The purpose of this study is to reduce the barriers to entry into the government- supported startups and to contribute to the improvement of public policy services of the government. To do this, we identify the difficulties and problems that pre-founders are experiencing through startup cases of young entrepreneurs established in 2018, and provide practical help for pre-founders to experience their utility in preparation for government-supported startups, the need for public services to do so. And to propose a mentoring service to help the successful startup of policy-oriented user. This study is effective to adopt and apply the public service design process and methodology to the development of public policy service for the pre-founder who is preparing for government support centered startup. This study is meaningful that it presents one approach that can be considered when the government wants to develop and improve public policy services.
In the creative economy paradigm, motivation of the opportunity based startup is a continuous concern to policy-makers. Recently, bigdata anlalytics challenge traditional methods by providing efficient ways to identify social trend and hidden issues in the public sector. In this study the authors introduce a case study using social bigdata analytics for conducting policy analysis. A semantic network analysis was employed using textual data from social media including online news, blog, and private bulletin board which create buzz on the startup business. Results indicates that each media has been forming different discourses regarding government's policy on the startup business. Furthermore, semantic network structures from private bulletin board reveal unexpected social burden that hiders opening a startup, which has not been found in the traditional survey nor experts interview. Based on these results, the authors found the feasibility of using social bigdata analysis for policy-making. Methodological and practical implications are discussed.

As the main purpose of R&D changes from the center of knowledge creation to the center of economic value creation through technology transfer and commercialization, public technologies can also secure economic feasibility as well as make a social contribution. Korea has been focusing on fostering core human resources who can lead the commercialization of basic and original research results by launching the 'Support project for exploring startups linked with public technology-based markets' since 2015 in order to promote public technology startup. This study is based on the results of a survey for the purpose of analyzing the performance of this project. In addition, this study derived four factors related to the I-corps project performance from the results of this survey and verified the relationship between these factors through structural equation model analysis. In summary, it was confirmed that 'Application Level' and 'Business Model,' which are positively affected directly from 'Entrepreneurship Learning,' have positive effects on 'Financial Resources'. Furthermore, the indirect effect of 'Entrepreneurship Learning' on 'Financial Resources' was verified. In particular, the high level of impact of 'Entrepreneurship Learning' on 'Application Level,' and the impact of 'Application Level' on 'Business Model' and 'Financial Resources' were also positive.
This study suggests the ways to promote the technology startups founded by professor, who differs from student or researcher in social status, risk-taking tendency, and motivation. Literatures were reviewed to understand the advantage of faculty's tech start-up, foreign cases, and related researches. In addition, key stakeholders were interviewed. The study shows that domestic faculty entrepreneurship is currently in infant stage while facing obstacles in institutional, financial and practical aspects. In order to promote faculty entrepreneurship, the study suggests that university and professor set up the benefit sharing structure in advance, that the public sector establishes a holding company or investment fund dedicated to support a faculty startup, that proactive effort be made to attract passive professors to the startup world, and that private companies join faculty startups in the process of concept proofing and product commercialization. The study is expected to provide government, university, and industry with practical implication in promoting faculty startup.

This study examines whether startup firms start with the resources they already have and expand the resources they can mobilize in the process of business management (Effectuation Model) using public data provided by the government. The results of the study show that the Effectuation Model can partially explain the behavior of early-stage startup firms. Therefore, in terms of policy implications based on these findings, government policies for entrepreneurship should not be based on the selection of companies based on sophisticated business models and hypothetical profit models, but rather on a system that actively supports entrepreneurship in areas that are challenging, even if they seem somewhat reckless at the moment, or that best match the entrepreneur's knowledge. Next, in order to actively spread entrepreneurship, it is necessary to spread business history or entrepreneurial experience. To this end, it is necessary to drastically change the current financial system for startups, where the founder bears all the financial risk, and to more actively consider ways to reduce the risk of startups by allowing society and the financial system to share some of the risk of startups.

Purpose- The purpose of this study is to increase the effect of public technology transfer through government R&D support to secure the competitiveness of public technology startups. The government's R&D budget in 2019 is over 20 trillion won, and there is a legitimate need to increase the performance of technology startups through such R&D results. Research design, data, and methodology- In this paper, we comprehensively analyzed the current status of public research institutes and R&D support projects suitable for founders and analyzed and presented cases of follow-up research conducted by the Institute of Science and Technology Jobs to analyze actual performance cases of R&D support institutes. Results- In this conclusion, a developmental model of public technology entrepreneurship was proposed to increase the performance of public technology commercialization with the scalability of research institutions. In order to create a public technology information system between consumers and suppliers, a Steinweiss-type technology commercialization model for public technology commercialization, and a job-creating enterprise-type linkage R&D support business model were presented to create the results of R&D support organizations. Conclusions- Through the results of this study, it is meaningful to analyze the performance cases of technology commercialization of R&D support institutions, which have not been studied so far, to build competitiveness of research institutions and to present a growth model for the spread of technology startups. This study has implications in terms of suggesting a way to build competitiveness in technology commercialization between market demanders and suppliers by linking existing public technology startups, which deviated from the simple commercialization support system, with job creation by expanding the R&D support system.
This study aims to examine the causal relationships between sales and employment for public technology-based startups. Although there is a limit to statistical generalization due to the poor understanding of the actual conditions of public technology start-up companies, these companies were analyzed by classifying them into high-growth companise, potential growth companies, and other companies. In order to understand the causal relationship, and to estimate the time required to be effective, panel vector autoregression was applied. As a result, the performance creation mechanism was identified as government supoort and private investment was mutually causal with employment, sales did not cause employment, and employment caused sales. In other words, it was found that employment plays an mediator role in public technology based startups' performance mechanism. In addition, private investment had the effect of improving employment and sales in the short time than governments support, and showed that firms with high employment can attract government support and private investment. This study are academically meaningful in that they empirically revealed the process of performance creation, whereas previous studies had only shown whether there was an effect on performance. It also has a policy contribution by suggesting the need for effective policy promotion by considering the 'employment' factor, such as human resource support, as more important.
This paper discusses entrepreneurship as a mean to overcome problems that arise from economic growth with no job growth and with aging population. In particular, this paper focuses on senior (elderly) entrepreneurship based on technology. It examines and defines restraints of various public and private sponsor programs for senior entrepreneurship. In comparison, Bridge Program of Finland was studied and its success factors are presented. Some of these success factors are enterprise-driven program operation, diverse education program focused on successful senior entrepreneurship, providing networking opportunities among entrepreneurs, and increased awareness in social responsibility of private enterprises. This paper suggests CBI (Corporate Business Incubator) in order to promote senior entrepreneurship. This study is expected to foster economic growth and job creation through utilizing increased elderly population in today's aging demographics. In addition, this study will be able to identify direction for government's role in boosting senior entrepreneurship.
Purpose - This study aims to advance our knowledge about factors influencing technical startup performance through analysing technical startup process empirically. This study was conducted to focus on industry structure(industry growth rate, competitive intensity, and enter barriers), technology characteristics(technical excellence and wide range of technical application), and the performance in the technology-based start-ups. Specifically, analyzing moderating effect of technology-marketing strategy, this studied how moderating variables affect technical startup performance under industry structure. Research design, data, and methodology - The subject of this study was technology-based start-ups company that received technology transfer from public organization. The development of the paper model is based on the literature of the preceding research analysis in technology commercialization, performance of technology-based start-ups, and marketing strategy. This study has a construct that was defined in the previous studies, such that technology marketing strategy was defined into the two ways of being broad or narrow in strategic application. From November 3. 2015 to December 22, 220 questionnaires were distributed with targeting to start-up companies in technology-based. 188 responses were collected for empirical analysis except the missing and wrong value responses. This data were used for structural equation modeling and regression analysis. Results - The results of this study are as follows. First, as industry structure variables influencing on performance(technical, financial) of technology-based start-ups, industry growth rate, competitive intensity and enter barriers of variables were verified; high growth rate has more positive effect on performance than low growth rate, competitive low intensity has more positive effect on performance than competitive high intensity, low enter barriers have more positive effect on performance than high enter barriers. Second, as technology characteristics variables influences on the performance(technical, financial) of technology-based start-ups, technical excellence and wide range of technical application of variables were verified ; technical high-excellence has more positive effect on performance than technology low-excellence, wide range of technical application has more positive effect on performance than narrow range of technical application. We also find that technology marketing strategy(broad/narrow) in moderating factors on performance (technical, financial) is as follows. Analyzing the moderating effect depending on technology marketing strategy(broad/narrow), application of technology, and the types of technology strategy(broad/narrow) were revealed that broad marketing strategy had a more significant effect on performance of technology-based start-ups. With AMOS, the relevancy of the study model revealed higher for broad technology-marketing strategy than narrow technology marketing strategy, and the explanatory power revealed to be 6.4% higher in broad marketing strategy than narrow marketing strategy. Conclusions - This study confirmed that industry structure and technology characteristics are important factors influencing the performance of technology-based start-ups. Technology-marketing strategy affects the performance of technology-based start-ups between industry structure and technology characteristics. According to additional analysis, moderating variables and technology-marketing strategy are important factors influencing the performance of technology-based start-ups under industry structure and technology characteristics. Broad type of technology-marketing strategy has more attractive industry structure and excellent technology characteristics than narrow types of technology-marketing.

Recently, as the popularization of the mobile and the internet, the need of big data technology using a vast amount of data which contains the information has emerged. Big data technology has been used in various fields but use of the public sector is still insufficient. So, this study applies them. This study explores factors influencing silver industry as keywords, graving has effect on the present as well as future society. Results, five variables are 'silver Industry', 'senior citizen who lives alone', 'aging', 'birth' and 'retirement' were searched, and it was confirmed that they are correlated with one another. Results of analyzing the influence of the other four parameters on "Silver Industry", they have an effect significantly. In addition, it proposed the need of the 'providing living space of senior citizen who lives alone', 'childbirth support policy', 'support to vitalize silver startup senior manpower of technology' as an alternative to develop the silver industry. This study provided the theoretical implications that is exploring factors through a quantitative approach using big data and the practical implication is to suggest an alternative.
