As Big Data's value is perceived and Government 3.0 is announced, there is a growing interest in Big Data. However, it won't be easy for each public institute or local government to apply Big Data systematically and make a successful achievement despite lacking of specific alternative plan or strategy. So, this study tried to suggest strategies to use Big Data after arranging the area which local government utilize it in. As a result, utilization areas of local administration's Big Data are divided into four areas; recognizing and corresponding the abnormal phenomenon, predicting and corresponding the close future, corresponding analyzed situation and developing new policy(administration service), and citizen customized service. In addition, strategies about how to use Big Data are suggested; stepwise approach, user's requirements analysis, critical success factors based implementation, pilot project, result evaluation, performance based incentive, building common infrastructure.

The fishing vessel buyback program, that is, the project of fishing vessel reduction is a complex challenge that needs to take into consideration for both fishing resource protection and industrial restructuring. By the way, the fishing vessel buyback program in Korea is still poorly fruitful and there are few applications for the project in the country. For example, the buyback program of this nation has some problems like uncertainly set goals, conflicts among targets, no flexibility in the program implementation, low participation in the project and lack in follow-up actions. To solve these problems, this study offers the following alternatives. First, it is setting up detailed targets for fishing vessel buyback. Those targets should be what can be actually driven under policy support, such as reduction in illegal fishing, decrease in an exact number of fishing vessels and decline in fishing capacity rather than what seem to be comprehensive such as protection of coastal or offshore fishery and industrial restructuring. Second, it is taking measures for the livelihood of those who would face disadvantages due to fishing vessel reduction. Those measures providing or supporting the re-education and re-employment of fishery workers and building up systems that help the workers transfer fishing to another job. Third, it is adopting the governance system that overcomes lacks in communications between the fishing vessel buyback program and improves the performance effectiveness of that program. Here, governance means that businesses and authorities concerned in the program interact and cooperate with one another in making and implementing policies related to the project of fishing vessel reduction and assessing the results of that project. Fourth, it is taking actions for fishery reorganization after the fishing vessel buyback program. Factors that can be considered as those actions include supporting fishery workers' cost of fishing vessel reduction, decreasing and modernizing fishing fleets and improving the quality of fishing equipment. In conclusion, the fishing vessel buyback program should be prepared with comprehensive actions or measures that can cope well with a variety of problems that may be arisen from it while keeping itself on the track of its original goals.
Purpose: The purpose of the study was to test the effectiveness of an 8 session intervention program to prevent sexually transmitted diseases (STDs) among at-risk prostitutes. Method: An experimental research design was employed. Subjects were 59 prostitutes (29 in the control group and 30 in the experimental group) who agreed to participate in this study. An STD Prevention Framework derived from Cox's Interaction Model of Client Health Behavior guided the overall intervention and the components. The intervention had 8 sessions with STD-prevention strategies and was led by Public Health Nurses. Analysis included change scores, $x^2$-test, and t-test. Result: The results revealed significant increase in feelings and skills of condom use, peer belief on condom use, condom use practice, and satisfaction with service at public health centers (PHC) on STDs knowledge and skills in the experimental group. However, newly contracted STDs were not significant statistically between groups. Conclusion: The 8 session STDs prevention program showed a effect on emotions, skills and' behaviors of condom use even with the limitation of methodological rigors because of subject-specific conditions. In the future, a capacity-building model based on collaborating networks among community-based organizations will be needed to develop in effective STDs prevention.
Although some indicators for evaluating rural settlement conditions have been offered, these indicators could not reflect unique characteristics that rural has its own peculiarities. The rural area is identified with central districts functioned as service provision and hinterlands used its service. The aim of this study is to find a central district of rural villages and define range of its hinterlands using various physical characteristics of rural areas. Targeting areas are Yongsan and Hwanggan in Yeongdong-gun. The physical characteristics are represented by building density, number of shops among secondary and tertiary industries, official land price, and density of bus line. The rural central district is estimated by linear programming using defined the physical characteristics. Also its hinterlands used Huff model and social accessibility. The results of this study are as follows; (1) The physical characteristics in Hwanggan myeon is higher than Yongsan myeon because Hwanggan area has a large floating population for using Hwanggan station and ticket office; (2) The central district in Hwanggan has wider regional range than Yongsan. When central district estimate in rural areas, we suggest a grid diameter of Hexagon for controlling errors; (3) Considering accessibility, the life zone of 4 districts defined legally in Hwanggan use Yongsan and 2 legal districts in Hwanggan are possible to take advantage of Yongsan's life zone; (4) The results of survey targeting boundary villages between Yongsan and Hwanggan, individual drivers use central districts both Yongsan and Hwanggan, however users by public transportation (especially bus) go more to Hwanggan because bus lines to Hwanggan have many routes than to Yongsan. Evaluating the rural settlement conditions by national unit through grasping central districts and its hinterlands, these results can use as base line data and the evidence for regional development projects.
Objectives: Recent studies have shown that tailored messages for cancer screening to the beliefs and stage of cancer screening behavior of individual women increases the take-up probability. Many studies on cancer screening have used the Transtheoretical Model (TTM) to identify variables associated with cancer screening behavior. This study was carried out to identify the cognitive-behavioral factors associated with stomach cancer screening among women aged 40 years and over, and to develop and evaluate a tailored educational program for stomach cancer screening by stages of change. Methods: Building on the TTM constructs, we conducted a quasi-experimental study(N=283) to test the effectiveness of a tailored educational program for endoscopic stomach cancer screening. We carried out pre and post tests in the experimental group(N=162) and the control group(N=121), and the experimental group was subdivided into an on-line group(N=81) and an off-line group(N=81) by educational methodology using e-mail and the postal service. We used the chi-square test, trend test, and paired t-test to test the effectiveness of the program for stomach cancer using a tailored stage-matched messages. Results: To examine the effectiveness of the program for stomach cancer screening by the tailored stage-matched messages, the stage-matched materials were offered to the experimental group(N=162) four times for 4 weeks. The stage-matched materials consisted of the four types for stomach cancer. The tailored message was effective in changing the cognitive-behavioral factors, such as experience process, behavior process, con opinion for stomach cancer, self-efficacy, and the behavioral stages for stomach cancer screening. The stomach cancer screening adherence was higher for the stage-matched materials using postal mail than for those using e-mail. Conclusion: To improve the stomach cancer screening rate, the use of tailored messages for stomach cancer screening will be generated using an expert system. Therefore the implementation of tailored educational program will be supported a partnership between public and private health organizations and increasing awareness of the necessity of community-based interventions.
Korean Government has developed Sejong City as a new administration city. This city of future was planned and designed toward one of the most eco-friendly city on the basis of ICTs. To attain this object, a carbon emission monitoring system (CEMS) was designed and installed as a part of u-city service which provides various information anytime and anywhere to enrich the people's quality of life. In this paper, at first, the structure and functions of CEMS are introduced. This system is consist of 5 parts - data collection from user and linked public DBs, transforming data into meaningful information for the policy makers, system-user interfacing via statistical tables and graphs, and system maintenance. This system can be operated by the citizen participation through whole the process. With the help of GIS map and graphic interface, statistics of monitored data for both citizen and decision maker provided and after feed-back, they have affected on the behaviour of citizen's energy consumption and related policy as well. By the CEMS, energy consumption data of 124 agreed households were collected during 9 months in 2012. Electricity, gas and water consumption were remote-metered automatically by the system and analysed. This showed that more than 85% of CO2 emission is rely on electricity usage. Furthermore, number of family members and size of house influences on the emission of CO2 by each household together with the life-style of the occupants. Electricity and water consumption showed the seasonal factor while gas consumption represents the number of family members. Even this paper has limitations caused by 9 months of data collection, it shows the policy directions to reduce the emission of CO2 focusing on the house size and number of family members of each households. With the result of this research, life-style of the generation of dwellers should be investigated and the CO2 emission characteristics of other housing type as well for the data building for future policy making.
The main purpose of this paper is to examine the aid effectiveness of ODA projects through a case of an e-Government ODA. The case at hand is the Mongolian National Data Center project, which was supported by Korea International Cooperation Agency in 2007~2009. In this paper, we analyze aid effectiveness through a case instead of a long-term macroeconomic analysis. By using OECD DAC guideline for performance evaluation of ODA project combined with PRM (Performance Reference Model) for evaluating e-Government, authors undertakes a post-implementation evaluation on the Mongolian NDC project. The result shows that the NDC project has been relevant and implemented effectively and efficiently given the political instability incurred by the election fraud in 2008. However, there have been problems as well. Provision of defected monitors was a critical problem while disagreement on the safety of the building was lasted for two more years to be settled. Some comments on the training program are also worth to hear to ameliorate similar projects. But more fundamental problems are found in impacts and sustainability areas. Low political status of ICTPA as a coordinating organization for ICT ODA and unstable job security of NDC are serious hurdles to increase effectiveness and efficiency of NDC. ICTPA has played very limited roles in coordinating government-wide ICT ODA projects because it lacks actual power and control over them. Other government organizations do not fully trust NDC as a reliable government data center due to low political status and lack of job security. Thus critical factors to affect the effectiveness and efficiency of e-Government ODA projects are political and organizational instead of economic.

So, this study aims to offer a service discovery direction by analyzing the service issues and trends. The target is newspaper article about U-City Service from 2009 to 2014. Prepared 723 newspaper article for analysis. Next step is frequency analysis of keyword and used that result for Network analysis and measure of information. Network analysis can show result through "Degree Centrality", "Betweenness Centrality" and "Closeness Centrality". As a result, "Information", "IT", "Environment", "Technology", "Center" is higher than another. These 5 keywords are important factors for driving the U-City the past six years. Information measurement results, Already U-City were put an emphasis on building the infrastructure and able to identify a trend that provided the center of the public service. Those Service field are "Tour(2009)", "Crime prevention and Disaster Prevention(2010)", "Facility Management(2011)", "administration(2012)" and "Facility Management(2013, 2014)". Result of this study found implications what on citizen participation. So, services field on the existing infrastructure should be discovered and provided. Finally, this study can expected to be a reference in the local government planning for U-City.
This research is to construct more useful Geo-spatial data by building spatial data to three dimensional and utilize the database effectively for development of application, maintenance and management program, and application technology, which is on going based on “Haeundae three dimensional database construction project”. Furthermore, the acquisition of geographic information data and the technological improvement of effective construction would be the important factors to judge the qualitative reputation of GIS. Above all, studies to create accurate data and overcome the error limitation are much more important than any other thing. Final form of Spatial Data to materialize efficient GIS(Geographic Information System) must be three dimensional spatial data which has attribute data, actual concept and numerical value of real world. In connection to that, development is on the move to improve building technique of useful spatial data and digitalize the entire country in cryberspace. $\ulcorner the cyber country lrcorner$is designed to mange the entire country systematically. This simulation would be able to cover administration of government institution, public service, corporate business and even the public life in the cyeberspace though the computer. Materialization of efficient GIS and establishment of condition as technically strong nation through the early realization of $\ulcorner the cyber country lrcorner$will provide a great opportunity to open up the global market with exportation of advanced technology.
