The extreme weather events have increased around the world this century. One of the main reasons of frequent occurrence is the change of atmospheric circulation by El nino. also Korea Peninsular is not exception. The 97 % of death toll and 89 % of property loss of total are related with extreme-weather events for the last 10 years. for example the heavy rainfall (1998-4999) and Typhoon Rusa and Mamie. In spite of the percent of death toll by extreme-weather disaster is increasing and the total population is growing. but the number of death toll from natural disasters is decreasing. It shows that the loss of property and life can be minimize by preparing the proper disaster prevention measures. There are several preparations to reduce the damage by extreme-weather events: Public facilities have overall check up, to recognize the weather alert, the awareness of the escape route and the art of measures

The judgement of how good a memorial park is designed in terms of representing symbolic meanings through moonument depends on whether it decisively reflects peoples' common value and affection to specific event or place of the park. It is in fact, not easy to define the kind of value and affections peoples have in mind for the park. It is likely that most park design concepts are primarily based on designer' subjective view of the world by which the public is expected to understand, accept, and eventually share the common symbolic meanings of the park. AS memorial park design as the works of art might be appreciated not only in view of artistic performance of designer but in terms of its social meaning of the newly defined space. Two cases of park designs by author include issues on conceptual alternatives, experience of memorial space, symbolic use of materials, and perspectives on the direction of contemporary park design. It is noteworthy that authentic approaches should be challenged for a new way in which symbolic meanings could be given in rather contradictory style.

A model test was carried out, in order to verify the hydrodynamic performances of public 30 feet class sailing yacht. In the initial design stage, the performances and the running attitude of sail yacht including the hull form and sail plan, appendages were estimated by VPP, from which made the representative test conditions. A new experiment system such as captive model device was composed because the running attitude could be changed by wind conditions. The test results show that the minimum resistance is generated in the heeling 20 degree. which was expected in the initial design stage. It is thought to be the useful informations that the keel has an effects on hydrodynamic forces and resistance differences between the upwind and the downwind condition. Also this paper is associated with the state-of-the-art of calculating sailing yacht performance as this is performed in velocity Prediction program (VPP) The VPP results shows a typical shape of a sailing yacht and the designed yacht has the best performance at 120 degree angle of true wind with 20 knots.

Robotic techniques can be one of the promised solutions to address the prostate cancer which is one of the most important public health problems in medical fields. Despite several past and on-going dedicated researches, the systematic techniques and completed theories have not been established well. Therefore we review the state-of-the-art literature on the applications of engineering technologies with particular focus on diagnosis and treatment of prostate cancer. The current status of the elastography and systematic DRE are presented as novel diagnostic tools, and an overview of the applied technologies to address the limits of the treatment (radical prostectomy and brachytherapy) is reviewed.

We live now in information society. High-tech communication technique of information came up to our daily life thoroughly. Then, what will happen to change the field of architecture in information society\ulcorner This study realized architecture in virtual reality by choosing technique in virtual reality that was able to alternate architecture in reality. The result of this study: 1. We promoted some shopping malls by making use of 'an active world' that is one of the virtual reality programs. As a result, we could know that we were able to find out goods faster than reality economically and purchase them in virtual reality. 2. There are many fields that we can adapt the architecture in virtual reality beside the shopping malls. For example, they can be a museum, an art gallery, and educational facility, a movie theater, a government and public office, and a recreation facility. 3. The architecture in virtual reality will cause to change our lifestyles and environments and to coexist architecture in reality.

This study traces the origin, evolution, and current state-of-the-art of engineering-oriented water-quality management and modeling. Three attributes of polluted water underlie human concerns for water quality: rubbish (aesthetic impairment), stink (ecosystem impairment), and death (public health impairment). The historical roots of both modern environmental engineering and water-quality modeling are traced to the late nineteenth and early twentieth centuries when European and American engineers worked to control and manage urban wastewater. The subsequent evolution of water-quality modeling can be divided into four stages related to dissolved oxygen (1925-1960), computerization (1960-1970), eutrophication (1970-1977) and toxic substances (1977-1990). Current efforts to integrate these stages into unified holistic frameworks are described. The role of water-quality management and modeling for developing economies is outlined.

Explosives demolition mothod is allowed for more efficient time-saving and safer demolitioni operations as compared to conventional / mechanical demolition methods. CDI has to minimize the effects of noise, dust and various demolition hazards to the public areas, and residences that are located adjacent to the project site. CDI's explosives demolition work on the Nam san Foreigner's Apartment Complex and chosun trading Co's factory are backed by over 45 years of explosives experience in the demolition of over 6,000 structures worldwide, many of these structures are similar to the Nam san Foreigner's Apt. and Chosun trading's factory in construction and proximity to sensitive adjacent exposures. Recoginized worldwide as the founder of the leader in explosives demolitioni technology, CDI always will applied "State-of-the-Art" explosives techniques to safely and successfully achieve the desired demolition results on these project. CDI has never injured, much less caused any fatality, to either a worker on one of our sites or to a third party during the implosion of high-rise structure.

Facial expression recognition systems using video devices have emerged as an important component of natural human-machine interfaces which contribute to various practical applications such as security systems, behavioral science and clinical practices. In this work, we present a new method to analyze, represent and recognize human facial expressions using a sequence of facial images. Under our proposed facial expression recognition framework, the overall procedure includes: accurate face detection to remove background and noise effects from the raw image sequences and align each image using vertex mask generation. Furthermore, these features are reduced by principal component analysis. Finally, these augmented features are trained and tested using Hidden Markov Model (HMM). The experimental evaluation demonstrated the proposed approach over two public datasets such as Cohn-Kanade and AT&T datasets of facial expression videos that achieved expression recognition results as 96.75% and 96.92%. Besides, the recognition results show the superiority of the proposed approach over the state of the art methods.

Educational changes of library and information science (L & IS) at Keio university in Japan, standard of L & IS established by Japanese university educational committee, and trend of library science education in three Korean university were comparatively studied. For the efficient conduct of investigation, the art of states of L & IS was also considered. By the influence of American education, public library-oriented Japanese curriculum had changed to special library-oriented curriculum. Late 60's information science was introduced to their curriculum, library science which based upon information science theory endeavor to make its own field in a n.0, pplied science as harmonized library and information science now. Korean library science education begun with university library-oriented curriculum, accepted special library and information science at almost same time in late 60's. It gave rise to many problems to organized systematic library science. Consequently, it have needed to harmonize these two fields in near future, reorganize curriculum based on this harmonized knowledge and acquire the consensus about fundamental essence of library science education further.

This article reviews the art and practice of strategic management process in hospitals today, in order to help hospital administrators for managing strategic management system in their hospitals. The strategic management process model in this article is based on an integrated approach combining traditional environmental model with resource-based model of strategy. The components of the model are consisted of five steps: (1)formulating objectives, strategic assessment by external environmental analysis, internal capability analysis, TOWS analysis and marketing audit, (3)strategy choice considering context and criteria of choice, (4)program implementation through operational planning, resource allocation, and conversion, and (5)control by monitoring and evaluating hospital outputs. This article deals with many aspects of issues inherent in every step on this strategic management process.
