  • Background: This study aims to empirically compare and evaluate the current status of medical accessibility and health inequality between people with disabilities and without. We calculated the ACSC hospitalization rate, which is a medical accessibility index, for hypertension, a major risk factor for cardiovascular disease that accounts for more than 20% of deaths among people with disabilities using the 2016 National Health Insurance Big Data. Methods: The subjects of the study were a total of 601,520, including 64,018 people with disabilities and 537,501 people without. Logistic regression was performed to analyze the differences in hypertension hospitalization rates adjusted for demographic and sociological characteristics and disease characteristics using SAS 9.4 program. Results: Before adjusting for the characteristics, the hypertension hospitalization rate of people with disabilities was 1.55%, and the people without disabilities were 0.49%. After adjusting, it was found that people with disabilities were 2.11 times higher than people without disabilities, and it was statistically significant. Conclusion: The preventable hospitalization rate of people with disabilities is higher than that of people without, suggesting that the disabled have problems with access to medical care and health inequality. Therefore, the government's policy improvement is required to close the medical gap for the disabled.

  • This article aims to identify the quality factors of public data which have increased as a public issue; analyze the impact of users satisfaction in the perspective of Technology Acceptance Model (TAM), and investigate the effect of service satisfaction on the government's open policy of public data. This study is consistent with Total Data Quality Management (TDQM) of MIT, it focuses on three main qualities except Contextual Data Quality (CDQ) and includes seven independent variables : accuracy, reliability, fairness for Intrinsic Data Quality (IDQ), accessibility, security for Accessibility Data Quality (ADQ), Consistent representation and understandability for Representational Data Quality (RDQ). Basing on TAM, the research model was conducted to examine which factors affect to perceived usefulness, perceived ease of use, service satisfaction and how service satisfaction affects to the government's open policy of public data. The results showed that accuracy, fairness, understandability affect both perceived ease of use and perceived usefulness; while reliability, consistent representation, security, and accessibility affect only perceived ease of use. This article found that the influence of perceived ease of use on perceived usefulness and the influence of these two causes on service satisfaction in the perspective of TAM were significant and it was consistent with prior studies. The service satisfaction when using public data leads to the reliability of public data open policy. As an initial study on unstructured public data open policy, this article offered quality factors that pubic data providers should consider and also present the operation plan of public data open policy in the future.

  • This paper proposes new measures to aid the uses of pubic transport buses by visually impaired people. Many visually impaired people have difficulty using public buses, but current guidance systems and braille blocks are not useful enough, according to a national survey(2017). In this paper, we develop a system with three functions that help to increase the bus accessibility and mobility of visually impaired people: (1)bus reservation using smart phone applications, (2)arrival notification, and (3)wireless bus stop button using Beacon. Experiments have confirmed that our system supports bus reservation, boarding and getting off the bus efficiently.

  • Korea is one of the most advanced countries in the world in terms of information technologies (IT) applications and usages. However, its web browser market is so dominated by one company, and its web cross browsing according to international guidelines isquestioned. In this research, we have empirically examined web cross browsing of web sites of major companies and pubic institutions in Korea through different web browsers which conform international guidelines. In general, web cross browsing through Firefox was lower by 19% than that through Internet Explorer. Web cross browsing of public institutions was better than that of companies, and financial institutions were the worst. Typical cross browsing problems found with Firefox were inability to pay online, failure to play multimedia contents, and frame display errors. Causes of web cross browsing problems and suggestions for improving cross browsing are discussed.

  • According to the results from the recent research in Business field, the correlation between customer satisfaction and customer loyalty is not strong. Based on this understanding, the first purpose of this study was to investigate the correlation between public library service user satisfaction and public library service user loyalty. To achieve this purpose, the study conducted a survey of 240 public library users. The findings of this study are 1) the correlation between 'public library service user satisfaction' and 'public library service user loyalty' exists. However the strength of the correlation is moderate, 2) the correlation between 'public library service user satisfaction' and 'public library service users' intention to use new library services' is the weakest among the variables of 'public library service user loyalty', and 3) the correlation between 'public library service user satisfaction' and 'public library service users' intention to recommend library services to others is the strongest among the variables of 'public library service user loyalty'. The second purpose of this study was to find the moderator variables between public library service user satisfaction and public library service user loyalty. According to the study results, the following moderate variables are found: 1) physical accessibility, 2) lack of diversity in library service, 3) car-parking issues, 4) lack of diversity and recency in collections, and 5) lack of convenience in facilities.
