  • The purpose of this study is to understand the master plan of "The project on a comprehensive village development with a unit of a based township" through the master plan analysis and to help understand the implications of this project in order to maintain rural villages that can make local residents satisfied with them and promote the project of comprehensive rural village development as a successful way based on a comparative analysis through the in-site survey. The processes of this study are as follows. First, the analysis of development planning created a drawing based on linking business strategy by each region. The current situation and characteristics of planned public spaces were analyzed through the analysis of location and distribution of public spaces and facilities. Second, the situation analysis was performed by the task of shooting based on the basic plan information, and the master plan and status were confirmed through interviews. Also, the analysis of location and distribution of public spaces and facilities was conducted by a created drawings based on a survey. Finally, the detailed information of public spaces and facilities was compared with the investigation by in-site survey and analyzed through the Master Plan Strategy and a detailed classification of the types of facilities among each regional issues. In addition, by overlapping the planned drawings with the results, the results of formations were confirmed and the planned positional changes and the distribution of facilities were analyzed. As the results of "The project of comprehensive village development with a unit of based township", it was determined that there were many issues on cultural and welfare facilities in this project to meet the business objectives. Also, the facilities the residents needed, identified by interviews, were rural tourism facilities. • This study conducted a visual impact assessment of an apartment complex project proposed in Jungkye-dong, Seoul. Three design alternatives of the project-alternatives 1, 2, and 3-which differed in form, color, scale, and arrangement of buildings were simulated with computer image processing technique. The simulations were presented to the public who were mainly residents in the project area, and visual impact resulted from the alternatives was assessed by them. Their responses were then statistically analyzed. It was found that, in terms of compatibility with the surrounding landscape, alternative 1 was the most favourable because it was more traditional, natural, and diverse than alternatives 2 and 3. At the same time, the alternative was most preferred by the public because it was more plain, natural, and diverse than other alternatives. It was suggested that the visual impact assessment with public participation conducted in this study would help both planners and the public to make more intelligent decisions.

  • Purpose: The purpose of this study is to find out the characteristics of service (landfill) costs (hereinafter, the "landfill costs") applied to the dissolution promotion committee and analyze the characteristics of landfill costs at the time where the dissolution of promotion body is increasing with the authority of the head of local government regarding the territory difficult with the continuous promotion by delaying or suspending the project for a prolonged period or suspending the project through the dissolution of the project body by the promotion committee and cooperative union since the flawless promotion of the maintenance project. Method: After revising the law in February 2012, the survey and analysis is made for the status of applying landfill costs and maintenance project scale of the dissolution promotion committee not confirmed in details around a total of 20 regions, including, 9 regions of redevelopment projects completed with the advance review, 7 regions of re-construction projects and 4 regions of urban environment maintenance projects from the total of 59 regions, Result: The influence on the landfill costs is shown to be greatest in the service expenses and management and supervision on this field has significance for the maintenance project perceived as private project, rather than public project, that the public management is neglected with insufficient presentation of operation criteria and so forth that it displays the tendency to lead to the discrete operation of the project body. In order to enhance the transparency of operating costs for the projects that are led by private capital, it is required to strengthen the role of public sector through enthusiastic intervention by the public sector in standardization of operation criteria, presentation of guideline and so forth.

  • The limited public funds available for infrastructure projects have led governments to consider private entities' participation in long-term contracts for finance, construction, and operation of these projects to share risks and rewards between the public and the private. Because these projects have complicated risk evolutions, diverse contractual forms for each project member to hedge risks involved in a project are necessary. In light of this, Build-Operate-Transfer(BOT) model is considered as effective to accomplish Public Private Partnerships(PPPs) with a characteristic of an ownership-reversion. In BOT projects, the government has used such an incentive system as minimum revenue guarantee(MRG) agreement to attract the private's participation. Although this agreement turns out critical in success of BOT project, there still exist problematic issues in a financial feasibility analysis since the traditional capital budgeting theory, Net Present Value(NPV) analysis, has failed to evaluate the contingent characteristic of MRG agreement. The purpose of this research is to develop real option model based on option pricing theory so as to provide a theoretical framework in valuing MRG agreement in BOT projects. To understand the applicability of the model, the model is applied to the example of the BOT toll road project and the results are compared with that by NPV analysis. Finally, we found that the impact of the MRG agreement is significant on the project value. Hence, the real option model can help the government establish better BOT policies and the developer make appropriate bidding strategies.

  • Despite of the introduction some sorts of the contract and the bid method like CM(Construction management) that will be efficient to manage the construction project. Korean agencies limit to control project management to do large public constructions. In the case of Taiwan, THSRC is apply J/V system in the public construction project, they are accomplishing that expend optimal the cost and save the construction time. To success J/V it has two factors, one is risk management and another is sharing information of construction project. Therefore, we will study to introduce J/V system to our construction project.

  • This study presents methodology framework that can help to manage IT program in the public sector. Existing project management methods usually focus on system providers and could have various and abstract interpretations. So, it is difficult to apply existing project management methods in the public sector. It also makes each individual project management easier by reflecting characteristics of IT project so that it can provide management models of performance measurement. It is found that given framework in management methodology get positive analysis and addition to be applied in the individual project management and various IT programs nationwide. It is expected that scientific and systematic project management can bring successful promotion and management of IT project through the application of this project management methodology.

  • For half a century, PMM(Project Management Model) continually has been advanced by many researchers and managers. Especially, the model for civil and construct engineering has now high maturity, but the model for IT engineering has not acceptable maturity. PMI(Project Management Institute) provides the knowledge of protect management for general purpose, it is not adequate for IT prefect management without complements. In this paper, we propose IT project management model based the knowledge of PMI using UML. IT project management model provides not only functions for project planning, budgeting, design and Implement, but also the knowledge for managing IT protect efficiently. We use uses case diagrams to describe the details of the model. We expect the model to be used in management of IT project efficiently in public sector.
