The purpose of this research is to empirically examine the effects of motivation and skill for digital devices and the Internet on the use of online services in the severely disabled people. In addition to the general effect of digital divide, particularly for the case of severely disabled people, the effects of physical and mental inconvenience of individuals were taken into account and the moderating effect was confirmed by classifying the groups that need help with online activities and those that do not. The 2018 Digital Divide Survey data of the National Information Society Agency was used for the study. As a research method, path analysis and multi-group analysis using a sequence access model to Internet use were performed. As a result, it was confirmed that even in the case of the disabled, the motivational factor affects the skill for digital device operation and Internet use, and this access skill sequentially affects the use of online services. In particular, it was found that the effect of strategic and technical skill for internet use is the most important for the use of online services for the disabled rather than the motivation or a simple operational skill for digital devices. In addition, it was found that even in the disabled group, those requiring help in using the Internet was more passive in using the online service than the rest in the group. The results of this study suggest the need for stronger capacity for physical access as well as support in building strategic and technical skills that enhance responsibilities and protect from risks in using the Internet among the people with disabilities.

This study focuses on the management of the news production system in broadcasting companies. This paper concentrates on the process of data registration and metadata management in order to examine whether the currently produced news can have value as a 'public record' in the long term, and whether reliable and accurate information is preserved. In addition, the user experience in the current system is analyzed through in-depth interviews with Ingest Managers, Editors, and Archive Managers, who are closely related to metadata creation compared to other members of the its News Department. Finally, a sustainable metadata quality management method is sought to increase the value of news footage as a 'public record'. In this study, these points can be found out: the metadata of the news agency footage is input manually according to the user's will or working style, that is, the user-friendly metadata input system is insufficient. Accordingly, it can be seen that the quality of the metadata of the news video continues to deteriorate. As an alternative to overcome this, it is found that work flow improvement, system improvement, classification system and metadata improvement plan, etc. are definitely necessary in the short and long term.
Recent aspects of terrorism varies in various ways according to means, targets, and regions. In particular, the 9/11 terrorist attacks in the United States in 2001 changed the paradigm of each country's terrorism, and the South Korea also participated in the enactment and enforcement of the Anti-Terrorism Act in 2016. Based on this, CBRN terrorism is included in general terrorism, and the National Police Agency plays the role of a control tower, and a system supported by related organizations such as the Ministry of Environment is being built and operated. However, restrictions were confirmed in the organizational system, manpower composition, and equipment and materials in operation in preparation for CBRN within the police. Based on the identified limitations, we proposed improvement plans to strengthen the capacity for CBRN terrorism: establishing a dedicated CBRN organization; creating research organization; and securing additional dedicated personnel. Based on this, as an improvement plan to strengthen the capability of CBRN, the establishment of an organization dedicated to CBRN and a research organization within the National Police Agency, and expansion of electronic equipment suitable for the characteristics of CBRN were proposed. It is expected that the police's on-site response capability system for CBRN terrorism will be strengthened via the proposed improvement measures to recover the various restrictions on the response to CBRN terrorism.
Purpose - This paper attempts to identify the problems and limitations of a market maintenance project conducted according to the 「Special Act for the Development of Traditional Markets and Shopping Street」 and to present a revised direction for the special law and lay the groundwork for market maintenance projects to be promoted smoothly. Research design, data, and methodology - The revised direction for the legislation and the proposal were written based on an investigation of the problems and the legal system, and proposed measures for market maintenance operation and system improvements to derive the improvements needed for market maintenance projects. Results - A market maintenance project has been conducted as a means to reinvigorate traditional markets that are economically depressed, and to revive the local economy. It was largely conducted in the form of reconstruction and redevelopment and represents the interests of landowners and merchants. Thus, it is most likely to contribute to the gradual disappearance of traditional markets. First, as part of a market maintenance project, many companies are building multipurpose buildings or high-rise residential buildings to increase profits. In these high-rise buildings, they can raise rents, which may not be affordable for some existing small businesses. To solve such problems, the large-scale store registration requirement needs to be relaxed or abolished once the market maintenance project is completed. If the large-scale store registration requirement is to be abolished, the term 'large retail store' should be changed in the 「Special Act for the Development of Traditional Markets and Shopping Street」. After registration, the Small and Medium Business Administration should train merchants, offer consultations, and support events, to the extent that the existing traditional market management modernization project permits, and further continue to manage and support its ongoing activities. However, unless large-scale store registration is abolished, adding an exception clause in the special law to relax large-scale store registration criteria, and permitting changes to building use is another option. At the end of a market maintenance project, empty stores should be purchased by the Small and Medium Business Administration, and local government, etc., at the actual construction cost, to utilize them as public rental shopping areas, which in turn may be re-utilized as a temporary market for another market maintenance project. The second problem in market maintenance projects is merchant-protection. Currently, the special law prescribes that a temporary market be created for merchants to conduct business during the rental period of a market maintenance project. Conclusions - In reality, a market maintenance project is conducted usually in big metropolitan cities with 500,000 residents or more. The main building type created under these projects is a multipurpose building. For this reason, it is very difficult to secure a location for a temporary market in the surrounding area of such a project. To solve this problem, this study suggests 'public rental shopping areas' as mentioned above.

The purpose of this study is to investigate the preparation time of fire-fighting water for public fire hydrants and ground, underground fire hydrants. The equipment preparation time for stage 1 was 20.50 seconds for ground type and 24.67 seconds for underground type. The reason for this difference in preparation time is that an underground fire hydrant requires additional standpipes to connect to the main conduit of Paru and the underground hydrant, which open the manhole cover. Water tank Maintenance joint with water hose male coupling of the second stage was similar to that of the ground type of 48.50 seconds and underground water tipe of 49.00 seconds. This is because the operation of connecting the fire hose to the maintenance tank of the water tank car is the same. In the third stage, the water pipe connection was 43 seconds for ground type and 174.33 seconds for underground type. The reason why the time for connecting the water pipe to the fire hydrant is large difference is that the underground fire hydrant is opened by opening the manhole cover, After connecting the stand pipe to the fire hydrant, the additional process of connecting the water pipe to the stand pipe is required, which is considered to have greatly increased the time required. The opening of Water Control Valve and spindle Valve in the fourth stage was 66.50 seconds for the ground type and 78.83 seconds for the underground type. This difference is due to the fact that the spindle of the ground fire hydrant is located on the main body and can be easily opened, but the underground type is located next to the main body under the manhole and requires additional time to connect the opening equipment.

The Personal Information Protection Commission was launched in August 2020 as an integrated control tower for personal information protection, but several problems have been pointed out in the personal information protection operation system. First, despite the fact that Korea's personal information protection system has an integrated legal system that regulates both the public and private sectors, it has been pointed out that it is difficult to carry out smooth personal information protection functions due to incomplete integration of protection functions, such as the Financial Services Commission being in charge of personal credit information protection and the Korea Communications Commission being in charge of personal location information protection. Next, despite the increasing number of public sector personal information leakage incidents, there is a lack of personnel with expertise and specialized support organizations to efficiently investigate them, and there is a concern that the lack of an efficient response system to personal information infringement by global IT companies in Korea in the era of digital commerce may weaken the protection of citizens' personal information. In order to solve these problems, I reviewed overseas cases and literature and proposed the following measures. First, it is necessary to centralize the personal information protection supervision function for credit information and location information to the Personal Information Protection Commission. Second, it is necessary to secure expertise by securing specialized personnel and establishing specialized institutions to respond to public sector personal information leakage incidents. Third, it is necessary to revitalize the domestic agency designation system and establish an international cooperation system to protect people's personal information in the digital commerce era. I believe that these measures to develop the personal information protection system will lead to more systematic personal information protection.

The golden time of emergency vehicle is directly connected to the public safety. Therefore, national attention has increased to cut down the emergency vehicle's travel time. In order to shorten the intial dispatch time of it, emergency preemption system was installed at five intersections, and after test operation, whether it could be introduced in the country was estimated. We analyzed the effect of the traffic volume, emergency vehicle's travel time, and queue length under preemption and non-preemption. In the verification of the emergency preemption system, it was confirmed that the emergency vehicle's travel time was reduced from 350% to 24% compared to non-preemption system(TOD). In the saturated condition, queue length were remained 15 minutes and near saturated condition was about 30 or 45 minutes. At the non-saturated condition, the queue length's difference between emergency preemption system and general signal was small.
Commercial properties are gaining importance in the national economy, drawing more and more interests from agencies and individuals. Therefore, objective and accurate investment information needs to be supplied in order to support rational decision making and market transparency. To contribute to guiding the Korean commercial property market to become as transparent and competitive as the markets of developed countries, this study aims to seek for ways to establish a Korean commercial property information framework. As part of the activities to achieve the goal, the Korean commercial property market information was first evaluated in terms of data collection, production and operation. Then, US NCREIF, which is operated by the private sector, and Singapore's URA, managed by the public sector, were considered as the examples of well-managed foreign commercial property market information frameworks. Efficient management of the system requires establishing a monitoring scheme, and users' accessibility and information availability will be enhanced through phased expansion of the information.
Objectives: This study examined how ethanolamines (EAs) with the same functional alcohol group ($HOCH_2CH_2$), such as mono-EA (MEA), di-EA (DEA), and tri-EA (TEA), in water-based metalworking fluids (wbMWFs) are vaporized, condensed, and transformed by heat generated during metalworking. Methods: Two types of experimental apparatus were manufactured to achieve these objectives. Results: Vaporization tests using a water bath showed that the vaporization rate increased markedly from $0.19\;mg/m^2{\cdot}min$ at $23.5^{\circ}C$ to $8.04\;mg/m^2{\cdot}min$ at $60^{\circ}C$. Chamber tests with a heat bulb revealed that "spiked" MEA was fully recovered, while only 13.32% of DEA and no TEA were recovered. Interestingly, non-spiked types of EAs were detected, indicating that heat could convert EAs with more alcohol groups (TEA or DEA) into other EAs with fewer group(s) (DEA or MEA). The EA composition in fresh fluid was 4% DEA, 66% TEA, and 30% MEA, and in used fluids (n = 5) was 12.4% DEA, 68% TEA, and 23% MEA. Conversion from TEA into DEA may therefore contribute to the DEA increment. Airborne TEA was not detected in 13 samples taken from the central coolant system and near a conveyor belt where no machining work was performed. The DEA concentration was $0.45\;mg/m^3$ in the only two samples from those locations. In contrast, airborne MEA was found in all samples (n = 53) regardless of the operation type. Conclusion: MEAs easily evaporated even when MWFs were applied, cleaned, refilled, and when they were in fluid storage tanks without any metalworking being performed. The conversion of TEA to DEA and MEA was found in the machining operations.

The purpose of this study is to suggest the development of interactive services and technologies in the media industry. Through the analysis of domestic two-way broadcasting contents service, this study analyzed platform and services type according to service type of terrestrial broadcasting, SO operator and Telco. Also, by identifying the characteristics of interactive programs(open, interactive, personalized, stereoscopic), this study propose important convergence possibilities of the future providers and development plans through supporting technologies and services for each characteristic. In the case of terrestrial broadcasters, ARS, web sites and mobile apps were mostly provided in both directions, and SO and satellite broadcasting operators were found to provide diversity in interactive service operation using data domain. In the case of IPTV companies, most of them provide interactive services with additional video or information service through adjustment button or app, and cable TV operators had more adjustment data broadcasting than exclusive use data broadcasts. Therefore, domestic interactive broadcasting service type needs convergence type of revenue model needs and needs to be converted into new competitive interactive broadcasting program service environment.
