본 연구는 공공데이터 활용 여부에 따른 국내 기업체들의 빅데이터 기술사용 및 서비스 이용 의도에 미치는 영향요인을 파악하기 위한 탐색적 연구이다. 2017년 13,136개 국내 기업의 전산담당자와 총무담당자를 대상으로 정보화 통계 설문조사 데이터를 R 3.5.3 프로그램을 이용하여 연구 모형에 따른 가설검정을 시행하였다. 먼저 빅데이터 기술 및 서비스 이용의도에 영향을 미치는 요인에 대한 로지스틱 회귀분석 결과, 공공데이터를 활용하는 업체에서는 비용 절감이 빅데이터 이용의도에 긍정적 영향을 미치는 요인으로 나타났고, 공공데이터를 활용하지 않는 기업의 경우 고객만족은 긍정적 영향, 의사결정 지원은 빅데이터 이용에 부정적인 영향을 미치는 요인으로 나타났다. 최근 들어 우리 정부는 기업 지원에 있어 4차 산업 혁명의 동력 중 공공데이터 개방과 더불어 빅데이터 활용 부분에 중점을 두고 있다. 그러나 본 연구결과, 아직까지 국내 기업 전반에 공공데이터 및 빅데이터 활용이 미진한 것으로 밝혀졌다. 단, 본 연구를 위한 정보화 통계 데이터가 2017년도 데이터임을 감안할 때 정부의 빅데이터 지원 정책 등 실효적 성과를 분석하기 위해서는 지속적인 빅데이터 활용 및 이에 따른 성과에 대한 연구도 필요하다 하겠다.

본 논문은 전파 빅데이터 활용을 위한 플랫폼 구축 방안을 제시하는 것으로 전파 분야의 빅데이터를 수집 및 분석하고 연계방안을 수립하고, 전파 및 공공분야 빅데이터를 연계 및 활용하는 지원체계 방안을 제시하여, 전파 공공분야 연계 빅데이터 플랫폼 구축 방안을 제시하였다. 전파 분야 빅데이터의 체계적 분석과 활용을 위한 지원체계가 부족한 상황에서 전파 관련 산업체의 빅데이터 활용을 위한 플랫폼 구축방안을 마련함으로써 4차 산업혁명 구현을 위한 선제적 대응과 국내 전파 분야의 위상과 국가의 혁신성장 동력을 확보하고 전파산업의 공정경쟁과 서비스 품질 증진에 기여하여 전파 및 공공분야 빅데이터 플랫폼 이용자의 편의 증진에 기여하고자 한다. 또한, 전파관리 데이터 활용가치에 대한 사회적 인식 제고 및 플랫폼 공동 활용을 통한 전파 빅데이터 활용 협업 체계 마련에 기여하고자 한다.

Public acceptance of nuclear power is important for the government, the major stakeholder of the industry, because consensus is required to drive actions. It is therefore no coincidence that the governments of nations operating nuclear reactors are endeavoring to enhance public acceptance of nuclear power, as better acceptance allows stable power generation and peaceful processing of nuclear wastes produced from nuclear reactors. Past research, however, has been limited to epistemological measurements using methods such as the Likert scale. In this research, we propose big data analysis as an attractive alternative and attempt to identify the attitudes of the public on nuclear power. Specifically, we used common big data analyses to analyze consumer opinions via SNS (Social Networking Services), using keyword analysis and opinion analysis. The keyword analysis identified the attitudes of the public toward nuclear power. The public felt positive toward nuclear power when Korea successfully exported nuclear reactors to the United Arab Emirates. With the Fukushima accident in 2011 and certain supplier scandals in 2012, however, the image of nuclear power was degraded and the negative image continues. It is recommended that the government focus on developing useful businesses and use cases of nuclear power in order to improve public acceptance.

After several significant nuclear accidents, public attitudes toward nuclear energy technologies and facilities are considered to be one of the essential factors in the national energy and electricity policy-making process of several nations that employ nuclear energy as their key energy resource. However, it is difficult to explore and capture such an attitude, because the majority of prior studies analyzed public attitudes with a limited number of respondents and fragmentary opinion polls. In order to supplement this point, this study suggests a big data analyzing method with K-LIWC (Korean-Linguistic Inquiry and Word Count), sentiment and query analysis methods, and investigates public attitudes, positive and negative emotional statements about nuclear energy with the collected data sets of well-known social media and network services in Korea over time. Results show that several events and accidents related to nuclear energy have consistent or temporary effects on the attitude and ratios of the statements, depending on the kind of events and accidents. The presented methodology and the use of big data in relation to the energy industry is suggested as it can be helpful in addressing and exploring public attitudes. Based on the results, implications, limitations, and future research areas are presented.

본 연구는 최근 많은 이슈가 되고 있는 빅데이터를 도서관 분야에 적용하여 다양한 형태의 도서관 빅데이터의 활용 가치에 대한 이해를 높이고 이에 대한 수요자의 요구 분석을 바탕으로 공공도서관 빅데이터 서비스 모형을 개발하는 것을 목적으로 하고 있다. 이를 위해 도서관 빅데이터의 개념과 내용 및 가치 등을 고찰하고, 도서관 빅데이터 서비스에 대한 수요 분석을 바탕으로 도서관 빅데이터 서비스 모형을 개발하였다. 서비스 모형 개발을 위해 도서관 빅데이터의 유형에 따라 활용 가능한 도서관 빅데이터를 분석하였으며, 수요자의 요구를 다양한 방법으로 도출하였다. 수요자의 요구 분석은 도서관계 연구자 및 현장 사서와의 심층인터뷰, 표적집단인터뷰(Focus Group Interview, 이하 FGI), 사서 및 이용자 설문조사를 통해 이루어졌다. 이를 바탕으로 총 16개의 도서관 빅데이터 서비스 모형을 정의하고, 서비스의 필요성, 시급성, 개발 가능성을 고려해 최종적으로 사서 의사결정 지원 서비스와 이용자 도서 추천 및 독서이력 관리 서비스 모형을 개발하였다.

빅데이터 기술이 미래 보건의료 패러다임변화를 선도할 핵심기술로 부각되면서, 보건의료 담당 공무원들에 대한 빅데이터 교육 필요성이 높아지고 있다. 한국은 전국민 건강보험데이터 등 세계적 수준의 빅데이터 보유국으로서, 데이터 기반의 미래 예측과 정책수립을 통해 보건정책의 성과향상 및 지속가능성이 주목받고 있다. 이에 따라 현업에서 보건의료를 담당하는 공무원을 위한 보건의료 데이터 자원 활용 전문인재양성교육 콘텐츠에 대한 수요는 증대되고 있으나, 현장에 적합한 인적자원개발을 위한 보건의료분야 국가직무능력표준(NCS, National Competency Standards)이나 학습모듈이 없다. 본 연구에서는 보건업무 담당 공무원들의 빅데이터 직무 역량강화를 위해, 타분야 빅데이터 관련 NCS를 고려하여, 현업에서 보건의료분야 공공데이터를 효율적으로 활용할 수 있는 역량을 갖춘 공무원양성을 위한 보건의료 빅데이터 교육모듈과 콘텐츠를 도출하였다.

4차 산업혁명의 주요 요소가 되는 빅데이터 가치는 민간부분에서 산업 생산성을 높이고, 공공부분에서 대국민 및 기업에 대한 행정 서비스를 제공해 줄 수 있는 부분이기도 하다. ICT 선진국들은 공공부분의 빅데이터 활용 방안을 빠르게 제시하고 있다. 특히 사회 위기관리 차원에 있어 재난의 사전 예측시스템을 잘 갖추고 있다. 우리나라 정부의 입장에서도 사회 위기관리 차원의 빅데이터 공공 활용 방안에 많은 관심을 기울이고 있다. 하지만 빅데이터의 전반적인 인프라 부분에 취약성을 드러내고 있는 현실은 앞으로 사회현안 문제해결 차원의 준비와 실천이 요구되는 사항이다. 따라서 우리는 빅데이터 활용 현상의 문제를 분석하고, 각국의 선도적 빅데이터 공공 활용이 선행되는 사례를 검토해 앞으로 나아가야 할 정책의 다양성을 제시하여야 한다. 이에 본 논문은 빅데이터 활용에 있어 나타나고 있는 문제점을 분석하여 전자정부의 역할과 정책을 제언하였다. 제시한 정책 사항은 정보개방과 법 제도 개선의 문제, 빅데이터 환경에서의 개인정보 침해 위협을 관리하는 빅데이터 서비스 고려 사항 문제, 기술적 측면에서 공공의 빅데이터 활용 관련 기술개발 및 빅데이터 운영 분석 기술개발 필요성 문제 등을 제시하였다.

Purpose: The traditional ethical study only suggests a blurred insight on the research using medical big data, especially in this rapid-changing and demanding environment which is called "4th Industry Revolution." Current institutional/ethical issues in big data research need to approach with the thoughtful insight of past ethical study reflecting the understanding of present conditions of this study. This study aims to examine the ethical issues that are emerging in recent health care big data research. So, this study aims to survey the public perceptions on of health care big data as part of the process of public discourse and the acceptance of the utility and provision of big data research as a subject of health care information. In addition, the emerging ethical challenges and how to comply with ethical principles in accordance with principles of the Belmont report will be discussed. Methods: Survey was conducted from June 3th August to 6th September 2020. The online survey was conducted through voluntary participation through Internet users. A total of 319 people who completed the survey (±5.49%P [95% confidence level] were analyzed. Results: In the area of the public's perspective, the survey showed that the medical information is useful for new medical development, but it is also necessary to obtain consents from subjects in order to use that medical information for various research purposes. In addition, many people were more concerned about the possibility of re-identifying personal information in medical big data. Therefore, they mentioned the necessity of transparency and privacy protection in the use of medical information. Conclusion: Big data on medical care is a core resource for the development of medicine directly related to human life, and it is necessary to open up medical data in order to realize the public good. But the ethical principles should not be overlooked. The right to self-determination must be guaranteed by means of clear, diverse consent or withdrawal of subjects, and processed in a lawful, fair and transparent manner in the processing of personal information. In addition, scientific and ethical validity of medical big data research is indispensable. Such ethical healthcare data is the only key that will lead to innovation in the future.

빅데이터는 막대한 경제적 기회뿐만 아니라 공적 가치를 낳을 것으로 예상된다. 하지만 공공기관은 물론 민간기업의 빅데이터 사용은 프라이버시 침해에 대한 우려를 지속적으로 제기하고 있다. 행위패턴의 프라이버시 등 기존에는 없었던 새로운 위험을 유발함으로써 빅데이터는 프라이버시에 대한 기존 논의의 틀을 와해시킬 우려가 크다는 것이다. 반면, 빅데이터는 쿠키 등 행위추적에 근거한 개인정보의 부작용을 불식시키는 대안으로 인식되기도 한다. 본 논문은 빅데이터가 행위정보를 기반으로 하는 개인정보와는 어떻게 다른지를 밝히는데 초점을 둔다. 나아가, 개인정보로부터 파행되는 기존의 프라이버시 문제를 해결하기 위해 빅데이터에 대한 정책이 어떠한 대안을 가질 수 있는지도 제시할 것이다.

2016년 1월 1일부터 공공도서관 빅데이터 플랫폼이 서비스되기 시작하여 도서관 빅데이터가 공공도서관 업무 개선에 활용되고 있다. 본 논문은 도서관 빅데이터 플랫폼 활용사례들을 살펴보고 도서관 빅데이터 플랫폼의 활용효과를 높일 수 있는 개선방안을 도출하고자 한다. 이를 위해 먼저, 도서관 빅데이터 플랫폼을 활용한 사례들에서 활용한 빅데이터와 활용유형분석 및 도출된 서비스/시행정책을 살펴본다. 다음으로, 현재 공공도서관에서 사용하는 통합도서관리시스템(ILUS)과 도서관 빅데이터 플랫폼 각각의 자료분석 방식을 비교함으로써 도서관 빅데이터 플랫폼의 한계점과 이점을 살펴본다. 사례분석 결과, 프로그램 기획 및 수행, 장서, 수서, 기타의 유형으로 빅데이터를 활용하였고 서비스/시행정책은 이용자 맞춤형 테마서가 및 독서진흥프로그램 진행, 장서활용도 증대, 특화주제에 기반한 수서 및 대출현황 데이터 공개로 요약되었다. 비교분석결과, ILUS는 자관의 자료실현황분석에 특화되어 있으며, 빅데이터 플랫폼은 다양한 속성(연령, 성별, 지역, 대출시기 등)에 따른 선택적 분석이 가능하여 분석시간단축과 유연한 분석이 가능하다. 마지막으로 사례분석과 비교분석에서 밝혀진 특징 및 한계점을 정리하고 개선방안을 제시한다.
