This study measured technology transfer efficiency for public institutes. The study made use of DEA being one of the non-parametric linear programming to evaluate technology transfer efficiency for public institutes and to measure technology efficiency, pure technical efficiency and scale efficiency. The measurement of the technology transfer efficiency for public institutes was as follows: The cause of the technology transfer inefficiency was affected by pure technical inefficiency more than by scale inefficiency. Public institutes' RTS(Return To Scale) value varied depending upon the features of the organizations than the features of the regions. Public research institutes' RTS value is more effective than universities' RTS value. We compared the RTS group with the RTS of Projected DMU groups. The RTS group had constant returns to scale effect while the RTS of the Projected DMU had increasing returns to scale effect. The technology transfer efficiency of public institutes varied depending upon the features of the organizations and regions : The technology transfer efficiency of public institutes were as follows : public research institutes at the metropolitan area, public research institutes at the local areas, universities at the metropolitan area and universities at the local areas. In other words, the technology transfer efficiency was affected by organizational characteristics more than by regional characteristics at the place where public institutes were located.

Purpose: The purpose of this study was to examine the corporate responsibility activities and investigate the effects of these activities on financial performance in public institutions. Methods: The collected data using annual performance evaluation for the year 2017-2019 were analyzed using multi-regression analysis. The corporate social responsibility activities for this study were divided into three dimensions such as social value, efficiency, and welfare. Results: The results of this study are as follows; first, public institutions with high evaluation in social value and welfare had a significant positive effect on financial performance factors such as ROA and ROS. Second, we find that there is a significant negative relation between social value activities and debt ratio. This result means that the higher social value activities, the lower debt ratio. It was also found that the activities for enhancing social value made statistically significant positive influence on BIS performance. Conclusion: These results can be interpreted that public institutions trying various social contribution activities does not necessarily bring negative results for financial performance. In conclusion, it means that socially responsible activities and ethical management in the desirable direction can be beneficial to both public institutions and the society to which they belong.

오메가-3 제품의 안전성을 알아보기 위하여, 경기지역에 유통되는 20개의 fish oil과 algae oil을 원료로한 건강기능식품 오메가-3에 대하여 EPA와 DHA의 함량과 산화 정도를 조사하였다. 산가의 결과값은 0-2.9 mg/g으로 평균 및 표준편차는 $0.5{\pm}0.6$이며 CODEX/FAO의 기준 3.0 mg/g을 적용하였을 때 모두 적합하였으며, 과산화물가의 경우 2.6-14.1 meq/kg로 평균 및 표준준편차는 $5.5{\pm}2.9$이며, 기준 5.0 meq/kq을 적용하였을 때 20건 중 11건이 적합하고 9건이 기준을 초과하였다. 아니시딘가는 국제적인 기준을 20을 적용하였을 때 18건이 적합하였으며 2건이 기준을 초과하였다. 총 산화가는 기준 26을 적용하였을 때 16건이 적합하였으며 4건이 기준을 초과하였다. 오메가-3의 산화에 대한 안전성 확보를 위하여 새롭게 설정되어 3월부터 시행되고 있는 산가 및 과산화물가에 대한 기준 올해 11월 시행예정인 아니시딘가와 총산화가에 대한 시행은 매우 바람직하며 지속적인 감시를 통하여 산화로부터의 안전성 확보에 기여할 것으로 보인다.

The purpose of this study is to develop an evaluation index for evaluating the economic value of libraries. To this end, a preliminary evaluation index was derived from analyzing a total of approximately 60 domestic and foreign papers that examined the value of libraries. Based on the derived preliminary evaluation index, 11 experts were selected and the final evaluation index was developed by conducting the Delphi survey for 3 times. The final evaluation index consists of four evaluation areas, such as the economic value of the public library, economic revitalization, manpower development and job creation, and the improved investment value, seven evaluation items, and 22 evaluation indices. In the future, it will be necessary to conduct research to measure the economic value of public libraries.

본 연구에서는 노인이 공공도서관을 이용하는 이유와 가치체계를 밝히고자 하였다. 이를 위하여 서울소재 15개 공공도서관에서 만 60세 이상 이용자를 대상으로 2018년 10월 29일~11월 10일까지 설문조사를 실시하여 수집한 306부의 응답 결과를 분석하였다. 가치체계는 수단-목적 사슬 이론(Means-end Chain Theory, MEC)을 토대로 공공도서관 이용의 속성, 혜택, 가치 연결 관계를 가치계층도로 도식화하였고, 만 65세를 기준으로 두 집단으로 나누어 비교하였다. 분석 결과, 가장 높은 빈도로 나타난 가치체계는 책을 읽거나 빌려본다(속성) ${\rightarrow}$ 새로운 지식을 얻을 수 있다(혜택) ${\rightarrow}$ 나 자신에게 만족한다(가치)였다. 공공도서관을 이용함으로써 도달하는 가치에 대해서는 두 집단 공통적으로 스스로에 대한 만족, 성취감, 재미와 즐거움, 삶에 활력이 생기는 것을 느낀다고 답하였는데, 만 65세 이상 노인은 공공도서관 이용이 정신적/신체적 건강에 도움이 된다고도 느끼는 것으로 나타났다. 연구결과, 공공도서관을 이용하는 노인은 공공도서관의 전통적 기능과 관련된 부분을 주요 속성으로 느끼고 있었으며 공공도서관은 노인이 활기찬 노년을 보내는 데 적절한 기여를 할 수 있는 것으로 나타났다.

본 연구는 공공도서관의 장소성 형성구조를 살펴봄으로써 공공도서관의 장소성에 대한 이해와 공공도서관의 가치에 대해 설명하는 것을 목적으로 하였다. 본 연구에서는 공공도서관의 장소성 형성요인, 장소애착, 장소가치 지각, 이용자 행위의도를 연구 변인으로 설정하였고, 각각의 변인들 간에 어떠한 인과관계를 가지고 서로 영향을 미치고 있는가를 알아보았다. 또한 공공도서관의 장소성 형성요인과 장소가치 간의 매개 요인으로서 장소애착의 직 간접적인 효과를 규명하였다.

The aim of this study is to investigate the relative impact of the image of information service on customer's perceived value and satisfaction of R&D information. It also seeks to assess the moderating effect of service users' skills on the value of the service image on the customer. For this purpose, a field study was conducted on users of a public R&D information service called NTIS (National Technology Information Service) in Korea. The findings show that the information service image has a significant impact on customers' perceived value and satisfaction. In addition, customers' perceived value is found to be an important indicator in strengthening customer satisfaction. Findings also reveal that individual personal computer skills moderate the relationship between service image and information value. Further research is needed to strengthen the independent variable in view of the increasing pressure to improve public service quality and customer management.

The data is a key catalyst for the development of the fourth industry, and has been viewed as an essential element of the new industry, with technology convergence such as artificial intelligence, augmented/virtual reality, self-driving and 5 G. This will determine the price and value of the data as the user uses data in which the data is based on the context of the situation, rather than the data itself of the past supplier-centric data. This study began with, what factors will increase the value of data from a user perspective not a supplier perspective The study was limited to public data and users conducted research on users using data, such as analysis or development based on data. The study was designed to gauge the value of data that was not studied in the user's perspective, and was instrumental in raising the value of data in the jurisdiction of supplying and managing data.

This study attempted to identify the effects that would be brought about by the value inclination of agricultural and livestock products producers upon the intention to produce environment -friendly products. In this study, We analyzed the data used in Yang et al.(2014) with producers of agricultural and livestock products in Incheon-si and Gyeonggi-do. Total of 149 valid questionnaires were corrected and value inclination as divided into individualism orientation and collectivism orientation, it has been tried to identify whether the intention to produce environment-friendly products would vary with producer's orientation or not. According to the analysis result, individualism, collectivism perceived public certification and shard value were positive effect on production intention of environment-friendly product. This can be said to have been an attempt to establish a more effective and specific strategy through identifying the characteristics of producers that must be considered first of all in the process of establishing policies.

본 연구에서는 국내 공공도서관의 이용가치에 영향을 미치는 요인을 분석하였다. 이용자의 진술을 통해 가치가 도출되는 CVM을 이용한 측정에서 응답자의 특성, 도서관의 특성과 같은 다양한 변인들이 미치는 영향들을 파악하고자 하였다. 이를 위해 국내외 공공도서관의 가치측정 연구에서 밝혀진 영향변인들을 분석하였고 여기서 나타난 영향요인들의 특성을 파악하였다. 도서관의 가치를 나타내는 지불의사액에 많은 영향을 미치는 요인은 이용자의 성별, 수입, 연령, 수입과 같은 인구통계학적 특성과 이용빈도, 방문소요시간과 같은 이용형태이다. 만족도와 인식 영역에서는 정보, 시설, 프로그램의 세가지 서비스 유형에 따라 사서의 만족도, 주민교류의 장, 경제적 도움 정도, 문화예술지원자에 대한 인식이 영향을 미치고 있었다. 이 연구는 국내 모든 유형의 공공도서관을 대상으로 측정한 가치에 미치는 영향력을 포괄적으로 분석함으로써 지역과 규모별로 이용자가 평가하는 가치의 속성에 대한 정보를 제공하였다. 이러한 정보는 향후 도서관의 가치를 높이기 위한 전략적인 정책수립에 도움이 될 것으로 기대된다.
