Relationship Between the Efficiency and the Redundancy in Public Administration

  • The pursuit of efficiency is taken for granted in today's public administration, and the limit of this study exists in the point that we should carefully deal with combining the redundancy scheme to the public administration. Accordingly, although this study should suggest the specific plans and backgrounds of the needs for the redundancy, it will only find out the applicability of the redundancy to the public administration for its purpose. Redundancy means the excess or superfluity in something, which means the surplusage status ranging from the wasteful and excessive supplies, insignificant additions, to the surplusage in a legal pleading. The emphasis of this study is placed on the changes in the rigidity in believing that the removal of the redundancy from the public administration is the best option in any case of the efficiency. In addition, the necessity of the overlapped organization should not be neglected by the concept of the efficiency. Indeed, it is necessary to correct the overlapped function of superfluity and ambiguity public administration, in order to remove the neglect conflicts between the organizations, to guarantee the inconsistency in the public administration and to ensure the efficiency in the public administration volunteering.

2009-2022 Thailand public perception analysis of nuclear energy on social media using deep transfer learning technique

  • Due to Thailand's nuclear energy public acceptance problem, the understanding of nuclear energy public perception was the key factor affecting to re-consideration of the nuclear energy program. Thailand Institute of Nuclear Technology and its alliances together developed the classification model for the nuclear energy public perception from the big data comments on social media using Facebook using deep transfer learning. The objective was to insight into the Thailand nuclear energy public perception on Facebook social media platform using sentiment analysis. The supervised learning was used to generate up-to-date classification model with more than 80% accuracy to classify the public perception on nuclear power plant news on Facebook from 2009 to 2022. The majority of neutral sentiments (80%) represented the opportunity for Thailand to convince people to receive a better nuclear perception. Negative sentiments (14%) showed support for other alternative energies due to nuclear accident concerns while positive sentiments (6%) expressed support for innovative nuclear technologies.

AN ANALYSIS ON FACTORS AFFECTING SCHEDULE PERFORMANCE OF PUBLIC HOUSING PROJECTS: CASE OF SINGAPORE

  • With the increasing demand for public housing, the Singapore government decided to reduce the waiting time of future public housing owners, which requires these projects to be completed on time. As a result, this study aims to identify the frequent and impactful factors affecting schedule performance of public housing projects in Singapore. The survey conducted with 36 industry experts revealed that "site management", "coordination among various parties", "design changes by owner during construction", "availability of laborers on site", "availability of material", and "availability of staff to manage projects" were the six factors that should be emphasized to assure the schedule performance of public housing projects. In addition, there was statistically significant agreement between public housing projects and other building projects on both the frequency and impact ranks of the factors. The findings from this study will help practitioners involving public housing projects to take measures to assure the achievement of project schedule objectives.

Performances and Limitations of the Health Community Organization Project in 148 Village, Gangbuk-gu (강북구 148 마을 건강주민운동사업의 성과와 한계)

  • Objectives: The purpose of this study was to examine the performances and limitations of health community building project of 148 village in Gangbuk-gu, Seoul on community health organization perspective. Methods: we conducted a qualitative study using both a systematic review of this project and in-depth interviews with the operators who had worked for the project from January 2012 to December 2012. Results: In this project, activists worked by gathering the opinions of the residents and focusing on their growth. The residents themselves established a community health care plan. Based on social determinants of health, they continued projects to solve residents' needs. A variety of programs were activated by providing a health cafe, which was an alternative public participation health promotion space that was not a clinic or a public health center. As the various entities gathered, there were difficulties related to interests and role sharing, and there were limitations such as the fact that the performance and limit of the pilot project could not be clearly predicted beforehand. Conclusions: This case suggested that new possibility of health and medical movement, approaching health issues by the way of community organization principle. Through the health community building project as community health organization perspective is expanded, health promotion effect will be created in the whole society.

  • The organization and position of FSO was systematically established under the Presidential Decree No. 1013 on 7 August 2004. Furthermore, the FSO has established a signal department, an intelligence department and an academy to enhance intelligence an training capabilities. The FSO has been striving to unveil itself from a clandestine agency into a pivotal organization through the use of media and its website. It is in part that FSO has tried to deepen the understanding between PSS through personnel exchange in 2004~2005 Therefore, this study will examine the history, organization and legal position focusing on the related laws of FSO, an organization trying to adjust to the global change, and study whether this model may be applied for the development of public security in Korea.

Research on Factors that Influence Interorganizational Relations of Job Center Consultants (고용지원센터 상담직원의 조직연계 활동에 영향을 미치는 요인에 관한 연구)

  • The purpose of this dissertation is to positively analyze the characteristics of job center consultants' interorganizational relations and factors that influence this linkage in order to better understand the employment service of South Korea. The material utilized for analysis was collected by surveying consultants and managers of 38 job centers and 364 middle managers while applying the method of hierarchical regression. The following is the summary of the research results. First, there is a difference in the influence factor between the number of consultant's organization linkage and frequency of contact. As seen from this result, if the number of organizations a consultant links is affected by the organization's objective working conditions such as the organization structure, position, and primary responsibilities, then the frequency of contact which indicates intimacy by frequent contact depends on the professional ability of the person in charge rather than objective conditions. Second, the analysis result of influence factors according to the type of organization also displayed different influence factors based on the type. Public organizations and economics related organizations are existent in all areas in the form of municipal offices, public corporation, the Chamber of Commerce and Industry, and labor organizations. Therefore, rather than the personal ability of the person in charge or the influence of other work environments, information of the organization and the actual activities of the head are more influential. On the other hand, private organizations embrace service organizations, employment target related organizations, corporations; they are differentially distributed, which is why they are more influential in organizational reform, decentralization, communication, and the professional ability of the person in charge is significantly influential.

A Study on the Evolution of the Spatial Organization appeared in Local Government Buildings in Korea (국내 지자체 공공청사의 공간조직 변화과정에 관한 연구)

  • The study presupposes that, ever since its modernization, the Korean local government buildings have undergone an evolutionary process of their spatial organizations and the process can be analyzed in terms of increased publicness of architectural space. For the purpose, fifteen examples of local government buildings in Korea are selected and analyzed in terms of their plans converted into spatial diagrams measuring accessibility depth. Within these analytical diagrams, some quantitative measures such as permeability and visual connection, and the number of decision making points that visitors face on the way to their targets. The study analyzes these analytic measures of selected samples which are categorized into three chronological groups in order to search any evolutionary tendency of spatial transformation. The analysis shows that the accessibility of public functions and presumably the publicness of the spatial organization of local government buildings has been increased. The results of the study implies that, to acquire architectural publicness in government buildings, not only the insertion of public programs but also the organization of open spatial structure is significant.

  • In the 21st century, administration is changing rapidly. The process of reconstruction based on ubiquitous environment in the enhanced information society reflects the paradigm shift to the information and knowledge society. Attempts to improve administrative services are also continuing through restructuring of administrative organization and organization reengineering in public sector. Thus, this study reviews the process of development in the e-government and tries a preliminary approach for diagnosis and performance measurement. It is needed to examine in order to maintain continuity of the future e-government. Henceforth, clear and diverse performance management and evaluation on the e-government should be made.

  • As the current fire investigation system in Korea has been performed mainly by the public sector such as fire service, police, etc., private fire investigation system such as 'private fire investigator system' to protect rights and interests of the sufferers from the fire accidents due to defective products showed very deficient. In addition, since the laws and regulations concerned about fire investigation are distributed into and applied for each organization, a lot of problems have been generated such as civil appeals due to duplicated investigations among similar organizations, excess reaction to exclude other organization from the fire investigation field, inefficient waste of administration force due to duplicated operation of fire investigation organization and manpower, etc. This study has surveyed generation operation conditions and problems of the fire investigation system in Korea and drawn its improvement method on the public and private sectors.

A Study on the Spatial Composition Characteristic in Rural Residential Area: A case of Hanbam Village (한밤마을을 통해본 농촌주거지의 공간구성 특성에 관한 연구)

  • This research is to analyze the spatial organization of a traditional rural community and its characteristics, the case of Hanbam village located in the north of Daegu city. The conclusions of this study are as follows; 1. The difference between private space and public space in the residential area of Hanbam village is obvious, and these two spaces are organically related each other by means of road. These spaces have some spatial characteristics of organization, such as center, hierarchy and sequence. 2. The private space consists of a residence module and a farming area in the settlement, and it is clearly farmed by the firm fence of rocks and by surrounding roads. Fruit-bearing trees such as Pyrus pyrifolia, Cornus officinalis, Diospyros kaki, Juglans sinensis are planted at the boundary. And most of residences are composed of a building, a inner court and farming fields. 3. The public space for the community mainly functions as ‘a meeting place’for residents, and consists of recreational spaces, ceremonial spaces, community facilities, and social facilities. Among these, Jeong-ja(pavilion), Seong-an Soop(forest) and Dae-chong(building for common use) are of great cultural value as important traditional spaces. 4. Two kinds of road are commonly fecund in the village; spontaneously generated one and planned one. This is straight inner streets and access paths to the village, and that is curvilinear alleys which are connected to Dae-chong, the core of village. Also stone walls and climbing plants on them are major elements of village landscape.
