Analysis of the Necessity of Introducing the Obligation to Take Safety and Health Measures for Construction Orderers using Multivariate Analysis (다변량 분석을 이용한 건설업 발주자의 안전보건조치 의무 도입 필요성 분석)

  • To stem the ever-prevalent occurrence of industrial accidents in the construction industry, which is emerging as a social problem, efforts must be invested by various stakeholders. Specifically, among stakeholders, the orderer is at the top of a project's decision-making structure. Therefore, the orderer's awareness of safety and health directly affects the process of securing the safety of the overall construction site. In this light, the present study aims to identify differences in the perceptions of each stakeholder regarding the obligatory safety and health measures for clients that have recently been introduced. In addition, it suggests specific implementation plans in the Korean context. The data used for analysis were collected through a survey targeting stakeholders such as orderers, safety managers, and site managers, and the collected data were quantitatively reviewed by using multivariate analysis methods such as analysis of variance. As a result of the analysis, the introduction of safety and health obligations for the owner was found to be necessary, and the designation and operation of safety and health experts as an action plan was deemed reasonable. The authors expect that the results of this study can be used as basic data for revising the related regulations in Korea. Moreover, as a further study, a review of the effectiveness after improving regulations would contribute strongly to the domain.

  • Purpose: Global collaboration to accelerate development and equitable access to COVID-19 tests, treatments, and vaccines was launched with the name of the Access to COVID-19 Tools Accelerator (ACT-A), and this initiative owes its expertise to the lessons learned of the global health organizations. To date, the comprehensive mechanisms and potential effects of the initiative remain largely unknown. Methods: This study reviewed the programs of Gavi, the Global Fund, Unitaid, and ACT-A, which mitigating barriers to greater use of health technology with an analytic framework. Results and conclusion: The study findings are as follows. First, programs to alleviate the absence of necessary technology include the International Finance Facility for Immunization and Covax Facility. Second, Pooled Procurement Mechanism and Accelerated Order Mechanism are examples of mitigating the inability to access technology. Third, programs to overcome reluctance to adopt accessible technology include health system strengthening efforts such as the capacity-building health workforces. Further actions of Korea are needed to collaborate with the initiatives to enhance health outcomes.

Critical Impact Factors Affecting the Performance of Domestic Construction Projects through Megatrend Analysis (거시 환경 분석을 통한 국내 건설 프로젝트 성과의 주요 영향지표 도출)

  • Changes in megatrends occurring within the spatial range of the production process can be critical factors that affect the performance of unit projects in construction industry, one of the representative order industries. Although changes in the megatrend are a prerequisite for successful performance achievement, previous studies suggested methods for performance measurement and management within the production process as major results. Accordingly, this study analyzed the megatrend related to domestic construction projects and presented critical impact factors(CIFs) that can be affect a project's performance. CIFs were set by combining keywords derived by reviewing major contents of related laws and policies and future strategy reports, and the importance of each indicator was quantitatively analyzed using analytic hierarchy process(AHP). It is expected that the findings of this study can provide meaningful basic data that the various stakeholders in a construction project can refer to when establishing the strategies to achieve successful performance.

  • Smart card data is representative mobility data and can be used for policy development by analyzing public transportation usage behavior. This paper deals with the problem of classifying metro stations using metro usage patterns as one of these studies. Since the previous papers dealing with clustering of metro stations only considered traffic among usage behaviors, this paper proposes clustering considering traffic time as one of the complementary methods. Passengers at each station were classified into passengers arriving at work time, arriving at quitting time, leaving at work time, and leaving at quitting time, and then the estimated shape parameter was defined as the characteristic value of the station by modeling each transit time to Weibull distribution. And the characteristic vectors were clustered using the K-means clustering technique. As a result of the experiment, it was observed that station clustering considering pass time is not only similar to the clustering results of previous studies, but also enables more granular clustering.

Analysis of Construction Company's Bidding Practice under the Lowest Bidding System (최저가낙찰제하에서의 건설업체의 투찰 형태 분석)

  • This study analyzed bidding data for construction projects ordered by the Public Procurement Service under the lowest bidding system since 2001 by using statistical technique in terms of construction types, company sizes, bidding prices. This study brings out construction company's bidding practices and problems caused by the current lowest bidding system and suggests the way to mitigate the problems and to improve the lowest bidding system. The analysis shows the problem of winning a bid in abnormally low price under the lowest bidding system, feared at the start, was realized. As bidding practice has polarized with low and high price, the analysis shows that the lowest bid system's market has a high possibility to be distorted by construction companies' bid strategies. To complement the lowest bidding system's problem, the analysis shows that introduction of the bidding system using particulars where bidders estimate construction quantities and unit prices by themselves is needed.

  • For efficient construction management, linking BIM with schedule and cost is essential, but there are limits to the application of 5D BIM due to the difficulty in disassembling thousands of WBS and CBS. To solve this problem, a standardized WBS-CBS set is configured in advance, and when a new construction project occurs, the CBS in the BOQ is automatically linked to the WBS when a text most similar to it is found among the standard CBS (Public Procurement Service standard construction code) of the already linked set. A method was used to compare the text similarity of CBS more efficiently using artificial intelligence natural language processing techniques. Firstly, we created a civil term dictionary (CTD) that organized the words used in civil projects and assigned numerical values, tokenized the text of all CBS into words defined in the dictionary, converted them into TF-IDF vectors, and determined them by cosine similarity. Additionally, the search success rate increased to nearly 70 % by considering CBS' hierarchical structure and changing keywords. The threshold value for judging similarity was 0.62 (1: perfect match, 0: no match).

Trend Analysis of the Prices and Numbers of Azalea Cultivars for Landscaping in Korea (국내 조경용 철쭉류의 가격 및 종수 추이분석)

  • This study was conducted to determine the causes of unreasonable prices and small numbers of azalea cultivars by analyzing the price trends and the number of azalea cultivars announced over the last 25 years based on data from the Public Procurement Service(PPS), Korea Price Research Center and the Landscaping Tree Association(LTA)(hereinafter, officially announcing agencies and organizations) which are major references used when landscape planting is decided. The prices of azalea cultivars announced by the official announcing agencies and organizations have moved in similar patterns over the past 25 years because the prices of azalea cultivars announced by the LTA were referred to by other official announcing agencies and organizations when they officially announced the prices of azalea cultivars. The PPS set lower officially fixed prices of azalea cultivars compared to other official announcing agencies and organizations, and the reason for this is considered to be the intention of the PPS to suppress landscape tree price increases because of the government's policies to suppress price increases. The prices of azalea cultivars seem to change rapidly due to the imbalance between the demand and supply of azalea cultivars rather than the effects of consumer price fluctuation rates because the production periods of azalea cultivars are shorter when compared to other landscape trees. The prices of azalea cultivars from the official announcing agencies and organizations have been set higher than the prices in actual transactions. The reason for this is considered to be the intention of the official announcing agencies and organizations to allow landscaping companies to cover defect costs resulting from the practice of subcontracting planting work and secure profits of subcontractors for planting work. The official announcing agencies and organizations have simply announced prices of 5~8 main azalea cultivars that have been used in the past. The names of azalea cultivars being cultivated and criteria for classification have not been clear; thus, landscape designers have not written clear names of azalea cultivars to be cultivated on planting drawings as practice and landscapers planted those azalea cultivars which could be easily obtained. Therefore, it is assumed that there has been no demand for new azalea cultivars. Thus, the vicious circle in which the prices of only those azalea cultivars that were produced in the past have been announced is repeated.

The Effect of Preferential Purchase Policy for Technologically Developed Products on Growth of SMEs (기술개발제품 우선구매 제도가 중소기업의 성장에 미치는 영향)

  • In this study, in relation to "Chapter 3 Support for Priority Purchase of Technology Development Products" of the 「Market Channel Support Act」, this study investigated the positive growth impact of technology development products subject to preferential purchase on small and medium sized enterprises. The data used for empirical verification is for 371 companies that obtained certification for technology development products subject to preferential purchase in 2016 and Data from SMEs were collected from 2017 to 2021, Sales, operating profit, and net profit was identified, and empirical verification. And conducted through statistical analysis to determine whether it had a positive effect on the growth factors of SMEs. In addition, data from 225 technology development product certification companies were collected, and empirical testing was conducted through t-test analysis on the change in growth factors before and after acquiring certification. As a result of statistical analysis, it was found that the total assets, certified sales, operating profit, and net profit, which are the growth factors of a company, are all positively affected according to the type of technology development product certification. However, in the case of authentication types, some authentications showed significant negative results. In addition, significant results were derived that after acquiring certification had a positive effect on growth factors than before acquiring certification. Consistent with this conclusion, I think that it is effective for technology development-based SMEs to enter the public procurement market and utilize the technology development product priority purchase policy for market exploitation and corporate growth. And the government should strengthen the market support policy to create demand so that SMEs can enter the procurement market and actively utilize the preferential purchase system, and come up with an improvement plan so that public institutions can actively utilize the preferential purchase system.

  • As the Public Procurement Service announced the compulsory of BIM adaption in every public construction from 2016, the importance of BIM is increasing. Besides, automatic code checking takes significance in terms of the quality control for BIM based design. In this study, rule-sets were defined for Act on the Promotion and Guarantee of Access for the Disabled, the Aged, and Pregnant Women to Facilities and Information. Three analytic steps were suggested to shortlist the objective clauses from the entire code; the frequency analysis using project reviews for architectural code compliance, the clause analysis on quantifiability, and the analysis for model checking possibilities. The shortlisted clauses were transformed into the machine readable rule-set definition. A case study was conducted to verify the adaptiveness and consistency of rule-set definitions. In future study, it is required the methodologies of selecting objective clauses to be specified and its indicators to be quantified. Also case studies should be performed to determine the pre-conditions in modeling and to check interoperability issues and other possible errors in models.

  • Lowering threshold value of construction services is extremely sensitive issue to the small and medium enterprises in construction industry. Because it means opening the construction markets where the small and medium construction companies compete intensely. Nevertheless, it is absent that the analysis on the effect of opening the market lowering threshold value of construction services under Government Procurement Agreements or Free Trade Agreement. This research is to analyze the effects of lowering threshold value of construction service which have been agenda repeatedly in the international agreements such as WTO and FTA. The current threshold value of construction services of Korea under WTO GPA are 5million SDR where the government delivers and 15million SDR where the local government or the public institution deliver. However major parties to an entente such as USA and EU have been demanding to lower threshold value of 15 million SDR where the local government or the public institution deliver to 5million SDR. The analysis figure the effect of this lowering threshold value to be a market reduction by 2trillion Won as '07 fiscal year basis. This market shrinkage will effect to the small and medium construction companies in local considerably.
