A Study on the Plan of Construction of Cooperating Crime Prevention System between Public Police and Private Security of Korea (공경비와 민간경비의 협력방범체제 구축방안)

  • This study presents a plan of construction for cooperating crime prevention system between public police and private security to provide positive safety, and crime prevention activity for clients. A method of this study, this paper used statistics analysis and literature study. This study, an introduction is at the chapter I , a role of public police and private security at the Chapter II, the realities of private security industry of korea at the Chapter III, the police service relating with private security and operating realities at the ChapterIV, the problems and a plan of construction for co-operating crime prevention system at the ChapterV, and conclusion at the ChapterVI. In conclusion, It is needed a public information strategy, partnership between the police and guard, establishment of special office for private security, and the improvement of the quality in security corporation.

  • Governments and public agencies try to use the cloud to carry out their work and provide public services. However, a public cloud is vulnerable to security side because it has a structure to support services using public networks (i.e, the internet). Thus, this paper finds the general security vulnerabilities of a network and compares and analyzes the characteristics of transport protocols (UDP, TCP, SCTP, and MPTCP) on the basis of their security vulnerabilities. This paper uses a reliability and security factor for the comparative analysis, evaluates the security exposure, and chooses a suitable protocol considering the security of the transport protocols in the cloud circumstance.

  • Korean public power isn't currently performing its duties of crime prevention or public security services as effectively as the people expect from it due to excessive work load, insufficient budget, and equipment or work force problems, although it should protect the people from increasing crimes. The mutual cooperation between the police and the private security firms can' t be enhanced unless both parties are involved. Above all, the private security companies should secure superior security personnel and provide them with systematic education and training to improve their qualities. The police should also make an effort. In order to foster the private security firms soundly, the police should improve the system if necessary, and establish, guide and monitor the department wholly responsible for the private security affair. Both parties also should deal with crimes systematically by exchanging information for crime prevention, having informal meetings and introducing a joint patrol system. In order to cope with crimes threatening the livelihood of the people in our society, the public and private securities' mutual cooperation plans should be formulated. For this purpose to be achieved, the private security firms and the police should understand each other and bilateral efforts should be made. If both parties understand each other and make an effort, the relationship between them will be improved greatly and developmental plans for preventing crimes can be made.

  • The main purpose of the study is to analyze the features of ensuring information security in the system of public administration of the constant development of the region. The actualization of the research topic is because the information has become a powerful means of manipulating the public and individual consciousness, as well as a real weapon used in new types of conflicts, confrontations, and confrontations. Creating opportunities for everyone to access information sources, developing the ability to use it, and at the same time protecting people from dirty information flows create a kind of subject-research field, one of the most relevant aspects of which is the problem of forming and implementing information security policy at the state, public and civil levels. The research methodology involved the use of theoretical and scientific methods. As a result of the study, the key features of ensuring information security in the system of public management of the continuous development of the region of the EU countries were identified.

  • This study is to consider political implication of indicators to measure personal information security in public sector studied by Ministry of Public Adminstration and Security from 2008 to 2011. The study analyzed the priority of personal information security policy dividing into personal information security infrastructure, personal information management with life cycle, correspondence of information infringement by scholars, experts, and chargers. As the results, to progress personal information security policy is important to management of personal identification information on web site; specially institutional infrastructure as responsible organization, exclusive manpower, and security budget; personal information security infrastructure. As like the results, it would be reflected in the progress of personal information security policy and tried to provide systematic management program with improving safe information distribution and usefulness.

Analysis on Official PR Brochures of Presidential Security Service (대통령 경호기관의 역대 공식홍보자료 분석)

  • The purpose of this study is to analysis the change of composition and terminology of the official public relation(PR) brochures of the Presidential Security Service of Korea. For this purpose, the qualitative study was conducted on the official PR brochures of the Presidential Security Service. The results of this study are as follows. First, the compositions of the official PR brochures of the Presidential Security Service have been gradually changing from the Presidential Security Service to the public. Second, the terminologies of the official PR brochures of the Presidential Security Service have been gradually increasing the using public friendly terms in the middle of the using rigid terms because of the nature of the Presidential Security Service. Therefore, the Presidential Security Service should fulfill the public's rights to know through active PR efforts in the future and concentrate the capabilities in securing the legitimacy of presidential security service while leading the academic development of security service. In addition, it is necessary to consider ways to renew specific concrete grounds for organization, functions, and employees through legal and institutional improvements to secure the professionalism of the Presidential Security Service, and to extend the scope of work to the field of national security management and coordination.

  • The purpose of this study was to delve into all sorts of literature concerned in a bid to suggest how the Public Law Enforcement and private Security sector could join forces in preventing crimes and guaranteeing the safety of people. Quite naturally, crime has increased greatly to become one of the major social problems. Crime has been conventionally recognized as 'something' to be prevented and controlled by public law enforcement. However, the rate of crime increase has been so rapid that public law enforcement alone could not effectively control the everincreasing and diversified crimes in our society. To serve as a qualified partner for the police, private security industry should strive to secure excellent manpower and provide education for workers to improve their qualifications. Specifically, they should put sustained efforts into diversifying the types of security business and creating a new market to extend their scope of business and become more competitive. Intensified collaboration between the Public Law Enforcement and private Security security sector is expected to create new synergy in addressing people's needs for safety and enhancing their quality of life.

Operation Status of Chinese Security Service Industry and Institutional Settlement Methods (중국 보안서비스산업의 운영실태 및 제도정착 방안)

  • With the changing safety services and social order systems accompanied by the economic development and changing public security environment since the Chinese economic reform, the security service industry in China is growing daily and related problems are increasing. For the Chinese security service market to be activated, the monopoly of security services by the public security agencies must be removed. In addition, the research and development, expansion, and applications of safety and crime prevention technologies regarding the safety and protection of exhibition, sales, culture, sports, commerce activities, combinations of safety technologies and crime prevention processes, the provision of relevant technical operations, and the expansion of security service areas are required. Furthermore, the administration rights, property rights, and business management rights of security companies must be separated, the security headquarters must be integrated and coordinated for optimization of various resources solely by market needs, and their rights and affiliation relations must be clear. Besides, the competitiveness of security companies in the security service market must be enhanced by unifying the business management, and optimizing and sharing their resources. The security service ordinances of China that have been implemented now must be applied realistically, methods to activate the true market economy for security services must be researched, and various ordinances related to security services must be realigned in line with the characteristics of security services. Finally, for the mutual cooperation system between public and private security services, the public security agencies must acknowledge the importance of private security services and the status of security service providers in crime prevention and social order maintenance. They must establish partnership relations with each other beyond the unilateral direction and management system for security services and drive with positive attitudes the security service industry which is still in its infancy.

Certificateless Public Key Encryption Revisited: Security Model and Construction (무인증서 공개키 암호 기법의 재고: 안전성 모델 및 설계)

  • Certificateless public key cryptography is a technique that can solve the certificate management problem of a public key cryptosystem and clear the key escrow issue of ID-based cryptography using the public key in user ID. Although the studies were actively in progress, many existing schemes have been designed without taking into account the safety of the secret value with the decryption key exposure attacks. If previous secret values and decryption keys are exposed after replacing public key, a valid private key can be calculated by obtaining the partial private key corresponding to user's ID. In this paper, we propose a new security model which ensures the security against the key exposure attacks and show that several certificateless public key encryption schemes are insecure in the proposed security model. In addition, we design a certificateless public key encryption scheme to be secure in the proposed security model and prove it based on the DBDH(Decisional Bilinear Diffie-Hellman) assumption.

Public Key Encryption with Equality Test with Designated Tester (고정된 검사자를 고려한 메시지 동일성 검사 공개키 암호시스템)

  • In 2004, Boneh et.al. proposed a public key encryption with keyword search (PEKS) scheme which enables a server to test whether a keyword used in generating a ciphertext by a sender is identical to a keyword used in generating a query by a receiver or not. Yang et. al. proposed a probabilistic public key encryption with equality test (PEET) scheme which enables to test whether one message of ciphertext generated by one public key is identical to the other message generated by the other public key or not. If the message is replaced to a keyword, PEET is not secure against keyword guessing attacks and does not satisfy IND-CP A security which is generally considered in searchable encryption schemes. In this paper, we propose a public key encryption with equality test with designated tester (dPEET) which is secure against keyword guessing attacks and achieves IND-CPA security.
