Analysis on Bidding Behavior in Score Auction: Highway BTO Projects (수익형 민간투자사업(BTO) 입찰평가 분석: 도로사업을 중심으로)

  • Upon selecting preferred bidder in Public-Private Partnership projects, multi-dimensional procurement auction, where price factor and non-price factor are evaluated, is used. This paper tries to analyze bidding data in BTO road projects. It is shown that a winner tends to get higher score in bidding evaluation, which is partly due to increase in base score as well as fiercer competition among bidders. It turns out that score margin in non-price factor was determinant in selecting winner. Also, there was no competition when the level of bonus point was set too high. For price factor, it costs 730 million KRW per score in construction subsidy by government, while it costs 2.43 billion KRW per score in toll revenue. For non-price factor, it was estimated to cost 2.30 billion KRW. Based on the results, it was suggested that we should have appropriate level of bonus point for first initiator, change in scoring rule in construction subsidy part, adjustment of base score in evaluation.

A Suggest on the Reclassification and Performance Criteria of Construction Material in Korean Public Procurement - Based on the Law of Purchasing Policy for Market Support of Small and Medium Business - (공공공사 직접구매 조달품목 재분류 및 성능기준 제안)

  • "The Law of purchasing policy for market support of small and medium business" was legislated to support small and medium industry by expanding purchase and revised consistently for the activation. And then the government made the public construction direct purchase compulsory about design items designated by president on small and medium business based on this law. However, secureing quality, tardiness and field material staff's heavy duty were arisen from approximately 120 direct market purchase items. The legislative intent of law is in accord with Win-Win growth between major company and small and medium business. However material staff who works in the field based on this law has difficulties with material securing quality, JIT(Just In Time), cost push. This study reclassified procurement items of "the direct market purchase system" reasonably and then suggested performance criteria for evaluation. The suggested result will contribute to vatalize the direct market purchase system.

Consumer perceptions on sustainable practices implemented in foodservice organizations in Korea

  • BACKGROUND/OBJECTIVES: Sustainable practices in foodservice organizations including commercial and noncommercial ones are critical to ensure the protection of the environment for the future. With the rapid growth of the foodservice industry, wiser usage of input sources such as food, utilities, and single use packaging should be reconsidered for future generations. Therefore, this study aims to investigate the customer's perceptions on sustainable practices and to identify the relationship among sustainable practices, social contribution and purchase intention. SUBJECTS/METHODS: The study was conducted using content analyses by reviewing articles on sustainable food service practices published domestically and abroad. Thereafter, data were collected with a face-to-face survey using a questionnaire and analyzed with factor analyses and multiple regressions. RESULTS: Sustainable practices classified with factor analysis consisted of 6 dimensions of green food material procurement, sustainable food preparation, green packaging, preservation of energy, waste management, and public relations on green activity, with a total of 25 green activities in foodservice operations. Consumers were not very familiar with the green activities implemented in the foodservice unit, with the lowest awareness of "green food material procurement (2.46 out of 5 points)", and the highest awareness of "green packaging (3.74)" and "waste management (3.28). The factors influencing the perception of social contribution by foodservice organizations among 6 sustainable practice dimensions were found to be public relations on green activity (${\beta}=0.154$), waste management (${\beta}=0.204$) and sustainable food preparation (${\beta}=0.183$). Green packaging (${\beta}=0.107$) and the social contribution of the foodservice organization (${\beta}=0.761$) had strong relationships with the image of the organization. The purchase intentions of customers was affected only by the foodservice image (${\beta}=0.775$). CONCLUSIONS: The results of this study suggest that sustainable practices by foodservice organization present a good image to customers and increase the awareness of valuable contributions that benefit the customer as well as the community.

An Analytical Study on the Durability Standard of Ground Structures Monitoring Sensors (지반구조물 계측센서의 내구연한 기준에 대한 분석적 연구)

  • Purpose & Method: The purpose of this study is the theoretical study on the durability standard of ground structures monitoring sensors. A survey on the durability criteria for construction monitoring sensors of domestic construction companies and the income tax implementation regulations, the standard years of contents such as buildings and the standards of the Public Procurement Service for construction monitoring and construction machinery were analyzed. Result: The durability criterion such as the inclination meter and the strain gauge, which are purchased from the Public Procurement Service prior to installation on the ground structure, is 8 to 10 years. Conclusion: The actual durability analysis by comparing the reliability of various monitoring sensors installed in dams at home and abroad, As a result of comprehensive study on the loss and damage rate of the maintenance monitoring sensor installed in the tunnel, the proper durability period of the built-in type monitoring sensor such as domestic pore pressure meter and earth pressure meter installed in the structure or the ground is 5 to 8 years it seems reasonable.

Cost Estimating Method of Public Building Construction through Construction Scale (공사규모에 따른 공공건축물 공사비의 산정방법)

  • As there are a lot of differences in the public building construction cost depending on the construction scale of actual construction cost system, a lot of problems occur in the estimation of the cost. So, the development of a predictive model depending on the construction scale shall be used in a way that it is applied to the case selectively and differently. This study drew a cost estimating model through a regression analysis. For this, 42 construction sites which were ordered during 2011 to 2012 by Public Procurement Service data were selected as a historical data. Based on the application of the model to new construction and the verification of its effect, the reasonable model for estimating the construction cost has been suggested.

IDENTIFYING CRITICAL RISKS IN PUBLIC PRIVATE PARTNERSHIP PROJECTS IN SINGAPORE

  • Public private partnership (PPP) procurement was introduced into Singapore in 2003, and 10 PPP projects was successfully completed and have been in operation. The objective of this study is to identify the critical risk factors and risk allocation preferences for PPP projects in Singapore. To achieve this objective, a comprehensive literature review was carried out and 42 risks were identified and grouped into three meta levels, i.e. macro, meso and micro levels. The questionnaire survey produced 48 completed questionnaires from 48 different contractors. The survey results indicated that 23 risk factors had significantly high criticalities and that four macro-level risks, four meso-level risks and two micro-level risks were among the top 10 risk ranking. "Lack of support from government", "availability of finance" and "construction time delay" were perceived as the top three critical risks. Also, the result implied that micro-level risks had a higher criticality mean score than macro-level and meso-level risks. The findings of this study help both public and private sectors to better understand the risks and their allocation in PPP projects, providing valuable information for organizations that intend to participate in PPP projects in Singapore.

  • The Importance of SEP (Standard Essential Patents) Procurement Operation is on the side of Governmental and Public both to accelerate the national trade negotiation competitiveness. To operate cooperative system of SEP creation and management, Government should monitor the effect and performance periodically to public sectors. and To achieve the support objectives, it should establish the virtuous circle infrastructure between R&D and economic performance on SEP. This can make the SEP enhancement to pursue the international competitiveness on Intellectual Property Rights. Especially the specific support approach to each phase of the SEP declaration matrix is essential to consolidate the possibility of SEP creation and acquisition. In this study, the concepts of SEP to accelerate the national trade negotiation competitiveness and the prior research were verified through the investigation of market trend and current state of affair analysis. Through the analysis of international and domestic situation of SEP procurement and management, We have found the results as follows. First of all, the leading conglomerates and the Government should focus on the secondary and tertiary industries to create and acquire SEPs to accomplish the effectiveness of selection and concentration. In second, the SMEs and Univ. Labs should focus on the quaternary sector of the economy to retain the competitiveness of speed and challenge on SEP related. From this study, the appropriateness of the tailored-support management model should be institutionalized, and the results implied an research in order to examine the suitability among the current SEP to enhance the competitiveness of national trade research issues.

  • The input-oriented project promotion system private participation in infrastructure projects currently in use in Korea has encountered difficulties in securing the primary benefits of private sector creativity problem solving and inflow of private capital. As such, the performance (or output)-oriented procurement process implemented in England and other developed countries should be evaluated for introduction. In Korea, private participation projects are currently identified as either solicited or unsolicited projects, each with different promotional procedures, the problem with these procedures is that competition is not pre-activated, the private sectors creativity is under utilized, and the rationality of project evaluations is inconsistent. Korea should, in order to raise the level of private sector creativity and efficiency, go beyond the currently applied Input Specification project promotion system to a Performance-oriented system similar to those implemented in England and other countries. To achieve this, we mate several proposals for the introduction of the performance-oriented system. We divide the main features of our proposals into three categories, including a reformed concessionaire selection system, a performance orientation in preparation of the concession agreement, and a performance orientation in contract management, and discuss each. 1'his study describes performance-oriented promotion systems in an output-focused way As this is an initial study on the introduction of performance orientation in private participation, various key points and proposals were identified. However, in the future, detailed research in technical fields and systems, legal research, and practical projects will be needed for implementation

  • This paper analyzes the duration of the construction document (CD) phase of 42 large public building projects delivered by the total solution service of Public Procurement Services in Korea from 2009 to 2014. The quality of construction documents significantly affects the quality of construction and facility management. Thus, securing appropriate time for the CD phase during project planning is important for the quality of a project. Currently, the duration of the CD phase is planned based on the construction costs of a project following a notice of the Ministry of Land, Infrastructure and Transport. However, our analysis results showed that the correlation between the actual duration of the CD phase and construction costs is very weak. The actual CD phase takes 1.33-1.79 times longer than the planned duration. The practitioners who were interviewed, were already aware that the correlation between the duration of the CD phase and the construction costs is weak. They identified the complexity of the project, the extent of the design changes, project type, client characteristics, and others as more influential factors on the CD phase than the construction costs. To improve the quality of CDs, a new guideline for determining an adequate CD phase duration should be studied and developed.

Analyzing the Engagement of Professional Construction Managers in Construction Management firm and Its Improvement Measures (CM 전문회사 단장 활용실태 및 개선방안)

  • The number of construction management firms has been increased as construction management delivery system has been active in Korean construction market. the capability of leading construction management professional, who is responsible for managing project administration, is important for commissioning construction management contracts. The quality of project proposal and the capability of leading construction management professional, which are assessed by the board of contract awarding committee, are the major contributors for commissioning the public construction management projects administered by the Korean public procurement service for contracting. Therefore, employing a very competent leading construction management professional is the critical strategy for awarding contract to the construction management firms' part. That is why the firms should secure a fixed number of leading construction management professional in a waiting list to proceed the contract commissioning process for expectant candidate projects, even if there is no project assignable to the leading construction management professionals. However, a measure that makes effectively use of the leading construction management professional in a waiting list has not been systematically implemented in the firms. In turn, the firm suffers considerable loss in a project personnel supply and demand plan. Expert opinions were obtained by the survey questionaries administered to top management of the construction management firms which are engaged in the construction management contracts for commissioning the public construction management projects administered by the Korean public procurement service either as principal or co-principal deliverer. This paper presents the findings obtained by investigating the actual employment state of the leading construction management professional in the waiting list and by analyzing the issues involved in mobilizing and demobilizing them. It contributes to implement a practical guide for searching effective solutions to the issues.
