건설사업관리용역사업자는 '과업내용서'에 명시된 각 시공 단계의 활동을 명확하게 수행해야한다. 본 연구에서는 업무의 빈도와 중요성을 고려하여 '설계변경'과 '준공처리'를 핵심 업무로 분류하였다. 이어서, 실제 수행된 건설 프로젝트를 분석하여 핵심 업무에 대한 과업내용을 표준화했다. 이를 통해 발주청, 건설사업관리기술인 및 시공자가 건설사업관리의 업무 영역을 명확히 이해하고 각자의 업무에 대해 책임을 다할 수 있는 기틀을 마련했다.

As a project delivery method, Design-Build (DB) has provided owner, architect, and contractor groups with a process of early design and rapid construction for the past three decades. Although there are many benefits to using standard DB, dissatisfaction has arisen due to limitations to innovate, limited owner involvement during design, and often lengthy procurement. Progressive Design-Build (PDB) has become an appealing alternative providing benefits not seen with standard DB. This paper investigates how PDB impacts a project and how it compares against standard DB; it also presents a proposed framework for evaluating the owner's responsibility and assessment of a project, which we named the "Four Pillars of Project Success". The four pillars are defined with respect to an owner's responsibility and assessment of a project, including project predictability, project risk, project schedule, and project cost. We conducted a literature review, examined several public project case studies, analyzed PDB project information collected by the Design-Build Institute of America (DBIA), and held stakeholder interviews with owners, contractors, and architects who have used both PDB and standard DB. This paper offers insight into PDB's structure and outcomes so an owner group can make an informed decision when considering PDB as their next construction contracting method.

The construction projects are recently having changes in their magnitude and complexity. Therefore, the amount of information created and managed by participants over project phases is enormous and this may cause difficulties in consistent and integrated data management. Because of the change in construction projects, there is a need to apply more logical and systematic ways to deal integrated data management. For the solution to this, BIM(Building Information Modeling), a new paradigm for integrated management of the information over project life-cycle, has been seriously considered. Also, the Korean Public Procurement Service announced that project over 50 billion Korean Won should introduce BIM into procurement starting from 2012. However, the studies and development have lack on studies of applying BIM and managing the data made using BIM in pre-design and maintenance stage. In pre-design stage, the concept of schematic design model is made to support for making major decisions concerning the size, shape and cost of the project. To decide the cost for the building in this stage by making use of BIM, estimating the amount of building materials used for constructing should be preceded. In this study, the pre-design BIM is explained to gain a better understanding of its process, since this paper focused on space programming stage. Finally, the paper suggests the concept process of estimating the amount of materials in building interior finishing from selecting the type for the elements of each space made to support the client for making decisions in space programming stage based on pre-design BIM.

Recently, mandatory BIM design has been enforced in the civil engineering field, focusing on public projects, and inducement measures to actively participate in BIM by participating subjects are required. The BIM ordering documents must reflect the characteristics of the BIM project, current construction standards and laws, and environmental conditions of domestic participants. In this study, we analyze the ordering documents used in domestic and overseas civil engineering BIM projects to determine whether they meet the purpose of BIM. In the future, items that consider the existing heterogeneous data linkage and compatibility, the connectivity with the current construction guidelines and laws, the cost of the designer and the input personnel are prepared for the part that does not meet the BIM purpose. Furthermore, the written order documents are verified through interviews with experts who have experience in BIM projects. Through the results of this study, I would like to propose a consultation system strategy to prepare and present items according to the purpose and type of project by client.

본 연구는 공공건축물의 실적공사비 분석을 통해 총공사비에 대한 적정보정율을 기초자료로 제시하고자 한다. 이에 대해 조달청에서 발주한 2009~2011년에 준공된 53개 프로젝트를 연구 대상으로 하였다. 공사비 분석은 주요 공정인 건축, 기계, 전기, 통신, 부대시설에 대하여 빈도론적 관점에서 중위수를 활용한 절대오차율을 기반으로 총공사비에 대해 비교 분석하였다. 이를 통해 적합회귀모형을 선정하고 보정율을 책정하였다.

공기업이 민영화가 이루어졌다고 해서 자동적으로 WTO GPA 양허대상에서 철회될 수 있다는 것을 의미하지 않는다. WTO GPA 양허목록에서 철회되려면 여타 회원국의 동의를 받아야 한다. 그러나 문제는 회원국들로부터 동의를 받기도 어려울 뿐더러, 현재 WTO GPA에는 공기업 민영화에 대한 명확한 기준을 가지고 있지 못하다는 점이다. 따라서 공기업이 민영화가 되었다고 하더라도 민영화에 대한 판단 기준이 없으므로 민영화 이후에도 양허대상에서 제외될 수 없다. 이러한 문제점을 해결하기 위해서는 공기업 민영화에 대한 명확한 기준의 설정이 요구되나, 이러한 판단 기준은 우리나라 독자적인 힘으로는 만들 수 없다. 그러므로 일본, EU 등 민영화 판단 기준에 대한 제안을 WTO에 제출한 회원국들과 협조하여 명확한 공기업 민영화 기준을 설정하는 노력이 요구되며, 이를 통하여 민영화된 공기업이 양허대상에서 제외 될 수 있도록 하여야 할 것이다.

Recently, Goverment's Energy-saving policy in Korea as 'Green Growth' is very remarkable effort. By intensive poliicies, the private is encouraged to participate in policy. Especially, it is very important in the field of architecture and we have to work for construction of law system. However, these efforts of the government buildings for energy efficiency in use stage is as mandatory system that may occur in the construction phase and the enviromental impact of greenhouse gas reductions is not affected. For this reason, Assess the amount of the energy consumption and CO₂ emissioont of Government Buildings in 2010 ordered by PPS(Public Procurement Service) in the construction phase and suggest to recognize the need for legal restrictions.

The domestic construction industry recognize that review of design and construct-ability has the devastating effects. The way to take advantage of BIM for increase the possibility of discovered the design errors in advance are being discussed a lot recently. Since 2012, Public procurement published that the Turn-key project which is the more than 50 billion won in construction have to let the BIM-based design be mandatory. However, people expected the advent of BIM technology can resolve the existing design errors. But the situation is the connection of design stage and construction stage is very insufficient in domestic. Therefore, in this study understanding the types of design errors in construction phase. according the review of design errors before construction. Then can acceleration the application of BIM to improve the workability in a construction site.

This paper briefly reviews the path planning methods that are applicable to the autonomous mobile robots for the military. Two distinct path search algorithms, $A^*$ and $D^*$ that are most popular and flexible in public applications, among those reviewed are coded and analyzed in terms of combat environment assessment factors called METT+TC for the area of operations. The results imply that it is important to consider the characteristics of defense acquisition process and the specific requirements of defense operation so that the successful technology development of the Robot products is directly linked to the defense procurement of Robot products.

상당수의 중소기업은 자체 마케팅 역량이 부족하여 제품 및 기술 개발에 있어서 초기부터 마케팅 활동을 충분히 수행하고 있지 못한 경우가 많다. 본 논문은 이러한 문제를 해결하기 위해 원료 공급에서부터 가공, 아웃소싱, 판매, 협업에 이르는 제품 생산 활동의 각 단계마다 적절한 마케팅 지향 정보가 제공되도록 공공 서비스 제공 전략을 제시한다. 또한 제품정보, 시장 정보, 기술 정보로 구성된 마케팅 지향형 정보 제공 시스템의 프로토타입을 제시한다.
