An Integration Architecture for the ATM Customer Network Management (ATM 고객망관리를 위한 통합 구조에 대한 연구)

  • As enterprises use ATM networks for their private networks and as these private networks use public ATM networks for wide area communication, the need for the customers to be able to manage both private and public networks. Currently, some standardization work is being done towards providing this capability to customers. In this paper, we propose a new customer network management (CNM) system architecture for the management of both ATM a private network and a public network in a uniform way. The particular features of the proposed architecture lies in the efficient support of the complex hierarchial TMN manager-agent relationships at M3 and M4 interfaces, and the support of SNMP and CMIP integration which is necessary for the implementation of a CNM system. The TMN hierarchical many-to-many manager-agent relationships are realized by the utilization of CORBA-Based SMK (Shared Management Knowledge) implementation. We have also implemented the prototype of a ATM CNM system, and measures the performance for the demonstration of the suitability of the proposed architecture.

  • BSC has gained increasing popularity as an effective management tool aligns employee actions and goles with corporate strategy since first being introduced in 1992. Though a lot of people have thought that many corporations have achieved a lot of effectiveness in their business with BSC, by the way, public enterprises have been difficulties in implementing BSC as a management innovation tool because of different characters between private and public enterprises. KOTRA's BSC among domestic public enterprises is early introduced and evaluated very high in quality. So the purpose of this paper is to represent success factors and problems for implementing BSC System of KOTRA and then expects to be used for implementing successful BSC System as a good reference model in domestic public enterprises.

  • This study starts off by stating that the lack of awareness in the importance of reasonable and systematized layout in management facility is essentially working against building a quality public library. And that there is a merit in studying the spatial elements, its density, amount of needed space, and the likes to efficiently deal with present workings of the library which are becoming more dynamic and complicated. This paper seeks to embark on this study and also to provide a foundational data for research on management facility of the public library. The paper bases its research on 10 public libraries which are located in Seoul City and in Gyeonggi province, and are built after the year 2000. The paper focuses on the spatial distribution by section and allotment of management facility space in the library. Consequently, to find solutions or to suggest improvements on problems encountered, the paper introduces Japan's cases (4 recently-built public libraries) as a foreign case study. With foregoing domestic and foreign library case analyses, and the survey results of managerial staffs' demands, the paper seeks to provide basic data about management facility space and its floorplan of the public library. The paper bases its research on pubic libraries' management facilities, and expects to contribute to the efficient building of the public library in the future.

  • Learning is naturally embedded in organizational ongoing-processes and routines. Recent many research models of organizational failure ignore how failing masks breakdowns and recoveries of organization-embedded learning as a naturally occurring process. Organizational learning is the platform in tandem with base-modules of organization in this point. Organizations learn and unlearn while they acquire, discard, and forget organizational experiences or knowledges. These processes in public sector organizations are different from learning behaviors in private sector. This study expects to explore architectural components of learning organization in public sector, focusing on distinct characteristics of public organizations, and to implement learning model based on system thinking(system dynamic) approach.

A preliminary study on modeling for University Archives Management System (대학기록물관리시스템 모델링(Modeling)을 위한 기초 연구)

  • This paper illustrates preliminary modeling for University Archives Management System(UAMS) construction. University must install Intermediate Archives(records and archives) facilities and management system by Public Records and Archives Act(PRA). But it is very difficult to generalize UAMS because University co-exists public and its own characteristic. For UAMS modeling, this paper first identifies University document's production creators and documental boundary. Then it is studied how University archives management is operated and what archives system by PRA means in University. Second systematic connection plan of Intermediate Archives(records and archives) facilities and manuscripts management is surveyed through National Universities and complementary things are presented. Finally through the above study UAMS model is suggested as future-oriented University archives management. UAMS model suggested from this study includes as follows. First manuscripts management as present Records and Archives system's standard function extension. Second manuscripts management system as system management area's extension using in Universities. It is desirable to extend to expert archives system. Finally integrated operating system model for using actively records, archives and manuscripts management systems operating in Universities.

Records Management Systems of the Colonial Chosun Government General (조선총독부의 기록관리제도)

  • The characteristics of the records management systems of the Japanese colonial government can be summarized as follows. First, the Government General adopted a "decentralized retention" of public records. The Government General did not establish its own archives for central preservation of permanent public records. Colonial agencies established its own records office and the records office managed the records its agency created. Secret records and police records were exception. They were retained by the Secretary Office of the General Affairs Division and Police Division of the Chosun Government General respectively. Second, filing systems and retention periods of the public records followed the hierarchic structure of organization. In the headquarter of the government, records were filed by a "bureau-division-activity-file" classification system and a retention period of a file was given automatically by each unit the file belonged. A closed and cut-off file was retained and arranged according to its creating unit, creating year, and retention period. The filing system was easy to use once the filing system was established well, but to make it work effectively changes in activities and organizations should be on a reflected regular basis. It had an advantageous effect that permanent records could be preserved in a unified way throughout the organization. However, it is very critical to determine the permanent records in a professional way. Selection of the permanent records should be done professionally and in a historical perspective. Otherwise, the records retained as permanent records were not the records having an enduring value. And that was not done by the colonial government. Third, classification and scheduling of records were carried out by a creating division, rather than by the Records Office, mostly from the 1920s. Compilation of the records was also done by the creating agency. It implies that the records management lacked the professionalism. In conclusion, the records management system of the Chosun Government General wes nither modern nor user oriented. It managed the records for solely administrative purpose, i.e. effective colonial rule. The legacy of the colonial records system still exists in the public records system in Korean government. One should criticize the lack of will and efforts to modernize the public records system since the establishment of the Korean government while should reflect the historical origins of the records system in Korea.

  • The article analyzes the possibility of using information and innovation experience in training public administration specialists, and also explores the system of training public administration and management specialists abroad. It was determined that in the European Union, Japan and other developed countries, three concepts of qualified personnel training will be developed: the concept of specialized training is focused on the present or near future and is relevant for the respective workplace; the concept of multidisciplinary training is effective from an economic point of view, as it increases intra-production and non-production mobility of an employee; the concept of learner-centered learning with the aim of developing human qualities.

Exploring the Development of Public Health Care through Health Care Utilization Survey

  • Purpose: The purpose of this study was to provide comprehensive measures for the development of public health care through a survey on consumers' awareness of health care use from the point of view of local residents. Research design, data and methodology: For about one week from January 07 to January 14, 2021, questionnaires were distributed to 800 local residents and analyzed. For statistical analysis of collected data, frequency analysis and cross-analysis were performed. Results: Regarding public health service, 'providing medical services that can be used by all citizens and protect and promote health' had the highest response rate of 95.2% of total respondents. Regarding health care system satisfaction, 'Accessibility to general treatment' had the highest score with an average of 3.31 points. Regarding comprehensive measures for the development of public health care, 'Establishment of an infection and patient safety system' had the highest score with an average of 3.91 points. Conclusions: The direction of public health care and services should include management of infectious diseases during national disasters, reduction of gaps in medical use by region and class, improvement of access to emergency medical care, and quality improvement of specialized medical care.

Information Systems in Project Management of The Public Sphere

  • Project management is a current trend of management in the public sphere, based on different principles, methods and tools. The tools include information technologies providing control over time, cost, quality and planning process in order to ensure accountability to interested parties. The goal of the research was to examine the impact of the integration of information systems in project management of the public sphere on the quality of public governance and administration using the example of infrastructure projects involving the private sector in developing countries. The methodology of the research is based on the concepts of "digital-era governance" (DEG), "Information governance" and "project governance" to determine the effectiveness of information systems and technologies in the management of infrastructure projects in the public sphere. The data from the countries with Lower middle income (India, Indonesia, Philippines, Ukraine, Vietnam) and Upper middle income (Argentina, Brazil, China, Colombia, Mexico, Peru, Romania, Russian Federation, Thailand, Turkey) for 1996-2020 were used to study the effects of DEG. The results show two main trends in the countries with Lower middle income and Upper middle income. The first trend is the development of digital governance, the concept of "digital-era governance" through information systems and performance measurement of the governance system, forecasting of investment flows of infrastructure projects, measurement of payback and effectiveness parameters for investment management in the public sector, decision support. The second trend is the existence of systemic challenges related to corruption, social and institutional factors through the development of democracy in developing countries and the integration of NPM similar to developed countries. The confidence of interested parties, especially private investors, in public authorities is determined by other factors - the level of return on investment, risks and assignment of responsibility, probability of successful completion of the project. These data still remain limited for a wide range of project participants, including citizens.

An Analysis of Demand Elasticity to Facilitate the Use of Public Transportation in the Administrative City (행정중심복합도시 대중교통 이용활성화를 위한 수요탄력성 분석)

  • Administrative city has been developed step by step aiming to being a public transport-oriented new city. In spite of its primary goal, administrative city is dominated by car-oriented tansportaion system because the supply of public transportation has not been adequately and timely performed. In this study, we investigate the current situation related to (public) transportation use in administrative city. Also, we examine the issues of traffic system through a survey on residents' consciousness about public transportation use. Additionally, the analysis of demand elasticity according to the change of the conditions of using public transportation and passenger car is conducted for passenger car users. As a result, it is analyzed that as the neighborhood is more stabilized after the completion of development the resistance to the abandonment of passenger car is higher when the tide demand control method is introduced. Therefore, it is concluded that pre-emptive public transportation supply and the management of car demand management are necessary for the activation of public transportation in Administrative city.
