Modern society is heading towards a knowledge & information based society where knowledge and information is valued, or a knowledge creation society where information is analyzed and processed to be used as knowledge. This means that not only individuals but also every organization is always surrounded by information and that we are witnessing a transition into a society where the value of knowledge and information is increasingly higher so sometimes we must actively explore and use the information across the whole social structure involved with politics, economy and culture. Recently, while the amount of information at public libraries at home and abroad has greatly increased in volume and the kinds have become diverse, efforts for digitalizing and integrating knowledge & information resources are being pursued aggressively. A new paradigm of facilities and space configuration for public libraries is required so that along with traditional library service there will exist integrated links and exchange of digital information resources and all users will be able to equally access that information. Therefore, assuming that human, information and space are important design factors as to space planning for public libraries, this study compared characteristics of the space structure and the form of exchange of knowledge & information through examples involved with public libraries having opened in the past three to four years from perspectives of space sociology and communication. This is a basic study to provide organized design guidelines about the form of exchange of creative knowledge & information from various perspectives in the knowledge & information age. Also this study is considered to have a significance in activating communication with users through exchange, creation and experience of knowledge & information, which is a social role that modern public libraries support.

우리 정부에서는 외국 도서관의 운영사례를 참고하여 지역중앙관과 거점도서관, 소규모 분관으로 구분하는 '지역 도서관 서비스 실행 체계'에 관한 추진계획을 수립한 바 있다. 그러나 이에 대한 도서관계의 관심이 저조하고, 무엇보다 운영주체의 이원화로 인한 구조적 문제에 가로막혀 지금까지 어떠한 실행전략도 마련하지 못하고 있다. 본 연구는 부산광역시를 사례로 하여 지역 공공도서관들을 유기적으로 연계하는 통합 운영체계(안)을 제안하고, 이러한 통합 운영체계 속에서 도서관의 지위에 따른 역할과 기능을 구상하는데 목적을 두고 있다. 구체적으로, (1) 공공도서관의 통합적 운영체계에 대한 그간의 실행계획을 검토하고, (2) 해외 도서관의 운영체계에 대한 면밀한 분석을 시도한 다음, (3) 부산광역시를 사례로 하여 통합 운영체계를 전제로 한 도서관별 지위와 역할 설정 등 현실적인 적용 방안을 제안하였다. 연구에 필요한 자료는 방문조사 및 문헌연구를 통해 수집하였으며, 필요한 경우 이메일 질의와 각종 통계자료로 보완하였다.

The goal of this study is to understand better the relationship between hospital bed occupancy rate and cost rigidity as a proxy for the degree of hospital bed congestion, as well as the relationship between the risk of changes in hospital bed occupancy rate and congestion cost, targeting public hospitals. As public hospitals for analysis, we selected hospital projects from the Public Enterprises Survey Reports published by the Department of Public Enterprises, Ministry of Finance, and obtained unbalanced panel data consisting of 1,505 hospitals and 15 years, totaling 12,595 hospitals and years. The analysis revealed that the risk of changes in the bed occupancy rate increases the degree of cost rigidity and leads to a decrease in the variable cost ratio; furthermore, an increase in the bed occupancy rate decreases the degree of cost rigidity and leads to an increase in the variable cost ratio. These findings suggest that although public hospitals are taking managerial actions to avoid congestion costs, congestion costs resulting from higher bed occupancy rates have not been eliminated. The regression analysis results show that even if congestion costs arise as the occupancy rate increases, they are covered by the increase in revenue associated with the increase in the occupancy rate.

Due to the traffic congestion of the city and public transportation-oriented policies, public transportation is receiving more attention and being used increasingly However, relatively less research on the design and distribution of public transportation network and limitations in quantitative approaches have made implementation and operation practically difficult. Over- or under-supply of transportation routes caused unbalanced connectivity among areas and differences in time, expenses and metal burden of users. On the other hand, the Space Syntax theory, designed to calculate the connectivity of urban or architectural space, helps generate quantitative connectivity of whole space simply based on the spacial structure. This study modified the original Space Syntax algorithm to fit the public transportation problem and showed how it is appied to a network by creating an artificial network using the GIS.

This study is to clarify the actual condition of some characteristics of a public facilities and the space design of laube of Japanese 3-Kleingartens. The results of this paper is as follows: 1)There are basically all the public facility for maintenance in the kleingartens. B and C Kleingartens have the various public facilities to get the additional experience for members. 2) All the laube is a wood structure, the floor plans are all the same square types. The deck, terrace, and balcony were very useful facilities to agricultural works. 3)The basic rooms of all the laube are usual entry, storage, kitchen, dining, living, bathroom. The floor plan of A and B laube is planned by a closed kitchen, C laube is a living kitchen. The living room of B laube is a variable space, to separating or unity room possibly.

In the advent of the fourth industrial revolution, which was to become an innovative society, we now face the forefront of a technological revolution, and in response to these changes, the world is actively developing the maker movement to nurture new innovations. Accordingly, it is necessary to change the functions of the library in order to play a leading role in a changing life environment. In addition, it is necessary to present certain directions in policies in order to help expand the library's capabilities to utilize a cultural technology. In this study, we have conducted a survey on public library librarians' perceptions towards makerspaces, and based on this, we have proposed directions and support policies for public library's makerspaces and a dissemination structure of makerspaces for the public library.

본 연구 목적은 웹 페이지 설계자가 가지고 있는 WWW에 대한 지식구조를 조사하는데 있다. 이를 위해, 공공도서관 웹 사이트를 연구대상으로 하였으며, 독립변인으로 공공도서관의 운영주체를 선택하여, 공공도서관 웹 페이지에서 링크하고 있는 관종별 도서관과, 운영주체 기관 웹 사이트, 그리고 생활정보 사이트를 대상으로 분석하였다. 연구 결과, 운영주체에 따라 전문ㆍ특수도서관을 링크하는데 차이점을 보여주고 있었으며, 운영주체 기관에 대해서도 다른 점을 보여주었다. 이러한 차이점은 지리적인 요인과 링크된 웹 사이트에서 제공하는 정보의 형태에 따라 차이가 나는 것으로 나타났다.

Conflicts in public construction projects become more serious and complex so that they have a negative effect on performance of projecets. Conflicts in public construction projects are defined as expanding in complaints. This study analyzes the relationship structure and effect on performance between complaints and conflicts. First of all, 219 survey data collected from industry experts were used to derive complaints arising from the project and to understand the characteristics of each complaint. In the case of environmental damages, rather than environmental damage during construction, harmful substances or effects that can occur in completed facilities cause complaints from local residents, and opposition from environmental groups has a great effect on time and cost increase. As for safety damage, civil complaints related to prevention and countermeasures for safety accidents occur frequently, and additional construction affects cost increases. Through this study, it is possible to understand the serious complaints that are prone to conflict in public construction projects, their frequency, and the performance of the project.

본 연구는 자원의존이론에 근거해 방송사의 소유구조(공영/민영)와 재원구조(고광고 의존/저광고 의존)가 기자들이 느끼는 취재보도의 자유도와 언론자유를 제약하는 주된 요인, 직무의 자율성 만족도, 편집 편성 정책 만족도에 미치는 영향을 방송사 기자에 대한 인식조사를 통해 실증적으로 확인했다. 그 결과 방송사의 소유구조와 재원구조는 모두 기자들이 느끼는 취재 및 보도의 자유도 인식에 영향을 미치는 것으로 확인됐다. 반면 자율성에 대한 만족도는 재원구조만 영향을 미쳤고, 회사의 편집 편성 정책에 대한 만족도와 언론 자유를 제약하는 요인에 대한 인식은 소유구조가 영향을 미치는 것으로 확인됐다. 이같은 결과는 광고수익 의존도가 기자들의 취재보도에 영향을 미치며, 특히 공영방송은 정부나 정치권력과 광고수익 의존도가 동시에 영향을 미치고 있다는 사실이 확인됐다는 점에서 의의가 있다.
