Purpose - This study aims to accomplish three major research goals. First, it strives to change consumers' focus from peripheral routes to a central route of public service advertising related to the good health policy, without problematic effects, by influencing consumers' knowledge or involvement. Second, this study examines the elaboration likelihood model (ELM) and construal level theory (CLT). Specifically, we consider that the central route of ELM might correspond with the focal goal of CLT. Third, this study analyzes ELM through CLT. That is, ELM predicted that low involvement would take the peripheral route, and high involvement would take the central route. Research design, data, and methodology - This study consisted of three experiments. The first experiment had a 2×2 between-subject design. The subjects were university students and the research period was approximately one year. The first independent variable was the involvement of the overweight issue; this variable was measured and split by the median. The second independent variable was the temporal distance (near vs. distant future); this variable was manipulated. The second experiment also had a 2×2 between-subject design. The first variable was the involvement of cervical adenocarcinoma prevention, and was considered already manipulated by sex. Specifically, males had a low involvement of the disease, but females had high involvement. The second independent variable was priming (power vs. submissive). Power priming would induce abstract thinking, but submissive priming would take concrete processing. The third experiment had a 2×2×2 between-subject design. The first variable was cognitive depletion, and was manipulated by memorizing 9-digit numbers. The second and third independent variables were involvement and abstract thinking induction, such as prior experiments. Data were collected through questionnaires, and were analyzed by an SPSS program. Major hypotheses were tested by examining the interaction effects through ANOVA. Results - Major findings are as follows. First, even for low-involved consumers in the overweight category, distant future manipulation induced them to focus not on the peripheral route but on the central route of the public service advertisement. This result does not correspond to the typical ELM prediction. Second, under power priming, low-involved males of the cervical adenocarcinoma category focused on the peripheral route because of the induction to abstract thinking. This result replicated the first experiment, and confirmed the theoretical robustness. Third, high-involved females focused not on the central but on the peripheral route under the mixed condition of cognitive depletion and near future manipulation. Depletion consumed cognitive resources, and the processing mode of consumers changed from systematic to heuristic. Conclusions - ELM needs to be complemented through CLT in context of public service good health advertising. Specifically, the involvement of ELM may impact consumers' thinking mode (abstract vs. concrete), and the interaction effects may influence consumers' focus on advertising (central vs. peripheral route). This study's limitations were bounded subjects, limited stimuli, and somewhat weak external validity.
The experience of many countries strongly suggests that bad governments and institutions have been a serious, if not the most serious, obstacle to economic growth and industry-structural adjustments. All public sectors pursue a mix of both predatory and productive activities-bad governments emphasizing the former, while good governments finding a way of promoting the later. In fishery public policy studies, much confusion exists about the roles of policy illustration and prescription. In general fishery public sectors involve collective actions by numerous individuals under conditions of uncertainty, complexity, bounded rationality, and imperfect information structure. All collective fisheries action organizations consist of a center(e.g., government), which leads fishery group actions, and peripheral participants(e.g., fishermen), which are controlled by the government. A paradigm is developed that gives both theoretical and empirical meaning to the constitutional determination of fisheries political preference function or fishery public sector governance structures. Three relevant spaces are specified: policy instrument, results, and constitutional. The collective-choice rules of the constitutional space structure the tradeoff between public and special fishery interest groups. Fishery public sectors seeking sustainable reductions in wasteful rent-seeking fishing activities should select constitutional principles and institutional structures that tend to promote resource sustainability. In particular, the effects of internal and external events on fisheries may result in a greater or lesser concentration of interest group power. Thus, the structure of the fishereis political power must be assessed in any prescriptive evaluation of alternative fishery governance weights.

Purpose: The local public hospitals in Korea are regarded as institutions that must consider the provision of good quality public health services, as well as profitability. Therefore it is important to improve nursing services to produce positive change in local public hospitals. This study was done to examine the relationships between self efficacy, organizational commitment, customer orientation and nursing performance for nurses in local public hospitals. Methods: For this study, 5 of 34 institutions were selected through random sampling: and 134 nurses working in local public hospitals were selected. Data were collected from March 28 to April 8, 2016 using self-report questionnaires. Collected data were analyzed using independent t-test, one-way ANOVA, $Scheff{\acute{e}}$ test, Pearson correlation coefficient and multiple regression with SPSS/WIN 18.0. Results: The major findings are summarized as follows: (1) There were significant positive correlations between self efficacy, organizational commitment, customer orientation, and nursing performance. (2) The factors affecting nursing performance were self efficacy, organizational commitment, and customer orientation, in that order, and these variables explained 57% of nursing performance. Conclusion: Administrators in local public hospitals should use the results of this study to develop a strategy for improving nursing performance.

It was considered that the construction of new towns between the late 1940s and the early 1990s affected the increase of the number of public libraries in the U.K. Many new towns are being built in Korea. This is a very good chance to build more public libraries in Korea. This study selected and examined Milton Keynes which is one of the best new towns in the U.K. to see how the public libraries were built in the new town. It was revealed that the plan of building public libraries was included in the new town plan and public libraries were built according to these plans.

This study verified the effect of public service motivation volunteer work on educational training of maritime police recruits. Results show sub-factors of motive for public volunteer work, self-sacrifice, commitment to public good and positive perception of public policy affected educational satisfaction, but one other sub-factor, compassion, did not affect educational satisfaction. The practical implication is that assets without form and that which exist internally within the individual, such as spirit of public volunteering and spirit of self-sacrifice, can increase educational satisfaction. Unlike ground police, maritime police bear the danger of being on water, which necessitates the need for enhencing intagible assets like public sevice value.

The urban development, resulting from the economic growth that initiated in the 1960s, focused on outward expansion until the 1980s. However, beginning in the early 1990s, there has been a steady increase in the attention paid to the qualitative aspects of life. With increased income and awareness of quality life, citizens today demand for various good quality services. For them, urban public facilities are an important part of community life because the facilities have effect on their psychological comfort or satisfaction with residential area. Nevertheless, in reality, due to the lack of society's awareness of the importance and necessity of public facilities, not enough investment is being made in public facilities, failing to meet the growing demand for the facilities. This study examined the public facilities of provincial cities with focus on the number and total area size of the facilities, then compared and analyzed the facilities in terms of number and total area size. It is hoped that the findings from the study will encourage policy makers to increase support for public facilities, contributing to achieving the sustainable growth of cities.
The main purposes of this study were eliciting the planning contents and indices that is necessary to consider the physical part of public space, the side of service users and coherent side for improving public service. After then it analyzed the importance in both civil servants and practical officials side. For this public space planning topics and indicators by FGI (Focus Group Interview) derived through and through expert questionnaires Analytic hierarchy (AHP: Analytic Hierachy Process) were analyzed by conducting importance. A result, the priority of public space as a park planning index was found in the case of privately owned public space, public pedestrian pathways, public open space, public facilities land, the park is located, and the most important characteristics of the road, if the public transport association the most important thing is derived. In order to enhance the public good public space and location for easy access to the consideration of whether the plan should be. Therefore this work will be the fundamental materials to make some of farther policies related with the development of public interest of private-public spaces.
The increase of health care expenditures is an important problem in the almost countries. Also, suppression of the health care expenditures is an important problem in the health field of Korea since the national health insurance for total people in 1989. Thus, it is very important to grasp the change of the health care expenditures of family and proportions of the health care expenditures to total expenditures of family, because they are the basis of national health care expenditures in Korea. While the health care expenditures of urban family were increased during 1980-1993 by 12.8% annually, the total expenditures of urban family were increased by 14.8% annually. Consequently, the proportions of health care expenditures to total expenditures were decreased from 5.98% to 4.76%. The proportions of health care expenditure for 3 years to come were predicted to 4.75% in 1994, 4.67% in 1995, and 4.63% in 1996 by the time-series analysis. That is, it was predicted that they would be decreasing slowly. The product elasticity of health care expenditure was less than 1 in the multiple regression analysis. so the health care is normal good rather than superior good. Therefore, it seems that the household economy is able to bear the expense pursuing the improvement of quality of health care by actualizing the medical insurance fee.
The Korean government's strategy to combat coronavirus disease 2019 (COVID-19) has focused on non-pharmaceutical interventions, such as social distancing and wearing masks, along with testing, tracing, and treatment; overall, its performance has been relatively good compared to that of many other countries heavily affected by COVID-19. However, little attention has been paid to health equity in measures to control the COVID-19 pandemic. The study aimed to examine the unequal impacts of COVID-19 across socioeconomic groups and to suggest potential solutions to tackle these inequalities. The pathways linking social determinants and health could be entry points to tackle the unequal consequences of this public health emergency. It is crucial for infectious disease policy to consider social determinants of health including poor housing, precarious working conditions, disrupted healthcare services, and suspension of social services. Moreover, the high levels of uncertainty and complexity inherent in this public health emergency, as well as the health and socioeconomic inequalities caused by the pandemic, underscore the need for good governance other than top-down measures by the government. We emphasize that a people-centered perspective is a key approach during the pandemic era. Mutual trust between the state and civil society, strong accountability of the government, and civic participation are essential components of cooperative disaster governance.

The purpose of this study is to explore and empirically analyze the factors affecting transparency and public accountability in local government, which have not been sufficiently researched in terms of human resource management, and good governance implementation. In particular, this study intends to examine human resource management activities focusing on the government effectiveness dimension. This study uses a qualitative approach and phenomenological method to examine the phenomenon of participant experience along with documents that are in the setting under study. Participants consisted of nine people from the Regional Government Work Unit of Tasikmalaya City, the private sector, and the community. The researcher divided data analysis into three sub-indicators, including effectiveness and efficiency, responsiveness, and public service. The Results show Regional Financial and Asset Management Agency (BPKAD) of Tasikmalaya City as sufficient in terms of human resources, this can be verified from the number of leaders and staff, which amounts to 58 people, of which 80% are economic graduates. Although the quantity is adequate, the quality of human resources in BPKAD in Tasikmalaya City is still weak. In Conclusion of this study it is inferred that the application of the government effectiveness dimension in BPKAD Tasikmalaya City is not optimal and need adequate training to improve employee performance in financial management.
