output delivery system with relevant agencies and the expansion thereof to local governments." CONCLUSIONS : This study analyzed the current status and problems of the MOLIT's electronic output delivery system in the field of road and river construction projects, and presented corresponding improvement measures. This study is expected to address the problems of the MOLIT's electronic output delivery system, and to provide the foundation for the preparation of an efficient electronic output delivery system for design and completion documents. In addition, this study is expected to boost the quality and utilization of the electronic design documents output, and to exchange, share, and link construction information among relevant agencies so as to prepare the foundation for sharing construction information.

건설 프로젝트에서 설계시공 일괄방식은 프로젝트에 참가하는 모든 참여자가 협력하기 때문에 일관성, 공기단축, 품질향상, 프로젝트 요구를 만족시키는 설계의 혁신과 같은 효과를 기대할 수 있는 발주방식이다. 서구에서 일괄방식은 우수한 발주방식을 찾고자 하는 노력의 결과로 보고 있으며, 성과분석 결과 공기단축, 비용절감, 품질향상 등이 분리방식에 비하여 우수한 것으로 입증되어 발주가 확대되고 있다. 일괄방식은 1975년 국내에 도입되어 9000년까지 공공부문 전체 프로젝트의 10% 이하에만 적용되었으나, 이후부터 지속적으로 증가하여 2005년에는 26%까지 그 적용이 증가하였다. 이에 본 연구에서는 건설통계분석, 발주방식 성과분석, 설문조사를 바탕으로 시스템 다이내믹스 인과지도를 작성하여 그 원인을 분석하고 서구에서와 같이 우수한 발주방식으로 정착되기 위한 정책적 개선방안을 제시하고자 한다.

보금자리주택 건설에서 분양가 인하의 하나의 방안으로 직할시공제가 도입되었다. 특정 발주방식을 대규모 공공건설사업에 적용 할 경우 본격적인 적용이전에 해당 발주방식에 대한 각계의 논의를 수렴하고 해당 발주방식이 사업성과에 미치는 영향을 다각도로 분석할 필요가 있다. 이에 본 연구에서는 공공건설사업에의 직할시공제 적용에 따른 공사비, 공사기간, 품질, 리스크 등 사업성과에 미치는 영향을 전문가 면담과 해외사례 조사를 통해 분석하고, 이러한 문제점들을 해결하고 공공건설사업에의 직할시공제의 효율적 적용을 위한 방안을 제시하였다. 먼저 직할시공제하에서는 발주자의 업무가 대폭적으로 증가하므로 해당 공공발주자 조직에서 증가된 업무 수행이 가능한지를 점검해야 하고, 이에 따른 발주자 조직과 업무절차의 변화가 필요하다. 아울러 직할시공제의 효율적 적용을 위해 다중시공기반 CM방식 등 다양한 수행방식을 적용 할 필요가 있으며, 공사관리 절차 및 시스템 구축, 협력업체 강화 등이 필요하다.
