An Information Strategy for Activating the Electronic Commerce of Regional Small and Medium-sized Business Organizations (지역 중소기업의 전자상거래 활성화를 위한 정보화 전략)

  • A major effect of electronic commerce on the Internet is that it reduces transaction costs and creates an efficient market. Thus, an information strategy for developing of regional economy must be changed toward 21st century of electronic commerce era. In this paper, we present an information strategy for activating the electronic commerce of regional small and medium-sized business organizations. The paper stresses creation of a network organization comprising local government, regional business organizations, universities, research institutes, and citizens' coalitions as groups of organizational actors. Necessary conditions of a successful network organization in electronic commerce are to build the public key infrastructure for developing the trust of transactions among partners, and to create an information center to manage a web of partners. In the network organization, the information center must play critical roles as a creator of value and the certification authority in order to issue and manage participants' electronic certificates.

  • Attempts have also been made to locate security in the so-called 'policingdivision of labour' In order to understand this, it is necessary to identify some of the links which exist between public police organizations and the private security sector. Such links can be divided into six types : 1) Interpersonal links, 2) Joint operations, 3) Exchange of services, 4) Granting of special powers, 5) Public bodies hiring private personnel, 6) New organizational. Van Reenen provides a useful outline of the different dimensions of future Glibalization of policing. Developments, he suggests, are likely to proceed in four directions : 1) Co-operation : at this level, the nature and powers of national police systems are not required to change, co-operation occurring between self-standing forces. 2) Horizontal integration : this arises when officers obtain authority to operate in another country, or where government officials from one country get authority over the police in another country. 3) Vertical integration : this exists when a police organization is created which can operate within the area of the EC as a whole. 4) Competition : the internationalization of policing in Europe presents itself, more and more, as a market in which different policing systems trade their products.

  • The rapid growth and development of ICT (Information and Communication Technology) and internet services has boosted the adoption of Mobile Government services all around the globe. There is a huge increase in the adoption of government services during COVID-19 pandemic. Existing Mobile Government (MG) solutions are not trustworthy and secure. This paper provides secure and trustworthy solution for mobile government, proposes a centralized smart governance architecture which is based on trust manager. Our proposed work has Wireless Bridge Certifying Authority (WBCA) and Wireless Public Key Infrastructure (WPKI) thereby ensuring security and privacy. Our proposed work ensures trust with WBCA as WBCA acts as a Trust Manager (TM). Proposed protocol has less computational cost and energy cost

Covid-19 Occupational Risk Incidence and Working Sectors Involved During the Pandemic in Italy

  • Background: Starting from March 2020 until December 2021, different phases of Covid-19 pandemic have been identified in Italy, with several containing/lifting measures progressively enforced by the National government. In the present study, we investigate the change in occupational risk during the subsequent pandemic phases and we propose an estimate of the incidence of the cases by economic sector, based on the analysis of insurance claims for compensation for Covid-19. Methods: Covid-19 epidemiological data available for the general population and injury claims of workers covered by the Italian public insurance system in 2020-2021 were analyzed. Monthly Incidence Rate of Covid-19 compensation claims per 100,000 workers (MIRw) was calculated by the economic sector and compared with the same indicator for general population in different pandemic periods. Results: The distribution of Covid-19 MIRw by sector significantly changed during the pandemic related to both the strength of different waves and the mitigation/lifting strategies enforced. The level of occupational fraction was very high at the beginning phase of the pandemic, decreasing to 5% at the end of 2021. Healthcare and related services were continuously hit but the incidence was significantly decreasing in 2021 in all sectors, except for postal and courier activities in transportation and storage enterprises. Conclusion: The analysis of compensation claim data allowed to identify time trends for infection risk in different working sectors. The claim rates were highest for human health and social work activities but the distribution of risk among sectors was clearly influenced by the different stages of the pandemic.

  • Almost business enterprises have recently used electronic commerce to conduct their business. Electronic commerce has come to encompass the Internet as well as EDI on private networks begun in the 1960s. The Internet is already changing the way that many companies conduct their business. Domestic electronic commerce has rapidly enhanced, while Int'l electronic commerce has gone steady. There are four issues for developing of Int'l Electronic Commerce. Firstly, The EDI Standardization is to be uniformed and prevailed over the world in UN/EDIFACT authorized by ISO. Secondly, There are two useful systems on Electronic Document Transmission, so called, Bolero project system and Trade Card System. It is thought that Bolero system will be more useful for large trading enterprises, especially, who need a Letter of Credit and electronic B/L, while T/C system is proper to small trade companies who do not need those. Successful results of Bolero system is very important for Int'l electronic commerce enterprises. Thirdly, to secure electronic signature, Int'l Certification Authority is essential for the users of Int'l electronic commerce. Trusted way of distributing public keys is to use a Int'l Certification Authority. The Int'l Certification Authority will accept user's public key, along with some proof of identity and serve as a depository of digital certificates. Both governments and the International business community must involve archiving keys with trusted third parties. Finally, It is important that all the nations and UNCITRAL continue efforts to make legal bases in Int'l electronic commerce concerned, including electronic signature, certification etc.

  • The amendment of regulation affecting the Governing Body of NFFC (National Federation of Fisheries Cooperatives) has been known to the public in May 2008. Its essential points are as follow: 1) the President of NFFC shall be a non-standing officer. 2) the Full-Time Directors shall have the authority to deal with all subjects except for those especially reserved for the General Meeting or Board of Directors, while minimizing the authority of NFFC President. By providing this amendment, the government seeks to make the Governing body becomes professionalized and the management functions carried out by full-time professional board members. However, the amendment seems to pay no attention to the co-operative's identity and principles. In this context, five issues will be discussed: 1) Strengthening the separation between ownership and control of NFFC. 2) Weakening the authority of General Meeting. 3) The bounds of Audit Committee. 4) Consolidating the management control of the Full-Time Directors. 5) The loss of NFFC's Identity, followed by a summary and conclusion.

  • 무선 단말기에서 인터넷 서비스를 제공하기 위한 인터넷 접속 프로토콜이 등장함에 따라 무선 인터넷 사용의 편리성과 특성에 대한 인식이 급속한 속도로 확산되고 있다. 무선 인터넷에서 전자상거래를 비롯한 데이터 서비스가 성공적으로 제공되기 위해서는 반드시 해결되어야 할 요소가 보안이다. 무선 인터넷의 안전한 전자상거래 서비스를 제공하기 위해서는 통신정보에 대한 기밀성, 개체인증 등의 정보보호를 위한 기능과 부인방지 기능 등을 제공해야 한다. 공개키 기반구조 (Public Key Infrastructure, PKI)는 사용자에게 정보보호기능과 부인방지 기능을 제공한다. 본 논문에서는 무선 인터넷 환경에 적용 가능한 공개키 기반구조 적용 모델을 제안한다.

Public/Private Partnerships in Health in the UK: Theory and Practice

  • One of the most fundamental and the oldest issues in the provision of health care throughout the world has been the issue of the role of the public and private sector of health care, and the relationship between them. This paper describes issues associated with the concept of health oriented partnerships in the United Kingdom and seeks to contrast public and private partnerships both in health and in health care. In the United Kingdom it is suggested that health care is conceived by the population to equate to the National Health Service(NHS) with "add on" private health care for certain sectors of the community and within certain well defined clinical parameters. This paper can provide us with valuable information on the characteristics of UK health care systems, current health policies as well as issues relating to the public and private partnerships in health/ health care in the UK, thus offer important policy implications for the improvement of Korean health care system which lacks health-oriented coordinations and partnership between public and private sector very considerably.

Assessment of radioactivity levels and radiation hazards in building materials in Egypt

  • Different degrees of natural radioactivity found in quartz can have negative consequences on health. Quartz vein along the investigated Abu Ramad area, Egypt, had its natural radioactivity assessed. The HPGe spectrometer was used to determine the role played by the radionuclides 238U, 232Th, and 40K in the gamma radiation that was emitted, and the results showed that these concentrations are 484.64 ± 288.4, 36.8 ± 13.1 and 772.2 ± 134.6 Bq kg-1 were higher than the corresponding reported global limits of 33, 45, and 412 Bq kg-1 for each radionuclide (238U, 232Th, and 40K). Among the radiological hazard parameters, the excess lifetime cancer risk (ELCR) is estimated and it's mean value of ELCR (1.2) is higher than the permissible limit of 0.00029. The relationship between the radionuclides and the associated radiological hazard characteristics was investigated based on multivariate statistical methods including Pearson correlation, principal component analysis (PCA), and hierarchical cluster analysis (HCA). According to statistical research, the radioactive risk of quartz is primarily caused by the 238U, 232Thand 40K. Finally, applying quartz to building materials would pose a significant risk to the public.
