The relocation policy of public Institutions throughout provincial areas that implemented for the purpose of "balanced national development" finished in 2019 with the last relocation of the Korea Institute of Science & Technology Evaluation and Planning, which moved to Chungbuk Innovation City. Electric power public corporations also completed relocation program over eight regions across the nation. This study was conducted empirically to identify the structural relationship between the public service motivation and job attitude. In this, the relationship of organizational change, particularly occurred by the regional relocation, with the psychological state of these organization members (experienced direct changes and got substantial impacts in various aspects such as psychological, economic and living environment, etc.,) was studied. This study aims to seek early organizational stabilization ideas for electric power public corporations after relocation, and to present some implications that can contribute to the secondary relocation of public institutions to local areas. This study shows the statistically significant relationship between the psychological state occurred by relocation and organizational commitment. The result shows that the higher the expectation levels, the higher the degree of organizational commitment, while anxious psychological state has no relation with that. Additionally, expectation level has no significant functional relation with turnover intention. Followings are the major conclusions revealed in this study; The stronger the anxious psychological state, the higher the turnover inducement goes up. The higher the expectation levels, the higher the public service motivation grows, and the higher the anxiety psychological state, the public service motivation lowers. The organizational commitment grows according to the public service motivation proportionally, but the turnover inducement intention is weak. The moderating effect of public service motivation between the expectation of organizational change and turnover intention was not significant, but it was analyzed that the moderating effect of public service motivation formed a significant relationship with other anxiety psychology. The expectation levels of employees of electric power public corporations has grown up after moving to provincial areas. Relationship between the expectation mind and the turnover inducement has decreased after local relocation.

One of the core pillars of the Fourth Industrial Revolution is the innovation of the manufacturing industry. From the beginning, the 4th Industrial Revolution appeared in Germany under the concept of 'Industrial 4.0', which means a radical change in the manufacturing industry that can provide super intelligent product production and services based on artificial intelligence and big data. Since manufacturing innovation is a change in the industrial character of the entire nation, the initial role of government is important. Korea also has various policies related to the 4th Industrial Revolution, but there are still various problems to be solved. Therefore, this paper monitors and analyzes the public R&D projects of the advanced countries on manufacturing innovations in the background mentioned above, and through this, the policy implications are drawn.

Over the past few decades, globalization has been shifting economic power upward to transnational actors on the one hand, and downward to subnational or regional spaces on the other. This phenomenon has resulted in the centrality of territorially delimited subnational regions acting as critical loci of economic governance within a complex and globally distributed value chain of trade and service flows. Within this broader context of industrial restructuring are economic regions that span national borders in their collective assets. The paper focuses on investigating the economic competitiveness and productivity of cross-border (or binational) economic regions. Using the conceptual framework of economic clusters, an econometric model that measures proxies of geographic proximity of firms in the life sciences cluster, and a new binational economic model, the paper examines the key characteristics, potentials and constraints of economic competitiveness and productivity in a cross-border region comprising counties in Western New York and regional municipalities in Southern Ontario. The findings demonstrate the direct and indirect benefits of closer cross-border economic cooperation. The paper then concludes with some policy observations about leveraging cross-border economic clusters for strategic industrial cooperation.

The CM at Risk project, which started with the aim of strengthening the global competitiveness of the domestic construction industry through innovation of ordering system, is being implemented in the form of pilot projects in the public sector. However, it seems that it is necessary to enact related laws and regulations to move to the formal ordering system, and the performance analysis of the project is still insufficient. In this paper, the effectiveness and reliability of the project were verified through the performance analysis of the Pre-Construction Service of the four pilot projects currently being implemented. The results of the study were analyzed in five areas including Team Building, Design Book, Construction Period, VE, and BIM. Through the interview survey, the problems were confirmed and improvement plans were presented. The results of this study are expected to be used as basic data for the legalization of ordering system to be implemented in the future.
The opening of public data has been perceived as a critical factor in deciding a country's rise or fall. Since the global economic crisis, countries around the globe have expanded the supply of public data as a new growth engine to create significant economic effects. As a result, there has been a rising demand for a study on the influence of public data in the private sectors. This study attempted to achieve the following objectives. First, the effects of independent variables-system quality, information quality, information security, social influence, innovation and assistance by the public organization- on the intention to use the public data was examined. Second, the effects of the mediating variables - Perceived Ease of Use (PEU) and Perceived Usefulness (PU) - on the independent variables and intention to use (dependent variable) were investigated. Third, after selecting utilization type, frequency of public data usage and frequency of occupational & e-government service usage as moderating variables, their effects on the relationship between the independent variables and dependent variable (intention to use them in the private sector) were studied. It is expected that the study results would be useful in developing strategies aimed to utilize public data in the private sectors.

Objectives: Human immunodeficiency virus (HIV) prevention among youth seems under-prioritised compared to other key populations. HIV knowledge and stigma are important parts of HIV prevention. To inform HIV prevention among youths, this study quantitatively analysed the associations between open communication regarding sexuality and sexual health, comprehensive HIV knowledge, and non-stigmatising attitudes in Indonesia. Methods: This study used data from the Indonesian Demographic and Health Survey (IDHS) 2017. The analysis included unmarried men and women aged 15-25 years old. Comprehensive HIV knowledge and a stigmatising attitude were defined according to the IDHS 2017. Open communication about sexuality and sexual health was defined as the number of people with whom participants could openly discuss these topics in their direct network of friends, family, and service providers, with a scale ranging from 0 to a maximum of 7. Primary analysis used binomial logistic regression with weighting adjustments. Results: The final analysis included 22 864 respondents. Twenty-two percent of youth had no one in their direct network with whom to openly discuss sexual matters, only 14.1% had comprehensive HIV knowledge, and 85.9% showed stigmatising attitudes. Youth mostly discussed sex with their friends (55.2%), and were less likely to discuss it with family members, showing a predominant pattern of peer-to-peer communication. Multivariate analysis showed that having a larger network for communication about sexuality and sexual health was associated with more HIV knowledge and less stigmatising attitudes. Conclusions: Having more opportunities for open sex communication in one's direct social network is associated with more HIV knowledge and less stigmatising attitudes.
It is difficult to evaluate the performance of process innovation of e-procurement which has large scale and complex processes. The existing evaluation methods for measuring the effects of process innovation have been mainly done with statistically quantitative methods by analyzing operational data or with qualitative methods by conducting surveys and interviews. However, these methods have some limitations to evaluate the effects because the performance evaluation of e-procurement process innovation should consider the interactions among participants who are active either directly or indirectly through the processes. This study considers the e-procurement process as a complex system and develops a simulation model based on MAS(Multi-Agent System) to evaluate the effects of e-procurement process innovation. Multi-agent based simulation allows observing interaction patterns of objects in virtual world through relationship among objects and their behavioral mechanism. Agent-based simulation is suitable especially for complex business problems. In this study, we used Netlogo Version 4.1.3 as a MAS simulation tool which was developed in Northwestern University. To do this, we developed a interaction model of agents in MAS environment. We defined process agents and task agents, and assigned their behavioral characteristics. The developed simulation model was applied to G2B system (KONEPS: Korea ON-line E-Procurement System) of Public Procurement Service (PPS) in Korea and used to evaluate the innovation effects of the G2B system. KONEPS is a successfully established e-procurement system started in the year 2002. KONEPS is a representative e-Procurement system which integrates characteristics of e-commerce into government for business procurement activities. KONEPS deserves the international recognition considering the annual transaction volume of 56 billion dollars, daily exchanges of electronic documents, users consisted of 121,000 suppliers and 37,000 public organizations, and the 4.5 billion dollars of cost saving. For the simulation, we analyzed the e-procurement of process of KONEPS into eight sub processes such as 'process 1: search products and acquisition of proposal', 'process 2 : review the methods of contracts and item features', 'process 3 : a notice of bid', 'process 4 : registration and confirmation of qualification', 'process 5 : bidding', 'process 6 : a screening test', 'process 7 : contracts', and 'process 8 : invoice and payment'. For the parameter settings of the agents behavior, we collected some data from the transactional database of PPS and some information by conducting a survey. The used data for the simulation are 'participants (government organizations, local government organizations and public institutions)', 'the number of bidding per year', 'the number of total contracts', 'the number of shopping mall transactions', 'the rate of contracts between bidding and shopping mall', 'the successful bidding ratio', and the estimated time for each process. The comparison was done for the difference of time consumption between 'before the innovation (As-was)' and 'after the innovation (As-is).' The results showed that there were productivity improvements in every eight sub processes. The decrease ratio of 'average number of task processing' was 92.7% and the decrease ratio of 'average time of task processing' was 95.4% in entire processes when we use G2B system comparing to the conventional method. Also, this study found that the process innovation effect will be enhanced if the task process related to the 'contract' can be improved. This study shows the usability and possibility of using MAS in process innovation evaluation and its modeling.
The current participative government has started to carry out Residents Service Reform that transforms the transmission system of suppliers' oriented convenience to one-stop tai for made civil and governmental integral ion service for the purpose of realizing universal Social Benefits in responding to increasing desires of people according to the changes of social and economic conditions by overcoming the existing limit of transmission system. This study has analyzed the status and problems of local autonomous organizations according to the innovation of support for the life of residents and in order to solve these problems, I present the implementation strategy of transmission system of civil and government cooperation tailor-made integral ion service through the project of "30 experiencing hall for Social Benefits, " which is a joint project of civil and government dove loped by Jungrang-gu. In addition, it aims for the completed accomplishments of this project to settle as eight largest services market ing brand in 30 method and also as the best strategic brand for the "establishment of network of civil and governmental cooperation" with suppliers of public services, suppliers of civil service, and residents, who are suppliers as well as potential customers, for solving problems of local communities.
Recently, a wide variety of research on the knowledge-based industries, which are considered a key area of social science research, has been conducted. In this light, this study examines a case of knowledge diffusion taken from the IT service field. The IT service industry has been considered difficult to diffuse due to its unique technological regimes and sophisticated market demand. In particular, the established public service systems have limited markets and encompass national characteristics, thereby making their international diffusion difficult. However, despite these limitations, the automated customs system ASYCUDA has been distributed successfully and is now operating in about 100 countries, making the case very unusual. Using various industrial innovation models, and an analysis of lead markets, with regard to ASYCUDA, this research examines patterns of technological learning activities by actors, characteristics of the lead markets, and paths of technology transfer. The findings indicate that when active technology providers attempt to streamline and standardize the technology to make it suitable for the characteristics of the initial technology application areas(lead markets), this helps to diffuse the technology to passive recipients and the surrounding nations. The findings also confirm that south-south cooperation in the acquired technologies was of considerable help in sharing knowledge among the passive technology recipients, and that the active technology providers' programmed, well-organized technology assistance was a key driving force behind technology transfer and diffusion between the surrounding nations.
In order to ensure the reliability and specialty of weapon system test results, a policy of extending certified testing service institutions has been driven by applying accreditation system of the ones in defense industry. Bass and Logistic models are used to apply the policy effectively and forecast the diffusion pattern of certified testing service institutions. The parameters for diffusion forecast are estimated using the diffusion pattern of certified testing service institutions in non-defense industry, and these are applied to forecast the diffusion of certified ones in defense industry. Coefficients of innovation and imitation of Bass model are analyzed to derive the factors influencing the early adoption and diffusion patterns. The more increasing the coefficients, the earlier adoption occurred. Diffusion pattern due to coefficient of imitation, internal factor, has larger effect on sensitivity of diffusion pattern. This means that the self recognition of necessity is more effectively worked than the policy or regulations driven by government.
