An Analysis of the State Library Services in the United States (미국 주 도서관 서비스의 분석)

  • The purpose of this study was to investigate the state library services in the United States in order to consider what services are needed for regional libraries in Korea. The data were collected from library statistics and library web pages. The analyses particularly focused on examining the residental service and library service of state libraries. The analyses revealed that the state libraries provide funds, services, and training to local libraries, but the service levels are varied among states. State libraries provide state historical information and genealogy information to residential users, and focus on the information needs for handicapped people. Based upon the analysis of U.S. state libraries, Korea regional libraries would provide services different from local public libraries. Also, regional libraries would be operated based upon the regional characteristics.

  • Cloud computing has become one of the most important technologies for reducing cost and increasing productivity by efficiently using IT resources in various companies. The cloud computing system has mainly been built for private enterprise, but public institutions, such as governments and national institutes, also plans to introduce the system in Korea. Various researches have pointed to security problems as a critical factor to impede the vitalization of cloud computing services, but they only focus on the security threats and their correspondents for addressing the problems. There are no studies that analyze major security issues with regard to introducing the cloud computing system. Accordingly, it is necessary to research the security factors in the cloud computing given to public institutions when adopting cloud computing. This research focuses on the priority of security solutions for the stepwise adoption of cloud computing services in enterprise environments. The cloud computing security area is classified into managerial, physical and technical area in the research, and then derives the detailed factors in each security area. The research derives the influence of security priorities in each area on the importance of security issues according to the identification of workers in private enterprise and public institutions. Ordered probit models are used to analyze the influences and marginal effects of awareness for security importance in each area on the scale of security priority. The results show workers in public institutions regard the technical security as the highest importance, while physical and managerial security are considered as the critical security factors in private enterprise. In addition, the results show workers in public institutions and private enterprise have remarkable differences of awareness for cloud computing security. This research compared the difference in recognition for the security priority in three areas between workers in private enterprise, which use cloud computing services, and workers in public institutions that have never used the services. It contributes to the establishment of strategies, with respect to security, by providing guidelines to enterprise or institutions that want to introduce cloud computing systems.

Reproductive Health Services for Adolescents With Hearing Impairment in Indonesia: Expectations and Reality

  • Objectives: Reproductive health education is essential for adolescents with hearing impairment. Since they communicate using specialized language (i.e., sign language), specialized reproductive health services in sign language is a necessity. This study aimed to describe the needs, availability, and expectations of reproductive health services among adolescents with hearing impairment. Methods: This study used a qualitative approach. It was carried out at a school for children with special needs in the city of Denpasar, Bali, Indonesia. Data were collected by in-depth interviews. The informants were 6 adolescents with hearing impairment aged 16-17 years and 4 other key informants, including school staff and health officers. The data were then analyzed using the thematic method. Results: We found that the informants had insufficient knowledge regarding reproductive health. There was no specific subject in the curriculum regarding this issue. Teachers did not specifically provide reproductive health information. The health service unit in the school had not been utilized well for this purpose. Furthermore, no reproductive health services were provided due to the limited number of healthcare workers who could use sign language. Conclusions: The awareness and intentions of adolescents with hearing impairment regarding access to reproductive health services remain low. Health service units at schools should be optimized to enable schools to provide reproductive health information and services for these adolescents.

A Study to Facilitate Public Children's Library Operations and Services (공공어린이도서관 운영현황 및 활성화방안 연구)

  • This study aims to explore the key elements to facilitate public children's library services by investigating the current status and limitations in services. For this, data were collected through observations and in-depth interviews with library directors and children's librarians in public children's libraries in Seoul. The interviews were conducted based on the semi-structured interview technique. The content of the interview consisted of the vision and service status of the library, the competencies and roles of children's librarians, and ways to facilitate and improve children's services. The study discovered that libraries do not have a policy manual for operations and guidelines, and that their operations vary substantially according to the characteristics of the operating institutions. To resolve these problems, suggestions were made to facilitate children's library operations and services in order to enhance the professionalism of children's librarians.

An Overview and Analysis of Digital Services in Public Libraries (공공도서관 디지털서비스의 현황분석)

  • This study analyzes the overview of computerization process in Korean public libraries and reviews several problems of digital services through the library homepage. It is pointed out that digital service level is very high in technical quality, but the difference by regional groups in service quality is severe. This study emphasizes that a specialized resource development based on the regional feature be the survival strategy of digital service in public library at the age of internet.

  • This study aims at exploring the effectiveness of continuing education for enhancing professionalism of children's librarians and its problems in order to provide systematic and practical children's services in public libraries. To this end, we conducted a thorough review and analysis of relevant studies on children's services and children's librarian education in public libraries. Then, we carried out a survey for children's librarians in public libraries in 2007 and in-depth phone and email interviews of children's librarians who participated in a continuing education program at K library one year later. The study findings showed the need for children's librarians' continuing practical training for children's services instead of one-time training. Further, we found the lack of children's librarians' professionalism and staff members in providing effective library services for children in public libraries.

A Study on Infant Caregivers' Library Use Behavior and Factors Affecting Their Revisit and Intention of Recommending Library Visit to Other People: Focusing on Public Library Services in G-City (영유아 보호자의 도서관 이용행태 및 재이용과 추천의사 영향 요인 연구 - G광역시 공공도서관을 중심으로 -)

  • The study examined the behavior of infant's caregivers using public libraries, measured the level of awareness of infant and toddler services in the library to determine the factors affecting their revisit or recommendation of use to others, and examined the impact of such recognition on the use behavior, revisit and willingness to recommend others. The study surveyed 146 caregivers of infants who use four public libraries in Gwangju Metropolitan City on demographic characteristics, library use behavior, level of awareness of library services, library revisit and recommendation to others. Analysis of this survey shows that the factors that influence the caregivers' revisit of the library or their desire to recommend to others through their caregivers' use of the library are the factors that influence the expansion of information data, the stability of space facilities, the accessibility of space facilities, and the ease of participation in programs among the various service factors provided by the library rather than the personal factors of infants and toddlers' caregivers.

  • Like in other trade negotiations covering comprehensive sectors, it is reported that KOREA-US FTA tried so-called 'package deal' at the last minutes, when telecom services sector was positioned at the forefront and expected to partly play a role in buffering US' market-opening pressure on other sectors. Before everything else, Korean negotiators had to enhance the value of foreign ownership deregulation in telecom services sector as a leverage in the course of KOREA-US FTA negotiations. In addition, since foreign ownership change, if any, is highly sensitive issue either politically or policy-wise, it seems very difficult to find a breakthrough. Focusing on foreign ownership regulation in telecom services sector, this paper seeks how Korea has developed its strategic reasoning for negotiations and evaluates the outcomes of KOREA-US FTA negotiations.

Public Key based Secure Data Management Scheme for the Cloud Data Centers in Public Institution (공공기관 클라우드 데이터 센터에 활용 가능한 공개키 기반의 안전한 데이터 관리 기법)

  • The cloud computing has propagated rapidly and thus there is growing interest on the introduction of cloud services in the public institution. Accordingly, domestic public institution are adoption of cloud computing impose and devise a plan. In addition, more specifically, is building a cloud computing system in the public institution. However, solutions to various security threats(e.g., availability invasion of storage, access by unauthorized attacker, data downloaded from uncertain identifier, decrease the reliability of cloud data centers and so on) is required. For the introduction and revitalize of cloud services in the public institution. Therefore, in this paper, we propose a public key based secure data management scheme for the cloud data centers in public institution. Thus, the use of cloud computing in the public institutions, the only authorized users have access to the data center. And setting for importance and level of difficulty of public data management enables by systematic, secure, and efficient. Thus, cloud services for public institution to improve the overall security and convenience.

Informatization, Public Service Supply, and China's Inbound Tourism Development

  • This study empirically investigates the impact of informatization on China's inbound tourism development. The analysis utilizes data on the number of inbound tourist arrivals in 30 Chinese provinces from 13 tourist origin countries between 2004 and 2016. The regional informatization level is measured by the internet penetration rate. It is found that informatization in tourist destination provinces has a significant positive impact on inbound tourism. Moreover, the local public service supply plays a moderating role. The positive effect of informatization is stronger in regions with better public services. The study results imply that China can boost its inbound tourism by further improving the level of informatization as well as local public services.
