정책평가 틀을 이용한 도시정비사업 내 공공관리자제도의 평가기준 수립에 관한 연구 (Establish of Evaluation level in Public Management System using Policy Evaluation Framework in Urban Renewal Project)

  • 본 연구는 도시정비사업 내 공공관리자제도의 평가 필요성을 인지하고, 공공 관리자 제도의 평가기준을 체계적이고 객관적으로 수립하고자 정책평가의 틀을 이용하여 선행연구와 전문가의 의견을 바탕으로 공공성, 전문성, 참여성, 합리성, 지속가능성이라는 다섯 가지의 방향 아래 사업계획 단계에서부터 운영, 참여, 사업의 사후평가단계까지 확장된 개념의 지속적인 평가요소를 구축하였다. 중요도 분석 결과, 평가 분야에서는 사후관리 및 지속성 분야가 가장 중요하게 도출되었으며, 세부 평가 요소로는 사업 시 안정적 경제구조 조성 유도와 투명한 운영체계 수립, 제반 비용 절감, 자족성 있는 지역발전의 유도 등의 항목이 중요한 요소로 분석되었다. 이상과 같은 분석결과를 통해 얻을 수 있는 시사점은 다음과 같다. 첫째, 공공관리자제도는 사업의 계획단계부터 사업 완료 이후 사후관리 부분까지 원칙을 세워서 그에 맞게 운영방안을 수립해야한다. 둘째, 공공관리자제도의 지속가능한 운영을 이끌어내기 위해서는 지속적인 재교육 및 주민의 사업 참여 활동이 필수적이다. 셋째, 공공관리자제도를 평가할 때의 종전의 물리적, 경제적 효과에 치중하여 이끌어내던 성과관리시스템에서 탈피하여 사업의 운영과정에서의 갈등관리 등 비 물리적 평가기준 등의 요소 또한 평가될 필요가 있다.

  • 정부는 그 동안 공공부문의 문제점으로 지적되어 왔던 낮은 경영성과 저 생산성, 고비용 구조, 낮은 시장 대응력, 조직 운영의 비효율성 등의 문제를 해결하기 위하여 공공부문을 포함하는 정부 혁신을 강력하게 추진하고 있다. 이러한 혁신의 핵심은 체계적인 성과관리에 있다. 지방공기업 역시 경영효율성을 높이고 경쟁력을 강화하기 위해서는 무엇보다도 자율 경영 체제하에서 경영성과를 정확히 측정하고 그에 따른 보상체계를 마련하는 것이 필수적이다. 본 논문에서는 이러한 균형성과표(Balanced Scorecard)에 기반하여 다원화된 평가주체에 부합하는 지방공기업의 성과 지표에 대한 틀을 설계하고 이를 이용하여 실례로 광주광역시환경시설공단에 적용한 사례를 보이고자 한다.

  • 기록평가는 모든 기록관리업무의 토대가 되는 핵심 업무다. 이 연구의 목적은 기록평가제도의 정비에 필요한 정책요소들과 개선과제를 제시하는 것이다. 국가 차원의 기록평가제도는 평가정책과 기준, 평가 도구, 평가 대상, 평가 실무절차, 평가처분 주체 등의 구성요소들이 유기적이고 안정적으로 연계되는 구조를 가지고 있어야 한다는 관점에서 우선 각 구성요소별로 국내 현황을 파악하였다. 디음에는 각 요소별로 미국, 영국, 호주, 캐나다의 정책들을 비교분석하였으며, 시사점을 도출하였다. 마지막으로 이를 토대로 평가제도 정비를 위한 과제들을 제안하였다.

성과관리의 수용성 제고 방안 : 공기업사례를 중심으로 (A Study on the Method for Promoting Acceptance on Performance Management : Focusing on the Public Enterprises Practices)

  • This study drew performance management factors analyzed a causal link between acceptance and satisfaction of performance management to present the method for promoting acceptance on the performance management system that most of the public enterprises, government-affiliated organizations are implementing. To achieve this, qualitative analysis and quantitative analysis were conducted in parallel through in-depth case studies and surveys. The results of this study are as follows. First, the analysis of the performance management factors with preceding studies shows that performance management indicators, performance management operations and performance management communications. Second, from the causal relationship of performance management factors affecting performance management acceptance reveals that performance management operation has statistical significance. Third, the analysis of the effect of performance management factors on the management satisfaction shows that operation and indicator of the performance management have statistical significance and reflecting the performance indicators to business, adequacy of target level, training, system support and CEO's Leadership have been revealed as important variables to the management satisfaction. Fourth, the result of the analysis on casual connection between acceptance and satisfaction of the performance management shows that improving management acceptance has a direct impact on satisfaction because performance management receptiveness were deemed statistically significant. Fifth, the result of the in-depth case studies on improving performance management acceptance shows that public enterprises have been putting in an effort to design indicators and try to encourage internal member's involvement during the monitoring and evaluation. The quantitative analysis based on survey has turned out that performance management operation and performance management indicators have statistical significance. The qualitative analysis by in-depth analysis shows that public enterprises put a lot of effort to performance management indicators and communication between internal members. As a result, commitment to performance management operation is required to improve the performance management acceptance. In other words, a detailed implementation plan for training, information system support, and CEO's leadership has to be established and ought to be pushed.

공공서비스 IT수용에 대한 사용자 저항요인 : 고속도로 하이패스시스템 사례 (Why Do Laggards Resist the IT Adoption in Public Service? : A Case of Expressway Hi-Pass System)

  • Purpose: The purpose of this study is (1) to empirically examine why laggards resist IT adoption in public service and (2) to investigate the relationship between resistance and negative behavioral intention. Methods: The questionnaire survey was conducted on expressway users who do not use High-pass system. The collected 232 samples were analyzed using structure equation model method with AMOS 22.0. Results: Resistance is found to be a statistically significant factor affecting intention to reject. Also, incompatibility, privacy concern, status quo inertia and relative advantage are found to be statistically significant factors affecting resistance. Conclusion: Laggards have a tendency to intend to reject IT adoption rather than to postpone. They are affected not by monetary, procedural aspect associated with purchasing or registering OBU(On Board Unit). Incompatibility and relative advantage which are inherent attributes of Hi-pass system are more influential factors than privacy concern and status quo inertia. They make ethical and emotional decision partially affected by public-social factors.

공공 문화예술기관의 운영효과 분석 (Analysis of Operational Effect of Public Culture & Arts Institution)

  • The purpose of this Study is to present the tasks and means of improving the operational system of public culture and arts institutes in the future on the basis of the analysis of the effectiveness of operation of public culture and arts institutes. The summary of the results of analysis in this Study is as follows: Firstly, it was found that the factor variables that impart effect on the operation of public culture and arts institutes included (1) artistic value, (2) convenience and (3) organizational management, while the performance variable of public culture and arts institutes was (4) operational performance. Secondly, in the analysis of the structure that explains the operational effects of public culture and arts institutes, convenience and organizational management were found to impart effects on the operational performances. However, artistic value was found to have no effect on operational performances. Therefore, these results of analysis imply that organizational management and convenience, rather than artistic value, need to be fortified in order to elevate the operational performances of public culture and arts institutes.

  • The main purpose of the article is to analyze the system of digital management of labor resources in the context of ensuring personnel security and economic development. In the context of the digital transformation of the economy, much attention is paid to the creation of an innovative personnel management system, as the competition between organizations is intensifying, the victory in which guarantees greater economic benefits. Based on the results of the study, the features and key aspects of the digital management system of the enterprise's labor resources were characterized in the context of ensuring personnel security and economic development. Further research will include consideration of the practical aspects of the digital management system of the enterprise's labor resources.

공적(公的)관리에서의 참여형 관개관리(PIM) 모델 (A Study on the Participatory Irrigation Management under Public Irrigation Management System)

  • There was a transition from participatory irrigation management (PIM) to public irrigation management (PubIM) in Korea when Korea Rural corporation and Community (KRC) merged with Farm Land Improvement Associations (FLIAs), which had managed 60 % of irrigation areas. While making a number of achievements, some problems occurred in the public irrigation management, such as lack of farmers' participation, increased amount of water usage, and elevating operating costs. Accordingly, this paper suggested ways to increase efficiency in water usage and reduce operating costs under the public management through the motive power of farmers participation. First, WUGs replaced the discarded water management committee should be reorganized to revive the concept of PIM in the form of autonomously reinforced one and the roles and functions of WUGs and the board of representatives should be strengthened. The member of new type of WUGs should participate in the national and regional water management committees as a stakeholder of irrigation water user. And also new type of WUGs initiates not only the management of irrigation water but also the management of irrigation water quality and non-point source pollution in the watersheds. Those additional activities of WUGs should be properly compensated. Second, subsidies (direct payments) should be provided to faithful farmers as an incentive for their labor supply. Third, water fees could be charged to large scale agriculture companies. Fourth, professional managers could be hired, management targets would be adjusted, and incentives should be offered. These efforts are expected to improve the irrigation management by encouraging farmers' participation under public system.

계층분석과정을 이용한 공공분야 PMO 제도 활성화요인 우선순위 분석 (A Priority Analysis on Influential Factors for Invigorating Project Management Office (PMO) in Public Sectors based on Analytic Hierarchy Process (AHP))

  • This study identifies influential factors for invigorating the public management office (PMO) system for system integration (SI) projects in public sectors and analyzes the priority of each factor from the point of different stakeholders, i.e., owners, SI company, and PMO. Based on the literature review, four first-level influential factors are identified: legal system maintenance, owner's capability, SI company's capability, and PMO's capability. Among them, the PMO's capability is determined as the most critical factor by all the stakeholders. Among the second-level influential factors, the capabilities of professional engineers and project managers are considered as important among the PMO's capability, whereas the reasonable consulting fee is considered as the most critical factor among the legal system maintenance. With respect to each stakeholder, project management capability is considered as the most important factor for owners, while the reasonable consulting fee is considered as the most important factor for PMO.

BCM(재해경감활동관리)산업 활성화를 위한 법·제도 개선 방안 연구 (A study on the improvement of BCM industry through legal systems)

  • Although many years passed since 'The Legislative bill on the support of voluntary activities of enterprises for disaster reduction'(hereinafter referred to as 'enterprise disaster reduction act') has been first enacted in 2007, BCMS is still not activated in our society. In contrast, after 911 Terror, importance of BCM is getting magnified and standardization research & institutionalization i s a lso proceeding i all over world. Lately, Disaster preventing activities is urgently needed like the sinking of 'Sewol ferry'. So the purpose of this paper is proposed for establishment of 'BCMS' and activation of the certificate system for Best-Run Business by analyzing the problem of 'enterprise disaster reduction act' and weak of activation as following. First, propel changing the policy of self-regulated participation to mandatory about the certificate system for Best-Run Business from public entity to government ministry and it is able to activate by propelling demo business of the certificate system for Best-Run Business. Second, public entity that has been given the certificate system for Best-Run Business by affiliating with Disaster Management Assessment of government management can be exempted from Disaster Management Assessment or those entity can arrange for connectivity acquisition method of 'Excellent rate'. Third, to publicize the activation of the law mentioned above, makes public entity r ecognizable by incorporating 'BCMS' into National safety management plan and establishment of National critical infrastructures security plan. Fourth, it should be reviewed to improving the related act regarding to inclusion of public organizations as well as private enterprises.
