Open Data is an essential resource for the data industry. 'Act On Promotion Of The Provision And Use Of Public Data', enacted on July 30, 2013, mandates public institutions to manage the quality of Open Data and provide it to the public. Via such a legislation, the legal basis for the public to Open Data is prepared. Furthermore, public institutions are prohibited from developing and providing open data services that are duplicated or similar to those of the private sector, and private start-ups using open data are supported. However, as the demand for Open Data gradually increases, the cases of refusal to provide or interruption of Open Data held by public institutions are also increasing. Accordingly, the 'Open Data Mediation Committee' is established and operated so that the right to use data can be rescued through a simple dispute mediation procedure rather than complicated administrative litigation. The main issues dealt with in dispute settlement so far are usually the rights of third parties, such as open data including personal information, private information such as trade secrets, and copyrights. Plus, non-open data cannot be provided without the consent of the information subject. Rather than processing non-open data into open data through de-identification processing, positive results can be expected if consent is provided through active rights processing of the personal information subject. Not only can the Public Mydata Service be used by the information subject, but Open Data applicants will also be able to secure higher quality Open Data, which will have a positive impact on fostering the private data industry. This study derives a plan to establish a rights processing platform to enhance the usability of Open Data, including private information such as personal information, trade secrets, and copyright, which have become an issue when providing Open Data since 2014. With that, the proposals in this study are expected to serve as a stepping stone to revitalize private start-ups through the use of wide Open Data and improve public convenience through Public MyData services of information subjects.

Public data open is one of the important tasks of Korea Government 3.0. By making open data available to the private sector, the goal is to create jobs, increase innovation and improve quality of life. Public data open is a policy that emphasized its importance worldwide. Open data should have adequate quality in order to achieve the object of the public. However, there are open data's quality problems due to the lack of data quality management and standardization. The purpose of this study is to derive data characteristics of public open data from existing researches. In addition, the model was modified and verified through a survey targeting the experts on public open data. The study indicates that public open data's quality characteristics as publicity, usability, reliability, suitability. This study is significant in that it suggests quality characteristics to improve the data quality and promote utilization of the open data.

This study develops an Education framework for users who need public open data for workplace etiquette education in a timely manner by mobile application. It facilitates utilizing efficiently Workplace etiquette contents that scattered in various platforms such as blogs, Youtube and web-sites run by private education agencies. Furthermore, it makes Public open data for workplace etiquette through gathering 'metadata', which is a comprehensive source of workplace etiquette. Accordingly, framework changes recognition about necessity of workplace etiquette education positively and suggests method that can promote effective workplace etiquette education. If the system in the study can provide public open data of workplace etiquette education, many young job applicants and workers will have a proper perception on it and sound workplace etiquette culture will be settled in the companies. Public data has been rising as a vital national strategic asset these days. Hopefully the public data will pave a way to discover the blue ocean in the market and open up a new type of businesses.

This article aims to identify the quality factors of public data which have increased as a public issue; analyze the impact of users satisfaction in the perspective of Technology Acceptance Model (TAM), and investigate the effect of service satisfaction on the government's open policy of public data. This study is consistent with Total Data Quality Management (TDQM) of MIT, it focuses on three main qualities except Contextual Data Quality (CDQ) and includes seven independent variables : accuracy, reliability, fairness for Intrinsic Data Quality (IDQ), accessibility, security for Accessibility Data Quality (ADQ), Consistent representation and understandability for Representational Data Quality (RDQ). Basing on TAM, the research model was conducted to examine which factors affect to perceived usefulness, perceived ease of use, service satisfaction and how service satisfaction affects to the government's open policy of public data. The results showed that accuracy, fairness, understandability affect both perceived ease of use and perceived usefulness; while reliability, consistent representation, security, and accessibility affect only perceived ease of use. This article found that the influence of perceived ease of use on perceived usefulness and the influence of these two causes on service satisfaction in the perspective of TAM were significant and it was consistent with prior studies. The service satisfaction when using public data leads to the reliability of public data open policy. As an initial study on unstructured public data open policy, this article offered quality factors that pubic data providers should consider and also present the operation plan of public data open policy in the future.

In order to utilize various data provided by Korea public open data portal, data should be systematically managed using a database. Since the range of open data is enormous, and the amount of data continues to increase, it is preferable to use a database capable of processing big data in order to analyze and utilize the data. This paper proposes data modeling and implementation method suitable for public data. The target data is subway related data provided by the public open data portal. Schema of the public data related to Seoul metro stations are analyzed and problems of the schema are presented. To solve these problems, this paper proposes a method to normalize and structure the subway data and model it in NoSQL database. In addition, the implementation result is shown by using MongDB which is a document-based database capable of processing big data.

Variety of data have been opened or connected by several levels of government. In smart city initiatives, open data become the source of a new business model. This paper is to foster ways of public open data (POD) by analyzing the start-up company that utilizes POD. In order to fulfill it, this paper adapts the case study research. Findings say that POD has potential to validate and further enrich the platform business. But to find which types of public open data are most prevalent is insufficient. To do this, it is more needed that sophisticated and many cases should be examined. However, this paper shows that platform business by using POD could lead to reduce the cost and increase the benefits for both providers and customers. From the findings, this paper shows that public open data has an important role not only to boost new venture creations which are prevalent ways of smart city but also to foster different platforms enabling new value capture and creation according to development of internet of things based on ICT technology.

Nowadays, the policy of open data disclosure has become one of the globally used tools for public innovation. For this reason, this study investigates whether the policy has eventually created the achievement of public innovation in Korea. To this end, this study evaluates qualities of the fourteen thousand open data in Korea that is disclosed to the public and compares it with indexes such as the usage of data, transparency index, and Government 3.0 Excellency Index, which are regarded as the outcome of the disclosure. Based on the result, this study aims to suggest future orientation for the policy.

According to the public open data policy, the government established the demanders-oriented and customized open data plan and allowed people to use plenty of public data free. There are, however, few geospatial information systems to maximize its usability. For the purpose to make the effective geospatial information services, this study examined how data was linked between the public data portal and open platform first. And then this proposed the interface server model to support the data link between these systems technically.

Public information has been collected in various fields with huge costs in order to serve public purposes such as public agencies' policy-making. However, the collected public information has been overlooked as silos. In korea, many attempts have been made to open the public information to the public only to result in limited extent, where OpenAPI data is being presented by some agencies. Recently, at the national level, the LOD(Linking Open Data) project has built the national DB, initiating the ground on which the linked data will be based for their active availability. This study has outlined overall problems in earlier projects which have built up national linking systems based on linked data for public data use. A possible solution has been proposed with a real experience of having set up an existing national DB of Korean public agencies.

This study examines the current state of library related data opened through public data portals, and analyzes how much data is being utilized according to the type of releasing organization, and open level. In addition, we analyzed the subject cluster of data and the centrality of data by performing PathFinder Network analysis using keywords assigned to data by dividing the releasing subject into local government and national/public institutions. Based on this, the subject area of library - related data disclosed by local governments and national/public organizations is understood. And identify the main open body that should be opened first by linking with data utilization analysis result and then suggest implications for future improvement in connection with library big data business.
