This paper considers a multiagent scheduling problem under public information where a machine is shared by multiple agents. Each agent has a local objective among the minimization of total completion time and the minimization of maximum. In this problem, it is assumed that scheduling information is public. Therefore an agent can access to complete information of other agents and pursue efficient schedules in a centralized manner. We propose an enumeration scheme to find Pareto optimal schedules and a multiobjective genetic algorithm as a heuristic approach. Experimental results indicate that the proposed genetic algorithm yields close-to Pareto optimal solution under a variety of experimental conditions.

본 연구는 국공유지 관리의 문제점을 살펴보고 현황 관리시스템을 정확하게 구축하여 효율적인 관리방안을 제시하고자 하는 데 목적이 있다. 먼저 기관별 관리 토지에서 필지 수 대비 한정된 관리 조직과 인력에 따른 문제점을 분석하고 도출하였다. 또한 지적재조사사업 및 공간정보시스템을 기반으로 국공유지 의 필지별 토지 현황에 대한 정확한 데이터를 구축하고, 개선방안을 모색해 보고자 하였다. 그에 따라 국공유지 필지별 데이터와 관리 조직을 중심으로 현황 관리가 정확하게 운영되고 있는지를 중심으로 진행하였다. 연구 방법으로는 문헌조사법과 인터넷 조사법을 통하여 국공유지 필지별 관리 현황을 비교 분석하고, 이를 바탕으로 도출된 문제점의 개선방안을 강구해 보았다.

Objective : The aim of this study is to analyze the recent research of Korean Medicine(KM) public health promotion programs in Korea. Method : We searched the study using Korean Medicine Information System, Research Information Service System and Korean Studies Information Service. We analyzed studies by research content, publication year and type of journal. Results : Analysis by research contents, it was divided into survey research, policy research, development research and evaluation research. Analysis by publication year, little research had been conducted from 1990 until 2000 and most of the research was done since 2000. Analysis by type of journal, 53% of studies published by journals related with KM. Conclusion : Development and evaluation research of KM public health promotion programs should be actively conducted. It is also need to establish the foundation in which KM public health promotion programs would be expanded not only KM field but also in other fields.

최근 독립출판물에 대한 사회적 관심과 이용자 요구의 증가로 공공도서관을 통한 독립출판물의 장서운영이 확대되고 있다. 그러나 공공도서관에서는 독립출판물의 다양한 형태 사항과 서지정보 제공의 부실 등으로 인하여 장서로 운영하는 데에 어려움을 겪고 있다. 이에 공공도서관에서 독립출판물을 효과적으로 관리를 할 수 있는 방안을 제시하기 위해 공공도서관의 독립출판물 장서 현황 분석과 독립출판물 담당자와의 심층인터뷰를 진행하였다. 그 결과 독립출판물을 효과적으로 관리할 수 있는 방안으로 공공도서관 독립출판물 목록 구축 및 공유를 위한 공동목록시스템 구축, 독립출판물의 다양한 정보를 수집할 수 있는 플랫폼, 독립출판물의 ISBN, ISSN, CIP 발급 지원, 유통시스템의 개선이 필요한 것으로 도출되었다.

In the so-called “information society,”the information service function of public libraries is gaining an increasing importance. In order to meet the growing demand for educational information, the Korean government established the Center for Educational Multimedia Research and Development and opened in 1996 the EDUNET as a comprchensive educational information network. In this context, public libraries as social education institutions are expected to provide educational information services by utilizing the EDUNET information resources. The availability of EDUNET will even increase when the librarians assist users with systematic information search services, and digitalize printed materials in the library. For this purpose, it is necessary for them to accommodate new information technologies and, thereby, to raise the level of information services up to that of their users’needs by enhancing the librarians’expertise in helping users search information effectively. In this end, we suggest a financial decision be made to build an oversea educational information exchange system.

With rapid changes taking place in every field, the expansion and specialization of various social service activities are one of the characteristics of the modem society. However, the increase of crimes and inefficiency of public police service to cope with this situation have caused discontent and distrust on the service among the public, making people more inclined to solve safety-related problems by themselves. Private Security Service(PSS) and Private Investigation Service(PIS) were introduced to satisfy these needs. In the area of PIS, Public Investigation Service System(PISS) has been established for a quite long time in foreign countries. However in Korea, PIS is being provided by unregulated service providers such as errand service center due to the lack of legal system, causing many problems related with illegal practices by the service providers. This paper is the result of the research on how to adopt a relevant PISS in Korea and develop it in the future. This kind of research is much needed to curb the rising illegal practices of the errand service centers, complement the insufficient operation of public police service, and strengthen the competitiveness of our country by taking more efficient actions in the changing public security environment. Based on the research, this paper also examines positively the possibility of introduction of PIS in Korea. This paper also recommends a prompt enactment of PIS regulation and improvement on the legal environment for such introduction of the relevant and suitable PISS in Korea.

일본은 행정기관의 기록관리 부실을 방지하고 국민에 대한 설명책임을 다하기 위하여 2011년부터 공문서관리법을 시행하였다. 그러나 공문서관리법이 행정기관에 변화를 가져오기도 전에 2013년 특정비밀보호법이 제정되었다. 특정비밀보호법은 국민의 알 권리와 행정의 투명성을 후퇴시킨다는 우려를 불러일으켰으며, 특히 기록관리 및 정보공개 체제 발전에 걸림돌이 되었다. 본 논문에서는 특정비밀보호법의 제정 배경과 법률 구성 내용을 분석하였다. 그리고 특정비밀보호법이 내포한 적성평가 제도의 인권침해 가능성, 독립적인 감시기관의 역할 미비, 내부고발이 불가능한 구조, 광범위한 비밀지정 가능성의 문제점을 확인하고, 그 문제점이 일본의 기록관리 및 정보공개 체제에 어떤 영향을 주는지도 분석하였다. 이를 통하여 우리나라의 비밀기록관리 체제 개선 시 법률 수준의 제도 정비, 비밀기록관리의 명확한 목적 설정, 트와니 원칙의 준용, 독립적이고 전문적인 감시기관 설치를 고려할 필요가 있다고 제안하였다.

본 연구는 공공도서관에서 운영하는 프로그램의 성과를 측정할 수 있는 시스템의 구축을 목적으로 한다. 이를 위해 로직모델을 기반으로 개발된 도서관 성과측정 프레임워크를 적용하고 사서가 직접 KOLAS에서 데이터를 반출하고 성과평가 시스템에 업로드하여 성과를 측정하고 결과를 출력할 수 있도록 시스템(LibOutcomes system)을 구축하였다. 연구 결과, 성과평가 시스템을 이용한 성과 측정은 시각적으로 결과를 확인하기에 유용하였다. 또한 웹 기반 시스템으로 구축함으로써 접근 및 이용의 용이성을 확보할 수 있었고, 향후 KOLAS의 한 기능으로 확장할 수 있는 가능성을 제시하였다.

Public R&D investment information has diverse implications for researching R&D trends. Also, as it is important for the establishment of R&D policy to grasp the current situation and trends of R&D to improve science and technology level, science and technology information service system, such as NTIS (National Science & Technology Information Service), is operated at a national level in most countries. However, since the data forms provided by current NTIS are raw data, it is necessary to develop the R&D performance indicator or to use additional scientometric methods by analyzing scientific papers or scientific R&D project information for grasping R&D trends or analyzing R&D task results. Thus, this study applied public R&D investment information to investigate and monitor R&D trends in the field of information & communication technology (ICT) of meteorology and climatology by using NTIS data of Korea and NSF (National Science Foundation) data of USA.

정보의 홍수, 다른 한편으로는 인터넷에서 질적으로 우수한 품질의 정보를 찾는 것이 점점 어려워지는 정보의 패러독스 현상이 가속화 되고 있다. 본 연구는 이러한 정보사회의 패러독스 현상을 극복하기 위한 대안으로서 인터넷 공공도서관 시스템 (IPL-Korea)의 모형을 개발하기 위한 것이다. IPL-Korea는 인터넷 상의 자료들을 대상으로 메타데이터를 통해 우수한 품질의 정보를 선별하여 제공하며, 아동, 청소년, 여성, 노인 분야의 자료들을 특화하였다. IPL-Korea의 시소러스는 ERIC 시소러스를 채택하면서 지속적 연구를 통해 개선하고 확장시키는 시스템으로 구축된다. 메타데이터의 설계는 개체-관계형 모델을 토대로 그 개념스키마가 구성되며, 메타데이터는 오라클에 저장되고 웹 인터페이스 구축을 위해서는 ASP, ColdFusion 및 JAVA 기술이 응용되었다.
