In this paper a method for estimating the 'service life' and 'residual life' of a water pipe based on the Water Pipe Network Performance Evaluation(WPNPE) results of Water Supply Technical Diagnosis was developed for efficient maintenance of water pipes. The residual life of a pipe was defined as the difference between the service life and elapsed time since installation. The service life was defined as the time when a pipe reaches the reference score for determining deteriorated pipes that was used in the WPNPE. The pipe evaluation criteria and deterioration scores used in the WPNPE for the case study area were considered as independent variables in the multiple regression model for estimating the service life and residual life of the pipes in the area. To estimate the service life for the pipes the reference scores for determining deteriorated pipes were used as the values of the variables that represent the deterioration scores in the constructed regression models. Subsequently, the statistics of the service life and residual life of the pipes in the case study area were presented and analyzed in comparison with the service life defined by the Local Public Enterprizes Act.

This study empirically analyses the spatial features of land use and transportation, and residential characteristics of the cases of the Sangin and Siji newly developed districts in Taegu. Before the development, the areas consisted mainly of rice paddies and fields; these areas are now filled with high-density residential complexes, with a proliferation of commerce and service functions. In Sangin, restaurants, retail services, bars and bakeries are the main developments, but Siji developed retail services, restaurants, private institutions for students, and facilities for convenience goods. While the public transportation system is oriented to CBD, the inter-districts transportation network is lacking. The residents are mainly in their 40s to 50s, with white collar jobs. They have a relatively high level of education with high income. They have migrated a relatively short distance to the district. The locational(pull) factors influencing the decision to migrate, for Sangin are transportation, the physical environment and access to the working place, but for Siji it has been the physical environment, the school group, and access to the working place. The main dissatisfaction factors for Sangin are the management fee, the school group and for Siji they are commuting, the management fee and transportation.
Purpose - The Korean government has devised intermodal transportation policies and granted subsidies to shippers and logistics companies that made a conversion of transportation means through the policies. This provides support by expanding the complex uniform railroad transportation and overhauling the deteriorated railroad facilities. As for 2013, however, the freight transportation percentage of railroad was 4.5% in tons and 8.5% in ton kilometers. Meanwhile, since the 1990s, developed countries such as the U.S. and Europe have been trying to expand intermodal freight transport with a legal and institutional support to build a logistics system corresponding with social and economic environmental changes. In this study, I set out to examine the effects of the intermodal freight transport policies in the EU and the U.S., and to explore the direction of setting up a rail intermodal transport system in South Korea. Research design, data, and methodology - The paper used a qualitative research methodology through the literature review. First, was an overview of Intermodal transportation in the EU, U.S. and UN. Second, it describes the development of transport in Europe and the U.S. with particular emphasis on intermodal freight transport. Third, it explores the direction of setting up a intermodal freight transport in South Korea. The last section contains concluding remarks. Results - As for the EU, it has been promoting integration between transport and intermodal logistics network designs while utilizing ITS or ICT and supports for rail freight intermodal by giving reduction to a facilities fee or subsidizing for rail freight in order to minimize the cost of external due to freight transport. On the other hand, as for the U.S., it has been made up of an industrial-led operating project and has been promoting it to improve accessibility between intermodal hubs and cargo terminals through intermodal corridor program, and an intermodal cargo hub access corridor projects, etc. Moreover, it has tried to construct intermodal transport system using ITS or ICT and to remove Barrier. As a result, in these countries, the proportion of intermodal freight transport is going to be the second significant transport compared with rail and maritime transport. An Effective rail intermodal transport system is needed in South Korea, as seen in the case of these countries. In order to achieve this object, the following points are required to establish radical infrastructure policy; diversify investment financing measures taken under public-private partnerships, legal responsibilities, improvement of utilization of existing facilities to connect the railway terminal and truck terminal, and enhancement service competitiveness through providing cargo tracking and security information that combines the ITS and ICT. Conclusions - This study will be used as a basis for policy and support for intermodal freight transport in South Korea. In the future, it is also necessary to examine from the perspective of the shipper companies using the rail intermodal transport, ie, recognition of shipper, needed institutional supports, and transportation demand forecasting and cost-effective analysis of the railway infrastructure systems improvement.
Social, economic and environmental problems caused by rapid urbanization have been recently overcome by various civic participation projects. Local governance and resident - led partnership through field - based cooperative operating systems from urban regeneration to village projects are considered success factors. Among these, the village greening project which directly affects the residents and requires spontaneity requires the role and cooperation of the various participating actors due to the sharing of public space and private space. Social capital plays a key role in the sustainability and participation of the above - mentioned business as a relational capital centered on trust and participation, network and norms. Therefore, empirical research is needed. In this study, basic research was carried out to build a formation model of social capital in participation - type greening project expanding urban green space system to living area. We analyzed the elements of participation, the components of business progress, and the factors of social capital formation through literature review and in - depth interviews with participating experts. The purpose of this study is to provide basic data of social capital formation model for analyzing sustainability and activation strategies in the future.
Nowadays most nations around the world including Korea have experienced absolute shortages of available urban space. To solve various problems of the city, each nation constantly tends to extend the underground space. However there is a serious problem in making use of the underground space. Especially new terrorism coming into existence after 9.11 terror turns into the so-called ‘soft target’ which has something to do with public transportation facilities available to most people. Good examples are like these: poisonous gas attacks in Tokyo subway in 1995, Daegu subway station fire in 2003, serial bomb blast of London subway in 2005. In spite of being a concern on incidents related to the underground space it is inevitable to utilize the underground space and the tendency is growing. But Korea lags badly behind in foreign countries in this field and so seeking measures is urgently needed. Therefore the aim of this study is to note visible damages stemmed from the domestic and foreign underground space and propose more effective and adequate measures. Safety measures of terrorism are associated to minimize damage out of terrorism and they are as follows. In the first place, preparing protective equipment for saving a life from fire attacks and poisonous gas is needed urgently. In the second place, counterpart management on the spot and systematic security training should be established in order to minimize injury. In the third place, fire escapes must be provided for a rapid evacuation of potential unspecified individuals. In the fourth place, building up a network of related institutions is required for a systematic omnidirectional counterpart. Finally the Korean government ought to take fast and appropriate actions for the injured and bereaved family of the terror incident.

NGIS projects have been widely proceeded by the central and municipal governments, and the higher cost for proceeding the NGIS projects emphasizes the importance of the data sharing among related agencies. For supporting data sharing, effective data generation, and management. 'THE GUIDELINE FOR MANAGING AND DOCUMENTING GEOGRAPHIC INFORMATION CATALOGUES' has been established and enforced since the year 2002. Although metadata for distributing geographic information through the NGIS distribution network has already been installed, this needs to be complimented to maximize the data utilization. Based on such requirements, a draft standard of the national metadata which is compliant with the ISO 19115 has been proposed from this study. All components of the metadata for distributing geographic information have been included and related metadata items for the management purpose have been derived from domestic and foreign studies. Based on this, draft national metadata standards comprised of 13 sections have been made. The metadata standards from this study could contribute to building basic standards to access and to utilize geographic information in various application field. This would also be fundamental base for activating GIS in public and private sectors.

Many studies have been performed since the introduction of GPS in Korea. As a result, positioning using GNSS was fully proposed. On the other hand, most of these studies focused on accuracy but analytical studies on the GNSS status and the national GNSS infrastructure of Korea are lacking. In this study, the status of multi-constellation GNSS and National Geographic Information Institute's CORS (Continuous Operating Reference Station) were identified for the benefit and direction of GNSS infrastructure enhancement. As a result, it has been operating Multi-constellation GNSS, such as GPS, GLONASS, Galileo, COMPASS, and QZSS for surveying. In addition, improvement was presented by the number of satellites, precision, PDOP, etc. through the experiment about VRS and RTK using Multi-constellation GNSS. Upgrading the infrastructure for satellite surveying was identified as a priority consideration. In the future, if a Multi-constellation GNSS service is possible in VRS service, the satisfaction of public administration service will improve, which will contribute greatly to the advancement of a surveying infrastructure.
This study attempted to understand the perception and the degree of trust that consumers had in the national agricultural food accreditation system, to inquire into and examine the consumers' perception of traditional food quality certification performed for the protection of excellent traditional food, and to propose the right direction for the policies on the traditional food quality certification system and the plans to improve consumers' perception of the system. According to the results of this survey performed in married women, based on the 'the recognition of accreditation system' and 'the recognition of certification marks' of 'the seventh national agricultural food accreditation system' presently being used by the Ministry for Food, Agriculture, Forestry and Fisheries, the household food purchasers showed high recognition for eco-friendly agricultural product accreditation, processed food KS certification, and organically processed food certification in that order. Meanwhile, it was shown that they indicated low recognition for the traditional food-related accreditation systems such as 'traditional food quality certification' and 'food grand master'. It was found that reliability of the certification mark provided by the agricultural food accreditation system gained 3.54 points (on a 5-point scale), and 68.1% of the study subjects referred to the certification marks while purchasing agricultural foods. And most of them answered to the question of 'why they referred to the certification marks' saying that it was done 'to choose safe food'. The most frequent answer to question of 'the means to recognize the traditional food quality certification system' was 'broadcasting, advertising'. 57.3% of the subjects had a previous experience of buying a product certified by the traditional food quality certification system, and 93.2% of all the subjects had the intention to buy a product certified by the traditional food quality certification system later. And most of them answered that 'strengthening government policies' would be the most ideal way to inform the public of the traditional food quality certification system. According to the results of this study, while 'relying on the traditional food quality certification system in general' was relatively high among the consumers, 'intention to buy quality certified products by visiting a distantly located store' was low; thus, from this analysis, it can be seen that there is a need for diversification of places selling these quality certified products and to establish a distribution network for these products.
The study aims to assess needs of administrative and financial support for effective performance of teacher professionalism of gifted. For this end, practicing teachers of gifted education were nationwide selected for survey questionnaires. The first survey of five-scale Likert item was conducted in July 2005 with 236 teachers and the second survey of open-ended item was done in November 2005 with 123 teachers. All the respondents provided their perceptions to current status of administrative and financial support for gifted education and needs for their effective performance of professionalism. Suggestions for improving conditions of administration and finance in terms of effective performance of teacher professionalism in gifted education were as follows: First, teachers should be assigned as full-time for gifted education. Otherwise, their teaching hours and other related jobs should be, reduced Second, the financial support for gifted education should be increased, in particular, more in provincial areas than metropolitan cities. Third, appropriate grouping and counseling according to diverse differences of students should be done. Fourth, understanding of principals and teachers in general education as well as parents and general public toward gifted education should be improved through inservice education program and other education programs. Further, teachers of gifted education should be provided with more frequent opportunities for participating inservice programs in quality, share knowledge and experiences among teachers through network systems, and be given appropriate incentives for better performance of professionalism.

Now a days, as a communications network is being broadband, IPTV(Internet Protocol Television) service which provides various two-way TV service is increasing. But as the data which is transmitted between IPTV set-top box and smart card is almost transmitted to set-top box, the illegal user who gets legal authority by approaching to the context of contents illegally using McComac Hack Attack is not prevented perfectly. In this paper, set-top box access security model is proposed which is for the protection from McComac Hack Attack that tries to get permission for access of IPTV service illegally making data line which is connected from smart card to set-top box by using same kind of other set-top box which illegal user uses. The proposed model reports the result of test which tests the user who wants to get permission illegally by registration the information of a condition of smart card which is usable in set-top box in certification server so that it prevents illegal user. Specially, the proposed model strengthen the security about set-top box by adapting public key which is used for establishing neighbor link and inter-certification process though secret value and random number which is created by Pseudo random function.
