The purpose of this study is to enhance the understanding of the provisions for library exceptions in copyright laws and to suggest the direction for the revision of provision in the Copyright Act of Korea. This study compares and analyzes the provisions for library exceptions in several countries' copyright law including Korea, Japan, UK, Australia and USA. This study found that the most common issues in library exception provisions are providing reproduction for users, reproduction for preservation, reproduction for interlibrary loan and digitization of library collections but the conditions for each issue are quite different. The suggestions for the revision of the library exceptions in the Copyright Act of Korea are as follows: changing the amount of reproduction of unpublished works, of works which cannot be obtained at a fair price and of periodicals for users, the transmitting digital reproduction to the user under limited conditions, preparing conditions for reproduction for preservation in libraries, preparing the applicable provisions for reproductions for interlibrary loans and for the limitation of works to be digitized and extending their use at the same time.

Since the England's Parliament revised the British copyright law and enacted the first copyright exception specifically for libraries (user or service) in 1956, copyright exceptions applicable to libraries have been an important part of world copyright laws through the last few decades. Copyright exceptions for libraries are a critical legal tool to preserve intellectual and cultural heritage, promote equitable access to knowledge and information to the public, and to support learning and research. Based on these reasons, this study analyzed and compared the current state of copyright structure and limitations or exceptions for library in six major countries(United States, United Kingdom, Germany, France, Japan, and Republic of Korea).

This study was conducted to identify the operation status of Dobong-gu public libraries in order to establish a mid- to long-term development plan for Dobong-gu libraries, and to analyze local residents' perceptions of libraries by factors through user surveys to suggest specific development plans for Dobong-gu libraries. Overall, the satisfaction level of Dobong-gu residents with library services was found to be high, and all libraries were analyzed to be providing high-quality services. From this, the following operational strategies for the mid- to long-term development plan of Dobong-gu public libraries can be derived. First, libraries need to continue to collect and provide books that meet the quantitative and qualitative levels to satisfy the needs of the community and users. Electronic and online materials, including e-books and audiobooks, as well as subject-specific materials should be expanded to provide relevant programs. Second, although Dobong-gu is an aging city, a wide range of age live there, so there is a need to promote communication and understanding between generations and promote integration of the community through a generational empathy program. Third, it is necessary to remodel and improve the space of aging libraries by organizing library facilities and environments into open spaces and creating makerspaces and multicultural spaces for direct experience and practice, reflecting the latest trends in library space organization.

공공도서관은 지역주민의 다양한 정보요구와 관심사를 충족시키기 위해 필요한 각종 정보자료를 광범위하게 구성하여야 한다. 이렇듯 공공도서관은 방문하는 이용자들의 배경이 다양하고 도서관을 찾는 목적 또한 다양하기 때문에 모든 이용자의 요구를 충분히 만족시키기에 어려움을 겪고 있으며, 이를 극복하기 위한 노력으로 공공도서관 자료의 만족 수준을 높일 수 있는 장서개발정책 연구가 필요하다. 이에 따라 본 연구는 공공도서관의 장서개발정책을 제안하기 위해 서울특별시 소재 구립 공공도서관 10개관 이용자들을 대상으로 설문조사를 실시하여 이용자의 장서 이용 행태를 파악하고, 이를 바탕으로 서울시 구립 공공도서관을 위한 장서개발정책을 제안한다.

The purpose of this study is to analyze the current states and characteristics of the information poor related to library and information services in Korea. This study aims to help libraries and the related authorities understand better the information poor and develop strategies customized with the specific needs of various subgroups, by examining the definitions of major terms from laws, regulations and literatures. This study confirms that most of the information poor have more than one disadvantage, and each subgroup has its own uniqueness and diverse subgroups. It also emphasizes that libraries should take into consideration their uniqueness and multiple difficulties, and develop more user-centered library and information services in order to resolve the information gap.

The library faced an unexpected crisis of COVID-19, and as a countermeasure strategy, non-face-to-face online service has been reinforced. Therefore, this study attempted to present a plan to overcome the challenges arising from rapidly changing external environment and current crisis. To this end, data search, electronic library, library service, cultural event and open space management status of 288 public libraries serviced as an integrated site were investigated. Based on this, the meaning of online services in the post-COVID-19 era and the implication of it were examined. As a result, first, the increase in the use rate of online data search services with the spread of non-face-to-face culture, second, the expansion of the services of the electronic library, third, the diversification of non-face-to-face, online services, fourth, expansion of online cultural event services, fifth, the diversification of open space services were proposed, sixth, Introduced an artificial intelligence system for unattended loan return based on access and the Seventh, expansion of experiential cultural support services and educational contents through VR, AR and MR. It is deemed necessary for the research on the future direction of the library's non-face-to-face services to be conducted by investigating the current status of online services in various types of libraries and the types and case studies of library services in the era of COVID-19.

The purpose of this study are to analyze tasks of the public librarians through Job Analysis ('DACUM') and to survey the demands of professional librarian (professional librarian types), As the results, In public libraries, technical services (classification, cataloging etc.,) is reduced, while reading, culture (continued education), and information service are increased. Also, we identified 5 types of professional librarian which is composed 4 function oriented types, and 1 user oriented types, is suggested : reading coach, cultural service librarian, external work librarian, computing support librarian, children librarian.

This study is intended to check economic value of and factors influencing children's library. To this end, data on a total of 614 questionnaires to which parents among users of 6 children's libraries responded were collected. The results of analysis by contingent valuation method after selecting library fee per person as payment vehicle were as follows. First, willingness to pay was estimated to be a monthly average of KRW 9,243 per person. Second, it was shown that factors influencing willingness to pay included the frequency of utilization, satisfaction, the number of children per family, gender, age, and income and so on. Third, with regard to influence according to each factor, an additional unit in all the rest of factors except gender increased probability of willingness to pay such as the frequency of utilization(1.140), satisfaction(1.335), the number of children per family(1.417), age(1.124), income(2.426). On the other hand, in terms of gender, probability of willingness to pay was lower in female by 0.364 than in male. The implication of this study is that an interview is held with actual user and specific amount of money is presented regarding the economic value of children's library, which has been little known until now.

The objective of this paper is to obtain the knowledge for spatial Planning of children's library which serves various users. The study method is to observes the children and their parents' space use according to the age step of children in public library, and analyzes it in the relation with the classified 4-types of children's section. Five characteristics were identified. First, children area was influenced by library location and user's characteristics. Second, children area was used various aged group with children. Third, there were different use patterns based upon age. Fourth, various reading space was needed through areas. And, last the behavior and the characteristics of area and furnishings were described.

The purpose of this study is discussing the applicability of a logic model as a mean measuring library outcomes. For a case study, this paper suggested a full framework for Reading Academy, a reading program for children and adolescents. Among the outcomes composing of the framework, medium-term outcomes were analyzed by manipulating the data the library have in its database. The findings say what the output evaluation could not show. In terms of book circulation, this program positively influenced to 52 percent of participants. Additionally, some participants joined reading book clubs after the program and some were likely to read books in various topics. This program, however, didn't make a positive impact on its re-attendance and other cultural programs' attendance. These findings indicate that the logic model contributes in the field of library outcomes and values.
