A Study on the Role of Cultural Intermediaries for the Practice of Local Culture : Focusing on Space Beam, Space Imsi, Incheon Spectacle in Incheon (지역문화의 실천을 위한 문화매개자의 역할 연구 : 인천의 스페이스빔, 임시공간, 인천스펙타클을 중심으로)

  • The purpose of this study is to have an opportunity to enhance the role of cultural intermediaries in the region as interest in the cultural media sector increased with the implementation of the Law for Promotion of Regional Culture. First, I discussed the need to pay attention to the local Cultural Intermediaries group as the background of the discussion, confirming that the existing research on the cultural mediation sector was focused on cultural workers in public institutions and government projects. Next, for the theoretical discussion, I reviewed the role of cultural intermediaries contributing to the production of meaning via the concept of cultural intermediaries by Pierre Bourdieu, and described that the mediation of regions and cultures began to emerge as an alternative to the existing centralized structure of cultural production in the context of Korea after the late 1990s. It was found that practices that mediate the region and culture were developed around the group of public artists and cultural activists and the intermediary group played a role in revealing various aspects of the region and dynamically constructing the local public sphere through these cultural practices. Lastly, local curator's cases (Space Beam, Space Imsi, Incheon Spectacle) were studied. The actual cases of activity were analyzed through the cultural practices by focusing on what alternative meanings had been produced in the region and how the region was represented. Each case showed the mediating activity that attempts to change the environment of life while sharing local issues with communities, projects that reconstructs the local professional art sector into a public sphere, and mediating activity that represents local daily culture and form networks through independent publications.

  • This study examines current practices of the multicultural services in public library and offers directions for improvement in the multicultural society. For this, this study is set up the list of the multicultural services on the basis of the plans and the announcements about multicultural services of an international organization. Moreover, researchers analysed the multicultural services of Incheon Jungang Library. The results of this study are as follows. They proposed the improvement of the multicultural services of a public library as the changes of cognition of the multicultural services, training for professional manpower, program for intercultural understanding, accessibility to information, etc.

  • The choice of big public investment project needs an appropriate feasibility analysis before it is implemented, bemuse a rot wisely chosen one would bring about big and longrun societal costs. But the feasibility analysis for the big public investment project in Korea has been done without linking the economic benefits and environmental damages. Consequently social conflicts arose frequently during and after project implementation, owing to such concerns asincreasing costs and serious ecological damages. The recent social conflict over the Saemangeum Project is a typical case. This reclamation project began in 1991 and finished 60% of the whole process in 1999, when its feasibility was again assessed under the public pressure by the joint assessment team consisting of both citizen's and government's professionals. Even the assessment report by this joint team could not show the convincing results owing to the improper assessment procedure and failure to set proper feasibility criteria. This paper pointed out the limitations of our current procedure of feasibility assessment and identified the concrete problems that atosee during the recent reassessment process of the Saemangeum reclamation project by the joint team. In order to improve the current problem-ridden practices, it is concluded by the policy recommendation for establishing a right feasibility assessment procedure for the public investment projects.

  • The public library strives to foster information use by the public, cultural activities, reading, and life-long education. Public libraries are firmly rooted in local societies providing services that reflect the needs and characteristics of those local communities, while at the same time are structured in a coherent nation-wide network. This study examines practices of managing local cultural contents and proposes ways in which public libraries, as central information hubs in local communities, can provide diverse knowledge information and cultural programs, and local culture contents.

A Study on the Intellectual Freedom in Korean Public Libraries (우리나라 공공도서관의 지적자유에 대한 사례연구)

  • It is the aim of this study to attain general knowledge of Intellectual freedom which provides the philosophical principle of our library activities. Also, this study seeks to develop the principia of intellectual freedom as the policy and guide of public libraries in Korea. In order to research the operational circumstances of intellectual freedom In our public libraries, the researcher visited 20 public libraries in the Seoul district. The results clearly confirmed the self-censorship of the librarians in selecting materials. Also, it confirmed the reality of external interventions and restrictions as well as restrictive sources originating from internal ignorance and habitual practices in our public libraries. Ultimately, such results provided a solid basis for the aim of this study to develop intellectual freedom principle as the basic ideology for public library activities in Korea.

Burnout and Workload Among Health Care Workers: The Moderating Role of Job Control

  • Background: As health care workers face a wide range of psychosocial stressors, they are at a high risk of developing burnout syndrome, which in turn may affect hospital outcomes such as the quality and safety of provided care. The purpose of the present study was to investigate the moderating effect of job control on the relationship between workload and burnout. Methods: A total of 352 hospital workers from five Italian public hospitals completed a self-administered questionnaire that was used to measure exhaustion, cynicism, job control, and workload. Data were collected in 2013. Results: In contrast to previous studies, the results of this study supported the moderation effect of job control on the relationship between workload and exhaustion. Furthermore, the results found support for the sequential link from exhaustion to cynicism. Conclusion: This study showed the importance for hospital managers to carry out management practices that promote job control and provide employees with job resources, in order to reduce the burnout risk.

Critical Appraisal Study of Knowledge Management and its Importance Among Public Sector

  • The aim of this paper is to review the current knowledge management (KM) practices and their importance in the public sector of Saudi Arabia. Using the term "knowledge management in public sector", a search for available works was done in Google Scholar. In the first stage, the search for literature published under anytime choice was done in the first 10 pages of the search engine. Then another nine pages of Goggle Scholar were searched for more recent works published setting the time as 2014 to 2018. The search yielded 37 usable works for this review. The results of this literature search and review indicated that out of the 37 works reviewed, only three works were related to Saudi Arabia. Number of papers on factors of KM were maximum, many of them giving diagrammatic presentation of their results. KM modelling itself is not easy as only very few papers on KM modelling were available. Problems of too much reliance on qualitative data and hypotheses not matching with the literature backgrounds for them were also found. Considering the works related to KM, the number of papers in various categories may indicate the dimensions of KM to be considered when KM is implemented or evaluated in any public sector of any country. This applies to Saudi Arabian public sector organizations also. There is a fertile ground of research waiting to be investigated by researchers in Saudi Arabia.

Exploring Practices of Interpretation and Communication in Art Museums (미술관의 해석과 소통의 모색)

  • This study examined the role of interpretation with various practices in art museums to seek a new meaning and a concept of art museum today. The exploration of interpretation would he a starting point to discuss about on art museums with professionals in each art-related field. While museums recognize the concept of interpretation and the scope of the functions in different levels, the study focused on the practices of collecting and exhibiting that will entrust the museum new realms of activities toward the audience. In particular, its emphases are set force on the information on the collections via the museum's web sites, interpretation policies, and theories and methodologies in exhibition development. Art museum websites well reflect how museums utilize the new medium to enhance the understanding of art works by providing in-depth art historical information, comprehensive contexts, and subject/concept based search methods. In recent decades, these have enacted changes to expand dimensions of interpretive functions in most museums, particularly in the United States and others. In an administrative perspective, Tate Gallery Interpretation Policy became an good example how an art museum put its interpretation philosophy as the basis of interpreting collection and public programs. Tate established functions of intrepretation and education not only within a task-based team but also as an intrer-divisional coorperation to provide an interpretation scheme of information provisions such as guide brochure, audio tour, multimedia content, and library. New environment and trends of museum exhibition, and its development processes stem from communication theories, object interpretation philosophy, display strategies, and various evaluation techniques through audiences, with the communication theories of Shannon and Weaver, Berlo's SMCR(Source-Message-Channel-Receiver) models were perceived as to understand the mechanism to communicate museum exhibits to visitors Suzan vogel's insight into object display strategy helped to conceive the mechanism of object recontextualization. She emphasized that the museum's practice to construe opinions and impressions through object display should be discreet and critical, therefore, the professionals to plan the exhibition should reveal the intention and their practices. For a prevailing new methodology from the field, the interpretive exhibition development processes are articulated as the front-end, formative, and summative evaluation, futhermore the team process in industrial product management models was adapted. These have turned out to be more interactive with visitors and effective to communicate the exhibition concepts and messages, hence resulting in enriched museum experiences. Finally the study concluded that understanding the aspects of interpretation should help art museums to set a framework for current practices to expand its public dimension. It can provide curators with a critical view to website planning and its content. And obviously, the interpretive exhibition development methodology will lead museum exhibition developers to be skilled in its current approaches to thematic exhibition concerning diverse subjects and topics.

Evaluation of Workload and Full-Time Equivalents in Kindergarten Dietitians through Job Analysis by Kindergarten Establishment Type (직무분석을 통한 유치원 설립유형별 영양(교)사의 과업량 및 적정인력 추정)

  • This study was conducted to estimate the appropriate workforce of dietitians by type of kindergarten through the recognition survey and job analysis of the kindergarten. Nutritionists' duties were classified into 6 duties, 28 tasks and 94 task elements. The statistical data analysis was completed using Statistical Package for the Social Sciences (SPSS) (ver. 25.0). The time spent on 6 duties, including 'Nutrition management' (public attached 666.24 hours/year, public independent 843.04 hours/year), 'Foodservice management Practices' (public attached 1,472.52 hours/year, public independent 1,298.11 hours/year), 'Hygiene management of kindergarten foodservice' (public attached 611.78 hours/year, public independent 607.18 hours/year), 'Nutrition-diet education and counseling' (public attached 340.53 hours/year, public independent 253.42 hours/year), 'Managing snack during semesters and lunch/snacks during breaks' (public independent 309.04 hours/year) and 'Professionalism enhancement' (public attached 88.86 hours/year; public independent 65.17 hours/year). Total working hours for dietitians were 3,179.94 hours/year (public attached) and 3,375.97 hours/year (public independent). The time/day ×5 days/week ×52 weeks/year calculation method using derived total working hours/year was applied to derive appropriate full-time equivalents (FTEs). The analysis showed that the public attached kindergarten's FTEs were 1.53. The public independent's FTEs were 1.62, and the total FTEs were 1.55. This is the first study to analyze the workload of kindergarten dietitians and appropriate manpower by kindergarten establishment type. It is expected to be a valuable policy basis for efficient operation measures related to the kindergarten dietitians.

A Study on the Maternity Protection in Korean Companies : Focusing on the Adoption and Decoupling of Practices (기업에서의 모성보호제도에 대한 연구 : 제도의 도입 및 현실과의 어긋남을 중심으로)

  • This study examines the factors affecting Korean firms' adoption of maternity protection practices. From a neo-institutional perspective, we argue that firms adopt institutionally legitimized practices mainly for their legitimacy concern rather than technical efficiency. Analysis of data from Establishment panel survey reveals that firms which belong to public sector, has received foreign investment, bench-mark leading firms, or have HR department are more actively adopting maternity protection practices and are showing lower level of decoupling between model and reality. These results imply that legitimacy concern matters among Korean firms in terms of adopting maternity protection practices. We propose that it is important for government agencies to take institutional factors into account when they try to promote maternity protection policy among firms in dealing with the problems of low fertility and gender equity.
