Analysis of The Application of Information and Innovation Experience in The Training of Public Administration Specialists

  • The article analyzes the possibility of using information and innovation experience in training public administration specialists, and also explores the system of training public administration and management specialists abroad. It was determined that in the European Union, Japan and other developed countries, three concepts of qualified personnel training will be developed: the concept of specialized training is focused on the present or near future and is relevant for the respective workplace; the concept of multidisciplinary training is effective from an economic point of view, as it increases intra-production and non-production mobility of an employee; the concept of learner-centered learning with the aim of developing human qualities.

  • The recent technological and industrial revolution dictates a new approach in constructing Korean Information Infrastructure. Lacking past data on the newly emerging markets, econometrics methodologies cannot accurately forecast future path of advanced networks, let alone dynamic impacts of public policies. In this paper, we have built a system dynamics model of the Korean Information Infrastructure and simulated diverse policy measures including market integration and government initiative in investment for experimenting their effectiveness. The most counterintuitive result of our research is that the market integration policy will facilitate CATV networks at an early stage until the year 2010, but will result in a diminished market size in the long run. With the system dynamics approach, we can enhance our understanding of the complex policy systems and get valuable insights through learning by modeling and simulation.

계산에 기초한 하드웨어 도입 규모산정 방식 연구 (The Study on Hardware Sizing Method Based on the Calculating)

  • According to the policy for "e-Korea construction" of Korean government, Investment of information system during the past decade are dramatically increasing. More than a half of this investment is cost of hardware infrastructure. So, accurate hardware sizing are essential for higher efficiency of investment. Accurate hardware sizing benefits are generally viewed in terms of the avoidance of excess equipment and lost opportunity costs by not being able to support business needs. Unfortunately, however, little research effort to make the hardware sizing methodology are doing. We propose a sizing method for information system in public sector. This method is determinate empirical study that are gathering and analyzing cases, making method and reviewing expert. Finally we are proposed calculating method for hardware components that is CPU, memory, internal and external disk according to the application system type which is OLTP, Web, WAS. Our study certainly will act as a catalyst for higher investment-efficiency of the future information programs in public sector.

  • Generally, big data contains sensitive information about individuals, and thus directly releasing it for public use may violate existing privacy requirements. Therefore, privacy-preserving data publishing (PPDP) has been actively researched to share big data containing personal information for public use, while protecting the privacy of individuals with minimal data modification. Recently, with increasing demand for big data sharing in various area, there is also a growing interest in the development of software which supports a privacy-preserving data publishing. Thus, in this paper, we develops the system which aims to effectively and efficiently support privacy-preserving data publishing. In particular, the system developed in this paper enables data owners to select the appropriate anonymization level by providing them the information loss matrix. Furthermore, the developed system is able to achieve a high performance in data anonymization by using distributed Hadoop clusters.

  • 정부를 비롯한 공공부문에 정보기술이 도입된 것은 어제 오늘의 일이 아니다. 그러나 정부에서 지금까지 하드웨어와 투입 중심으로 전개된 정보화의 영향력은 민간에 비해 빨리 실현되지 못하였고, 공공부문의 업무방식에는 근본적인 변화가 별로 나타나지 못했다. 이제 전자문서의 활용은 공공사무의 처리 및 업무의 능률성을 향상시키고 수작업 절차를 간소화함으로써 효율적인 관리를 가능하게 한다. 따라서 전자적 사무관리체계의 활성화를 위해 종이문서위주의 업무처리 관행의 축소, 전자문서화 촉진을 위한 기관 내적 기반 조성. 네트워크 연계를 통한 원격근무체계 등이 추진되어야 한다.

북미 공공도서관계 정신건강 지원서비스의 경향과 특성 (A Study on the Trends and Characteristics of Mental Health Services in the Public Libraries of North America)

  • 이 연구에서는 북미지역을 중심으로 공공도서관의 정신건강 관련 지원서비스의 경향과 특성을 살펴보았다. 이와 관련한 데이터는 문헌연구와 밴쿠버 공공도서관을 사례로 하는 관찰과 면담을 통해 수집되었다. 그 결과, 지역주민의 정신건강문제에 대한 도움요청과 이에 대한 공공도서관의 지원은 다양하게 나타나고 있었다. 공공도서관은 국가적 비극이나 자연 재난이 발생하였을 때 겪게 되는 주민들의 충격과 불안, 스트레스를 극복할 수 있도록 지원하는 한시적 서비스를 비롯하여 독자상담과 정보서비스의 일환으로 지역주민의 정신건강문제를 일상적으로 지원하고 있었다. 특히 어린이청소년의 성장과정에서 나타나는 다양한 문제(입양, 이혼, 재혼, 별거가족, 친구, 장애, 죽음, 자아존중, 정서, 왕따, 폭력, 학대, 자살, 질병, 중독, 성문제, 청소년임신 등)와 관련한 지원이 활발하였다. 또한 이러한 서비스에서 사서들의 핵심적 역할은 특정 문제를 해결하는 데 도움이 되는 적합한 책을 선정하여 추천하며, 관련 전문기관을 안내하고 연결해주는 데 있는 것으로 조사되었다.

공공임대주택 관리시스템 구축을 위한 블록체인 기술 수용의도의 선행요인 평가: 통합기술수용모형을 기반으로 (An Evaluation of Determinants to User Acceptance of Blockchain Technology for the Implementation of Public Rental Housing Management System: Approached by the Unified Theory of Acceptance and Use of Technology)

  • Currently, various discussions are underway to establish a more advanced management system for public rental housing. Also, it calls for improvement methods for problems arising in management of the current rental housing system. In this regard, this study aims to evaluate determinants that affect user acceptance intention of blockchain technology to implement a new system that complements drawbacks of the current public rental housing system. The study uses the Unified Theory of Acceptance and Use of Technology (UTAUT) as a theoretical model; the study model utilizes three UTAUT variables -performance expectancy, social influence, and Facilitating conditions-, applies security, availability, and reliability that are perceived from blockchain technology as external parameters to facilitate understanding of user acceptance intention of blockchain technology, and evaluates whether innovativeness can regulate the influence of performance expectancy, social influence, and Facilitating conditions on user acceptance intention of blockchain technology. Based on the significant survey result where 274 IT technicians participated, the study applies structural equation modeling to explore structure of user acceptance intention in the blockchain-based management system for public rental housing. As a result, security-reliability and availability are found to factors as determinants for user acceptance intention, affecting implementation of the public rental housing management system, while innovativeness shows no significant statistical results related to regulation effect. This study has implications in that it understands characteristics of blockchain and empirically analyzes the relationship between the characteristics and acceptance intention to enable blockchain's contribution to activate the public rental housing management system in the future.

차량 탑재형 모바일 디지털 사이니지 구현 (Implementation of Mobile Digital Signage System on the Moving Vehicle)

  • We propose a vehicle-mounted, location-aware mobile digital signage system that can be used for public transportation through mobile communication. This paper proposes the installations of the LED display panels at the backside of the bus., which display traffic information to cars behind the bus. Information to be displayed would include, but is not limited to, road information, public commercials and private commercials. We propose the system architecture and further implement the prototype of mobile digital signage system for demonstration. The system is based on the Client-Server system. Each bus has a client terminal which detects the current location by a GPS receiver and sends its location information to the server using mobile communication function. The terminal device receives advertisements and traffic information from the server and displays it to the large LCD or LED panel installed at the inside and outside of the bus. We use the Android smartphone as a client system, which inherently equipped with GPS and mobile communication function. GPS detects the location of bus and reports its geo-location data to the traffic information center server via a wireless communication network. On the server side, we developed a specially designed control server, where it communicates with the other traffic information center and updates and manages the databases contents being displayed by each position. The server contains location dependent variable information and returns selected information back to the vehicle in real time. Spatial database is used to process location based data. Server system periodically receives the real time traffic information from the road information center database. And it process the information by bus location and bus line number. In this paper, we propose a mobile digital signage service and explain the system implementation of this service.

Green IT 기반 성능개선 기술을 적용한 공공관리 시스템의 설계 및 구현 (Design and Implementation of Public Management System for Performance Improvement Technology based on Green IT)

  • 본 논문에서는 대규모 공공관리시스템에 그린IT 개념을 적용한 성능개선을 제안, 개발, 구현하여 관리, 비용, 인력 분야에 대하여 탁월한 성과를 도출하였다. 현재 운영 중인 시스템에 대하여 공공기관의 사용자들이 제시한 성능개선 사항을 분석하여 절감효과를 유발할 수 있는 리소스 중에서 그린IT 개념이 적용 가능한 항목을 선정하여 개선방안을 제시하고 시험운영을 거쳐 실제 시스템에 적용하는 절차로 구현하였다. 대규모 공공관리시스템으로는 국가자격 관리시스템을 대상으로 하여 기존의 개인별 시험용 저장장치를 보안처리를 강화한 온라인 처리과정으로 전환하여 비용 및 인력절감 효과와 관리상의 효율성을 확보하였다. 기존 운영시스템과 비교하여 볼 때 운영인력, 장애처리, 유지보수, 관리비용에서 2배에서 최대 12배의 효율성이 도출되었으며 년 간 최대 500만개의 개인 배포용 저장장치를 절감하였다.

  • 디지털화가 가속되면서 학교나 도서관 등 공공기관에서 디지털 정보의 이용이 증가하고 있으며 프린트 서비스의 요구도 점점 증가하고 있다. 많은 서비스 가운데 공공 PC에서 프린트 서비스를 이용할 시 사용료를 지불하도록 해야 하는데 관리자에게는 꽤나 까다로운 업무이다. 이러한 까다로운 업무를 자동화할 수 있도록 하는 프린트 관리 시스템이 개발되어 현재 널리 사용되고 있다. 이 논문에서는 현재 공공기관의 공공PC에서 사용되고 있는 프린터 관리 시스템의 취약성을 분석하였는데 공공 PC 관리자 및 프린터 관리 솔루션 개발자들의 보안의식과 보안개발에 대한 인식은 아직 많은 부분이 부족한 것으로 보인다.
