This study suggests consulting directions for non-profit private organizations which were found to be inefficient in the efficiency analysis for the public activities support projects on those organizations performed by the Korean government. An ANOVA analysis on seven types of public activities support projects showed that there were differences among those types. By applying CCB-I, BCC-I, Super efficiency models among DEA, performance efficiencies were analyzed. Four input elements (age of the organization, supported amount, number of members, and the number of workers) and three output elements (project scores, financial scores, and comprehensive scores) were analyzed, and high efficient organizations were found as benchmarking objects, and, through super efficiency analysis, those objects were classified into short, mid, and long-term objects. Through such methods, this research provided organizations with the best information on other organizations to learn from and improve themselves.

This research aims to investigate critical factors of the government's role in achieving success in Public Private Partnership (PPP) toll road projects in Indonesia according to government and private sectors' perceptions. A preliminary interview Subsequently a questionnaire survey was also conducted involving 143 respondents across the two sectors from eight operating toll were five critical factors of the government's roles in achieving success in PPP toll road projects, namely; "Active involvement in overall project stage activities", "Establishment of good bureaucracy", "Provision of conducive environment", "Appropriate project planning and competitive tendering" and "Provision of appropriate government support and supervision". This research finding is expected to assist the government in defining clear roles and underlying responsibilities in development of PPP toll roads in Indonesia.
Purpose: This study was to identify activities and related problems on health promotion of public health nurses, and to investigate basic data proposed to revise strategies of Health Promotion Nurse Specialists (HPNS). Method: The subjects of this study were 787 public health nurses sampled by clustering of the entire nation of Korea. Data were collected by focus group studies and cross-sectional survey during April to October of 1999. Results: 13.3% of public health nurses took responsibility for health promotion projects and 45.9% were involved in health promotion work with in home care or other routine activities. Also, the factors public health nurses perceived as barriers to implement activities for health promotion were time limitation, lack of ability for planning projects, insufficient time for specialties, inadequate understanding about health promotion project. Conclusion: According to the study, they need to have special education and further technical support. These results have important implications for the establishment for the role of Health Promotion Nurse Specialist. Also, in developing systems and curriculums for Health Promotion Nurse Specialist, the major factors described above need to be considered carefully.
This paper explores how the provided information from Enterprise Architecture (EA) affects the activities to for performing IT projects. The IT projects analyzed in this paper are projects to for developing and maintaining Korea Customs' UNI-PASS. This research was conducted based on surveys to demonstrate the effects of the information from EA on activities for IT projects. Information from EA is categorized into propriety, sufficiency and consistency. Activities for IT projects are defined as management, participation, communication, requirement management and human resource. Correlational analysis is used to measure the effects of the inf ormation on the defined activities. The analysis, which verifies the provided information by EA, does not have meaningful correlation with project management nor human resource. For public officials in charge, Sufficiency of the information produces a positive effect on decision making. For operation company, consistency of the information encourages utilization of the resources required for the project. This research suggests that strategies for performing IT projects with EA information that can support the verification of characteristic environments of each project and performance of vital activities required by the participants' roles will ensure the success of government IT projects.

This study aims to propose operational directions for establishing Support Centers for Childcare (SCC) as central institutions in local communities by examining the performance status of community-linked projects of SCC. To achieve this, an analysis of performance related to community-linked projects was conducted focusing on SCC activity reports from 2018 to 2022, encompassing the past five years. Upon examination of the analysis results, several findings emerged. Firstly, there was a substantial number of achievements with non-profit organizations and public institutions as the types of institutions involved in the Memorandum of Understanding (MOU), with a predominant focus on educational and informational support within the MOU contents. Secondly, collaboration among institutions within the local community primarily centered around education and administrative support, with a significant portion of support activities being conducted through meetings. Thirdly, individual volunteer contributions were prevalent in events and administrative support, while volunteer efforts were notable in areas such as cleaning toys. Based on these findings, recommendations for community-linked projects of SCC were derived.
This study aims to understand the current state of a community project in Seoul and to determine a revitalization plan for community projects of inhabitants initiative. Regarding the research methods, 10 apartments that participated in this activation project in Seoul were selected, 31 residents who participated in community activities were surveyed, and 20 community planners in Seoul were surveyed. The results indicate that community leaders are the most important factor in community programs. community leaders must be able to promote participation and a spirit of service; they must also be capable of managing and implementing programs. To ensure that local community resources are utilized and integrated, it was shown that consultation and human resources are of the highest necessity. Moreover, regarding community education, it was shown that for providing general opportunities and means by which community activities may be implemented, program information and space applications are crucial. Furthermore, financial support and support for public relations activities from the government are necessary. To activate apartment communities, first, community education programs for residents must be provided. Second, a system that facilitates access to and sharing of resources from areas outside the community must be established. Third, financial support should be consistent to support community activities. Finally, the promotion of community vitalization at the government level is necessary.
The purpose of this study was to propose an education cooperation model for Human Resources Development (HRD) in Asia-Pacific region in response to environmental changes in business and industry. In order to carry out the model, this study reviewed the key features of human resources in the APEC which is a symbolic regional integration entity in Asia-Pacific region, shaped critical issues related with HRD in this region and then analyzed the trends of education cooperation projects conducted by the APEC in terms of topics, implementation methods and proposing economies of the projects. In result, this study proposed a triangular education cooperation model for HRD consisting of three elements: Voluntary Partnership, Information on Needs and Support for Cooperation. These interconnected and interdependent elements were designed to encourage actors to participate in education cooperative activities with their own willingness, produce and manage research-based information required for sustainable cooperation and support communication and connectivity among actors for effective activities. Also, this study expected that this model would make a commitment to narrowing educational divides, enhancing global-standard skills development, facilitating public and private partnership and organizing the foundation of future education for cultivating creative talents in the era of innovation for APEC members.
Purpose - This study reviews the achievements of a pilot project for the revitalization of a commercial district performed for three years after its establishment in 2011. The project for the revitalization of the commercial district was performed to create a new local community space in connection with the traditional market and nearby districts. Although it was a pilot project, the project for the revitalization of the commercial district has been performed for almost three years. Therefore, this seems a proper time to conduct an interim evaluation of the project. This study aims to review and evaluate how the government support policy is influential for the revitalization of the commercial district. In other words, this research aims to identify what projects positively affected consumers' intention to revisit the downtown commercial area among the commercial district revitalization projects-promotion events, promotion activities, education, merchants cooperation system, IT projects, cultural events, and residents' communication. Research design, data, and methodology - This study designated seven management improvement projects affecting commercial district revitalization based on preceding studies. The survey of the degree of satisfaction on seven management improvement projects was executed targeting consumers who visited the commercial areas. Additionally, visitors' revisit intentions regarding currently visited commercial areas were also investigated. Therefore, revisit intention was set as a dependent variable and the satisfaction degrees of the respective management improvement projects were set as the independent variables. A total of 1,209 consumers were examined in six districts in the country. Result - Multiple regression analysis results showed that cultural events, education, the merchants' cooperation system, and IT projects brought statistically significant effects to the revisit intentions of consumers. In contrast, promotion events, resident communication projects, and promotion activities did not affect the revisit intentions of consumers. Particularly, the residents' communication project did not show significant influence because of consumers' recognition that it is similar to a cultural event. Conclusion - The following implications for the revitalization of business districts in the urban central area are drawn. From a general perspective, the businesses of culture, education, and cooperative system among seven businesses play positive roles regarding the intention to revisit so that the project is required to be promoted periodically through unique performances differentiated for each district, the merchant training reinforced for professionalism, and the expansion of joint events of merchants. Moreover, the sales promotion project and public relations activity are shown to be not influential to the intention to revisit. Therefore, while short-term sales promotion such as one-time gift events are required, sales promotion and public relation activities to induce revisits by mileage savings and accumulated gift presentation to attract long-term customers are required. The IT business is positively influential to the intention of revisit. Therefore, detailed information on the revitalized commercial district should be provided and additional functions such as discount coupons for continuous utilization should be included in the mobile app and the website.
The purpose of this study is to figure out the current condition of local governments (Si or Gun) to implement rural development policy in the face of the central government's drive for increasing devolution. Since late 1990s or early 2000s when scope of rural policy began to expand quantitatively, there has been considerable increase in rural residents' participation into community projects as a whole. Nevertheless, there exists regional differentiation in local governments' efforts to systematically support rural development projects (CRDP: Comprehensive Rural Development Programme) and community activities by setting up intermediary organizations or hiring rural development professionals in a public office. According to this survey on local government officials, regions that have made such efforts to support rural policy at a local level, show more advanced level of institutional capacity than other regions in local decision making process for CRDP, role of strategic rural developmental plans, vitality of community actors, etc. In the era of increasing devolution, these differences can be expected to result in diverging performances of each area in regionalized rural policy. The central government needs to introduce EU's LEADER-type rural development programmes to support community acitivities by various local actors and at the same time promote local governance building for rural policy, adopting institutional rewarding system such as rural planning contract.
Purpose - This paper attempts to identify the problems and limitations of a market maintenance project conducted according to the 「Special Act for the Development of Traditional Markets and Shopping Street」 and to present a revised direction for the special law and lay the groundwork for market maintenance projects to be promoted smoothly. Research design, data, and methodology - The revised direction for the legislation and the proposal were written based on an investigation of the problems and the legal system, and proposed measures for market maintenance operation and system improvements to derive the improvements needed for market maintenance projects. Results - A market maintenance project has been conducted as a means to reinvigorate traditional markets that are economically depressed, and to revive the local economy. It was largely conducted in the form of reconstruction and redevelopment and represents the interests of landowners and merchants. Thus, it is most likely to contribute to the gradual disappearance of traditional markets. First, as part of a market maintenance project, many companies are building multipurpose buildings or high-rise residential buildings to increase profits. In these high-rise buildings, they can raise rents, which may not be affordable for some existing small businesses. To solve such problems, the large-scale store registration requirement needs to be relaxed or abolished once the market maintenance project is completed. If the large-scale store registration requirement is to be abolished, the term 'large retail store' should be changed in the 「Special Act for the Development of Traditional Markets and Shopping Street」. After registration, the Small and Medium Business Administration should train merchants, offer consultations, and support events, to the extent that the existing traditional market management modernization project permits, and further continue to manage and support its ongoing activities. However, unless large-scale store registration is abolished, adding an exception clause in the special law to relax large-scale store registration criteria, and permitting changes to building use is another option. At the end of a market maintenance project, empty stores should be purchased by the Small and Medium Business Administration, and local government, etc., at the actual construction cost, to utilize them as public rental shopping areas, which in turn may be re-utilized as a temporary market for another market maintenance project. The second problem in market maintenance projects is merchant-protection. Currently, the special law prescribes that a temporary market be created for merchants to conduct business during the rental period of a market maintenance project. Conclusions - In reality, a market maintenance project is conducted usually in big metropolitan cities with 500,000 residents or more. The main building type created under these projects is a multipurpose building. For this reason, it is very difficult to secure a location for a temporary market in the surrounding area of such a project. To solve this problem, this study suggests 'public rental shopping areas' as mentioned above.
