Improving long-term performance in highway projects is an imperative goal for public administrations. Project delivery and procurement methods might provide an opportunity to align design and construction processes with this goal. Previous studies have explored whether project delivery methods impact the long-term performance of highway projects. However, these studies did not focus specifically on how core elements within the procurement might relate to long-term performance. Thus, this research aims to fill this gap by exploring to what extent and how long-term evaluation criteria are considered in design-build best-value procurement of highway projects. To this end, content analysis was conducted on 100 projects procured between 2009 and 2019 by 19 DOTs across the U.S. The analysis of 365 evaluation criteria found that (1) roughly 11% of them related to long-term performance. (2) The weight given to these criteria in the overall technical proposal was lower than 30%. (3) Sixty-five percent (65%) of long-term evaluation criteria focused on design while 15% related to materials and technology, respectively. The results of this study are a first steppingstone to initiate a deep exploration of the relationship between procurement practices and actual project performance. Currently, with sustainability and life cycle assessments being top concerns in infrastructure projects, this line of research might be of particular interest to DOTs and highway agencies across the U.S. and worldwide.

최근 도시 인프라의 건설과 운영을 위하여 민자유치사업들이 급증하고 있다. 이러한 민자유치 인프라 프로젝트들은 국가 재정 부족의 보완과 창의성 및 효율성 향상을 통해 지역발전을 촉진하기 위한 것이라고 강조되지만, 실제 시장 메커니즘에 따른 민간자본의 새로운 투자 영역 확대와 이윤기회의 보장이라는 신자유주의적 도시정책에 따른 것이라고 할 수 있다. 이로 인해 한국에서도 1994년 이후 이러한 민자유치사업이 본격화되고 있지만, 실제 여러 가지 문제점들을 노정시키고 있다. 본 연구의 사례 분석 결과, 민자유치에 위한 범안로의 건설 및 운영에 있어 과다한 계획 교통량 예측 문제, 공사비 과다 계상 및 부대사업 조건의 문제, 사업 주체의 비합리적 운영과 회계 문제, 실시협약 내용 변경의 문제, 최소운영수입 보장 문제 등이 지적될 수 있다. 이러한 문제들을 안고 있는 범안로의 합리적 운영을 위해 가능한 대책으로, 통행료 수입 존대 방안, 재정 지원 축소 방안, 일부 구간 운영권 회수 방안, 전체 구간 운영권 회수 방안 등이 고려될 수 있다.

There is a growing demand for public kindergartens due to the problem of private kindergartens. However, when the kindergarten is built in the residential land development area, the cost of purchasing the land increases, and the overall project cost is increasing. This situation puts a lot of burden on educational finances. Therefore, to reduce the cost of establishing a kindergarten, it is required to revise related laws including act on the special cases concerning the procurement, etc. of school sites. The purpose of this study is to propose the revised laws to expand public kindergartens. In this study, the present situation of infants and kindergartens was analyzed through policy data and statistics. And the analysis of the investment evaluation data also analyzed the problems in establishing kindergarten. In addition, we conducted surveys and FGI analyzes on school sites and kindergarten related laws and regulations. Finally, this study aims to find a way to amend related acts of urban and architectural Planning for Invigoration of Public kindergarten establishment by analysis data.

국내 공공 건설공사 공사비 수준이 시장 상황을 합리적으로 반영하지 못하고 있는 인식이 산업 전반에 널리 펴져 있는 가운데, 총사업비 관리 프로세스 상의 과도한 공사비 조정이 공사비의 적정성 미확보에 대한 핵심 원인 중 하나로 지목되고 있다. 정부는 건설 프로젝트 총사업비 산정 및 관리 프로세스에서 삭감 위주의 정책을 펼치고 있으며, 산업계에서는 예정가격 대비 낙찰가격의 수준은 매우 낮다는 인식이 일반적이다. 본 연구에서는 총사업비 관리 프로세스를 개선하기 위한 목적으로 총사업비 산정 및 관리 프로세스에 대한 분석을 수행한다. 입·낙찰 방식별 총사업비가 단계별 조정되는 과정을 분석하고, 사업구상 단계 대비 낙찰가격의 수준에 대한 정량적 비교분석 결과를 도출한다.

The G2B system is one of the important information systems in the e-government implementation. It is difficult to measure the cost reduction effect of the system introduction because there are many participants in the complex procurement processes. Previous approaches of the performance evaluation of such processes have been based on conducting some surveys and interviews with statistical methods. Therefore there have been some limitations in the verification of feasibility. Therefore this study tries to suggest a case of performance evaluation about the cost reduction in using of the G2B system by analyzing operational DB data from the G2B system. This study analyzed the procurement processes of G2B system according to 'goods' and 'facilities/services' and classified the procurement processes into 12 sub-processes. By developing an evaluation model for the cost reduction of e-procurement, we derived the whole cost reduction effect was 8,000 billon Won for the use of Korea KONEPS G2B system in 2008. Specially the cost reduction in the private sector was 6,600 billion Won. It was mainly due to the decrease of the offline visits to the related organizations to participate a bidding process. Moreover, the cost reduction of using shopping mall was 1,000 billion Won among the total 1,400 billion Won in the whole public sector. The main contribution of this paper is to show the more objective evaluation result of the use of e-procurement, which verifies the necessity of G2B system.

국내 정보통신 설비공사에 대한 감리대가 표준품셈은 2009년 5월 (사)한국엔지니어링협회에서 정한 표준품셈을 최근까지 관련 공공기관 및 민간 산업계에서 사용해 왔다. 그러나 정보통신기술과 사회경제적 환경이 매우 빠르게 변화되고 발전되어 기존의 품셈은 최근의 현장 여건에 부합되지 않아 현장 적용률이 저조하고, 공종별 감리원수 산출을 위한 산출식이 복잡하여 적용에 많은 어려움을 갖고 있다. 이러한 여건과 최근의 정보통신 기술의 융복합화에 따른 새로운 공종을 표준품셈에 반영하여 기존 품셈의 보완 및 개정 필요성이 대두되었고, 산업통상자원부에서는 최근 새로운 표준감리 품셈을 개정 고시하였다. 본 논문에서는 저자들이 개정과정에 주도적으로 참여한 경험을 바탕으로 개정 고시된 표준품셈의 개정 배경과 새롭게 제시된 표준 품셈 계산식을 기존 품셈 계산식과 비교하여 설명을 제시하고자 한다. 연구방법으로서 기존의 품셈이 적용된 실사례 조사 결과와 타 분야 품셈을 비교 후 정보통신설비공사 분야의 품셈을 개선하기 위하여 WBS 방식에 기반한 새로운 품셈 산출 수식을 설명한다.

정부의 전자 구매가 기업의 비효율성 개선에 주는 영향을 파악하는 것이 본 연구의 목표이다. 정부의 효과는 첫째 새롭게 정부가 기업의 수요자로 진입하였을 경우 두 번째 정부가 정보통신 기술을 이용하여 기업에 대하여 직접 수요를 창출한 경우 세 번째 단순히 정부가 정보통신을 이용하여 연계를 추진할 경우로 나누어 결과를 보았다. 첫 번째 경우에서는 새롭게 기업에 대하여 새로운 수요자가 되더라도 특별히 기업에 대한 부가가치의 증가에 따른 생산성의 향상 및 기술적 비효율 효과를 발생시키지 않았다. 그러자 두 번째의 경우 직접 수요를 발생시킨 경우 생산성의 향상은 물론이고 기술적 비효율성의 제거에도 도움이 되었다. 마지막으로 단순히 정부의 연계를 위한 정보통신 기술을 이용할 경우에도 기업에 대한 생산성의 향상 및 기술적 비효율성을 제거하는 효과가 있는 것으로 나타났다.

국내 공공건설사업에서 건설기술용역 발주 및 입·낙찰 과정은 공정성과 투명성이 강조되어 계량적 항목 위주로 업체를 선정하는 방법을 주로 적용하여왔다. 이로 인해 업체의 기술경쟁력을 강화하고자 하는 동기부여가 미흡하였고, 기술력을 기반으로 하는 업체선정방식의 필요성은 지속적으로 제기되어 왔다. 본 연구에서는 미국 공공건설사업에서의 건설기술용역 서비스 발주 및 입·낙찰 관련 미국 정부의 방침, 제반 절차 및 규정 등을 관련법 및 관련시스템을 통해 분석하고, 국내 공공건설공사에서의 건설기술용역 발주 및 입·낙찰 및 나아가 계약관리 및 사후관리에 있어서 공정하고 효율적인 건설기술용역 관리에 시사 하는 바를 도출하였다. 주요 시사점으로는 자격요건 및 역량 기반의 업체 선정, 제출 서류의 단순화, 발주자의 역할 및 책임 강조, 중소업체에 대한 배려, 탈락자에 대한 배려, 사후평가 등의 측면에서 국내 건설기술용역 발주 및 입·낙찰에 고려될 수 있을 것으로 기대된다.

과거의 입찰방식은 행정의 투명성과 공정성에 대하여 많은 문제점을 가지고 있고, 조달업체들에게도 많은 비용을 소모시킨다. 이의 해결책으로 일부 공공기관에서 전자입찰을 위한 시스템을 구축하였거나 구축 중에 있다. 그러나 이러한 시스템이 여러가지 측면에서 많은 문제점을 안고 있다. 따라서 본 논문의 목적은 문헌조사, 사례분석 및 프로세스 맵핑 기법을 활용하여 현행의 입찰업무를 분석하고, 이 결과와 구축된 시스템과 비교하여, 향후 구축될 시스템의 개선 방안을 제시하는 것이다. 본 논문의 연구결과 일반적인 입찰업무에 대하여 핵심프로세스를 식별하였으며 국내 건설분야 공공조달에 적용되고 있는 계약자선정방식을 분류하였다. 이러한 분석결과는 입찰업무의 시스템 구축의 기준으로 활용될 수 있다. 또한 향후 관련 시스템의 구축시 고려되어야 할 사항으로 통합추진체계의 구성, 정보공유를 위한 데이터 베이스구축, 국가차원의 표준화 마련 등의 방안을 제시하였다.
