내부마케팅이 직무만족, 애호도, 기업성과에 미치는 영향 : 로지스틱회귀분석 방법을 이용 (Internal Marketing Approach to Internal Satisfaction, Loyalty and Organization Performance : Using Logistics Regression)

  • As interests in the management of government-owned corporation rise, in these days, debt reduction and normalization of management of those companies have been proceeding under the lead of government. At this point, it is very important to seek internal marketing method for improvement of internal employees' satisfaction, loyalty and organization performance. This study analyzes impact of factors of internal marketing effect on organization satisfaction, loyalty and organization performance in the context of the domestic public companies, the Korea Electric Power Corporation (KEPCO) and the Korea Water Resources Corporation (K-WATER)'s employees empirically. There are some significant differences between the two publics. It is proved that delegation of the authority influences on internal satisfaction and organization performance in the case of KEPCO, and education and training influence on internal satisfaction and organization performance in the case of K-WATER. On the other hand, in the case of K-WATER, any internal marketing factors don't influence on loyalty. The results of this study show somewhat different characteristics depending on the characteristics of firm, however, it is expected that this study can be very useful in regards to similar public enterprises or businesses.

  • The application of Internet-technologies to support inter-business transactions and relationships (also termed business-to-business, B2B, electronic commerce) has recently received tremendous attention. Recognizing the importance of the Internet as a powerful business tool, many companies including public organization such as KEPCO(Korea Electronic Power Corporation) have moved quickly to take advantage of electronic commerce. This study explores the impact of Internet-based technology on the procurement function, howe-procurement is helping organizations to enhance their competitiveness and the challenges to its adoption. The study also presents the findings from a survey conducted to gain insight into the adoption of e-procurement by KEPCO. Specifically, it seeks to uncover the prevalence of and extent to which public organization is adopting e-procurement, the benefits reaped and the barriers encountered in the course of implementation.

공공기관의 공공성 이행 검토: 의료분쟁조정중재원 사례를 중심으로 (The Publicness of Public Institutions: Case Study on the Korea Medical Dispute Mediation and Arbitration Agency)

  • Background: Based on the fact that the Korea Medical Dispute Mediation and Arbitration Agency is a public institution established by social demands for medical disputes, this study reviews the publicness of public organization and discusses its policy implications. Methods: Through Moore's strategic triangle, which consists of legitimacy and support, public value and operational capacity, the process of creating public value is examined. For the analysis, case studies were conducted using related literature data from 2012, when the agency was established, to the present. Results: As a result of the analysis, first, the related law examined in the operational capability has been revised dozens of times, but the revised law has its own contradictions and limitations. The human resource system is also being improved, but there is a problem with the fairness and reliability of the arbitration process, especially due to the limitations of the appraiser system. Second, in terms of legitimacy and support, a regional gap occurred despite efforts to improve accessibility through the expansion of the organization. And the arbitration agency failed to reconcile conflicts caused by stakeholders' perception of each other as a trade-off relationship. Third, the public value result shows that, despite many explicit (statistical) achievements, citizens' use of the past dispute resolution means (litigation) has not decreased. Likewise, the perception of value makers (citizens) is important for creating public value as an invisible result, but it has not yet been formally investigated, so the performance can not be recognized. Conclusion: While the organization's efforts for continuous change and improvement are encouraging, it is not perceived as a better means of resolving disputes and improving quality of services. Therefore, it is necessary to reconsider the institutional design centered on value creators.

  • 이 논문에서는 인도의 최대주인 Tamil Nadu의 공공도서관시스템의 조직구조에 대해 개관하고 공공도서관의 성장과정에 대해 구체적으로 분석하였다. 아울러 1975년부터 2006년에 걸친 기간을 대상으로 하여 기존자원에 대한 통계데이터와 연차보고서를 바탕으로 공공도서관시스템의 성과를 평가하고 개선점을 제시하였다.

  • 이제 e-러닝은 전 세계적으로 21세기형 교육 패러다임으로 부상하였고 단순히 정보통신매체 기반의 학습 개념을 뛰어 넘어서 국가 및 기업의 인적자원 개발을 통한 경쟁력 강화의 핵심 동력이 된 것이다. 현재 국내 초중고, 대학, 기업 등의 e-러닝 확산 속도가 급속도인 반면 정부 및 공공기관은 상대적으로 빠르지 못한 편이다. 이에 본 연구는 정부 및 공공기관의 e-러닝 도입 현황과 노동부의 도입 사례를 살펴보고 현재의 문제점과 실제적인 활성화를 위한 성공 전략을 제시하고자 한다.

공공부문 다기관 통합전산센터 모형에 관한 연구 (A Study on Models of Data Consolidation Center for Multi-Organization in Public Sector)

  • We establish an efficient strategy for construction and operation of data consolidation center for multi-organization in public sector. First, we introduce important concepts on data consolidation center in public sector, and draw some success factors by analyzing several foreign and domestic cases. Second, we construct all the possible logical operational models of the center and investigate the properties and feasibility of the models. Third, we suggest a virtual operational environment for the two representative models selected by feasibility criteria among the possible logical models, and compare the two models in terms of operational cost. We also utilize AHP methodology to evaluate qualitative opinions on the two models from several experts in public information systems. As a result, we find the best alternative is the case in which all infrastructure and facilities for the center are provided by government, and common essential IT operations are integrated, associated data are consolidated and the whole operational work are outsourced to specialized IT operations service providers.

BSC를 이용한 정부 및 공공기관의 성과관리 구축에 대한 사례 연구 (A Case Study on the Building of Performance Evaluation System Using BSC: Focusing On Government Agency and Public Sector)

  • 국내외의 여러 조직에서 구축하고 있는 BSC(Balanced Scorecard)의 성공요인중의 하나는 BSC 성과 관리시스템을 구축할 때 발생하는 현실적인 문제를 해결하는 것이다. 기존의 분산되고 중복되는 성과 관리시스템을 BSC 시스템이라는 골격에 적용하여 어떻게 통합적으로 관리할 것인가와 조직의 미션과 비전을 달성 할 수 있는 전략 실행의 요체인 핵심성공요인(CSF: Critical Success Factor)과 KPI(Key Performance Indicator)을 어떻게 도출할 것인가에 대한 대안을 제시하는 것이 BSC 성공에 필수적이다. 그래서 본 연구에서는 이러한 문제들을 개선 할 수 있는 모범적인 공공기관의 BSC 구축 사례를 토대로 성과평가를 효과적으로 관리할 수 있는 방안들을 제시한다. 즉, 공공부문의 BSC는 4가지 관점 중 재무관점에 있어서 민간부문과 달리 예산을 통한 재무자원 조달 측면을 고려해야 하며, 각각의 관점들을 개별 공공기관의 성격에 맞게 변용시키는 방법이 필요함을 언급하였다. 공공 부문에서의 BSC에서는 공공기관의 존립 근거, 즉 미션이 대 국민 서비스 차원이라는 목적에 부합되도록 고객관점이 강화되어야 함을 제안한다. 또한, 기존 공공 부문의 분산되고 중복성이 존재하는 성과관리(심사분석, 정부업무 평가, 직무성과계약제, 고객만족도 평가)시스템들이 BSC 시스템에 어떻게 적용되었는가를 살펴봄으로써 성과관리 시스템을 통합적으로 관리 할 수 있는 방향을 제시하고 있다.

대화 공간을 제공하는 마을 같은 도시형 공공병원의 건축공간 구성방식과 설계적용 연구 (A Study of Architectural Space Organization for the Promotion of Interactive Conversations and the Design Application for a Public Hospital Project)

  • Purpose: While medical standard is rapidly improved, welfare of users and employees in hospitals is not treated correspondingly. Intercommunication of hospital users is thought to be very important for their welfare, and provision of conversation spaces within hospital environment needs to be expanded by architectural design. Space organization methods for the design of conversation space is to be embellished. Methods: Literature and hospital designs are analysed in order to develop the basis of argumentation for the hospital conversation space. 15 hospitals are reviewed and designed spaces for the intercommunication of the users are examined, Space organization efforts and design experiments are identified, and 6 organizational methods are proposed such as: 1) reducing territoriality 2) flowing space 3) categorizing and separating spaces 4) height variation 5) contact with outside and 6) Sun-lighted space. Results: 6 organization methods are confirmed in precedent hospital cases, and these proposed methods are applied in a new hospital design project to verify their usefulness. Implications: A hospital design project is presented based on these proposed methods of organization for the conversation space. Outcomes of this study can be applied for the formulation of human intercommunication spaces in other facilities.

소방공무원의 지진 대응인식이 조직시민행동에 미치는 영향 (Impact of Earthquake Response Perception on Fire officials on Organizational Citizenship Behavior)

  • 연구목적: 본 연구는 소방공무원의 지진재난 대응을 위한 소방조직구성, 소방지휘능력, 여론운영 등이 조직시민행동에 미치는 영향을 파악하여 소방조직이 지진재난에 대응하기 위한 실무적 기초자료를 제공하는데 목적이 있다. 연구방법: 전국 소방공무원 159명을 대상으로 설문조사를 수행하였으며, 조사자료는 SPSS 22.0 프로그램을 이용하여 통계적 분석을 수행하였다. 연구결과: 첫째, 소방조직구성, 소방지휘능력, 여론운영 등은 조직시민행동에 정(+)의 영향을 미치는 것으로 나타났다. 둘째, 독립변인의 종속변인에 대한 상대적 기여도는 소방조직구성, 소방지휘능력, 여론운영 순서로 확인되었다. 결론: 본 연구의 분석결과를 통해 정부가 지진대응을 위해 사전에 소방조직 구성, 소방지휘능력 배양, 여론운영이 필요함을 실무적 관점에서 제시하고자 하며 향후 발생할 수 있는 재난에 대비하고자 하는 기초자료로 활용되길 기대해 본다.
