전자정부서비스에 대한 개인정보제공의 영향요인 (Factors Influencing the Provision of Personal Information in Electronic Government Services)

  • Frequent outbreak of intrusion of private information is occurring recently not only at portal sites but also in electronic information service of public agencies. Due to these intrusions, it is observed that the citizens tend to avoid providing their private information even to the service for public agencies. Therefore, the object of this research can be explained as demonstrating the influence of the intention of provision for private information to foster the selectronic information ervice of the public agencies. In order to achieve this, this research intends to demonstrate how the experience of the intrusion of the private information affects the concern about the privacy and how the information factor from the public electronic information service has influence on the reliability toward the public. The results showed that the experience of intrusion of privacy, awareness of the danger of privacy, and the sense protection of the information from the manager at public agencies have direct influence on the concern of privacy. Meanwhile, it has been verified that the awareness of information protection of a manager, the systemicity of information protection, and the surveillance and punishment of information protection have influence on the reliability of public agencies.

  • 방송 통신의 융합이 진전됨에 따라, 방송과 통신이 분리되어 규제되는 현재의 법과 제도는 상당한 문제점을 일으키고 있다. 통신망과 방송망 허가의 실질적인 권한이 규제 기관별로 분리되어 있기 때문에 통신망과 방송망의 융합에 따른 이중규제의 문제뿐만 아니라 새롭게 탄생하고 있는 신규 융합서비스를 어떠한 서비스로 분류할 것인가에 대한 논란도 제기되고 있다. 따라서 원활한 방송 통신의 융합을 촉진시키고 기존의 방송과 통신 산업의 지속적인 발전을 도모하기 위하여 방송과 통신에 대한 합리적인 규제 차등화 기준과 방송과 통신의 중간영역에 위치한 서비스들에 대한 새로운 규제환경이 필요하다. 그러나 아직 방송과 통신의 융합에 적절히 대응하기 위한 사회적 합의는 이루어지지 않은 것으로 보인다. 비록 2004년 3월에 새로운 방송법이 통과되었지만, 통과된 방송법을 살펴보면 방송과 통신의 개념에 대한 논리적인 기준을 적용하기보다는 두 기관의 이익을 어느 정도 충족시킨 미봉책에 불과하다고 결론지을 수밖에 없다. 이는 새로운 유형의 서비스가 도입되었을 때, 정보통신부와 방송위원회가 또다시 소모적인 논쟁을 되풀이할 수밖에 없음을 의미하고, 이는 통신방송 융합서비스에 대한 논쟁이 여전히 일종의 '규제의 아노미 상태'에서 벗어나지 못하고 있음을 암시한다. 따라서 본 연구는 방송과 통신의 융합 환경 속에서 전통적인 방송과 통신의 개념에 바탕을 둔 서비스의 분류가 어려워지고 있음을 지적하고, 환경변화에 부합하는 새로운 융합서비스의 개념을 방송과 통신 공공재적 특성과 양방향적 특성에 기반하여 이해해 보고자 한다. 특히 본 논문은 방송과 통신의 융합현상에 대한 '논의의 정체'를 극복하기 위한 대안으로, 기존의 논의 틀을 발전적으로 해체하고, 이를 서비스의 본질적 속성이라는 '근원적 태생'을 기준으로 재구성함으로써, 관련 규제 체제의 정비에 지침을 마련할 필요성을 의식하는 데서 시작하였다. 즉, 임기응변적인 자의적 구분을 탈피하여, 기술적 특성과 그로 인해 비롯되는 서비스의 본질적 자이를 복합적으로 고려한 융합서비스의 적정 규제 기준을 제시해보고자 하는 것이다.

의료기관 선택기준에 관한 연구 (A Study on the Criteria for Selection of Medical Care Facilities)

  • There are increasing interest and need for information on health care consumer with the significance of hospital marketing and strategic planning being increasingly emphasized. This study was conducted to investigate the criteria for selection of medical facilities according to the characteristics of health care consumer by the types of medical services on a sample of 1,500 population aged 20 years and above. Major findings are as follows ; 1. When considering the criteria for selection of medical facilities into two factors, namely, quality or convenience factors, convenience factor was the major contributor for outpatient and dental services whereas it was quality factor for inpatient services. 2. Females and those residing in large cities selected medical facilities based on convenience factor in the outpatient services. In the case of inpatient service, persons who considered their present health status to be good and whose ages were 50 years old and above choose medical facilities based on quality factor. 3. Persons who considered medical facilities to be profit-making tended to choose medical facilities based on convenience factor for outpatient services. There were no differences in the cases of inpatient and dental services. 4. There was no significant difference on the criteria for selection of medical facilities according to the decision maker for selection or trust on medical facilities. On the use of health service information, selection of medical facilities was based on quality factor for those who made more use of the information in the cases of outpatient and dental services. 5. Analysis using the logistic regression model on the criteria for the selection of medical facilities with the characteristics of health care consumer as independent variables was performed. The selection of medical facilities was significantly related with residential area, sex, and use of information on medical facilities for outpatient services and with age, average monthly income, and perception of health status for inpatient services. For dental services significant association with residential area and use of information on medical facilities was seen. The results of this study, despite some limitations, can be used as baseline data for marketing and strategic planning of hospital management.

COVID-19와 IT 서비스: 변화와 대응 (COVID-19 and IT Service: Challenges and Responses)

  • Since the first confirmed case in January 2020, Coronavirus disease 2019(COVID-19) has brought many changes to our society, and Korea is no exception. Some changes are direct and immediate such as restrictions on overseas travel and social distancing, but the others are indirect and slowly adapted such as lifestyle changes impacting industries and businesses. IT service sector is tremendously influenced by COVID-19. IT service is used extensively in response to COVID-19 taking advantage of its non-face-to-face characteristics. In that sense, the industry is positively affected and in some sense invigorated, giving birth to new kind of services. This special issue focuses on introducing how the IT services are affected, what kind of transformations are undergoing, and how these are expedited after COVID-19. This special issue expands and extends the case research section by collecting new IT service case studies concerning these topics. After competitive review process, 11 studies are selected for this special issue which deals with four different but closely related aspects: (1) evolutions of private IT services, (2) transformations in public IT services, (3) impacts in the hospitality and tourism industry, and (4) changes of people's behavior along with COVID-19. The first set reports on the evolution of private IT services that have created terms such as foodtech and edutech as we enter a rapid non-face-to-face situation. The second set consists of studies dealing with the evolution of public IT services. Evolution and rapid response to non-face-to-face appear to be no exception in the public sector. The third includes studies of hospitality and tourism which is most strongly affected by COVID-19. The last set deals with the behavioral changes of users such as technostress in telecommuting. Lessons learned through best practices and key problems identified in these studies may help us to actively respond to the coming waves of changes incurred by COVID-19 in our society as well as in the IT service industry.

병원의 설립형태 및 수익성과 비급여 서비스 가격의 연관성 (Relationship of Hospital Ownership and Profitability with Prices of Non-Covered Services)

  • Purposes: There exist many non-covered services that the National Health Insurance does not cover, and thus, their prices are set by individual health care providers. However, little study has been done to investigate how hospitals set prices for those services. The purpose of this study is to examine the relationship between ownership, profitability, and prices of those services for a sample of general hospitals. Methodology/Approach: Data regarding the prices of major non-covered services (e.g., upper-level hospital room fees, MRI, Da 7inci robot surgery, and LASIK) were obtained from the Health Insurance Review and Assessment Service and the financial information, as well as other characteristics, were derived from the financial reports from the Korea Health Industry Development Institute. Descriptive statistics, t-tests, and multiple linear regression analyses were used to test the relationship between the independent variables and the dependent variables. Findings: Hospitals owned by private universities appeared to have higher prices for non-covered services while regional public hospitals tend to have lower prices. Profitability, measured by operating margin, was not significantly related to the prices. Hospitals that charge higher prices were more likely to be located in the capital area (Seoul, Incheon, and Gyeonggi), and to employ larger number of personnel. Practical Implications: Public hospitals tend to charge lower prices for non-covered services. Relative market power appears to be related to pricing. Further research is needed to investigate whether such a relationship varies over time and its effects on the quality and access.

공공플랫폼 구축사업의 거버넌스: 경기도 배달플랫폼 '배달특급'의 사례를 중심으로 (Governance of A Public Platform Project in the Context of Digital Transformation Focusing on the 'Special Delivery')

  • Recently, government agencies are actively adopting the platform model as a means of public policy. However, existing studies on the public platform are minimal and have focused on user experiences or the possibility of public usage of the platform model. Now the research concerning building governance structure and utilizing network effects of the platform after adopting the platform model in the public sector is keenly required. This study intended to ignite academic dialogue on the governance of public platforms in the context of digital transformation. This study focused on a case of the 'Special delivery,' a public delivery app established by Gyeonggi-do. In order to analyze the characteristics of the public platform and its governance structure, data were collected from press releases, policy reports, and news articles. Data was analyzed using the frame of Hagui's platform design factors and Ansell & Gash's collaborative governance model. The results of the public platform analyses showed 1) incompleteness in the value trade-off accounting, which was designed for platform business based on general cost-benefit analysis, and 2) a closed governance structure that limits direct participation of diverse user groups(i.e., service provider, customer) in order to enhance providers' utility by preventing customers' excessive online activities. The results of this study provided theoretical and policy implications regarding designing the strategy for accounting for value trade-offs and functioning governance structure for public platforms.

공공 서비스 수출 플랫폼을 위한 온톨로지 모형 (An Ontology Model for Public Service Export Platform)

  • 공공 서비스의 수출의 경우 수출 절차와 대상 선정에 따른 다양한 문제가 발생하며, 공공 서비스 수출 플랫폼은 이러한 문제점들을 해결하기 위하여 사용자 중심의 유연하고, 개방형 구조의 디지털 생태계를 조성할 수 있도록 구현되어야 한다. 또한 공공서비스의 수출은 다수의 이해당사자가 참여하고 여러 단계의 과정을 거쳐야 하므로 사용자의 이해 종류와 탐색 컨설팅 협상 계약 등 수출 프로세스 단계별로 맞춤형 플랫폼 서비스 제공이 필수적이다. 이를 위해서 플랫폼 구조는 도메인과 정보의 정의 및 공유는 물론 지식화를 지원할 수 있어야 한다. 본 논문에서는 공공서비스 수출을 지원하는 플랫폼을 위한 온톨로지 모형을 제안한다. 서비스 플랫폼의 핵심 엔진은 시뮬레이터 모듈이며 시뮬레이터 모듈에서는 온톨로지를 사용하여 수출 비즈니스의 여러 컨텍스트들을 파악하고 정의하여 다른 모듈들과 공유하게 된다. 온톨로지는 공유 어휘를 통하여 개념들과 그들 간의 관계를 표현할 수 있으므로 특정 영역에서 구조적인 틀을 개발하기 위한 메타 정보를 구성하는 효과적인 도구로 잘 알려져 있다. 공공서비스 수출 플랫폼을 위한 온톨로지는 서비스, 요구사항, 환경, 기업, 국가 등 5가지 카테고리로 구성되며 각각의 온톨로지는 요구분석과 사례 분석을 통하여 용어를 추출하고 온톨로지의 식별과 개념적 특성을 반영하는 구조로 설계한다. 서비스 온톨로지는 목적효과, 요구조건, 활동, 서비스 분류 등으로 구성되며, 요구사항 온톨로지는 비즈니스, 기술, 제약으로 구성 된다. 환경 온톨로지는 사용자, 요구조건, 활동으로, 기업 온톨로지는 활동, 조직, 전략, 마케팅, 시간으로 구성되며, 국가 온톨로지는 경제, 사회기반시설, 법, 제도, 관습, 인프라, 인구, 위치, 국가전략 등으로 구성된다. 수출 대상 서비스와 국가의 우선순위 리스트가 생성되면 갭(gap) 분석과 매칭 알고리즘 등의 시뮬레이터를 통하여 수출기업과 수출지원 프로그램과의 시스템적 연계가 이루어진다. 제안하는 온톨로지 모형 기반의 공공서비스 수출지원 플랫폼이 구현되면 이해당사자 모두에게 도움이 되며 특히 정보 인프라와 수출경험이 부족한 중소기업에게 상대적으로 더 큰 도움이 될 것이다. 또한 개방형 디지털 생태계를 통하여 이해당사자들이 정보교환, 협업, 신사업 기획 등의 기회를 만들 수 있을 것으로 기대한다.

미래 공공도서관 발전 방향에 대한 사서 및 이용자 인식 조사 (A Study on the Perception of Librarians and Library Users on the Future Direction of Public Library Development)

  • 본 연구에서는 미래의 공공도서관의 역할 및 기능에 대한 이용자와 사서의 인식을 설문조사를 통해 실증적으로 분석하고, 이를 기반으로 미래 공공도서관의 발전 방향을 수립하는데 고려해야 하는 사항들을 제언하였다. 분석 결과, 사서와 이용자 모두 콘텐츠가 미래 공공도서관의 운영에 있어서 가장 중요한 것으로 나타났다. 또한 이용자들은 사서에 비해 정보서비스의 중요성을 보다 높게 인식하는 것으로 나타나, 미래 공공도서관에서는 다양한 정보서비스의 개발이 필요함을 보여주고 있다. 반면 최신 정보기술의 도입은 미래 공공도서관에서 상대적으로 그 중요성에 대한 인식이 낮게 나타나, 정보기술의 도입보다는 콘텐츠의 이용이나 정보요구를 충족시킬 수 있는 다양한 경로와 도구의 마련이 보다 중요한 것으로 나타났다.

판별시스템 중심의 지능형공공서비스 성공에 영향을 미치는 요인 연구: 정보시스템성공모형을 중심으로 (A Study on the Factors Affecting the Success of Intelligent Public Service: Information System Success Model Perspective)

  • Purpose With Intelligent public service (IPS), it is possible to automate the quality of civil affairs, provide customized services for citizens, and provide timely public services. However, empirical studies on factors for the successful use of IPS are still insufficient. Hence, the purpose of this study is to empirically analyze the factors that affect the success of IPS with classification function. ISSM (Information System Success Model) is considered as the underlying research model, and how the algorithm quality, data quality, and environmental quality of the discrimination system affect the relationship between utilization intentions is analyzed. Design/methodology/approach In this study, a survey was conducted targeting users using IPS. After giving them a preliminary explanation of the intelligent public service centered on the discrimination system, they briefly experienced two types of IPS currently being used in the public sector. Structural model analysis was conducted using Smart-PLS 4.0 with a total of 415 valid samples. Findings First, it was confirmed that algorithm quality and data quality had a significant positive (+) effect on information quality and system quality. Second, it was confirmed that information quality, system quality, and environmental quality had a positive (+) effect on the use of IPS. Thirdly, it was confirmed that the use of IPS had a positive (+) effect on the net profit for the use of IPS. In addition, the moderating effect of the degree of knowledge on AI, the perceived accuracy of discriminative experience and IPS, and the user was analyzed. The results suggest that ISSM and TOE framework can expand the understanding of the success of IPS.

중소기업의 정보화지원정책에 관한 연구 (A Study for Governmental Support to Building Information Systems of Small and Medium-sized Enterprises)

  • SME's(Small and Medium-sized Enterprises) have limited resources to build information systems on their own. They do not have effective information systems and not utilize e-business technology enough. The government thus have provided various supports for SME's IT developments. However, those supports do not seem so effective that SME's can operate appropriate information systems and do e-business well. The objective of this study is to develop conceptual policies for the government. We suggest an integrated government support which consists of three core stratigies: one-stop service center, outsourcing of public service, and triggering strategy. In order for the government support to be effective, the government should serve SME's needs continuously and professionally.
