소방공무원의 지진 대응인식이 조직시민행동에 미치는 영향 (Impact of Earthquake Response Perception on Fire officials on Organizational Citizenship Behavior)

  • 연구목적: 본 연구는 소방공무원의 지진재난 대응을 위한 소방조직구성, 소방지휘능력, 여론운영 등이 조직시민행동에 미치는 영향을 파악하여 소방조직이 지진재난에 대응하기 위한 실무적 기초자료를 제공하는데 목적이 있다. 연구방법: 전국 소방공무원 159명을 대상으로 설문조사를 수행하였으며, 조사자료는 SPSS 22.0 프로그램을 이용하여 통계적 분석을 수행하였다. 연구결과: 첫째, 소방조직구성, 소방지휘능력, 여론운영 등은 조직시민행동에 정(+)의 영향을 미치는 것으로 나타났다. 둘째, 독립변인의 종속변인에 대한 상대적 기여도는 소방조직구성, 소방지휘능력, 여론운영 순서로 확인되었다. 결론: 본 연구의 분석결과를 통해 정부가 지진대응을 위해 사전에 소방조직 구성, 소방지휘능력 배양, 여론운영이 필요함을 실무적 관점에서 제시하고자 하며 향후 발생할 수 있는 재난에 대비하고자 하는 기초자료로 활용되길 기대해 본다.

First Experience: Citizens' Perception, Participation, and Evaluation of the New Legislative Electoral System in Taiwan

  • In 2008, Taiwan adopted a new mixed member system which is significantly different from the long-implemented SNTV-MMD system for the election of legislators. The new system cuts the number of legislative seats from 225 to 113, extends legislators' terms of office from three years to four, and most importantly, adopts a new mixed-member majoritarian (MMM) electoral system to replace the SNTV system for legislative elections. The election of legislators in 2008 was the first time that this new mixed electoral system was implemented in Taiwan. Mainstream literature continues to discuss the electoral impact on political parties and candidates by the new system while citizens' knowledge of the new system and its concomitant effects on citizens' behavior receive less attention. Worse still, almost all of the literature assumes that voters were fully aware of the operation and impact of the new electoral system and cast their ballots wisely. The purpose of this paper is to explore citizen's perceptions, participation and evaluation of this new system.

  • The Seoul Subway is one of the most heavily used Subway System in the world. It provides reliable transportation services, conveys nearly 4 million Passengers across 117 subway stations with a length of 134.9 Km. Over the years the safety for the Subway has been a major concern, trains going off the track, equipment failure, careless operation, Signal failure are increasing day by day. In a Recent Public opinion 40% said the causes to above facts are Vehicle breakdown because of Operators, Old rail defect, Quality of material. 20% of the opinion said the obstacles were because of Operation, crew carelessness, negligence in signal operation. In case of any accident the crew members cannot resolve the issue on site (Aid insufficiency), because of lack of knowledge and carelessness. The main obstacles for Subway are vehicle breakdown, Electric equipment failure, Signal Equipment failure, and Crew carelessness. This paper aims to provide major problems which are needed to be solved as quickly as possible for citizen's safety for a comfortable subway system making a comfortable ride and providing better service gradually.

국민건강증진기금 운영과 개선방향에 대한 전문가의 인식 (Experts View and Recommendation for Management and Operation of National Health Promotion Fund)

  • Objectives: This study was to examine the experts perception on the operation of the national health promotion fund and related policies, and to obtain the perspective on the improving governance of the fund. Methods: Experts opinion survey was recruited 120 experts who were public health officials, and members of board in academic societies related to health promotion and health policy, and 60 experts participated in the survey. Results: Most health care experts agreed that the current allocation of health promotion fund was not optimal with its lack of allocation on promoting healthy lifestyle and R&D for health promotion, while the majority of the fund was being spent on supporting national health insurance. Thus, establishing governance system and control tower for the fund was viewed as critical. Also the status of deliberation committee should be raised to higher position where it can hold practical authority to plan and evaluate fund spending. Conclusions: The priority of health promotion fund spending should be more on improving health such as modifying life-style and spreading healthy habits, rather than on disease management or subsidizing health insurance. It is recommended that change from to environment in health promotion policy regime is required to establish effective governance system for the fund operation.

Also, there is purpose of this research to supply pendulum in family restaurant internet marketing strategy establishment that website can achieve continuous role as marketing means to be not public information that drive revisit and substantial restaurant visit. Family restaurant website estimation received satisfaction assessment which do not get in importance (expected value) in general as analysis result. In other words, domestic family restaurants website are doing construction. operation by marketing means but real users are various interaction part that can collect and achieve about customer opinion except design part that can do to emboss company's image could see side that satisfaction is unenchanted and presented improvement way in website construction. operation on contents part of various and correct information offer and so on that customer infancy strategy part and user of event and coupon event etc. that is distinction robbers need. Also, realization possibility for restaurant prescription that latent customers who use net can raise family restaurant website revisit and substantial sale could see side. Ditto improvement way in that family restaurants construct and operate website conclusively as a marketing tool that public information is not that three offers satisfaction of most suitable to latent customers who use existent net to website as can achieve continuous role contribute.

보건사업전담 공중보건의사 직무만족도 및 제도 개선방안 (A Study on job satisfaction and strategies to improve the system of Public Health Doctors in Charge of Community Health programmes)

  • This study was carried out to investigate the activities and job satisfaction of public health doctors in charge of community health programmes. Subjects were 138 public health doctors charged with community health project, registered in the roll of public health doctors, made out by Central Supporting Team for the District Health Work in 2002. Data was obtained from Ninety-six public health doctors. The response rate was 70%. The survey was conducted from March to April in 2003 bye-mail. The items of the questionnaire consisted of general characteristics of participants, understanding of their activities, support system, job satisfaction, and suggestions to improve the system. Collected data was analyzed using PC-SPSS 10.1. Descriptive analysis, t-test, and ANOVA test were used. The results are as follows: Most of the respondents showed a low participation rate in community health services, but they agreed to the importance of their activities and the necessity to modify and improve the system. 70% of the respondents were dissatisfied with their jobs. The participation in health planning and programmes of health center, and the degree of acceptance of their opinion from health center workers were significantly related to their job satisfaction. The participation rate of the public health doctors having specialty, in community health services is higher than that of the others. In terms of the supports for system operation, the reflection of one's intention in job arrangement process, education and public relation of this system, and the administrative and financial supports made significant differences in the job satisfaction and the accomplishment of their duty. The respondents hoped that the administrative and financial supports for public health doctors in charge of community health programmes should be reinforced to motivate them. They also wanted that they could keep from being overloaded with clinical services. They favored to conduct home visit, community diagnosis, health planning, and health promotion programs as their appropriate activities. From these results, we suggest some strategies to motivate and empower the public health doctors in charge of community health programmes.

양평군 공공도서관 공간 운영 계획 수립에 관한 연구 (Study on Establishment of Space Operation Plan for Yangpyeong-gun Public Library)

  • 본 연구에서는 양평군의 신규 건립 도서관이 지역민을 위한 문화 향유 공간, 창의성 함양 공간으로 거듭나기 위하여 공간별 운영 방향성을 제안하고자 하였다. 이를 위해 양평군 공공도서관의 공간 구성 현황을 파악하고, 구성될 공간에 대한 운영 계획(안)을 수립하는 데 있다. 이를 위해 타 도서관의 유사 공간별 명칭, 운영 현황과 사례를 분석하고, 도서관 사례의 공간 특성을 분석하여 양평군 공공도서관의 공간 운영 방안을 수립하였다. 연구 결과, 어린이자료실 등은 유아·어린이를 대상으로 한 초기 독서습관 향상, 발달 기여, 다양한 감각 발달 등에 기여하는 공간 활용이 중요하며, 소극장은 규모가 큰 공연을 중심으로 기획해야 한다. 벽면서가&북스테어 옆 독서 및 휴식을 위한 가구와 공간 마련하고 일정 이하 잡담이 가능한 소통공간으로 운영되어야 한다. 다목적실은 체험형 창작 활동, 창작 공연 등을 활성화하여 운영하는 것이 필요하다. 동아리실은 주기적인 소통 및 의견 공유를 통해 운영 계획을 수립하는 것이 필요하다. 메이커 스페이스 공간은 다양한 창작 활동을 지원하는 공간을, 일반자료실은 전 주제의 자료를 제공하는 장소로써 이용자들과 주기적으로 소통하여 의견을 반영하여 운영해야 한다. 마지막으로 가족실은 자녀와 부모가 함께 한 공간에서 자유롭게 차도 마시면서 북카페처럼 활용할 수 있도록 해야 함을 제안하고자 한다.

  • 본 연구는 서울과 청주에 거주하는 일반 국민들의 지질자원기술과 연구성과 인식 정도를 조사 분석하였다. 지질자원기술 및 연구성과에 대한 국민들의 인식 조사결과를 토대로 지질자원기술 위상 제고를 위한 홍보 전략과 방안을 SMTCR 모델에 입각하여 도출하였다. 실행주체(S) 측면에서는 홍보위원회 운영 및 홍보가산점 평가제, 메시지 창출(M) 측면에서는 미디어 캐러반 투어 및 지질자원기술 관련 기고문 활성화, 도구 및 채널(T/C) 측면에서는 지질과학대상 신설 및 지구과학의 해 활용, 공중 반응(R) 측면에서는 공중 반응 측정 상시화 및 홍보 목표/실적 주기적 평가 등을 제시하였다.

항만분야 공공갈등 관리방안 도출에 관한 연구 (A Study on Derivation of Public Conflict Management Countermeasure in the Port Sector)

  • 항만분야에서 발생하는 공공갈등은 추가적인 사회적 비용 유발과 함께 항만 인프라 적기 공급을 지연시켜 지역산업 및 국가 경쟁력에 부정적 영향을 미칠 수 있다. 점차 항만분야의 갈등관리 중요성이 커지고 있음에도 불구하고 아직까지 체계적인 갈등관리방안은 부재한 상황이다. 이에 본 연구에서는 현재 항만분야 갈등관리체계의 한계점을 고찰하고 항만분야 정책 담당자, 갈등관리 전문가지방청 및 항만공사의 개발·계획 담당자, 해양수산부 갈등관리 종합시책 관련 담당자, 갈등관리 전문가 및 업계전문가를 대상으로 델파이 조사를 수행하여 항만분야에서 발생하는 갈등을 진단할 수 있는 기준, 갈등발생원인, 사전적 관리방안과 사후적 해소방안을 도출했다. 델파이 조사 결과, 갈등 발생의 가장 큰 원인은 '이해관계자 의견수렴 및 협의, 소통 수단 부재'로 나타났다. 사전적 갈등관리방안은 '구체적 사안 결정 전, 지역 의견 수렴과 발전방향을 논의하기 위한 공론화 절차 진행'이, 사후적 갈등해소방안으로는 '갈등원인 조사, 대안 마련 과정에 현지 주민 및 객관적 인사 등을 포함시켜 신뢰성을 확보하는 것'이 가장 중요한 것으로 도출되었다. 나아가 본 연구에서는 도출된 결과를 바탕으로 항만개발사업 단계별 갈등관리기법을 제시했으며 이는 현재까지 국무조정실의 「공공기관 갈등관리 매뉴얼(2016)」에는 포함되어 있지 않은 항만분야를 반영하는데 유용한 참고자료로 활용될 수 있을 것으로 생각된다.
