Development of Maintenance Management System Module in BTL Project for Educational Facilities (교육시설물 BTL 사업의 유지관리 시스템 모듈 개발)

  • According to the public information of the Ministry of Education & Human Resources Development, the construction project of educational facilities from 2005 to 2007 will use BTL (Build-Transfer-Lease) contract. Budget of those projects will be the worth over 13 trillion won. In this research, the estimation standards for the public health maintenance expenses are established which is the part of the operation and maintenance cost in the total BTL project cost. Also, a system core module using the developed standard was introduced in this paper. A comparative analyses were conducted with the several possible estimation case to validate the system developed.

  • Recently, Korea government make an effort to make jobs through public information disclosure and a public-private partnerships. In this regard, the MOLIT (Ministry of Land, Infrastructure and Transport) is pushing the V-World Business. The V-World is the public platform for the government to disclose spatial and adminstration information. However, the V-World is still not been able to fulfill the role of a public platform, private partnerships window, Warehouse jobs. So, the molit is promoting the V-World advanced project, creating a long-term plan. This study performed a user satisfaction survey and analysis, this result are used as a basis data of the efficient execution of the V-World advanced project and creating long-term planning. Also, we suggested V-World Service Improvement, Open API Service Improvement, future service direction. This study improve the current the V-World, will be utilized as basic data of improving utilization of the use.

  • IT governance in order to achieve the strategic goals of the organization, leadership, organizational structure, and the process is defined. In order to achieve IT governance, organizational structure, leadership for spindle formation, maintenance, and standardized processes to specific and an effective ITIL (Information Technology Infrastructure Library) management model is needed. In this study, the K Authority Management Model of IT Governance ITIL - based research on service delivery and customer satisfaction through the effective information for ITSM (Information Technology Service Management, IT Service Management) building measures, information for business planning and performance management PMS (Project Management System, project Management System), survey on ICT service levels established through the process of planning and construction management models such as ITIL future research on the public portion of the proceeds from the ITIL management model can be utilized as a guideline when establishing a theoretical presents a base.

  • As the roles and interests or audit are growing with ITA law in operation from 2006, the interests about the way which makes project qualifies to improve is increasing through it. In this point of view, this study is trying to find the issue that can promote the efficiency and effectiveness of IT projects decreasing some trials and errors relevant to IT, when government or some public agency field promote e-Business. For this purpose, this study analyze IT application result about e-business project in some public agency field. And the case study will be checked out and evaluated by the quality-contents analysis study method on the point of view of the IT audit. The study result is expected to provide a more practical policy implications than traditional researches based on specific-element technology or business process model by making use of major review areas and improvement methods. In thus, it is expected that it will be helpful not only references of IT quality improvement but also policy promotions when the public promotes IT projects related with e-Business.

  • Public R&D investment information has diverse implications for researching R&D trends. Also, as it is important for the establishment of R&D policy to grasp the current situation and trends of R&D to improve science and technology level, science and technology information service system, such as NTIS (National Science & Technology Information Service), is operated at a national level in most countries. However, since the data forms provided by current NTIS are raw data, it is necessary to develop the R&D performance indicator or to use additional scientometric methods by analyzing scientific papers or scientific R&D project information for grasping R&D trends or analyzing R&D task results. Thus, this study applied public R&D investment information to investigate and monitor R&D trends in the field of information & communication technology (ICT) of meteorology and climatology by using NTIS data of Korea and NSF (National Science Foundation) data of USA.

  • Recently people have increased to climb mountain. Owing to developing IT technology, the number of people using smart phone have increased remarkably as well. In this context, the Korea Forest Service has implemented the project of Mountain Climbing Information Public Service(MCIPS). The purpose of the MCIPS is to support climbing safely based on a trail map of spatial data of GIS(geographic information system). The customer will be able to access the MCIPS through n-screen(IP-TV, Web Site, Smart phone, Galaxy tab) provided a broadcasting and telecommunication convergence service. In addition, the MCIPS would support two-way communication through connecting to Twitter and Youtube. The MCIPS will make the customer fun using Augmented Reality(AR) of Smart phone(Android) and contribute to protecting people from mountain accidents.

  • NGIS project was carried out to accelerate Korea to an information-oriented land. NGIS Project also is to support training projects for GIS specialists as a sub-project. This program has two categories which are long-term courses and short-courses. The long-term courses are for people who want to get a job in SIS(Spatial Information System) field and also for public services personnel who want to acquire the latest SIS technology. Short-term courses are about the latest GIS component technology and utilization spatial data. In this paper, we analyze education programs and training courses relate to SIS. Also we suggest some directions to train specialists for the effective achievement of SIS project. To efficient education for SIS specialist, education programs have courses without repetition and courses are separated by technology type.

  • This study aims to provide the system to help decision making by finding key indicators used in land supply and demand surveys, and by developing storage priority areas and projects. As problems arose such as the rising cost of public projects or disruptions to business progress due to the rapid rise in land prices and the cost of compensation for public projects in the past, a new land policy was adopted and the land reserve system was established in 2009. At that time, The bank's goal was to conserve 2 trillion won of land per year, but the result was sluggish as it accumulated a total of 1.6 trillion won from 2009 to 2015. The reason for this sluggish result is that the type and quantity of indicators are still extensive and the survey of land supply and demand has a problem of poor utilization. In order to make up for the sluggishness, we made key indicators used in land supply and demand surveys using the question investigation, and analyzed the priority of the project areas. This study provide the system to help decision making by finding key indicators used in land supply and demand surveys, and the priorities of project areas.

Using Real Options Pricing to Value Public R&D Investment in the Deep Seabed Manganese Nodule Project

  • This paper seeks to measure the monetary value of technical development in the deep seabed manganese nodule mining by applying the compound option model (COM). The COM is appropriate for the project in terms of its decision-making structure and embedded uncertainty. The estimation results show that the deep seabed mining project has more economic potential than shown by the previously obtained results from the discounted cash flow (DCF) analysis. In addition, it is reasonable to invest in the project taking the various uncertainty factors into consideration, because the ratio of the value to the cost of the project is far higher than one. This information can be utilized in national ocean policy decision-making.

  • Otemachi(大手町) is the region where it plays a pivotal role in Japanese economy as representative head offices of companies including financial insurance, general trading, information and communication newspaper media are concentrated. However, regenerating the entire region from worn-out infrastructures of buildings and city into the fresh and vibrant foothold in international business was the problem to be solved. In this situation, was examined on the basis of administrative agencies and relevant enterprises to reconstruct office buildings in phases without ceasing business functions and activities by utilizing the large-scale vacant land occurred from the relocation of the national public institutions. The independent administrative institution 'Urban Renaissance Agency(UR)' has completed the examination of industrialization and participation request for the commencement of the project. In this article, The overview of , the new form of project promoted and cooperated by officials and people, is introduced by UR (Urban Renaissance Agency) reorganizing the land exchange and infrastructure through the land readjustment project, and at the same time, procuring capital and building office buildings in solidarity with private development enterprises and financial institutions.
