This study attempts to make an observation on the problems and prospects for overseas agricultural investment(OAI) through the insights of farming and farmed companies abroad and through secondary data. OAI mainly aims at the securing steady supplies of crops, which could be anticipated to have increased foreign dependence, and to prepare for crop price fluctuations in the international markets. These functions of OAT are classified with the public and private sector. The public sector needs are largely crops supply for national food consumption and bilateral collaboration between nations. The private sector needs are to gain maximum profits from agricultural investments and to produce raw material for self-consumption in overseas farming companies. The problems in OAI are legal and institutional restrictions in the project area or nation; generally economical unfeasibility in the farm projects, and technical limitations of the farming companies. The prospects of OAI are not very promising. The reason why those many companies which previously planned on OAI changed their investment plans after what is called IMF system with financing difficulties.

The purpose of this paper is to present the optimal investment conditions of SOC facilities for maximizing regional social welfare in implementing the urban development project in the theoretical fashion. Particularily, SOC facilities are divided into both supply-side($P_s$) and demand-side SOC ($P_d$) in the paper. General equilibrium analysis from the intra-regional viewpoint by utilizing Pareto's Optimal Conditions and by revising Samuleson's Conditions for public goods($P_s$ and $P_d$) results in the optimum pattern of SOC investment. The following are important implications from the analysis. First, rather than the pursue social equity, SOC investment is to resolve the issue of efficiency to activate the regional economy. Second, the marginal rate of transformation (MRT) between $P_s$ and $P_d$ in the region is to play a significant role in structuring SOC investment plant of local government for social welfare maximization. Third, the optimal SOC investment policy based on this regional economy but also to generate the enhancement of soical amenities of the residents.

This research is a qualitative based study by using data gleaned from documentary analysis and in-depth interviews of 10 potential stakeholders were involved in the proposed high-speed train project in Thailand. Many perspectives from key informants revealed that this project would bring Thailand sustainable development in the future due to the fact that it is supposed to be an environmentally friendly mode of transportation and timesaving for passengers. Key informants who tend to have negative opinions towards the project feel apprehension due to the huge monetary investment during a time of monetary crisis. However, there was one complaint that the high-speed train is harmful to the environment surrounding the proposed area of this project. Several key informants agreed that ticket fares must be in between the cost of a bus ticket and airfare.

2005년 1월 민간투자법 개정과 함께 BTL방식이 도입되어 생활기반시설을 확충하는 주요 사업방식으로 정착되어 가고 있다. 특히 BTL방식 대상시설 중 각 시도 교육청이 발주하는 공공교육시설사업은 전년 대비 그 규모가 45% 증가되며 BTL방식의 주요 핵심사업으로 대두되고 있다. 그러나 현재까지 수행된 BTL사업 추진과정에서 많은 문제점이 나타나고 있으며, 공공교육시설사업에서는 교육청과 민간사업자의 역할이 바뀌면서 사업진행이 원활하지 않고 많은 문제점이 나타날 것으로 예상된다. 따라서 본 연구에서는 BTL사업 추진절차에서 나타날 수 있는 문제점을 해결하고 교육시설사업을 원활하게 하기 위하여 교육청 업무를 지원할 수 있는 CM적용모텔을 개발하고, 그에 따른 각 사업 참여주체별 업무범위를 제안하고자 한다.

Private participation on public infrastructures projects is being promoted by governments of several developing countries, among them Colombia. As a result, several advantages such as service delivery efficiency, technology application and faster execution of the projects have been recognized. Hence, the Colombian Government is looking for schemes that allow the private investment in projects like hospitals, schools, prisons and public edification. In this paper, experiences in PPP from other countries were analyzed and adjusted to the Colombian environment. As a result, a model adapted to Colombia is presented, based on a well-developed case from Spain. The awarding process is defined by economic criteria, previous compliance of minimum technical exigencies. Once the infrastructure is operating, contractual periodical payments will be done, based on the performance of the facility.

As the budget size and complexity of 1T investment are growing, IT value measurement becomes more critical to the success of IT management In public organizations and private firms. It has been known that there are many factors such as IT costs, risks, qualify, and usage that should be taken Into consideration during the process of measuring IT value and making IT Investment decisions. However, little research has been done so far In order to analysis factors affecting the IT value and effectiveness. The purpose of this study Is to Investigate the impact of IT Project types and ownerships on IT value evaluation. The three research questions are as follows : (1) Does IT project type such as transactional, Informational, and infrastructure have any impact on 1T value measurement\ulcorner (2) Does the IT development ownership has any Impact on IT value\ulcorner (3) Does the IT operation ownership has any impact\ulcorner The empirical research was done at S-Electronics, world-wide known and the biggest manufacturing company in Korea, based on the method of structured interview. About 200 individual Information systems have been evaluated to calculate ROI measures, the dependent variable In this study. The results of statistical analysis show that two of three Independent variables, IT project types and IT development ownership, have statistically significant effects on IT value in terms of ROI measures.

최근 일반 대중을 대상으로 한 콘텐츠 투자 플랫폼 중 하나로 크라우드펀딩 플랫폼이 주목받고 있다. 본 연구는 영화 크라우드펀딩 프로젝트 요인이 크라우드펀딩 달성률에 미치는 영향을 살펴보고자 하였다. 이를 위해 크라우드펀딩 플랫폼에 게시된 영화 프로젝트의 주요 정보를 변인화하였다. 텍스트 수, 이미지 수, 스타파워, IP 기반 영화 여부, 영화 제작 단계, 박스오피스 예측, 투자 자금 비율, 투자 가능 여분 금액, 수익 정산 방식, 최소 투자 금액 조건을 독립변인으로 설정하였으며, 이들 변인이 크라우드펀딩 달성률에 어떠한 영향을 미치는지 살펴보았다. 다중회귀분석을 실시한 결과, 영화 제작 단계, 투자 자금 비율, 투자 가능 여분 금액, 수익 정산 방식이 종속변인에 유의미한 영향을 미치는 것으로 확인되었다. 본 연구는 탐색적 접근법을 통해 영화 크라우드펀딩 프로젝트의 흥행에 영향을 미치는 변인을 발굴하였다는 점에서 의의가 있다. 또한, 본 연구의 결과는 영화 크라우드펀딩 프로젝트 기획 시 실무적 자료로 활용될 수 있을 것이다.

In capital budgeting practices, investment project evaluations based on the net present value (NPV) and the internal rate of return (IRR) represent the traditional evaluation techniques. Compared with the traditional methods, the modified internal rate of return (MIRR) gives the opportunity to evaluate an investment in certain projet, while taking the changes in cash flows over time and issuing shares such as dividing shares, bonuses, and dividend for each end of the investment year into account. Therefore, this study aims to evaluate an investment in the Malaysian construction sector utilizing financial data for 39 public listed companies operating in the Malaysian construction sector over the period from Jan 1, 2007, to December 30, 2018, based on the MIRR method. Stochastic was studied in this study to estimate the estimated probability by applying the Markov chain model to the MIRR method where the transition matrix has two possible movements of either Good (G) or Bad (B). it is found that the long-run probability of getting a good investment is higher than the probability of getting a bad investment in the long-run, where were the probabilities of good and bad are 0.5119, 0.4881, respectively. Hence, investment in the Malaysian construction sector is recommended.

Climate change is a man-made disaster that has become a major global concern today. With increasingly visible symptoms of climate change in recent years, it has become evident that climate action can no longer be dismissed as a mere matter of choice, but as a matter of survival for the human being. To address the impending climate change crisis in a collaborative and sustainable manner, the international community has been taking various measures including Kyoto protocol and the Paris Agreement. With respect to the private investor's project investment in line with international agreements on climate change, recently we have seen multiple legal judgments which clearly indicate the subject of judicial responsibility for investment in climate change related projects. However, in order to hold judicial responsibility occurring during the implementation of climate change related projects, a causal relationship between the responsible entities and clear responsibility must be demonstrated, and applicable institutional arrangements need to be arranged. It may be the right time for global community to consider shifting not only to human ethical obligations but also legal obligations. In this regard, concerned governments should consider legislating arbitration laws, regulations, and institutional arrangements in more specific and applicable manner.

This paper aims to suggest a validity analysis model that would be helpful for local governments considering u-City construction projects and a methodology for them to promote build-transfer-lease (BTL) u-City projects. This methodology mainly uses quantitative and qualitative analysis based on the Value For Money (VFM) designed by the Public and Private Infrastructure Investment Management Center (PIMAC) under the Korea Development Institute (KDI). BTL projects requires a large amount of capital and involves long-term investments. Therefore, multi-faceted validity analysis is required for the success of a project. This study will enumerate various factors to be considered in the pre-analysis of validity of BTL projects and suggest a methodology to verify them. A case study of a BTL project promoted by Ansan City assisted in designing this study in detail.
