  • In modern society, there are diverse sorts of VIPs including a king and individuals. Some like a king or president are in need of professional secret services, and others become VIPs by being guarded by a bodyguard company at their own request. The former is called a public guard, and the latter is a private one. In the field of the public guard, the nation should be furnished with a guard system in consideration of political circumstances to protect VIPs. That is, the parliamentary cabinet system and presidential system call for a different guard system, and the guard system's professional features vary to some degree with political situations and cultural climate. If the ultimate goal of guard is to protect the chief of the democratic and open state in a most efficient and safe manner, it's mandatorily necessary to set up a professional and specialized guard organization to provide democratic and efficient secret services. It's desired that the domestic presidential guard division should be staffed with not only expert guards but other personnels dispatched from the military and police. In the police, guard mission is splitted among various guard and security agencies, including the National Police Agency's public security bureau or the Seoul Metropolitan Police Agency's public security division, 101 security unit, mobile police and 22 special guard division. As a chain of command is separated and it's difficult to manage such organizations effectively, the National Police Agency should be exclusively in charge of VIP guard and security. In the area of private guard, the private police system has shared national security task as a middle organization between the private police and private guard. But now its intent has gradually weakened, and its mission should be redefined. In addition, the way people look at private guard should change, and they should be well informed that it could serve to prevent possible crimes, protect them against crimes and get rid of their inconveniences. To make a good impression on people, the guard associations and businesses should put their efforts into reinforcing publicity activities, and the government, academic circles and press should team up with them as well.

  • Korea Multi-Purpose Satellite-1 (KOMPSAT-1) is developed by the Korea Aerospace Research Institute (KARI) with the aid of TRW and will be launched on the Nov. 24, 1999 at the Vandenberg Air Base in CA, U.S, Now, the satellite application group in KARI is preparing for the service with the KOMPSAT-1 satellite data. For the purpose of supplying good service to the users, data application planning has to be established before launching satellite. To use satellite data effectively, KARI makes a plan for data policy, data price, mission planning, and commercializing strategy. This study was carried out with the purpose of effective use of satellite data. For this purpose, KARI makes a user group first. There are 58 user groups to use KOMPSAT-1 data for public welfare and research sectors. These user groups include government, public corporations, institutes, and universities. KARI will offer the service to users through online using Internet. Secondly, KARI makes a policy for the priority of KOMPSAT-1 missions. These are classified by the mission priority, payloads, and operational states etc. Thirdly, KARI will make data policy and data price of KOMPSAT- 1 based on the basic master 1)tan. Especially, data price will be determined at trte KOMPSAT-1 committee including Ministry of Science and Technology (MOST). KARI is also trying to commercialize the data with the domestic and foreign companies to expand the use of KOMPSAT-1 data in the industries sector. • The purpose of this study is to analyze the compensation law for Special Mission Executors enacted to compensate for sacrifices for the state based on the policy framework proposed by Gilbert and Terrell and to present the limitations and development directions of the compensation policy. In particular, this study presents the characteristics of each dimension of the policy through the bases of social allocation, the types of social provisions, the strategies for the delivery, and the ways to finance. Through the analysis, We deduce problems of the compensation law for Special Mission Executors. Representative limitations of the compensation policy can be summarized as follows. Due to extreme selectivism, the limitations are the narrow selection criteria of the targets, the benefits which are not out of proportional to contributions, delayed benefits and the decrease in the size of public resources. These limitations suggest that the compensation policy for Special Mission Executors does not contain the significance of the Patriots and Veterans Affairs Policy. The value the Patriots and Veterans Affairs can be considered as a means for repaying the contributions who sacrificed for the nation. Therefore, the government needs to make efforts to develop a policy with the true significance of the Patriots and Veterans Affairs.

  • Background: The current educational goals and missions of pharmacy schools in Korea were analyzed to examine the current orientation and future direction of pharmaceutical education. Methods: Educational mission statements were obtained from the homepages of 35 pharmacy schools and subjected to convert into codes. Themes and categories were induced using qualitative content-analysis from the codes and compared according to location of school (capital area versus province), public versus private, and date of initial enrollment (before versus in 2011). The themes and categories were compared with "the eight-star pharmacist" suggested by World Health Organization (WHO) and International Pharmaceutical Federation (FIP). Results: Twelve themes, 44 categories, and 496 codes were identified. Themes included pharmaceutical expertise, professionalism, contribution to society, basic educational ideology, sphere of activity, leadership, research, dealing with future change, problem-solving ability, self-management and development, cooperation, and respect for life. Mission statements of schools that initially enrolled in 2011 cited humankind level contribution (p=0.011), patient-centered care (p=0.026), and globalization (p=0.018) more frequently than those enrolled before 2011. Most schools mentioned about care-giver, researcher, and decision-maker which were stated in "the eight-star pharmacist". Conclusion: To meet the growing social requirements of a pharmacist's roles, wide-ranging active discussion on establishing educational goals should be made.

  • Due to COVID-19, the entire world is facing the unprecedented phenomenon. Amid the threat of the virus, the global community is struggling for life. In such circumstances, churches in Korea have been criticised as selfish groups threatening the community by spreading the virus. With such criticism, they are disregarded by Korean society because their immorality and exclusive attitude towards other religions and cultures were also mentioned in public. There are many reasons for Korean churches to lose trust from people. One of the reasons for that is the quantitative growth of church and expansion of the power of church, which is a direction that has been practised so far as a missionary goal. The zeal for spreading gospel has undermined the trust of church and become a deteriorating factor for mission, which is irony. In such problematic situations, the change of paradigm is required for new mission. The passion for evangelisation should not only focus on the quantitative growth of church; it should change its direction for serving the world in lieu with the plan of God for the activity of redemption on this land. A hint of such mission can be found in ecumenical mission. Ecumenical mission is a new paradigm which was discussed in ecumenical movement led mainly by WCC, and its aim is to participate in activities of redemption of God for life in this world. Christian education has been a tool for the expansion of Christian power in the context of traditional mission. Reflecting on the role of Christian education as such, the change of direction as practical movement for the kingdom of God was tried in ecumenical movement: the beginning of the discussion of Christian education based on ecumenical mission. Due to exclusivity, aggressive mission, and the excessive attention to the system of ecclesiastical authority rather than life, Korean churches, which have lost trust in this society, should recover themselves as the model of the kingdom of God, and the establishment of mission education based on ecumenical mission is required for them to become a community towards life. Furthermore, this is an urgent task for Korean churches to implement such mission education in a church community.

  • The enterprise life cycle derived from the product life cycle consists of introduction, growth, maturity and decline. The enterprise tries to reach the growth stage early and stay at the maturity stage stably through expanding its businesses and investing for the new technology. The public enterprise is not different but its life cycle is more prone to be affected by the national development and policy. A typical example can be found in the case of the quasi market SOC public enterprise which spends massive amount of fund to provide social infrastructure. After the fulfillment of its mandated mission it is exposed to the pressure of a merger or a closure usually because large portion of the debt is directly linked to the national financial stability and credit ratings. This research is focused on the variables that influence the life cycle of the quasi market SOC public Enterprise for its future competitiveness is in connection with its normalization, advancement and rationalization. In this respect, categorical variables system centering on public characteristics and profitability drew eight categorical variables such as policy outcomes, public benefit, finance and business values etc.
