The purpose of this paper is to provide a convenient platform for bus users and a platform to provide tourist services suitable for bus tourism as integrated services. Recently, the number of FIT tourists for recreational purposes using public transportation is increasing as the bus use environment is improved. Accordingly, we need a tourist platform that meets the needs of tourists. In particular, a bus information providing algorithm is implemented using a bus information public API to more conveniently use the bus information providing system, and a user use behavior data collection module and a data mining module To develop a contents platform based on a bus stop for bus tourism services to FIT tourists using public transportation.

Most public library websites provide unstructured cultural program data, which cannot be produced and utilized systematically as bibliographic information. It is not sufficiently used in existing library big data research or cases, and there is a risk of disappearing when the website is reorganized or the person in charge is changed. This study developed a data schema that can be used in conjunction with bibliographic data by collecting and analyzing cultural programs and community service data produced in an unstructured manner and proposed to share and utilize public library cultural programs and community service data, and establish a library big data platform that can serve as an information channel between librarians who are cultural program planners. Library program data posted on the library website can be integrated and managed through the platform, securing continuity of work, and systematically managing and preserving the specialized service history of individual libraries.

This study defines copyrighted public records in broad sense including open government data and public domain except for some private records. Additionally, this study aims to investigate improvement plan for maximizing utilization of copyrighted public records in web-sites using customer side, without consideration of supplier side. For this purpose, qualitative study method was used with grounded theory on analyzed problems from literature review and case study. Literature review was concentrated on definition of open data and abroad utilization indicators whereas case study analyzed current situation of four web-sites providing copyrighted public records. Converged opinions from in-depth interview and various statistical data was analyzed as a basis for grounded theory, then a paradigm model was constructed and future improvement plans were presented. The findings imply that opening of copyrighted public records is not just important for quantitative results, rather it requires qualitative improvement providing latest credible information that is consistent with the demand of the customer. Thus, development of service platform and business models for copyrighted public records are urgent task.

This paper proposed an realtime total monitoring platform for various kind of multi weather radars to analyze and predict weather phenomenons and prevent meteorological disasters. Our platform is designed to process each weather radar data on each radar site to minimize overloads from conversion and transmission of large volumed radar data, and to set observers up the definitive radar data via public framework server separately. By proposed method, weather radar data having different spatial or temporal resolutions can be automatically synchronized with there own spatio-temporal domains on public GIS platform having only one spatio-temporal criterion. Simulation result shows that our method facilitates the realtime weather monitoring from weather radars having various spatio-temporal resolutions without other data synchronization or assimilation processes. Moreover, since this platform doesn't require some additional computer equipments or high-technical mechanisms it has economic efficiency for it's systemic constructions.

Open Data is an essential resource for the data industry. 'Act On Promotion Of The Provision And Use Of Public Data', enacted on July 30, 2013, mandates public institutions to manage the quality of Open Data and provide it to the public. Via such a legislation, the legal basis for the public to Open Data is prepared. Furthermore, public institutions are prohibited from developing and providing open data services that are duplicated or similar to those of the private sector, and private start-ups using open data are supported. However, as the demand for Open Data gradually increases, the cases of refusal to provide or interruption of Open Data held by public institutions are also increasing. Accordingly, the 'Open Data Mediation Committee' is established and operated so that the right to use data can be rescued through a simple dispute mediation procedure rather than complicated administrative litigation. The main issues dealt with in dispute settlement so far are usually the rights of third parties, such as open data including personal information, private information such as trade secrets, and copyrights. Plus, non-open data cannot be provided without the consent of the information subject. Rather than processing non-open data into open data through de-identification processing, positive results can be expected if consent is provided through active rights processing of the personal information subject. Not only can the Public Mydata Service be used by the information subject, but Open Data applicants will also be able to secure higher quality Open Data, which will have a positive impact on fostering the private data industry. This study derives a plan to establish a rights processing platform to enhance the usability of Open Data, including private information such as personal information, trade secrets, and copyright, which have become an issue when providing Open Data since 2014. With that, the proposals in this study are expected to serve as a stepping stone to revitalize private start-ups through the use of wide Open Data and improve public convenience through Public MyData services of information subjects.

Mining the microarray data accumulated in the public data repositories can save experimental cost and time and provide valuable biomedical information. Big data analysis pooling multiple data sets increases statistical power, improves the reliability of the results, and reduces the specific bias of the individual study. However, integrating several data sets from different studies is needed to deal with many problems. In this study, I limited the focus to the cross platform classification that the platform of a testing sample is different from the platform of a training set, and suggested a simple classification method based on rank. This method is compared with the diagonal linear discriminant analysis, k nearest neighbor method and support vector machine using the cross platform real example data sets of two cancers.

Smart lighting systems have become increasingly popular in several public sectors because of trends toward urbanization and intelligent technologies. In this study, we designed and implemented a web application platform to explore and monitor data acquired from lighting devices at Thammasat University (Rangsit Campus, Thailand). The platform provides a convenient interface for administrative and operative staff to monitor, control, and collect data from sensors installed on campus in real time for creating geographically specific big data. Platform development focuses on both back- and front-end applications to allow a seamless process for recording and displaying data from interconnected devices. Responsible persons can interact with devices and acquire data effortlessly, minimizing workforce and human error. The collected data were analyzed using an exploratory data analysis process. Missing data behavior caused by system outages was also investigated.

As the viewpoint of data evolves from business resources to value resources, the focus on the data processing is rapidly shifting from the cartesian (alphanumeric) to the contextual. In response to this trend, the government is actively promoting the utilization of public data by the private sectors. With a focus on the fact that the mainstream of public data users is the crowds, this study, therefore, seeks to identify differences between the members and the crowds from information processing view, followed by presenting directions and main points for the design of data platform. This study is perhaps to be a starting point for finding practical alternatives for creating 'collective intelligence ecosystem' and to be a basis for building a big data base in response to the opening of public data.

South Korea is at an important juncture in its history to decide whether to continue its investment to become a first-mover of artificial intelligence (A.I.) platform technology or stay as a fast follower. This paper compares South Korea's A.I. platform capacity to that of the United States, China and the European Union by reviewing publicly opened documents and reports on AI platform strategies and policies using the three elements of the national innovation capacity: common innovation infrastructure, cluster-specific conditions, and quality of linkages. This paper found three major areas the South Korean government can focus on in the A.I. platform industry. First, South Korea needs to increase its investment in the A.I. field and expand its public-private collaboration activities. Second, unlike the U.S. and the U.K., South Korea lacks data protection policies. Third, South Korea needs to build a high-performance system and environment to experiment with artificial intelligence technology and big data.

As the Yoon Seok-yeol administration enters its second year in office, it is beginning to vigorously promote policies related to the "digital platform government," which is the 11th of the 120 national tasks. Accordingly, the Digital Platform Government Committee established and reported the 'Digital Platform Government Realization Plan' to the President in April 2023, and the 「Act on Provision and Use of Public Data」 and 「Data An amendment to the Act on the Vitalization of Infrastructure Administration" was submitted to the National Assembly in June 2023. In addition, the 「Regulations on the Promotion of Administrative Efficiency and Collaboration」, which is a Presidential Decree, was revised to 「Regulations on Operation and Innovation of Administrative Affairs」, including the name change, to effectively promote innovation in administrative work, and was completed on June 27, 2023. Therefore, this study aims to examine the trends of public institutions related to the digital platform government as a government task, and discuss whether the recent trends will affect the management of institutional records. Indications to respond to the government's digital platform, which is leading the way, it was emphasized that the operation of the current Medical Records Act is strange.
