The objective of this study is to investigate financial integrity strategies for sustainable development of local public medical centers, and particularly focus on seeking ways to enhance its financial efficiency and publicness. The data which was collected from 33 local public medical centers was analyzed by Data Envelopment Analysis to measure its financial efficiency. Then, Matrix Analysis was used to examine the association of financial efficiency and publicness of local public medical centers with related factors. In the aspects of facilities and location, according to the results, the local public medical centers which have larger number of available hospital beds or located in bigger cities were examined to have higher degree of publicness. In the aspect of human resources, greater number of doctors made both financial efficiency and the degree of publicness decreased, whereas higher participation rate of educational program for doctors affects increasing its financial efficiency and publicness. Lastly, in the aspect of costs, higher labor, material, and administrative cost diminished financial efficiency, but enhanced the degree of publicness. Based on these results, this study concluded that enhancing the publicness of local public medical centers should be pursued by increasing the accessibility with better facilities and location, and also concurrently organizing rational expenditure structure with appropriate cost investment to the resources of local public medical centers. Also, it is necessary to enhance both financial efficiency and publicness simultaneously by improving the quality of health care services through the educational programs for medical staffs.

Although the network environment is gradually improving, the virtual nature of the network is still the same fact, which has brought a great influence on the supervision of Weibo network public opinion dissemination. In order to reduce this influence, the user information of Weibo network public opinion dissemination is studied by using Python technology. Specifically, the 2019 "Ethiopian air crash" event was taken as the research subject, the relevant data were collected by using Python technology, and the data from March 10, 2019 to June 20, 2019 were constructed by using the implicit Dirichlet distribution topic model and the naive Bayes classifier. The Weibo network public opinion user identity graph model under the "Ethiopian air crash" on June 20 found that the public opinion users of ordinary netizens accounted for the highest proportion and were easily influenced by media public opinion users. This influence is not limited to ordinary netizens. Public opinion users have an influence on other types of public opinion users. That is to say, in the network public opinion space of the "Ethiopian air crash," media public opinion users play an important role in the dissemination of network public opinion information. This research can lay a foundation for the classification and identification of user identity information types under different public opinion life cycles. Future research can start from the supervision of public opinion and the type of user identity to improve the scientific management and control of user information dissemination through Weibo network public opinion.

초연결 지능정보사회에 빠른 진입으로 빅데이터 기반의 자원관리 등을 위한 빅데이터시스템 구축의 필요성을 대두되면서, 공공기관에서 빅데이터시스템 구축을 추진하고 있는 실정이다. 이에, 본 연구는 공공기관 현실에 맞는 빅데이터시스템 구축 시 고려해야할 측정항목을 도출하고자 한다. 고등교육기관 통합정보시스템 구축의 환경요인 측정항목에 선행연구를 기반으로 빅데이터 관련연구들의 성공요인들과 공공기관 빅데이터 시스템 구축의 특성을 분석·결합하였다. 연구방법으로는 빅데이터 전문가들을 대상으로 델파이 방법등을 사용하여 빅데이터 특성이 반영된 19개 측정항목을 도출하였으며, 이를 빅데이터시스템에 구축하고자 하는 공공기관에 성공적으로 적용하기 위한 방안을 제언하였다. 본 연구결과가 공공기관에서 성공적인 빅데이터시스템 구축의 기초 자료로 활용되기를 기대한다.

In the context of globalization, circulation between cities has become more frequent. The airport is no longer just a place for boarding, disembarking, and transportation, but a public place that serves as the communication function of the "aviation city". The intervention of public art in the airport space not only gives users a sense of space experience, but also becomes a unique carrier for city and country image shaping. The purpose of this paper is to study the emotional value brought by airport public art to users, and to investigate the correlation analysis of public art design elements and user preferences based on this premise. The research methods are machine learning method and SPSS 21.0. The user's emotional value is introduced in the big data evaluation, and the preference and inclination of airport users to various elements of public art are analyzed by questionnaire. Through the research conclusion, the preference and main contradiction of users in the airport for the four dimensions of public art design elements are obtained. Opinions and optimization methods to provide reference data and theoretical support for public art design.

After several significant nuclear accidents, public attitudes toward nuclear energy technologies and facilities are considered to be one of the essential factors in the national energy and electricity policy-making process of several nations that employ nuclear energy as their key energy resource. However, it is difficult to explore and capture such an attitude, because the majority of prior studies analyzed public attitudes with a limited number of respondents and fragmentary opinion polls. In order to supplement this point, this study suggests a big data analyzing method with K-LIWC (Korean-Linguistic Inquiry and Word Count), sentiment and query analysis methods, and investigates public attitudes, positive and negative emotional statements about nuclear energy with the collected data sets of well-known social media and network services in Korea over time. Results show that several events and accidents related to nuclear energy have consistent or temporary effects on the attitude and ratios of the statements, depending on the kind of events and accidents. The presented methodology and the use of big data in relation to the energy industry is suggested as it can be helpful in addressing and exploring public attitudes. Based on the results, implications, limitations, and future research areas are presented.

Banking systems are sensitive to data privacy since users' data, if not well protected, may be used to perform fake transactions. Blockchains, public and private, are frequently used in such systems thanks to their efficiency and high security. Public blockchains fail to fully protect users' data, despite their power in the accuracy of the transactions. The private blockchain is better used to protect the privacy of the sensitive data. They are not open and they apply authorization to login into the blockchain. However, they have a lower security compared to public blockchain. We propose in this paper a hybrid public-private architecture that profits from network virtualization. The main novelty of this proposal is the use of network virtualization that helps to reduce the complexity and efficiency of the computations. Simulations have been conducted to evaluate the performance of the proposed solution. Findings prove the efficiency of the scheme in reducing complexity and enhancing data privacy by guarantee high security. The contribution conducted by this proposal is that the results are verified by the centralized controller that ensures a correct validation of the resulted blockchains. In addition, computation complexity is to be reduced by profiting from the cooperation performed by the virtual agents.

The data is a key catalyst for the development of the fourth industry, and has been viewed as an essential element of the new industry, with technology convergence such as artificial intelligence, augmented/virtual reality, self-driving and 5 G. This will determine the price and value of the data as the user uses data in which the data is based on the context of the situation, rather than the data itself of the past supplier-centric data. This study began with, what factors will increase the value of data from a user perspective not a supplier perspective The study was limited to public data and users conducted research on users using data, such as analysis or development based on data. The study was designed to gauge the value of data that was not studied in the user's perspective, and was instrumental in raising the value of data in the jurisdiction of supplying and managing data.

공공데이터 개방은 국가의 흥망을 결정하는 중요한 과제로 인식되고 있다. 글로벌 경제 위기 이후에 경제 활성화에 고심하고 있는 각국 정부는 높은 경제적 효과를 창출하고자 신경제 성장 동력으로 공동데이터 공급을 확대하고 있다. 따라서 전 세계적으로 급속히 전파되고 있는 공공데이터 민간 활용은 일자리 창출과 경제 활성화를 실현하기 위해 필연적으로 추진해야 하는 신경제 성장 동력으로 인식됨으로, 민간의 공공데이터 활용을 위한 이용의도에 미치는 영향에 관한 연구가 절실히 요구되는 시점이다. 이 연구는 다음과 같은 목적을 달성하고자 시도했다. 첫째, 공공데이터를 사용할 의사에 대한 시스템 품질, 정보 품질, 정보 보안, 사회적 영향, 공공 기관의 혁신 및 지원과 같은 독립 변수의 영향을 조사했다. 둘째, 독립적인 변수와 사용 의도(종속 변수)에 대한 중재 변수인 인지된 사용용이성(PEU)과 인지된 유용성(PU)의 영향을 조사했다. 셋째, 활용 유형, 공공데이터 이용 빈도, 중재 변수로서의 직업 및 전자 정부 서비스 이용 빈도를 선정하여 독립변수와 종속 변수(민간 부문에서의 이용 의도)와의 관계에 미치는 영향을 조사하였다. 연구 결과는 공공데이터 서비스를 활용하기 위한 전략 개발에 유용할 것으로 기대된다.

One of the key success factors for the intelligent IT service which is characterized by personalization and automation, is to obtain relevant data from either sensors or data storage for reasoning, analyzing and forecasting. The availability of the open data sources such as public portal sites remarkably increases the efficiency and quality of the intelligent IT service. However, with the condition that not all data in the existing public or private sites are opened or have various types of openness, it prohibits the value of utilization. For these reasons, it is highly required to evaluate the extent of openness of data storage. However, there are only a few studies which explore the factors which affect the degree of data openness with respect to intelligent IT services. Hence, this study aims to propose an evaluation model including the indices to evaluate a process of opening data for the intelligent IT service from a viewpoint of data utilization process. The indices are applied to evaluate the actual multinational websites, which provide public data for verification. We also discuss the implications of the evaluation according to the results.

세계 주요 도시는 대중교통이 가지고 있는 문제를 보완하기 위해 공공 대여 자전거 시스템을 운영하고 있다. 대전시에서 최근에 대여 이력 데이터를 공개하여 새로운 분석 가능성을 열었다. 본 연구는 시각화를 이용해서 데이터의 의미를 파악할 수 있는 분석 방법을 제안한다. 실험 결과 이용률에 따른 정류장의 위치적 특징을 발견하였고, 시간/요일/월에 따라서 달라지는 자전거 이용 패턴을 알 수 있었다. 한편 이동 경로 분석을 통해서 정류장간 이용 패턴을 발견하였으며, 각 정류장별 목적지 비율 분석을 통해 이용 목적을 파악할 수 있었다. 이러한 데이터를 기반으로 대전시 공공 대여 자전거 시스템 발전 방향을 제시한다.
