  • The case for study in this paper is the Main Plan and Management for the Fukutoshin; the restructure of Nishi Shinjuku, This plan was first outlines in 1960, and includes a vast area of 96 ha for redevelopment. It aims to create a totally new center in the city. This was the first case in Japan, and in the world of a plan of these magnitudes. involving urban landscape restructuring from three points: Landscape (open spaces for public use: the Shinjuku Central Park and the surrounding area of the buildings), transport and commercial building developments. The Landscape plan for the green areas was decided in a way to compensate the population of the area and the visitors. As a rule, high-rise building constructions are placed each one in single lots and are surrounded by open spaces and greenery. Pedestrain areas are widened and also connected by bridges in a way to allow free circulation, and interconnection between the constructions and the green areas. Another important factor is the role that Private Corporation, and public interest plays. Joining these two forces has allowed the concretization of this project. This interpolation between public and private roles was an innovation in Japan, and it also the key for the concretion of the project. The historical review of the process and management of this project help us to put into perspective the introduction of new concepts and ideas, which were not related at that time to traditional Japanese Landscaping. Furthermore we are better able to understand the substantial increase in the percentage of land dedicated to green areas in contrast to the typical standards of Japanese cities.

  • The repair and maintenance cost of domestic public rental housing is an issue of considerable interest and growing financial concern. This paper suggests a quantity-based model as an alternative method for predicting costs, instead of the conventional model which is based on actual cost data. Furthermore, this paper provides a forecast of the repair costs incurred each year during the multi family house's maintenance phase (40 years). The recently changed the long-term repair plan and quality-improved interior materials were considered into the research. In order to estimate the cost of maintenance work, 5 sample apartments were selected and analyzed. The repair and maintenance cost from the case studies was converted to cost per household and per floor area for general use. On the other hand, the net present value method was applied to reflect the effect of time. We expect that the results will help to establish expenditure plans that are more effective for public rental housing in the maintenance stage.

  • Currently, image of floating architecture has been positively improved based on the normalization of a domestic representative floating building 'Some Sevit'. Features of the floating architecture are as follows: special experience (29.9%)> landmark (27.6%)> enjoyment of marine culture (21.5%)> center for tourism and regional development (16.0%)> eco-friendly space solving global warming (4.8%). Floating building has a distinctive image and at the same time offers a unique spatial experience to the public. Therefore, space design marketing of floating building is a communication process to exchange its spatial identity and image between the local government and the public, the corporation and customers. It is essential for the effective space design marketing that the spatial demands should be reflected into its program such as commercial, cultural and marina facilities. The unification of project leader and operator is also important. The transformed conditions would help the construction market to be active in the future.

  • This study was aimed to suggest a management strategy of GHG emissions for the public organizations in land and housing costruction sector. As public organizations' businesses are characterized as 'public' and 'comprehensive', these characteristics should be considered in scoping emissions, setting-up reduction target, building GHG inventory, and establishing management system. Since public organizations' activities in construction sector involve a wide range of social infrastructure construction projects, it is not easy to account their actions to reduce GHG emissions quantitatively. Therefore, this study suggested that a twofold approach is suitable for public organizations in construction area, classifying the measurable reductions and the immeasurable actions according to the their business characteristics. To give a concrete example, a GHG emission management system for the Korea Land and Housing Corporation (LH) was proposed.

  • Based on the supply status statistics of new renewable energy according to public obligation system, current status of overall application centered on solar heat, solar ray, and geothermal heat as energy sources that can be applied to buildings may be analyzed as follows. (1) After the public obligation system, the investment costs on the total construction costs by years were between 5.21% and 7.12%: they were 7.12% in 2004, where the system was initially implemented; and they were gradually declined from 2005 to 2011, 5.76% in average. The ratio of equipment investment per energy sources in the total construction costs was 5.9%, which was slightly more than the obliged ratio. The order of investment costs per energy source was solar ray, geothermal heat, and solar heat. (2) Among the 1,433 sites in the plan of new renewable energy installation based on the public obligation system, "for cultural & social use" was most in target institution, and facilities for education & research was most in use classification, followed by public working, culture & rally, and sports. The number of facilities applied according to the case for planning installation per use classification of the target institution was between 1.1 and 1.5, or 1.4 in average of energy source. Conclusively, the authors of this study investigated overall current status of new renewable energy supply from the analysis of statistic data, and it may be needed of further supplementation of various examinations by visiting investigation and interviews with practitioners based on classification of use of target institutions.

  • Objectives: This study used the characteristics of the knowledge discovery and data mining algorithms to develop hypertension predictive model for hypertension management using the Korea National Health Insurance Corporation database(the insureds' screening and health care benefit data). Methods: This study validated the predictive power of data mining algorithms by comparing the performance of logistic regression, decision tree, and ensemble technique. On the basis of internal and external validation, it was found that the model performance of logistic regression method was the best among the above three techniques. Results: Major results of logistic regression analysis suggested that the probability of hypertension was: - lower for the female(compared with the male)(OR=0.834) - higher for the persons whose ages were 60 or above(compared with below 40)(OR=4.628) - higher for obese persons(compared with normal persons)(OR= 2.103) - higher for the persons with high level of glucose(compared with normal persons)(OR=1.086) - higher for the persons who had family history of hypertension(compared with the persons who had not)(OR=1.512) - higher for the persons who periodically drank alcohol(compared with the persons who did not)$(OR=1.037{\sim}1.291)$ Conclusions: This study produced several factors affecting the outbreak of hypertension using screening. It is considered to be a contributing factor towards the nation's building of a Hypertension Management System in the near future by bringing forth representative results on the rise and care of hypertension.
